Strong to severe storms Sunday/Sunday night, and  possibly into Monday.  An active and cool weather pattern follows early to mid next week in the wake of this weekend’s strong storm system.

 

Jamestown (CSi) Jamestown Police is investigating an accident involving a truck and a bicycle that occurred Tuesday afternoon, about 3:40 at the intersection of 3rd Street and 7th Avenue, Southeast.

The 16 year old male, operating the bike in the street, was injured, after being struck to an RTS Shearing truck.

Lt. Robert Opp said the youth’s medical condition was not immediately known.

Opp said the boy was transported by Jamestown Area Ambulance Service to Jamestown Regional Medical Center.

Four police officers and two North Dakota Highway Patrol officers responded to the scene.

 

Jamestown (CSi) The Jamestown Rural Fire Department responded to a grass fire about 6:15 p.m., Tuesday, at 3597 74th Avenue, near the I-94 Exit, 248.

Rural Fire Chief Ben Maulding says, the fire was mostly contained before firefighters arrived.

Two pickups and a tanker with six firefighters arrived at 6:45 p.m. to a garbage pit fire that got out of control and burned some brush in the immediate area.

The Rural Fire units were on the scene about at half hour.

No property damage was reported.

 

 

 

Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall.  The meeting was conducted by Vice President Pedersen.

The City Commissioners formally, and unanimously accepted the resignation of Mayor Robert (Bob) J. Werkhoven.

He submitted his resignation on May 12, 2016.

The acceptance takes affect on Tuesday (May 17, 2016.)

The City Commission has 15 days to decide whether to hold a special election or appoint someone to fill out the remaining two years left on the mayoral term that expire in 2018.

The City Commission received and accepted the final report, and recommendation,  from the Law Enforcement Committee. Commissioner Magnuson said there were several committee members. The petition concerned the combining the Valley City Police Department with the Barnes County Sheriff’s Office. She said the committee met three times over the past months.

A subcommittee also met with others including the police chief, sheriff, dispatch and members of the community.

Aspects of the combining include control of the combined department.

Space issues were addressed.

With finances, the committee looked at the individual and combined budgets.

The Sheriff indicated an increase in salary and staff.

The committee determined no cost savings of a combination of departments.

The combination of the two departments would cost upheaval.

Tony Drake said the purpose of the study was to determine the feasibility of combining the two.

He said a combination is not in the best interest of the community.

Approved a Special Alcohol Beverage Event permit for NuBar, VFW and The Captain’s Pub on June 18, 2016 at Rally in the Valley.

ORDINANCES

Approved the second and final reading of an ordinance repealing, amending and reenacting Title 13, Mobile Homes, of the revised ordinances of the City of Valley City in line with state law as part of the city’s re-codification.

Approved the second and final reading of Ordinance No. 1010, an ordinance repealing, amending and reenacting Title 15, Public Works, of the revised ordinances of the City of Valley City, North Dakota. No major changes with the language modernized, with language changes.

RESOLUTIONS

Approved a resolution awarding bid to Precision Concrete Cutting for Sidewalk Concrete Cutting. City Administrator Schelkoph said the action is in compliance with ADA mandates.

He said the PCC bid was the only one received, at $109,927. That compares to replacement costs of $578,000. There were 1,437 “trip hazards” in the Northeast part of Valley City.

 

NEW BUSINESS

Approved the renewal of the Gaming Site Authorization for Edgar A Fisher Post No 60 of the American Legion at the American Legion Club.

Approved purchasing a Ring-O-Matic 50HP Cat Vacuum Excavator with Hi-CFM in the amount of $54,549, including the increase in motor size. City Administrator Schelkoph said the equipment is a budget, line item.

Approved a Renaissance Zone exemption for Zach and Chelsea Traverse at 721 8 ½ Avenue NW for a 5 year income tax exemption and 5 year property tax exemption up to $250,000.

Approved a 5 year property tax exemption for residential building improvements at 325 3rd Ave NW. Assessor Hansen said Charles and Debbie Thorsen submitted the request, which Hansen inspected, saying it was below normal condition.

Approved purchasing electric transformers for 2016. City Administrator Schelkoph said it is a budgeted item, with five quotes received, with the bid at $49,532 approved.

Approved a Gaming Site Authorization renewal for the Frank S Henry VFW Post 2764 at the VFW and NuBar.

 

Approved a Cost Share Request for Mill Dam Rehabilitation/Replacement Feasibility Study. KLJ’s Chad Petersen said, the cost share is 35% from the State Water Commission, and $11,000 from the Garrison Diversion Conservancy District. If approved by the agencies the city’s cost is about $17.000.

 

CITY ADMINISTRATORS REPORT:

David Schelkopf said with City Wide Cleanup, 200 tons of items was brought to the landfill, and Transfer Station.

City Attorney Myhre said his office has entered into an agreement with an attorney as a special city attorney, to handle municipal court prosecutions.

City Building Inspector Dave Andersen said, so far this year $451,545 has been issued in residential permits.  In businesses at total of $14.9 million in total has been issued so far this year.

City Fire Chief Retterath reminds residents to use caution with using grills and firepits.

Police Chief Thompson said grants appliced for will be used for vests, along with a grant for the education of  children walking to school, plus additional patrols.

An Emergency Operations excercise will be conducted later this year.

Commissioner Luke said an Utility Assistance Fund is available for those with problems paying their utility bills.

The meeting was shown live on CSi 68 followed by replays.

 

Valley City  (CSi) The final report is finished concerning grievances filed by four Valley City employees against then Mayor Bob Werkhoven for purportedly creating a hostile work environment.

Center For Mediation Consultation pllc law firm attorney Patricia Monson of Fargo conducted the four month investigation with interviews from several city employees, city commissioners, the mayor and the four people who filed the grievances against former mayor Bob Werkhoven:   Valley City Police Chief Fred Thompson, Valley City Administrator David Schelkoph, Valley City Attorney Russ Myhre and Police Lt. David Swenson.

The report concluded that, “In short, the Mayor’s conduct has caused disruption within City Hall, and brought unnecessary and undesirable attention to, and created potential liability for, the City.  The information received from individuals interviewed establishes this conduct  to be long-standing and, despite warnings to correct the behavior, the Mayor has not done so.

This Final Report of Investigation into the grievances of City Attorney Russell Myhre, Police Lt. David Swenson, Police Chief Fred Thompson, City Administrator David Schelkoph, is submitted to Vice Mayor, Matt Pedersen  for handling under Valley City Commission Leadership Code and Policy Procedure Manual.”

 

Bismarck (CSi) The North Dakota Aeronautics Commission reports Jamestown airline boardings in April this year were up 42.9% compared to April of 2015.

In April this year airline boardings were 652 compared to 456 in April of 2015.

 

Jamestown (CSi) Stutsman County is anticipating to see between $100,000 and $200,000 less in aid from the state of North Dakota this year.

Stutsman County COO/Auditor Casey Bradley, does not see a need to cut budgets, telling the Stutsman County Commission, Tuesday, that the county has adequate reserves, addding that capial expenditures are one-time expenses.

Aid from the state is based on sales tax collections which have been down across the state with the downturn in the agriculture and energy sectors of the economy. Stutsman County had anticipated about $1.8 million in state aid and is now estimating between $1.6 million and $1.7 million.

 

 

Jamestown (CSi) New Hope Free Lutheran Church in Jamestown will host a Praise Worship on Wednesday May 18, 2016 at 7-p.m.

On Tuesday’s Wayne Byers Show on CSi Cable 18, Pastor Steven Berntson said the music of Dave Anderson, and Roger Walck will be feature, with a lively combination of gospel music, old-time Sunday School songs, and contemporary Christian music.

He added story’s of God’s Grace and mercy will include “The Rescue Story,” which has been heard by millions of people around the world.

 BISMARCK, N.D. (AP) – Police have arrested a suspect in an armed confrontation in Bismarck that shut down several city blocks and affected three schools.
 
     Authorities received a report midday Tuesday of a man with a gun confronting a woman outside of a food service business. The woman wasn’t injured, and the man fled the scene.
 
     Police announced early Wednesday that 31-year-old James Vann had been arrested late Tuesday in Wahpeton. He’s facing felony terrorizing charges. Court documents don’t list an attorney for him.
 
     After the incident was reported Tuesday, police recommended employees at area businesses stay inside. Three schools briefly issued a “shelter in place” order as a precaution.

 

 WILLISTON, N.D. (AP) – Williston police say two men were found dead Tuesday after shots were fired in an apartment complex.
 
   Police responded to multiple 911 calls at the Renaissance Heights apartment complex late Tuesday morning and found the bodies. Police say they detained a man and a woman in the apartment for questioning.
 
     Police say they found three guns found at the scene and believe that 9 to 16 shots were fired. It was not known whether the guns belonged to the victims or residents of the apartment.
 
     Authorities did not identify the victims but said they were from out of state.
 
     Police say they do not suspect that the shooting was the result of a home invasion and there is no danger to the public.

 

 FARGO, N.D. (AP) – A Minneapolis man has been sentenced to 14 years in prison for bringing a teen to Fargo for the purpose of prostitution.
 
     Twenty-one-year-old Anthony Sims, also known as Mar Mar, pleaded guilty in January to one count of sex trafficking of children.
 
     Authorities say Sims was arrested on Jan. 16 during a traffic stop when Fargo police discovered the 15-year-old victim, who gave authorities a false name.
 
     Further investigation showed that the victim was a runaway from the Twin Cities.
 
     Before travelling to Fargo, Sims allegedly posted an advertisement on the online site Backpage.com, promoting that there were women available for commercial sex.

 

FARGO, N.D. (AP) – Fargo Police Chief Dave Todd is adding three officers to the department’s four-person narcotics unit to address a rising number of heroin- and fentanyl-related cases.
 
     Fentanyl is a powerful painkiller than can make heroin more potent. It also can lead to overdoses.
 
     Local law officers also plan to work more with state and federal authorities on enforcement and hold more public forums on drugs to raise awareness.
 
     Cass County Sheriff Paul Laney says, “If you’re going to deal, we’re coming for you.”

 

BISMARCK, N.D. (AP) – Burleigh County prosecutors have dropped felony human trafficking charges against a man who allegedly tried to chew his fingertips to conceal his identity following his arrest.
 
     Thirty-nine-year-old Thurman Stanley was arrested last December for allegedly holding two prostitutes by coercion. He could have faced up to 40 years in prison if convicted, but authorities dropped the felony charges after losing contact with the women who were said to be victims.
 
     Stanley on Monday pleaded guilty to misdemeanor drug, trespass and false information charges. He was sentenced to time served, or about 4  1/2 months. He’ll now be extradited to Pennsylvania to face human trafficking-related charges there.

 

 BISMARCK, N.D. (AP) – An oil industry group is making more tickets available for a conference headlined by Republican presidential hopeful Donald Trump.
 The Williston Basin Petroleum Conference is scheduled May 24-26 at the Bismarck Event Center. The North Dakota Petroleum Council says Trump will speak at 1 p.m. on May 26.
 Council spokeswoman Tessa Sandstrom says up to 700 tickets will go on sale Thursday morning at $30 each and no more than two per person. The first round of 3,780 tickets sold out.
 Trump’s address is included in the expo’s $400 registration and about 2,300 people had registered by Tuesday afternoon. Sandstrom expects up to 600 walk-ups to the conference.
 Sandstrom says the facility seats about 7,500 and more tickets could be made available the day of Trump’s speech, if space remains.

Jamestown (CSi) The University of Jamestown has announced that Edgeley’s 6-foot-5 standout Connor Entzi is one of five recent additions to the University of Jamestown men’s basketball team.

The signing of Entzi, 6-1 guard Cole Rabedeaux, 6-4 forward Patrick Frise, 6-2 forward Chase Urie and 6-3 guard Carter Keller was announced on Monday.

Rabedeaux averaged 22.1 points, 6 rebounds and 3.2 assists per game for North Kitsap High School in Washington. He was Olympic League MVP, Kitsap Super Six Player of the Year and second team all-state as a senior.

Frise averaged 22 points, 13 rebounds and 2.5 steals per game for Tioga High School. He shot 79 percent from the free-throw line and 40 percent from 3-point range.

Urie averaged 9.6 points, 3.1 assists and 2.1 steals per game for Proctor High School in Minnesota.

Keller averaged 9.5 points, 4 rebounds and 2 assist per game for Sioux Falls Washington High School in South Dakota. He was named to the all-city team and was honorable mention all-metro as a senior.

Tommy Wingels opened the scoring 2:07 into the game, and Dainius Zubrus (ZOO’-bruhs) added a goal and an assist to help the Sharks steal home-ice advantage.

 DETROIT (AP) – The Minnesota Twins have sent right-hander Jose Berrios to Triple-A,  after the rookie allowed seven runs without finishing the first inning of his fourth career start.
 
     The Twins made the move Tuesday before their game at Detroit, recalling left-hander Taylor Rogers from Triple-A  for help for the staff.
 
              ATLANTA (AP) – Fredi (FREH’-dee) Gonzalez has been dismissed after five-plus seasons as manager of the Atlanta Braves. Gonzalez led the franchise to the 2013 NL East title, but the Braves were just 9-28 this season. Former Braves third-base coach and longtime minor league manager Brian Snitker has replaced Gonzalez on an interim basis.
 
The Cubs have agreed to terms on a major league contract with veteran closer Joe Nathan, who is recovering from Tommy John surgery and was immediately placed on the disabled list. The 41-year-old Nathan is eighth on the all-time saves list with 377.
 
 
 NBA…LOTTERY 
     MINNEAPOLIS (AP) – The Minnesota Timberwolves stayed put in the NBA draft lottery on Tuesday night and will pick fifth in the first round on June 23.
 
     The Wolves entered the drawing with the fifth-best odds to land the No. 1 pick after winning the lottery a year ago. Their best chances were to drop down a spot to No. 6.
 
     But when NBA Deputy Commissioner Mark Tatum opened the envelope for the No. 5 pick, it revealed the Timberwolves logo.
 
     Rookie of the year Karl-Anthony Towns was the team’s representative on the dais for the event. He wore the wedding ring of the late Flip Saunders on a chain around his neck for good luck and kissed the ring before the results were revealed.
 
    All that losing has paid off for the Philadelphia 76ers.
 
     The Sixers have won the NBA lottery and will have the first pick in the upcoming draft. That puts them in position to take LSU’s Ben Simmons or Duke’s Brandon Ingram, the players most likely to be taken No. 1.
 
     The Sixers went into the lottery with the best chance to get the top overall pick at 26.9 percent after dismal 10-72 record this season.
 
     The Los Angeles Lakers have the second overall pick, followed by Boston, Phoenix and Minnesota.
 
     The draft is June 23 in New York.

     FARGO, N.D. (AP) – North Dakota State University head men’s basketball coach David Richman has hired a new assistant.
 
     Will Veasley is the all-time winningest player in Butler history and was a starter on the Bulldogs’ 2010 national runner-up team.
 
     Veasley played professionally for two years in Japan and in the NBA Development League before moving into coaching. He’s served on the Illinois State coaching staff the past three seasons. He was ISU’s video coordinator from 2013-15 and director of basketball operations last season.
 
     The Freeport, Illinois, native also spent one season as the video coordinator at IUPUI.
 
 
 
WCHA-POSTSEASON…
 
     EDINA, Minn. (AP) – The Western Collegiate Hockey Association has tossed out its traditional postseason format in favor of on-campus games throughout the league playoffs, seeking a boost in attendance at and interest in the Broadmoor Trophy competition.
 
     The WCHA announced Tuesday that each tournament game will be held on the home ice of the highest seed for at least the next three years. The top four regular-season finishers in the 10-team league will host best-of-three quarterfinal series, and the highest remaining seeds will host best-of-three semifinal series the following weekend. The one-game WCHA championship will take place on home ice of the highest seed on the third Saturday of March.
 
     In the past, the WCHA’s “Final Five” was held at a neutral site, most often in St. Paul, Minnesota.

     PARIS (AP) – The World Tennis Association says former world No. 1 Caroline Wozniacki (wohz-nee-AK’-ee) has pulled out of next week’s French Open because of an injured right ankle. The 34th-ranked Wozniacki hasn’t played since she lost her second match at the Miami Open in March.

 WASHINGTON (AP) – A poll finds Americans feeling vulnerable about the economy, even as they remain upbeat about their individual situations. The Associated Press-NORC Center for Public Affairs Research poll finds just 42 percent of adults describing the economy as good. Some view the slow growth as a sign that the economy has never escaped the threat of another downturn. But two-thirds say their own households are faring well. Only a third are confident of rebounding after a layoff.
 
     RAMSTEIN AIR BASE, Germany (AP) – The top U.S. commander for the Middle East says there must be respect for the ability of Islamic State group extremists and other militants “to adapt and adjust on the battlefield.” Army Gen. Joseph Votel, the head of U.S. Central Command, says recent deadly attacks by IS operatives in and around Baghdad underscore that ability and may indicate that the militants are “reverting to their roots” as terrorists.
 
     NEW YORK (AP) – Officials say limited train service has been restored on Metro-North lines into and out of New York City’s Grand Central Terminal hours after a raging fire broke out beneath elevated train tracks. Trains are operating at reduced speeds and not using all tracks. Officials are warning commuters to expect delays and extremely crowded conditions.
 
     CAIRO (AP) – Human Rights Watch says a Libyan city under Islamic State group control is facing the same pattern of atrocities as areas in Iraq and Syria where the extremists hold sway. Abuses include beheadings, crucifixions, floggings and other “scenes of horror.” The HRW report on the city of Sirte is based on interviews with residents.
 
     ISLAMABAD (AP) – Pakistan’s Foreign Ministry says Islamabad is hosting renewed international discussions about ways to begin peace talks with the Taliban. Islamabad says participating nations include Pakistan, Afghanistan, China and the United States. Publicly, Afghan President Ashraf Ghani has denounced further talks with the Taliban after a deadly Kabul explosion last month.
