JPD – The Jamestown Police Department wants to notify Jamestown residents regarding a new high risk sex offender who is residing within the city of Jamestown.
35 years of age, Richard Garrett Staples, he is homeless
Staples has no vehicle.
Staples is white, 5 feet 7 inches tall, weighing 187 pounds, and has Hazel eyes and Brown hair.
Mr. Staples has been assigned a high-risk assessment by the North Dakota risk level committee, Office of the Attorney General.
Offense: Abusive Sexual Contact – when Staples was 25 years old he had intercourse with a 6 year old girl.
Conviction Date: 12/19/2017 in U.S. Federal Court.
Disposition: 41 months; concurrent with remaining undischarged portion of federal sentence 4:13-CR-118; 5 years supervised release; concurrent with term in 4:13-CR-118.
Offense: Sexual Abuse – when Staples was 21 years old, he raped an adult female after she passed out.
Conviction Date: 07/16/2014 in U.S. Federal Court.
Disposition: 64 months, credit for time served; 5 years supervised release.
Staples is not wanted by police at this time and has served the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this
information be used to threaten, assault or intimidate the offender. Attempts to harass, intimidate or
threaten these offenders or their families, landlords or employers will be turned over for prosecution.
