WILLISTON, N.D. (KCSi-T.V. News Oct 30, 2012) — Senator John Hoeven Tuesday named former Valley City Administrator, Jon Cameron to provide constituent services to residents of western North Dakota.

Cameron will be based in Williston and will serve western counties, including the communities of Dickinson, Belfield, Killdeer, Watford City, Stanley, New Town, Crosby and Tioga.

The new office will help the Senator assist constituents, businesses and community leaders as they address infrastructure needs and other challenges in this rapidly growing area.

Senator Hoeven says the former city administrator of Valley City,  has a good background and understanding of issues facing residents on both the county and city levels.

In Valley City he was heavily involved in infrastructure projects and worked on flood protection during the record floods of 2009 and 2011 in eastern North Dakota.

He worked extensively with then-Governor Hoeven during the flood of 2009. He also worked with Hoeven to secure a $15 million upgrade to the city’s water treatment plant.

In the course of his former work, Cameron has experience and working relationships with the US Army Corps of Engineers, the Federal Emergency Management Agency, and other federal agencies.

He has also worked closely with numerous state agencies, including the governor’s office, the North Dakota National Guard, Department of Emergency Services, Department of Transportation, State Water Commission and a range of other agencies.

Cameron has held executive and administrative positions in Oklahoma, Florida and Texas, in addition to North Dakota.

Jamestown, ND (KCSi-T.V. News) — The Democratic Party endorsed candidate for North Dakota governor, Ryan Taylor was in Jamestown Tuesday (Oct 30, 2012) on a Campaign stop.

Taylor was at the Gladstone Inn & Suites, where he spoke to about 25 individuals on hand.

Taylor and his running mate Ellen Chaffee, are running against the GOP endorsed candidates, Governor Jack Dalrymple and Lt. Governor, Drew Wrigley in the November 6, 2012 elections.

She adds, An Artful Happy Hour is held the second Tuesday of each month for a social hour, and an artful activity. Participation is free, and if you choose, bring along the beverage of your choice.

Ms. Barnes added that the current exhibit runs through December 1, 2012, “Sticks & Stones,” recent ceramics by Brad Bachmeier. An exhibit reception and gallery talk with Bachmeier will be Friday November 30, 2012, at the Arts Center Gallery at 5:30-p.m.

On Saturday December 1, 2012, Bachmeier will hold a Ceramics Workshop, Hand-building plates, mugs or vessels with templates and textures, from 9:30-a.m., to 12:30-p.m. The cost is $60 for Arts Center members and $70 for non-mmbers.

Main Street Downtown Jamestown Association, Ambassador, Charlie Kourajian says there is still plenty of time to get a float built and entered.

The parade is Friday evening, November 23, 2012, starting at 7 p.m.

Kourajian says his year the Main Street Downtown Association is offering cash prizes for the 3 top parade entries:

 Bismarck, ND (KCSi-T.V. News Oct 30, 2012) — The National Weather Service in Bismarck has issued the Flood and Water Resources Outlook, for the James River, and Missouri River basins, in North Dakota.

The time period covers October, through late December 2012.

The report says, drought conditions have persisted since early summer, and have affected stream flow, with lower than normal amounts of water making its way into the streams.

However, rains over the past few weeks have improved the stream conditions. Soil moisture which had fallen dramatically across the state through fall have received enough rains to start replenishing what was a very dry surface soil.

 

With the Weather Outlook, the shorter 6-10-day outlooks generally suggest a good chance of above normal temperatures along with an above normal chance of precipitation.

Looking farther into the one month and three month outlooks, the expectation is for an equal chance of below normal, normal, or above normal precipitation, and a near equal chance of below normal, normal, or above normal temperatures.

In general, the expectation of an El Nino pattern going into winter has waned to more of a neutral pattern where a more normal winter is expected, with large differences across the area possible.

 

 MINOT, N.D. (AP) – A Minot man has been sentenced to two years
in prison for assaulting a federal officer on the Turtle Mountain
Indian Reservation.
     Thirty-four-year-old Vincent Anderson was accused of resisting a
Bureau of Indian Affairs officer and hitting him in the face during
a traffic stop in the Belcourt area on March 5. He pleaded guilty
in June.
     U.S. Attorney Timothy Purdon says Anderson will be on supervised
release for two years following his prison term and must pay about
$625 in restitution.

 

FARGO, N.D. (AP) – One of three people charged in the heroin
overdose death of a Fargo blues guitarist has pleaded guilty.
    

25-year-old Seth Lund admitted in federal court on Monday to
injecting a drug-filled needle into the arm of 30-year-old Cody
Conner in June. Authorities say Conner died shortly after.
     Lund struck a deal with prosecutors in which he will serve seven
years in prison on a charge of possessing heroin with the intent to
distribute it. A judge must agree to the terms. Lund is to be
sentenced Jan. 23.
     Twenty-four-year-old Nicole Wadsworth and 27-year-old Nathan
Evenson have pleaded not guilty to providing the heroin that led to
Conner’s death. Their trial is to begin Dec. 11. They could face
life in prison if convicted.

 

WEST FARGO, N.D. (AP) – A Fargo contractor faces $21,000 in
proposed penalties for a construction incident that killed a
30-year-old man.
Trevor Skarphol of Fargo was killed in May when a 28-foot steel beam fell on him while he was working on a new addition to the Sheyenne Ninth Grade Center in West Fargo.
     The Occupational Safety and Health Administration alleges that
project contractor Lee Jones & Son Construction Co. committed three
serious violations related to the erection of steel columns and the
use of anchor rods.
     OSHA spokesman Eric Brooks says representatives from his agency
and from the contractor were slated to meet in Bismarck on Tuesday
to discuss the findings.

 

 GRAND FORKS, N.D. (AP) – More than 200 soldiers with a North
Dakota National Guard unit based in Grand Forks have been put on
alert that they likely will be called to duty next spring.

     The Guard says the 188th Air Defense Artillery Regiment expects
to mobilize in May for a yearlong mission in Washington, D.C.,
helping protect airspace around the nation’s capital.
     The North Dakota soldiers are expected to replace soldiers with
a Florida National Guard unit.
     The 188th has detachments in Fargo and Bismarck. It will be the
10th deployment for the unit in less than a decade. Soldiers also
have served in Iraq, Afghanistan and Kosovo.

 

GRAND FORKS, N.D. (AP) – Seven refueling aircraft evacuated from
a military base in New Jersey because of superstorm Sandy are being
temporarily housed at Grand Forks Air Force Base in North Dakota.
     The base says the planes with the 305th Air Mobility Wing came
to the base Sunday from Joint Base McGuire-Dix-Lakehurst in advance
of the storm that is now pounding the East Coast. The Grand Forks
base used to be home to air refueling tankers.
     About 60 airmen with the 305th came with the planes. They are
expected to remain until Wednesday or Thursday.

 

 FARGO, N.D. (AP) – Some Red Cross volunteers from North Dakota
are in New Jersey helping residents there deal with superstorm
Sandy.
     The five volunteers are from Fargo, Minot and Dickinson. They
flew out Saturday after getting just 12 hours’ notice and are
working in emergency shelters.
     Red Cross Minn-Kota Region CEO Randy Johnson tells Forum
Communications that up to 10 more volunteers from the region might
be tabbed to drive emergency response vehicles to the East Coast.
     The storm that made landfall in New Jersey on Monday has killed
people in more than half a dozen states and cut power to millions.

 

 BISMARCK, N.D. (AP) – A state trade official says North
Dakota-bred cattle are successfully taking root in a former Soviet
republic but many of Kazakhstan’s cowboys are still greenhorns.
     North Dakota Trade Office Executive Director Dean Gorder says
about a dozen Kazakhstan cowboys are slated to work on North Dakota
ranches next month for an intensive two-week crash-course in
tending cattle.
     About 5,000 hardy cattle bred to withstand North Dakota’s harsh
winters have been airfreighted to Kazakhstan over the past two
years to help rebuild the country’s cattle industry. About 3,000
more cows are slated to be shipped this fall.
     Gorder says Kazakhstan’s new cattle herd appears to be thriving
thanks largely to North Dakota’s cattle genetics and help from
cowboys the oil-rich country has hired from North Dakota, Nebraska
and Kansas.

 

FARGO, N.D. (AP) – A North Dakota-based company plans to build a
canola processing plant in Oklahoma.
     Fargo-based Northstar Agri Industries says construction of the
plant near Enid, Okla., is expected to be done before the 2015
canola harvest.

The plant would be capable of producing 290,000
tons of food-grade canola oil and 450,000 tons of canola meal
animal feed annually.
     The plant would employ about 55 people with an annual payroll of
$3.75 million. It is subject to regulatory approvals and financing
commitments. The company did not release the cost of the project.
     Northstar is a subsidiary of California-based PICO Holdings Inc.
It has a canola plant near Hallock, Minn.

 

In world and national news…

NEW YORK (AP) – It could be days before people in much of the
Northeast can see their lives start to return to normal, in the
aftermath of a storm that has left at least 39 people dead.

More than 8.2 million people across the East are without power. New York
City was especially hard hit, its subways shut down and much of
Manhattan left without power.
     
     UNDATED (AP) – The storm that resulted when Hurricane Sandy
merged with two other storm systems has been moving westward today
across Pennsylvania with winds of 45 miles an hour.

It’s expected to make a turn into New York State tonight. Although it is getting weaker as it goes, forecasters still expect it to bring heavy rain
and flooding.

In one measure of the storm’s size and power, waves
on southern Lake Michigan have risen above 20 feet, tying a record.
     
     WASHINGTON (AP) – President Barack Obama is warning the public
that the massive storm that struck the East Coast “is not yet
over.” The president says there are still risks of flooding and
downed power lines.

He called the storm “heartbreaking for the nation.” Obama spoke during a visit to Red Cross headquarters.

He plans to stay in Washington through tomorrow, scrapping three
straight days of campaigning to deal with the storm.

In Ohio, meanwhile, Mitt Romney collected relief supplies for storm victims,
saying there are “a lot of people hurting.”
     
     NEW YORK (AP) – The New York Stock Exchange will reopen for
regular trading Wednesday after being shut down for two days because
of Hurricane Sandy.

The exchange says its building and trading floor are fully operational. This was the first time since 1888 that the exchange remained closed for two consecutive days due to weather.

Sections of Manhattan were inundated with water, and power
was shut off to thousands of people and businesses.
    
     TUCSON, Ariz. (AP) – A man has pleaded guilty to murder in the
killing of a U.S. Border Patrol agent during a 2010 firefight near
the Arizona-Mexico border.

The first-degree murder plea marks the first conviction in the December 2010 death of Agent Brian Terry.
Two rifles bought by a gun-smuggling ring that was being monitored
by the government’s botched investigation known as “Operation Fast
and Furious” were found at the shooting scene.
