Valley City (CSi) The Valley City Commission met in Regular Session on Monday March16, 2015, at 7:30-p.m., at City Hall, a change from the regular second Tuesday of the month, and regular time, due to scheduling conflicts.
At Monday’s meeting a City Hall, members all were present.
APPROVAL OF CONSENT AGENDA INCLUDED:
Renewal of plumbing, electric and heating licenses for Overn Electric, Inc., JDP
Electric, Inc., Sheyenne Mechanical LLC… And all renewals received before April 1, 2015.

PUBLIC FORUM: No one spoke
ORDINANCES
Approved the second and final reading of an Ordinance creating a restrictive
covenant for structures to be removed in accordance with the State Water Commission.
City Attorney Myhre said the covenant is reqired by the State Water Commission.
Approved the first reading of an Ordinance recodifying the Garbage and Rubbish
Ordinance.
Attorney Myhre pointed out the language is the result of recommendations by a subcommittee, to modernize language, and make minor adjustments. The Ordinance includes any rate adjustments.
NEW BUSINESS
The City Commission approved appointing Joe Faure to the Planning & Zoning
Committee to replace Bill Carlblom’s position representing the 1 mile extraterritorial jurisdiction until July 2018.
Approved the Preliminary Design and Construction Engineering Agreement for Sewer
Extension from the intersection of 8th Avenue SW and Viking Drive to the proposed
storm water drain system design for the Valley City Park District Health and
Wellness Center, in the amount of $1,200 as recommended by Mayor Werkhoven.
The City Commission approved an Amendment to the Preliminary Design and Construction Agreement with KLJ, that was approved on October 21, 2013 for the 9th Street NE Shared Use Path in an amount not to exceed $43,500, 19% of $229,000 in costs.
Approved the Preliminary Engineering Agreement with KLJ for drainage issues on Granger Hill and Lakeshore Acres Subdivision, north of 10th Street, for an amount not to exceed $7,500.00 for land surveying.
CITY ADMINISTRATORS REPORT
David Schelkoph reported that about 200 AMI meters are yet to be installed, due to defective units.
He added that the AMI is fully operational, noting that onlt 15 customers opted out.
He said that citywide cleanup in Valley City is planned for May 11-15, 2015 weather permitting.
The Mill Dam site is planned to open March 27, 2015, weather permitting for collection of leaves and grass.
He noted that street sweeping is in progress.
CITY UPDATE & COMMISSION REPORTS
Building & Fire Inspector, Dave Andersen reminds residents to pick up aft their dogs in public places. He said that a number of feral cats have been picked up, and reminded residents to keep yards picked up, and to remove cars from front yards.
Commissioner Nielson added that city officials have attended state house meetings regarding flood control dollars, at the appropriations committee hearings. A contingent from Valley City will return to give more testimony on Thursday this week.
