Valley City (CSi)  Following the resignation of Valley City Mayor Bob Werhoven on May 12, 2016, Deputy Mayor Matt Pedersen has become the interim Mayor of Valley City.

Valley City officials have these options to fill the mayor’s position uner the North Dakota Century Code (NDCC 40-09-10.)

The City Commission may call a special election to fill the unexpired term, or may, after 15 days appoint a person to fill the unexpired term.

Another option is upon a petition of 5 percent of the qualified electors (based on the total number of ballots cast in the last city general election) the city commission must call a special election if there is more than 6 months left on the term and the petition has been submitted within 15 days of the vacancy.

The 15 days doesn’t start until the city commission has formally accepted the resignation at a regular or special city commission meeting. (NDCC 40-09-04.)

Update

The city commission will address accepting the mayor’s resignation during the next regular city commission meeting on Tuesday, May 17th,.  The meeting starts at 5-p.m., at City Hall …to be shown live on CSi Cable 68 followed by replays. The current mayoral term in Valley City ends June of 2018.

 

Jamestown (CSi) The Jamestown Public School Board Monday, discussed new route-based school bus contract that will emphasize efficiency.

The plan may require private schools to pay a portion of the costs for their students now riding free with the Jamestown Public School District.

Board member Gail Martin said tax-paying families will not want to be charged additional funds for the busing but the schools should share that burden as does JPS.

Jamestown Public School Board, Vice President, Heidi Larson and board member Robert Toso said an agreement nearing for a six-year bus contract with Dietrich & Sons Inc., the Valley City-based bus company that will complete its six-year JPS contract in June.

Toso said the contract amount currently being negotiated is around $525,000 per year, which is $125,000 more than the current $450,000 per year. The initial contract offer from Dietrich was around $625,000.

School Board President Roger Haut said that the contract negotiations should focus for now on keeping the same routes and negotiating the best price.

Toso said Dietrich is operating at a loss this year and the board should be aware of this as it considers the counter proposals at a special meeting in June. The bus contract task force committee would make its recommendation following the meeting with Dietrich.

Jamestown (CSi) Roosevelt Elementary School officials have pointed to working households for a decline in volunteerism and disbanding of its parent teacher organization.

Roosevelt Principal Patricia Smith says parents attend school functions, but putting in extra hours to cover a recess for a teacher, organize a luncheon or run an afterschool event is more difficult. A lack of participation is not uncommon, but a PTO disbanding happens less often.

The Roosevelt PTO has raised funds for 32 tablet computers and 45 iPads for the classrooms, a sound system for the gymnasium, equipment for music and physical education, tables and a bottle filler water fountain, The PTO sponsors two book fairs, a taco shopping night with auctions, Artist in Residence, Accelerated Reading and other programs.

The school carnival on May 25 is the final PTO event of the year, she said. The Roosevelt administration and faculty will take over the PTO programs in June.

Jamestown (CSi) The Jamestown Water Department Superintendent, Steve Suko says, a service line to a residence was the cause of notifying residents of a possible water main break, Monday in Northwest Jamestown, on Monday.

He says the service line break was in the 1000 block of 8th Avenue Northwest, and affected 8-10 homes on one side of the block.

He says the service line will likely be repaired, rather than replaced, and the work needs to be done by a licensed plumber as the city can not perform the work on service lines.

He expected that the work should be finished by the end of the day, Monday.

 

Valley City (CSi) The Valley City Area Chamber of Commerce has outlined changes in the June 14, 2016 election.

Applications for those who want to vote early have been mailed out to all active voters in Barnes County.

Voters may complete and sign the application, and return it to the Barnes County Auditor’s Office. When the application is received in the Auditor’s Office, receipt of the application will be logged into the Central Voter File, and the appropriate ballot will be mailed to the voter. It’s essentially the same as absentee voting.

On election day, June 14th there will be one polling place in Barnes County from 7-a.m. to 7-p.m., at the Barnes County Courthouse.

Before the elections the Valley City Commission candidates, Mike Bishop, Rick Ross, Jeff Edwards and Mary Lee Nielson, they have been invited to attend the forum sponsored by Valley City Area Chamber of Commerce.

Jamestown (CSi) The Alfred Dickey and Stutsman County Public Libraries will be offering temporary library cards to those briefly living in the area,

On Monday the James River Valley Library System Board of Directors unanimously approved the action.

Library director, Joe Rector added that he receives several requests weekly for patrons interested in using the library but not planning permanent residence in Jamestown.

The cards will be available for a $10 fee for three months of use, Rector said. Those using temporary cards will be limited to checking out three items at a time.

The board also unanimously approved spending about $9,500 to make the shelving in the main area of the library adjustable. The project will be completed by S & S Cabinets of Jamestown.

 

Jamestown (CSi) GOP gubernatorial hopeful Doug Burgum visited Jamestown Monday evening, at Sabir’s Buffalo Grill in downtown Jamestown discussing with about 30 residentshis campaign and views on several issues facing the North Dakota.

Burgum told the gathering why he wanted to run for North Dakota Governor, because government needs a business person to fix the state’s budget

Burgum said he selected Brent Sandford as his running mate, because Sanford had over-seen the oil boom in Watford City.

On property taxes, Burgum said it was different in each community, but the change would need to come from within the government.

Bergum is running against the Reupublican endoresed governor candidate, Wayne Stenehjem in the June 14, 2016, Primary Election.

 

 

Jamestown CSi) – Representative Jessica Haak (D-12) of Jamestown was selected to attend the National Foundation for Women Legislators (NFWL) 2016 Human Trafficking Summit. The summit is limited to 30 female elected officials from across the nation. The summit will be held in Arlington, VA on Thursday, June 16 and Friday, June 17.

Haak says, “I am honored to be selected to attend this incredible summit. I look forward to expanding my knowledge on how to combat this atrocious crime and to continue to work with local leaders and at the state level to bring an end to human trafficking in North Dakota.”

The summit is a 1.5 day discussion on one of the most critical issues in America today, child sex trafficking. The event offers an organization experts, survivor testimonies, leadership development training, roundtable discussions by Google, the National Center for Mission and Exploited Children, the FBI Innocent Lost Initiative, Demand Abolition, and Shared Hope International.

The NFWL is a non-partisan 501(c)3 educational foundation for elected women on the state, county, and municipal level. Its goal is to provide strategic resources to elected women, exchange of diverse legislative ideas, and effective governance through conferences, state outreach, educational materials, and personal relationships.

FARGO, N.D. (AP) – Two men suffered only minor injuries after being trapped during a fire in a Fargo house converted into apartments.

The blaze was reported shortly before 2:30 p.m. Monday. Firefighters quickly brought it under control.

The Fire Department says two men were trapped for a time in their second-floor apartments when they tried to escape down the stairs but were blocked by flames and smoke.

The cause of the fire is being investigated. Fire Chief Steve Dirksen says  it appears the fire started somewhere on the home’s exterior.

BOTTINEAU, N.D. (AP) – The Highway Patrol has identified a 24-year-old Bottineau man who died in a single-vehicle crash over the weekend.

Authorities say Cody Block lost control of his pickup truck on a Bottineau County road, and the vehicle rolled in the ditch.

Block died at the scene. He was alone in the pickup.

Authorities were notified of the crash shortly after 2 a.m. Sunday. The exact time it happened isn’t known

 

FARGO, N.D. (AP) – Police say they have found a man considered to be a person of interest in the death of a woman whose body was discovered in a Fargo town house over the weekend.

A friend found the body of 40-year-old Cory Terlecky about 7:30 p.m. Sunday. Police have classified the death as a homicide, but have not said how Terlecky died. An autopsy is being conducted Monday.

Police say they located the person of interest, 22-year-old Landon Lauwagie (loo-WAG’-ee) in southern Minnesota. Investigators plan to interview Lauwagie to determine whether he is a suspect.

Fargo Police Lt. Joe Anderson says the incident does not appear to be a random act of violence.

Anderson says the original report to police described the incident as a woman who was having a heart attack.

 

FARGO, N.D. (AP) – A Fargo woman who woke up to a noise in her apartment early Tuesday discovered a bullet hole in the wall of her bedroom.

Police determined the shot came from next door. The slug was found on the woman’s bed.

Authorities say one of the people next door told them he was cleaning a gun when it accidently discharged. The 28-year-old man was arrested on drug charges and might also face charges related to the shooting.

The suspect lists a West Fargo address but was staying at the apartment.

 

WILLISTON, N.D. (AP) – A Delaware man has been sentenced for raping a 14-year-old girl in a driveway in the North Dakota oil patch hub of Williston as she walked home from a friend’s house.

The crime happened a decade ago, but Robert Venker wasn’t arrested until 2014. He’s been in jail since, and pleaded guilty last fall in a deal with prosecutors to gross sexual imposition, kidnapping and indecent exposure.

The 46-year-old man from New Castle, Delaware, was recently sentenced to serve 12 years in prison, with credit for time served.

Police say the former oil field worker raped the girl in 2006 then eluded authorities for eight years until being arrested in Missouri for a similar attack. DNA from that case linked him to the Williston rape.

 

BISMARCK, N.D. (AP) – The Republican governor contest between Attorney General Wayne Stenehjem and Fargo businessman Doug Burgum might help draw voters to the polls next month for North Dakota’s primary election.
Secretary of State Al Jaeger says he hopes voter turnout on June 14 will at least equal North Dakota’s 2012 and 1992 primary elections. That’s when intraparty duels also headlined the ballot and drew a record number of eligible voters to the polls.
Primary elections in North Dakota historically have recorded turnouts of less than 25 percent. The 2014 statewide primary attracted only 17 percent of eligible voters.
Besides local-driven issues, the election next month also will feature a contentious proposal to block a law that relaxes North Dakota’s Depression-era ban against corporate farming.

 

FARGO, N.D. (AP) – North Dakota Republican governor candidates Wayne Stenehjem and Doug Burgum exchanged jabs on health care and a handful of other topics during a rapid-fire debate in a Fargo television studio.
In the liveliest exchange of Monday’s half-hour program, Stenehjem accused Burgum of being disingenuous by criticizing Stenehjem’s actions on President Obama’s health overhaul.
Stenehjem said he did the right thing by backing a health care tax credit for 16,000 North Dakota citizens and thinks “the original, authentic Doug Burgum” would agree with the idea.
Burgum fired back that his “reaction as the authentic Doug Burgum” is that he would have found a better way to manage 2 percent of the state’s residents rather than supporting Obamacare.
The debate will be shown at 7:30 p.m. Friday on Prairie Public Television CSi Cable 13.

 

MINNEAPOLIS (AP) – The Minnesota Department of Natural Resources says the final environmental review for the proposed Fargo-Moorhead flood diversion project identifies several significant concerns that will have to be addressed before permits could be granted.
DNR Commissioner Tom Landwehr says in a statement Monday that a particular concern is how the project would impact the area upstream.
The Fargo-Moorhead Diversion Authority proposed the project to reduce risks and flood protection costs in the Fargo-Moorhead area. It would create two dams, one spanning the Wild Rice River in North Dakota, and the other spanning the Red River on the North Dakota-Minnesota border. Operation of these dams would create an upstream water storage area and divert part of the water flow from upstream rivers.
The review is available for public comment through May 31.

 

 

WILLISTON, N.D. (AP) – Williston State College President Raymond Nadolny says he’ll resign his position in June 2017 to spend more time with family.

Nadolny announced the resignation to staff on Monday, saying he’ll continue serving in the role until the end of his contract period on June 30, 2017. He says with aging parents and family separated on two coasts, it’s time to be closer to those he has been away from over his past seven years in the president’s role.

Nadolny during his tenure oversaw the construction of Frontier Hall, the CTE Building, the new TrainND building and the Science Center.

In 2014, University System Interim Chancellor Larry Skogen placed Nadolny on indefinite leave pending an investigation into alleged alcohol misconduct. Nadolny returned to his post within a month.

 

MINOT, N.D. (AP) – The North Dakota Supreme Court is scheduled to hear a pair of appeals on whether North Central District Judge Gary Lee ordered defendants to pay excessive amounts in restitution.

The  first case involves 33-year-old Robert Putney Jr., who is appealing his conviction for shooting a woman in the stomach in June 2014. Lee ordered that Putney pay nearly $50,000, or about half of the victim’s total medical bill.

The second appeal is from Benjamin Clayton, who says he should not have been forced to pay nearly $25,000 for his father’s broken ankle. Court records show that the two men were involved in a physical altercation in March 2015 and the elder Clayton fell down and broke his ankle.

The arguments are scheduled today.

 

FARGO, N.D. (AP) – The U.S. Department of Agriculture says frost in North Dakota during the past week damaged some early planted and emerged crops.

The USDA’s National Agriculture Statistics Service says rainfall of up to a half inch fell across the state, leaving 5.8 days suitable for fieldwork.

About 68 percent of the Durum wheat crop is planted, near last year’s 64 percent and well ahead of the 36-percent five-year average. Thirty-four percent of the crop is emerged.

The winter wheat crop is 51 percent jointed.

Spring wheat is 87 percent planted, barley is 87 percent planted, oats are 83 percent planted and corn is 76 percent planted. The soybean crop is 52 percent planted, canola is 60 percent planted and sunflowers are 21 percent planted.

DETROIT (AP) – Nick Castellanos hit a tie-breaking homer in the seventh inning as the Detroit Tigers avoided a humiliating loss Monday night, beating the Minnesota Twins 10-8.

The Tigers led 8-0 after one inning with AL ERA leader Jordan Zimmermann on the mound, only to see the Twins come back to tie the game in the seventh. Detroit manager Brad Ausmus was ejected in the middle of the rally for arguing a called third strike. During the argument, he took off his sweatshirt and used it to cover up the plate.

Castellanos homered off Pat Dean (0-1) in the bottom of the seventh to put Detroit back in front. Dean had entered the game in the first inning and threw 90 pitches in 5 1/3 innings.

J.D. Martinez, whose dropped fly ball allowed the tying run to score in the seventh, homered in the eighth to give the Tigers a two-run lead.

(AP) – The Oklahoma City Thunder have taken Game 1 of the NBA’s Western Conference finals by storming back from a 13-point, halftime deficit to beat the Warriors 108-102 at Golden State. Russell Westbrook hit a pair of clutch free throws with nine seconds left and finished with 27 points, 12 assists, seven steals and six rebounds. Kevin Durant had 27 points, including a jumper that put the Thunder ahead 105-100 with 30.7 seconds remaining.

Game 2 is Wednesday night in Oakland.

PITTSBURGH (AP) – The Pittsburgh Penguins have knotted the NHL’s Eastern Conference finals at a game apiece by beating Tampa Bay 3-2 on Sidney Crosby’s goal 40 seconds into overtime. Goals by Matt Cullen and Phil Kessel (KES’-ul) put the Pens ahead 2-0 lead 9:37 into the game, but Anton Stralman and Jonathan Drouin (DROO’-an) scored to tie it for the Lightning later in the first period. Stralman was in action for the first time since breaking a leg March 25 against the New York Islanders.

NBA…

MINNEAPOLIS (AP) – The Minnesota Timberwolves will send Karl-Anthony Towns as their representative to the NBA draft lottery, hoping for the same fortune that brought them the NBA Rookie of the Year.

The Wolves took Towns with the first pick in 2015 after winning the lottery last spring. This time, they’ll have 88 pingpong balls in the hopper out of 1,000 for an 8.8 percent chance of landing the top spot again. The draw will take place tonight in New York.

Towns will wear one of the late Flip Saunders’ wedding rings around his neck as a good-luck charm at the suggestion of Saunders’ son, Ryan, who wears it around his neck each day.

Saunders, the former coach and executive of the Wolves, died last October after a battle with Hodgkin’s lymphoma.

TORONTO (AP) – The Toronto Raptors have announced that center Jonas Valanciunas (YOH’-nuhs val-ehn-CHOO’-nuhs) will not play in the first game of the NBA’s Eastern Conference finals tonight against the Cavaliers in Cleveland. Valanciunas suffered a right ankle injury in Game 3 of the conference semis against Miami. Coach Dwane Casey says “it’s going to be very difficult” for Valanciunas to play in Game 2 at Cleveland.

INDIANAPOLIS (AP) – The Indiana Pacers have named assistant coach Nate McMillan as their new head coach, replacing Frank Vogel. McMillan spent 12 seasons as the head coach in Seattle and Portland, going 478-452 in the regular season and 14-20 in the playoffs. Vogel’s contract wasn’t renewed following the team’s first-round playoff exit.
NEW YORK (AP) – Kenny Atkinson has been introduced as the new Brooklyn Nets coach, nearly a month after being hired.

He was an assistant with the Atlanta Hawks and remained with them until their season ended with a second-round loss to Cleveland.

UNDATED (AP) – A person with knowledge of the situation tells The Associated Press that the Los Angeles Angels are close to signing two-time Cy Young Award winner Tim Lincecum (LIHN’-seh-kuhm), who has been a free agent since undergoing hip surgery. Lincecum went 7-4 with a 4.13 ERA in 15 starts last season, missing the final three months with a hip problem. He won the NL Cy Young Award in 2008 and 2009 and has made four All-Star Game appearances.

 

OBITS….

DETROIT (AP) – The Tigers have announced that long time Detroit infielder Dick McAuliffe died Friday at the age of 76.

McAuliffe joined the Tigers as a 20-year-old in 1960, and was a fixture in the middle of the infield until 1973. He played in three straight All-Star Games from 1965-67, and led the American League with 95 runs scored in 1968.

McAuliffe finished his career with 1,530 hits, 197 home runs and 697 RBIs.

LOS ANGELES (AP) – Former NBA forward Jim McMillian has died from complications of heart failure at a hospital in Winston-Salem, North Carolina, according to his sister-in-law Denise Sheridan. He was 68.

McMillian was selected by the Lakers with the 13th overall pick in the 1970 draft out of Columbia. He spent three years in Los Angeles, averaging 15.3 points and helping the 1971-72 Lakers reel off an NBA-record 33-game winning streak and the championship.

McMillian later played for the Buffalo Braves, New York and Portland.

 

In world and national news…

BAGHDAD (AP) – Militant attacks in Iraq today have now claimed at least 36 lives. One bombing in Baghdad struck an outdoor market in the city’s south while another blast devastated a market in the northeast. Officials say the northeastern blast killed at least 28 people. The attacks bore the hallmarks of the extremist Islamic State group.

MILWAUKEE (AP) – The Milwaukee County Medical Examiner’s Office says a 9-year-old girl hit by a stray bullet May 5 as she watched television in her home has died. Police say two groups armed with rifles and pistols were engaged in a “shootout” outside. The Milwaukee Journal Sentinel reports police are still searching for a green Jeep Cherokee whose driver may have information about the shooting.

GENEVA (AP) – Despite increasing concerns about the Zika virus, the World Health Organization’s chief says the agency still does not recommend canceling or postponing the upcoming Rio de Janeiro Summer Olympics. In a briefing today in Geneva, Dr. Margaret Chan said “the more we learn about Zika, the more worried we get about it.” Some experts have called for this year’s Olympics to be moved or delayed.

SEOUL, South Korea (AP) – South Korea’s Defense Ministry is expecting a shortage of manpower and is formulating a plan to deal with it. The plan involves an end to most of military service exemptions by 2023. A Defense Ministry official says the plan would require support from other ministries and state agencies. South Korea requires able-bodied men to finish two years of military service. It also has one of the lowest birthrates in the world along with a dwindling number of military eligible young men.

BRUSSELS (AP) – The head of the European Union has fired back at London’s former mayor for comparing the bloc’s goals to those of Adolf Hitler. President Donald Tusk calls the statements by ex-London Mayor Boris Johnson “absurd.”  Britain holds a “leave or stay” in referendum on June 23.
