Valley City (CSi) The Valley City Commission met Wednesday morning at 8:30 in Special Session at City Hall.
Commissioner Luke, was not present.
Commissioners approved r
eceiving a petition for a Special Election for the mayor vacancy, and set setting a Special Election date.
A group led by Janis Clark Klein successfully gathered the necessary signatures to have the City Commission call for an election to fill out the remaining two year term of former mayor Bob Werkhoven.
City Auditor Avis Richter said petitioners submitted, within the 15 day required time line, more than the 66 signatures from city residents needed for the city commission to set up an election.
Richter said City Commissioners will formally address the Special Election Resolution at the June 7, 2016 City Commission meeting.
The time line will include time to officially publish notice of the election in the official newspaper.
Potential candidates will have 30 days to take out and have petitions signed, returned and qualified from June 13, 2016, to July 10, 2016.
Following the submission and approval of the petitions, candidates will have 64 days to campaign.
That sets the Special Election date of September 15, 2016.
Absentee voting will also be allowed in this election
Under the City Code, the City Commission may call a special election to fill the unexpired term, or may, after 15 days appoint a person to fill the unexpired term.
Another option is upon a petition of 5 percent of the qualified electors (based on the total number of ballots cast in the last city general election) the city commission must call a special election if there is more than 6 months left on the term, and the petition has been submitted within 15 days of the vacancy.
Mayor Robert Werkhoven resigned on May 12, 2016, and the City Commission accepted his resignation at the May 17, 2016, City Commission meeting. The current mayoral term in Valley City ends in June of 2018.
In other business, the City Commission approved Vice President Matt Pedersen as an authorized signer on the City’s checking and savings accounts.
Jamestown (CSi) Jamestown Police is warning residents regarding a convicted sex offender who has changed addresses within the City of Jamestown.
40 year old Timothy Richard Olpin is a white male, six feet tall, weighing 240 pounds with hazel eyes and gray hair.
Olpn now resides at 210 5th Avenue Southwest, Apartment #4, in Jamestown.
His vehicles are:
A Gray 2003 Mitsubishi Eclipes, ND License 390AKB.
A Black 1993 Ford Explorer, ND License KKP 224.
A Green 1996 Dodge Avenger ND License KHK 245.
Olpin has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.
He was convicted of gross sexual imposition involving a 14 year old girl, on six occasions. He met the girl while recruiting members for a gang. He was convicted in January 2000, in Morton County District Court.
Disposition: six years, with five years suspended for five years.
He was convicted of 3rd degree sexual assault, when at age 16, Olpin molested a five year old boy he was supervising in a church basement.
He was convicted in May of 1991 in Frederick, County, Juvenile Court, in Maryland.
Disposition: Probation.
Olpin is not wanted by police at this time and has served the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Attempts to harass, intimidate or threaten these offenders, or their families, landlords or employers will be turned over for prosecution.

Jamestown (CSi) The Jamestown Police Department is warning Jamestown residents of a convicted sex offender that has changed address within the city.
Mark Christian Palmer, is a 63, year old white male, six feet tall, weighing 205 pounds with brown eyes and brown hair.
He presently resides at 117 1/2 1st Street West #4, Jamestown, ND.
His vehicle is a White 2004 Ford Ranger XLT
ND License: 291AXR
He has been assigned a high risk assessment by the North Dakota risk level committee.
Palmer was convicted in May of 2001 in McHenry County District Court of Gross Sexual Imposition. The report says he fondled a 10 year old girl during a family holiday. The disposition was 40 years with 28 suspended for five years.
He is currently on probation with North Dakota Parole and Probation.
Palmer is currently on GPS monitoring.
He is not wanted at this time by police, and is currently serving his sentence impose by the court. Any attempt to use this information to harass, intimidate or assault the offender, or harass, intimidate or threaten his family, landlord, or employer will be turned over for prosecution.

Jamestown (CSi) Upcoming classes have been set at the Fargo V.A. Hospital for area veterans.
On Wednesday’s Wayne Byers Show on CSi Cable 2, Stutsman County Veterans Service, Officer, David Bratton said, on Friday August 12, 2016 from 9-a.m., to 12 noon the program will be, Managing Stress for Family Caregivers, to be held at the Fargo V.A.’s third floor auditiorium. (Lunch will be provided).
Also on August 12th from 1-p.m., to 4-p.m., also at the auditorium the program will be Problem Solving and Effective Communication for Family Caregivers.
Bratton said June is National PTSD Awareness Month, designated by the U.S. Senate.
The month promotes awareness of Post Traumatic Stress Disorder, and includes facts and information which can be found on line at www.ptsd.va.gov
He pointed out that the Jamestown PTSD Group meets the second and fourth Thursday of every month, in the lower level of the Law Enforcement Center in Jamestown from 12:30-p.m. to 2-p.m., with a representative from the Fargo Vets Center, who is a combat veteran, hearing concerns and offering support and programs available.
He reminded veterans that the Veterans Crisis Line is 1-800-273-8255 for confidential talks with a trained counseling staff.
He added that the V.A. is launching the Veterans Legacy Program, to offer interactive experiences at national cemeteries.

Jamestown (CSi) A Bike Safety Rodeo sponsored by the James Valley Fraternal Order of Police, Jamestown Parks and Recreation, Central Valley Health, Jamestown Optimists, and Newman Signs will be held on Thursday, June 2, 2016 at Wilson Arena from 1:30 – 4:00 PM. (Use the East Doors) Free hot dogs and pop will be served.
The rodeo includes a safety course for children to ride bikes through. Officials from the police department as well as the Jamestown Parks and Recreation Department will be on hand to inspect bikes, tires, and brakes for safety. The Optimist Club will provide free bike helmets (while supplies last).

WOLFORD, N.D. (AP) – A Wolford family known for its horse-drawn wagon rides is grieving after a weekend ride turned tragic.
The Halvorson family was operating a hayride on state Highway 17 just west of Wolford on Saturday afternoon when the wagon was rear-ended by a three-quarter-ton pickup truck.
Fifty-three-year-old Bradley Cichos, of Rugby, died at the scene, along with the two Clydesdale horses pulling the wagon. Four other people were injured, including the 4-year-old daughter of Landon and Sierra Halvorson.
Landon’s father, Lyman, and Lyman’s 18-year-old daughter also were hurt.
Pierce County Sheriff Josh Siegler says it’s one of the worst accidents in the county in several years. He calls it “a terrible tragedy.”
No charges have been filed against the 75-year-old pickup driver, who wasn’t hurt in the crash.
FARGO, N.D. (AP) – Newly planted crops in North Dakota got some much-needed rain over the past week.
The Agriculture Department says in its weekly crop report that rainfall reports across the state ranged from a quarter of an inch to 2 inches, replenishing topsoil moisture and helping seed germination.
Topsoil moisture is rated 84 percent adequate to surplus. Subsoil moisture is 82 percent in those categories.
The condition of North Dakota’s staple spring wheat crop is rated 84 percent good to excellent.
Pasture and range conditions are rated 71 percent good to excellent. Stock water supplies are 91 percent adequate to surplus.
MINOT, N.D. (AP) – Officials have dedicated two more affordable housing complexes in Minot and Burlington as part of the communities’ recovery from Souris River flooding five years ago.
The $8.3 million townhomes in Burlington and the $7 million apartments in Minot were built with the help of state and federal money.
They’re meant to help address the shortage of affordable housing after the June 2011 flood that caused hundreds of millions of dollars in damage in the region.
At least three other affordable housing projects have been completed in Minot over the past five years.

Valley City (CSi) The Valley City School District has unanimously approved entering into a wrestling Co-op with Barnes County North.
Valley City Activities Director Martin Bratrud says one wrestler from Barnes County North plans to join the Valley City team and more in the future.

LOS ANGELES (AP) – The Los Angeles police chief says the shooting of two men at UCLA was a murder-suicide.
Chief Charlie Beck said Wednesday there was no continuing threat and the campus is safe.
The shooting occurred in a small office in an engineering building. The chief says a gun was found along with what might be a suicide note.
No identifications have been released.
The campus was locked down Wednesday morning after the gunfire, as officers from the LAPD and the university’s police force ran across the campus with weapons drawn. At one point, a team in tactical gear stormed into a building.
MINNEAPOLIS (AP) – Activists are denouncing a decision by federal officials to bring no charges in the shooting death of a 24-year-old black man by two white Minneapolis police officers. The head of the Minneapolis NAACP asks why people must tolerate assault and battery at the hands of police. A federal prosecutor announced today that federal officials won’t bring charges in the November death of 24-year-old Jamar Clark. He cited insufficient evidence. A state prosecutor decided earlier against charging the officers.
WASHINGTON (AP) – Hillary Clinton is denouncing Donald Trump as a “fraud” who is intent on scamming the American people. Her attack followed new revelations about a now-defunct education company, Trump University. Clinton is describing it as a money-making scheme for Trump that preyed on vulnerable Americans by urging them to sign up for expensive seminars when they were financially strapped.
NEW YORK (AP) – Health officials say the U.S. death rate rose slightly last year – the first increase in a decade. Researchers think the increase is due to a combination of factors. The death rate from heart disease – the nation’s leading killer – leveled off. It usually drops. Meanwhile, deaths rates for accidental injuries and some other causes increased. The Centers for Disease Control and Prevention released the numbers today.
COLUMBIA, S.C. (AP) – A South Carolina grandfather is apologizing for picking up the wrong boy from an elementary school. According to a TV station (WIS), an incident report in Orangeburg County says Joseph Fuller showed up at Edisto Primary School and spotted a boy who he believed was his grandson. The report says the grandfather approached the boy and gave him a hug. When Fuller asked the boy if he was ready to go, the boy said yes. And when a teacher’s assistant asked the boy if the man was his grandfather, the boy said yes. It wasn’t until after Fuller brought him home that the mistake was realized and he returned the boy to the school. He says he’s very sorry.
