Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session Tuesday morning (Aug 13, 2013) with the Woodbury Township Officers to discuss a water line easement. Council Member Gumke was not present.
City Administrator Jeff Fuchs said he recently met with Woodbury officials about an agreement. At Tuesday’s meeting were representative from Woodbury Township, were Chairman Duane Anderson, along with Supervisors Randy Wilson, and Larry Lee.
At a Jamestown City Council meeting on August 8, the City council had discussed the terms for granting an easement to the City of Jamestown from Woodbury Township to place a 16″ water main under 37th St SE in Woodbury Township. The main will provide water to the Southwest water tower under construction.
The city maintains the road, outside of city limits. The township requested the city take all responsibility for the street in exchange for the easement. Mayor Andersen disagreed with maintaining roads outside of city limits. At that meeting, Council Member Gumke suggested a counter proposal to limit maintenance.
The City Council voted unanimously to continue minimum maintenance, in cooperation with Stutsman County in exchange for the easement, with the City Attorney reviewing an agreement, as officials continued to negotiate with Woodbury Township
At Tuesday morning’s meeting, during discussions with Woodbury Township representatives, Duane Anderson proposed the city take responsibility for snow removal and graveling, and blading. Woodbury will assume responsibility for ditch mowing where necessary, and maintain existing culverts.
Mayor Andersen said she has no problem with the agreement, with those items taken out of the agreement. She said the street will be left in as good or better shape than before the work.
Drainage will be improved in the area, with the reconstructed roadway. The city will ask permission of Woodbury Township for an sign errections.
The Council voted unanimously to approve the agreement for the easement.
