Jamestown City Council 2014Jamestown (CSi) The Jamestown City Council met in Regular Session, Monday afternoon at City Hall.  Mayor Andersen was not present.  The meeting was presided over by Council President, Ramone Gumke.

NO RESOLUTIONS WERE ON THE AGENDA FOR ACTION.

ORDINANCES:

A FIRST READING was introduced: Concerning an ordinance to amend and re-enact Ordinance No 329 of the City Code by amending the District Map to change the zoning of the North 600 feet of Auditor’s Lot 30- 2, within the NE ¼ of Section 30, Township 140 North, Range 63 West, to the City of Jamestown, North Dakota, from R-1(One Family Residential) to R-2 (One to Six Family Residential). Property south of the airport, on newly annexed land.

A SECOND READING of an Ordinance to grant Otter Tail Power Company a continued franchise to maintain its system within the City for a 10 year period was tabled until the next meeting.

A PUBLIC HEARING was held, concerning an Ordinance to change the zoning of the proposed Lot 1, Block 1, Edgewood First Addition, within the NE ¼ of the SW ¼ of Section 2, Township 139 North, Range 64 West, from A-1 (Agricultural District) and C-1 (Local Commercial District) to C-1 (Local Commercial District). No one attended the Public Hearing.

Following the Public Hearing the City Council approved the SECOND READING

She added the Fraternal Order of Police will hold a meeting on May 18, 2015, at 4-p.m., in the lower level of the Law Enforcement Center in Jamestown, with a PERS presentation.

MAYOR AND COUNCIL MEMBER’S REPORT:

Council Member Buchanan asked if legislative dollars earmarked for jobs development, with workforce training was approved.

JSDC CEO Connie Ova said an upcoming meeting will be held address the updates.

OTHER BUSINESS:

Approved recognizing the Northern Plains Chapter Huntington Disease Society of America as an other public spirited organization and to authorize the issuance of a Raffle Permit on May 8, 2015, at the 1st Street East/Warehouse Building/70’s Street First.

Approved the request from Blazer Inc., d/b/a Shadys for a Class G alcoholic beverage license at the Hillcrest Golf Course and a Sunday Permit for the 2015 Concession Stand Agreement with Jamestown Parks & Recreation District.

The City Council discussed the removal or relocation of the electrical panel adjacent to the Arts Park in the southwest corner. Council Member Kourajian said the electricity is used during downtown events, such as the Block Party, and Crazy Days, and is used for street light controls. Kourajian said he is opposed to removing it.

The Arts Center representative, Dave Hillerud said an option is to spin the panel and moving it to the north.

The City Council voted to approve the Arts Center to relocate the panel in the general area.

Approved aa Resolution to authorize Payment No. 3 & Final to Scherbenske, Inc., for Storm Sewer Cleaning, in the amount of $33,100.00.

Information was given relative to the Storm Sewer repairs on the “Burdick” storm sewer.

City Engineer, Reed Schwartzkopf said a minimum of $139,000 will need to be expended, with a request for proposals sent out.

Council member Brubakken said with the cost over $40,000 the city council needs to send out RFPs and then review the responses.

Council Member Gumke moved to send the issue to committee for review and options on bidding the project, and paying for it.

Traffic moving through the area has been re-directed.

The City Council voted to table until the committee meeting.

Schwartzkopf said grants will be applied for from the Department of Homeland Security to upgrade, and possibly added to the city’s outdoor warning sirens.
