cityhallJinsideJamestown (CSi) The Jamestown City Council’s Finance & Legal, Building Planning & Zoning Committee, and Civic Center & Promotion Committee met Tuesday evening at City Hall.  All members were present.

The Finance & Legal Committee reviewed requests from the Jamestown/Stutsman Development Corportation (JSDC).

Following discussions.

The committee recommends   approving  a request for Economic Development Funds in the amount of $682,500 to provide Jobs Incentive Grant Funds to Dakota Spirit Ag Energy, with the City Share to be $614,250 nd paid from the City Sales Tax Fund.   CEO Connie Ova said, payments are paid one employee at a time.

The committee recommends approving a request for Economic Development Funds in the amount of $80,000 to provide Flex PACE and PACE interest buy-down to Real Truck.com, Inc., with the City Share to be $64,000 and paid from the City Sales Tax Fund.

The committee recommends approving a request for Economic Development Funds in the amount of $125,000 to cover the cost of purchasing the SCDRC’s portion of the Center for Economic Development building, with the City Share to be $112,500 and paid from the City Sales Tax Fund.

The committee reviewed the draft ordinance   pertaining to beekeeping within the city, discussed with Assistant  City Attorney, Mary Jensen.  The committee recommends amendments to require 70 percent of approval of neighbors to issue a permit for beekeeping, with the First Reading at the April 7, 2014 City Council meeting.

The committee recommends approving the bid for the City Hall Cooling Tower Upgrade to Nill Construction in the amount of $137,261.00.

The committee recommends approving a request from Great River Energy for ongoing disposal of sand/coal/ash mix waste at the Jamestown Sanitary Waste Landfill, subject to North Dakota Health Department requirements and any landfill capacity restrictions, and notification of termination to GRE.

The committee discussed giving support to the James River Valley Library System, for a grant application for a new bookmobile. Mayor Andersen suggested public input before giving support. The committee recommends bringing the issue to the April 7, 2014 City Council agenda for further discussion.

The Building, Planning & Zoning Committee…

Recommends approval of the final plat of Eventide Addition, a Replat of Riffe First Addition and Lots 1 & 2, Block 4, Hi Acres Hillcrest Addition.

The committee discussed placing on the April 7, 2014, council agenda, without recommendation, the First Reading of an ordinance to change the zoning at Menards Site in Southwest Jamestown from P-O-C (Public Open Development & Conservation District) to C-2 (General Commercial District). Council Member Buchanan said any action now would be “fast-tracking” the zone change. Mayor Andersen said action would put the issue on the April council, meeting and not delayed until the May meeting, without any sacrifices concerning public notice. The committee recommends placing the item on the April City Council agenda without recommendation. Council Member Buchanan was opposed.

 

Considered the First Reading of an ordinance to amend and re-enact a Chapter by adding a new Article VII of the City Code pertaining to provisions regulating crew camps in the city. Assistant City Attorney Mary Jensen said the Ordinance is similar to the Ordinance approved by the Stutsman County Commissison. It also deals with building code, and and limited the locations in M-1 or M-2 zoning, along with placement of perimeter fences and set-backs. along with fees. The committee recommends sending the First Reading of the Ordinance to the April 7th City Council agenda. The committee recommends the First Reading of an ordinance to amend and re-enact Appendix C, Section 5.8, of the City Code pertaining to uses permitted, M-1 District pertaining to the crew camps, at the April 7th meeting..

To amend and re-enact an Ordinance by amending the District Map to change the zoning of Lot 8, Block 3, Buchholtz Fourth Addition from R-1 (Single Family Residential) to P-O-C (Public, Open Development, Conservation).

To change the zoning of Plat C in the SW ¼ of Section 36, Twp. 140N, R64W in the City of Jamestown from R-1 (Single Family Residential) to P-O-C (Public, Open Development, Conservation).

To amend an Ordinance by amending the District Map to change the zoning of a 4 acre tract of land in the NE ¼ of the SW1/4 of Section 2, Twp. 139N, R64W from A-1 (Agricultural) to C-1 (Local Commercial).

A Public Hearing and Second Reading of an Ordinance concerning the request for annexation of a tract located in the NE1/4 of the SW1/4 of Section 2, Township 139N, Range 64 W, containing 3.99 acres, more or less.
