JPD – On June 8, 2024, the Jamestown Police Department was contacted by a family
member of a teenage girl who was being reported as a possible runaway from another
community in western North Dakota. The family member indicated the teenager may be in
Jamestown and it was possible she was being held against her will and not actually a runaway.

Jamestown Police began an extensive investigation to try to locate the teen. Several leads in the
investigation were developed and followed up on. A suspect was identified and was believed to
be harboring the juvenile. The suspect is a registered high-risk sex offender and is supervised by
NDDOCR Parole and Probation through a GPS ankle monitor. JPD attempted to track the
movements of the suspect without success. Jamestown Police then conducted a nighttime search
warrant of the suspect’s residence, in the early morning hours of June 9, 2024. The juvenile was
not found.

In the evening of June 9, 2024, the teenager returned home. The Three Affiliated Tribes Police
Department became a partner in this investigation, as the investigation into this incident spans
multiple jurisdictions.

On June 10, 2024, the NDDOCR Probation office began assisting in the investigation. Based on
the information provided by Parole and Probation, JPD investigators allege the suspect
transported the teenage victim back home. It is also alleged the suspect had the victim staying
with him from on or about May 23, 2024, until June 9, 2024.

On June 11, 2024, at approximately 1026 hrs., the suspect was located driving a vehicle in the
3300 block of 3 St SE. Jamestown Police conducted a traffic stop and took the suspect into
custody. The suspect is identified as 38-year-old Loring Riel Sky Rush of Jamestown. Rush was
arrested on suspicion of Felony Corruption or Solicitation of a Minor. He was transported to
Stutsman County Correctional Center, to await formal charges.

The investigation into this incident is ongoing and more charges are likely.
