GreatRiverEnergy3Jamestown (CSi) Meeting in Executive Session Monday morning, the Spiritwood Energy Park Association (SEPA) voted to approve a Resolution, to re-bid the rail loop project, and rescinded the bid awarded to Dakota Missouri Valley and Western Railroad.

The action follows the discovery of bid irregularities, reviewing bids opened on January 6, 2014 .

The panel pointed out unintentional actions that may have “created irregularities” in the bid evaluation process.

No new date for a bid opening was set.

Officials with RailWorks Track Systems alleged fraud and collusion against the Spiritwood Energy Park Association concerning a construction contract for a rail loop it awarded to Dakota Missouri River Valley and Western Railroad.

The $7 million project will provide rail access to Dakota Spirit AgEnergy and possible future businesses in the Spiritwood Energy Park, a joint project of the Jamestown/Stutsman Development Corp. and Great River Energy.

Great River Energy (GRE) Project Engineer, Rich Garmen says, Dakota Spirit AgEnergy is on schedule for a spring 2014 construction with the rail loop completed by this fall.
