Valley City (KCSi-T.V. News)  —  Those opposed to  Measure 5 concerning animal cruelty,  on the November election ballot, will hold a town hall meeting this evening (Oct 3, 2012), at 7-p.m.  at  the Valley City Eagles Club, outlining their opposition.

The measure outlines Class “C” felony charges for anyone who impales, disembowels, beats or burns a cat, dog, or horse, while leaving in place existing misdemeanor penalties in the North Dakota Century Code for all other types of cruelty and neglect.

The proposal applies to dogs, cats and horses, and does not affect North Dakota’s hunting or farming heritage.
