The incident began shortly before 10 a.m. Sunday when Bismarck police responded to a report of a fight. Authorities eventually attempted a traffic stop in Mandan during which they say a female passenger yelled for help and unsuccessfully tried to exit the vehicle.

The man driving the vehicle fled. Authorities say that during the pursuit the female passenger called 911 and said the man had a knife and was stabbing himself.

MINOT, N.D. (AP) – Gov. Jack Dalrymple says fighting a losing battle against Souris River floodwaters five years ago was “very surreal.”

The June 2011 flood caused by heavy spring snowmelt and rains damaged or destroyed thousands of homes and other structures in Minot and caused an estimated $1 million in damage in the region.

State officials were monitoring the situation as it developed but that the flood still came on fast. He says when officials in Canada became concerned about losing a dam on the river north of the border, it became clear that the amount of water that would be coming downriver would swamp part of Minot.
