City Hall 3Jamestown (CSi) The Jamestown City Council’s Finance & Legal, Building Planning & Zoning, and Civic Center & Promotion Committees met Tuesday evening at City Hall. All members were present.

With Finance & Legal Committee business:

The committee recommends approval of the request from JSDC for $5,258 from Economic Development Funds to provide for additional roofing needs at the Center for Economic Development with the City Share to be $4,732 and paid from the City Sales Tax Fund.

The committee recommends approval of the request from JSDC to provide $75,000 to Jamestown Tourism for renewal of matching funds for Tourism Grant funding for 2016.

Consider the request from JSDC to convey Lot 8, Block 1, I-94 Business Park Addition, to the City of Jamestown.  The committee recommends, the City Attorney close the conveyance.

Considered the letter from Zerr Berg Architects to construct paving and needed utilities on 5th Street NE from 12th Avenue NE to approximately 17th Avenue NE.

The committee’s consensus is to establish a schedule, followed by resolutions. Council Member Buchanan recommends establishing a Special Assessment District.

The committee recommends approving the offer of Donna J. Hagan to purchase Lot 12, Beverly Hills 3rd Addition, for $500.00, near Newman Signs, plus paying Special Assessments, and delinquent taxes, and legal costs.

The Joint Powers Agreement between the Jamestown Park District and City of Jamestown for the TRAC Facility, was tabled to a special meeting to be held on Thursday this week.

The Second Reading of an Ordinance to create and enact Article V of Chapter 25.5 of the City Code pertaining to City Sales and Use Tax for Two

Rivers Activity Center (TRAC) Bond Issue, is scheduled for the September 8, 2015, City Council meeting.

Informational:  Departmental and financial reports were presented.

 

Building, Planning & Zoning Committee business:

Recommended the approval of the final plat of Verke Liechty Addition, a replat of the south 421.71 feet of Block 6, Buffalo Mall Subdivision, within the SE ¼ of Section 2, Township 139, Range 64 West, within the City of Jamestown, Stutsman County, North Dakota.

The committee recommends approval of the final plat of Enzminger Addition, a replat of Lot 1, Block 2, Homestead Addition, and Lot 9, Block 1, Replat of Hunt and Wolff Addition, within the NE ¼ of Section 35, T140N, R64W.

The committee recommends the approval of the Land Use Plan Amendment from Medium Density Residential and High Density Residential to Public/Institutional for Lot 1, Block 1, Meadowlark Lane Addition…the area of the TRAC facility.

Recommends the recommendation from the Planning Commission and consider introducing the First Reading of an ordinance to amend the District Map to change the zoning of Lot 1, Block 1, Meadowlark Lane Addition, from R-1 (One Family Residential District) to P-O-C (Public Open Development and Conservation District).

The committee considered the recommendation from the Planning Commission to authorize SRF Consultant Group, Inc., to update the preliminary plat checklist to include covenants and any other special conditions be addressed. Mayor Andersen said the city budget for SRF funding is getting low, and recommends city staff taking on the work, so SRF can concentrate on other planning issues, and costs.  The committee took no action, relative to a possible Ordinance Change.
