Valley City (CSi) The Valley City Commission met Wednesday morning at 8:30 in Special Session at City Hall.
Commissioner Luke, was not present.
Commissioners approved receiving a petition for a Special Election for the mayor vacancy, and set setting a Special Election date.
A group led by Janis Clark Klein successfully gathered the necessary signatures to have the City Commission call for an election to fill out the remaining two year term of former mayor Bob Werkhoven.
City Auditor Avis Richter said petitioners submitted, within the 15 day required time line, more than the 66 signatures from city residents needed for the city commission to set up an election.
Richter said City Commissioners will formally address the Special Election Resolution at the June 7, 2016 City Commission meeting.
The time line will include time to officially publish notice of the election in the official newspaper.
Potential candidates will have 30 days to take out and have petitions signed, returned and qualified from June 13, 2016, to July 10, 2016.
Following the submission and approval of the petitions, candidates will have 64 days to campaign.
That sets the Special Election date of September 15, 2016.
Absentee voting will also be allowed in this election
Under the City Code, the City Commission may call a special election to fill the unexpired term, or may, after 15 days appoint a person to fill the unexpired term.
Another option is upon a petition of 5 percent of the qualified electors (based on the total number of ballots cast in the last city general election) the city commission must call a special election if there is more than 6 months left on the term, and the petition has been submitted within 15 days of the vacancy.
Mayor Robert Werkhoven resigned on May 12, 2016, and the City Commission accepted his resignation at the May 17, 2016, City Commission meeting. The current mayoral term in Valley City ends in June of 2018.
In other business, the City Commission approved Vice President Matt Pedersen as an authorized signer on the City’s checking and savings accounts.
Jamestown (CSi) Jamestown Police is warning residents regarding a convicted sex offender who has changed addresses within the City of Jamestown.
40 year old Timothy Richard Olpin is a white male, six feet tall, weighing 240 pounds with hazel eyes and gray hair.
Olpn now resides at 210 5th Avenue Southwest, Apartment #4, in Jamestown.
His vehicles are:
A Gray 2003 Mitsubishi Eclipes, ND License 390AKB.
A Black 1993 Ford Explorer, ND License KKP 224.
A Green 1996 Dodge Avenger ND License KHK 245.
Olpin has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.
He was convicted of gross sexual imposition involving a 14 year old girl, on six occasions. He met the girl while recruiting members for a gang. He was convicted in January 2000, in Morton County District Court.
Disposition: six years, with five years suspended for five years.
He was convicted of 3rd degree sexual assault, when at age 16, Olpin molested a five year old boy he was supervising in a church basement.
He was convicted in May of 1991 in Frederick, County, Juvenile Court, in Maryland.
Disposition: Probation.
Olpin is not wanted by police at this time and has served the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Attempts to harass, intimidate or threaten these offenders, or their families, landlords or employers will be turned over for prosecution.

Jamestown (CSi) The Jamestown Police Department is warning Jamestown residents of a convicted sex offender that has changed address within the city.
Mark Christian Palmer, is a 63, year old white male, six feet tall, weighing 205 pounds with brown eyes and brown hair.
He presently resides at 117 1/2 1st Street West #4, Jamestown, ND.
His vehicle is a White 2004 Ford Ranger XLT
ND License: 291AXR
He has been assigned a high risk assessment by the North Dakota risk level committee.
Palmer was convicted in May of 2001 in McHenry County District Court of Gross Sexual Imposition. The report says he fondled a 10 year old girl during a family holiday. The disposition was 40 years with 28 suspended for five years.
He is currently on probation with North Dakota Parole and Probation.
Palmer is currently on GPS monitoring.
He is not wanted at this time by police, and is currently serving his sentence impose by the court. Any attempt to use this information to harass, intimidate or assault the offender, or harass, intimidate or threaten his family, landlord, or employer will be turned over for prosecution.

On Wednesday’s Wayne Byers Show on CSi Cable 2, Stutsman County Veterans Service, Officer, David Bratton said, on Friday August 12, 2016 from 9-a.m., to 12 noon the program will be, Managing Stress for Family Caregivers, to be held at the Fargo V.A.’s third floor auditiorium. (Lunch will be provided).
Also on August 12th from 1-p.m., to 4-p.m., also at the auditorium the program will be Problem Solving and Effective Communication for Family Caregivers.
Bratton said June is National PTSD Awareness Month, designated by the U.S. Senate.
The month promotes awareness of Post Traumatic Stress Disorder, and includes facts and information which can be found on line at www.ptsd.va.gov
He pointed out that the Jamestown PTSD Group meets the second and fourth Thursday of every month, in the lower level of the Law Enforcement Center in Jamestown from 12:30-p.m. to 2-p.m., with a representative from the Fargo Vets Center, who is a combat veteran, hearing concerns and offering support and programs available.
He reminded veterans that the Veterans Crisis Line is 1-800-273-8255 for confidential talks with a trained counseling staff.
He added that the V.A. is launching the Veterans Legacy Program, to offer interactive experiences at national cemeteries.

Jamestown (CSi) A Bike Safety Rodeo sponsored by the James Valley Fraternal Order of Police, Jamestown Parks and Recreation, Central Valley Health, Jamestown Optimists, and Newman Signs will be held on Thursday, June 2, 2016 at Wilson Arena from 1:30 – 4:00 PM. (Use the East Doors) Free hot dogs and pop will be served.
The rodeo includes a safety course for children to ride bikes through. Officials from the police department as well as the Jamestown Parks and Recreation Department will be on hand to inspect bikes, tires, and brakes for safety. The Optimist Club will provide free bike helmets (while supplies last).

Valley City (CSi- VCSU) The teacher preparation programs at Valley City State University have been reaccredited under the National Council for Accreditation of Teacher Education (NCATE) standards at both the initial teacher preparation and advanced preparation levels.
VCSU President Tisa Mason conveying the reaccreditation news, says The NCATE standards are administered by the Council for Accreditation of Educator Preparation (CAEP). The recommendation to continue VCSU’s NCATE accreditation was approved by CAEP’s Selected Improvement Commission at its April 30–May 3, 2016, meeting in Baltimore, Md.
Christopher Koch, CAEP president, in a May 17, 2016, letter said
“Special congratulations are in order because the Commission cited no areas for improvement relative to any of the standards.”
VCSU was founded as Valley City State Normal School, a teacher’s school, in 1890. VCSU’s teacher programs have been nationally accredited since NCATE was founded in 1954.
The university now offers bachelor’s degrees in elementary education and in secondary education in the following areas: art, biology, business, chemistry, English, health, history, mathematics, music, physical education, social science, and technology. VCSU also offers a master’s degree in education.
Gary Thompson, dean of VCSU’s School of Education and Graduate Studies, sayd, “We have a long history in preparing teachers at Valley City State,” said “and our recent reaccreditation confirms that we’re staying at the forefront of teacher education.”
VCSU’s teacher preparation program received its last accreditation in 2008. In the intervening years, the university kept apprised of changes in the NCATE standards and aligned its curriculum with state and national standards. A self-study report was submitted to a CAEP Board of Examiners in February 2015. That report was reviewed by the examiners, and an off-site visit provided VCSU with feedback. VCSU’s programs underwent a successful three-day site visit by the Board of Examiners in October 2015.
VCSU will complete and submit CAEP annual reports each year during the accreditation period; VCSU’s next national accreditation visit—scheduled for Fall 2022—will be under the Council for Accreditation of Educator Preparation (CAEP) standards.
Jamestown (CSi) The Jamestown Marksmanship Education Range Committee
will hold its first annual membership drive and election of officers will be held at 7 p.m. Monday Jun 6, 2016 at the Knights of Columbus Hall in Jamestown.
The committee will accept charter members at the door. There is no set membership fee, and members can pay what they can provide. Only paid members are allowed to vote.
The organization is in the process of building a new rifle and pistol range for Jamestown and the surrounding area.
The committee will give a progress update on the land search. The public can bring their questions, ideas and concerns to the meeting.
Fargo (CSi) Troopers in the North Dakota Highway Patrol’s southeast region conducted alcohol saturation patrols Friday, May 27th and Saturday, May 28th in Cass, Barnes and Stutsman counties.

In 2016, approximately half of North Dakota traffic fatalities were alcohol-related. The North Dakota Highway Patrol uses saturation patrols to deter drinking and driving, reducing the occurrence of alcohol-related crashes, injuries, and deaths.
DEVILS LAKE, N.D. (AP) – A Devils Lake woman accused of leaving her 9- and 13-year-old daughters alone for days at a time in a filthy mobile home with no plumbing has been sentenced to three years of probation.
Forty-nine-year-old Antoinette Liggett recently pleaded guilty to a felony child neglect charge. Her sentence includes about four months at a re-entry center in Devils Lake.
Authorities say Liggett’s home had no running water, no furnace heat and a non-functioning toilet. They say the home had portable heaters, and containers in the bathroom that were being used as toilets. The home was littered with dog and cat feces and garbage.
The investigation was initiated earlier this year when authorities discovered neither girl was attending school regularly.
FARGO, N.D. (AP) – The two Republicans vying to be the next governor of North Dakota have met in Fargo for their final full-fledged debate before the June 14 primary. Longtime attorney general and party-endorsed candidate Wayne Stenehjem touted his experience and Fargo businessman Doug Burgum vowed to shake up state government during the hour-long event Wednesday night. The primary winner will be heavily favored to become governor in the GOP-dominated state.
WILLISTON, N.D. (AP) – Companies that provide workforce housing in the western North Dakota oil patch say Williston violated its own procedures and federal law when it set a July 1 deadline for crew camps to shut down.
Target Logistics and Lodging Solutions sued the city in April, saying they’ve been treated unfairly. The city maintains that the two companies have failed to make a case that harm done to them will outweigh the city’s welfare.
The city says construction of new apartments and hotels has caught up with population growth. But oil industry officials say some temporary housing is still needed for rotational workers, even with the current oil slump.
Attorneys made arguments in Northwest District Court Tuesday. Judge Paul Jacobson ordered both sides to submit written proposals by Friday.
WILLISTON, N.D. (AP) – FBI Director James Comey plans to visit Williston on Monday to open the bureau’s newest office.
Special Agent in Charge Richard Thornton says Comey will preside over an afternoon ribbon cutting ceremony at the new office and talk about the FBI’s permanent presence in western North Dakota. The office is located in the Badlands Town Center Complex in Williston.
The state’s congressional delegation and U.S. Attorney Christopher Myers will be a part of the ceremony.
Comey will also visit with tribal officials at the Fort Berthold Reservation.
MEDORA, N.D. (AP) – The U.S. Postal Service is dedicating a new stamp that highlights the Theodore Roosevelt National Park in the North Dakota Badlands.
The stamp shows a scenic image of the Little Missouri River winding through the park. The photograph was taken in July 2013 by Q.T. Luong, who captured the image as part of a 20-year project to photograph 59 national parks.
The stamp is one of 16 National Parks Forever Stamps that will be unveiled throughout the country. The designs are meant to celebrate the 100th anniversary of the National Park Service.
The ceremony is scheduled for 11 a.m. Thursday at the Medora Community Center.
DEVILS LAKE, N.D. (AP) – Classic cars and hot rods are converging on Devils Lake for the 2016 Devils Run.
The 24th annual event gets underway Thursday night with the Rolling Thunder Dinner Cruise from Devils Lake to Lakota, where the fire department is hosting a steak fry.
Devils Run features car shows, rallies and auctions, and other events including a poker run and a citywide rummage sale. It runs through Sunday.

FARGO, N.D. (AP) – The Minnesota Twins this weekend will honor the five-time defending national champion North Dakota State University football team.
NDSU won its fifth consecutive Football Championship Subdivision crown in January with a 37-10 win over Jacksonville State.
The Bison will be recognized before Saturday afternoon’s game between the Twins and the Tampa Bay Rays at Target Field in Minneapolis.
The NDSU players will be introduced before the game. They’ll be accompanied by the five NCAA trophies and a highlight video on the stadium’s video boards. Head coach Chris Klieman will throw out the ceremonial first pitch.

(AP) – The Golden State Warriors open the NBA Finals tonight at home against the Cleveland Cavaliers in a rematch of last year’s championship series, which the Warriors won in six games. Tribe’s Byrd suspended for PED’s…Pence re-injures hamstring
UNDATED (AP) – Cleveland outfielder Marlon Byrd has been suspended 162 games by baseball for a second violation of baseball’s drug policy. Byrd tested positive for Ipamorelin, a growth hormone releasing peptide.
Byrd was first suspended for 50 games in 2012.

UNDATED (AP) – The NFL has confirmed that the Pro Bowl is leaving Honolulu for Orlando following this season.
Officials say the league’s all-star game will be played at Camping World Stadium, which is formerly the Citrus Bowl, for the next three years. The stadium has recently undergone a $200 million renovation.
With the exception of two years, the Pro Bowl had been played in Hawaii since 1979. The stadium previously known as the Citrus Bowl recently underwent a $200 million in renovations in hopes of attracting the NFL.

The former secretary of state will use a speech in San Diego to cast the Republican as unqualified and dangerous. Trump accused Clinton of lying about his foreign policy plans at a rally at an airport hangar in Sacramento, California, last night.
COLORADO SPRINGS, Colo. (AP) – President Barack Obama will address the U.S. Air Force Academy in Colorado Springs. White House officials say Obama plans to discuss security challenges facing the U.S. and the role the next generation of service members will play in protecting the country.
BERLIN (AP) – The German Parliament has overwhelmingly approved a motion labeling the killings of Armenians by Ottoman Turks a century ago as genocide. The resolution passed with support from all the parties in Parliament. It was put forward by Chancellor Angela Merkel’s conservative bloc, their partners in the government, the Social Democrats, and the opposition Greens.
CLEVELAND (AP) – A suburban Cleveland man convicted of killing three women and wrapping their bodies in garbage bags will learn his fate today. The Cuyahoga (ky-uh-HOH’-guh) County judge sentencing Michael Madison must decide whether he should die by lethal injection, as a jury has recommended, or be given life in prison without parole.
CINCINNATI (AP) – Authorities say there’s been no decision yet on whether charges will be brought against the parents of a 3-year-old boy who fell into a gorilla enclosure at the Cincinnati Zoo on Saturday, causing an animal response team to shoot and kill the primate. A Cincinnati city spokesman says an investigation is ongoing.
