Jamestown (CSi) The Jamestown City Council held the final meeting of the present council, Tuesday afternoon at City Hall. All members were present.
CONSENT AGENDA ITEMS DISCUSSED SEPARATELY:
Council Member Buchanan requested Item C be removed a Resolution to approve the request from the JSDC for $146,337 from the Economic Development
Fund for the overlay of the road from I-94 Exit 269 to 1 mile north with the City Share to be $131,703, and paid from the City Sales Tax Fund, under economic development infrastructure.
He asked JSDC CEO Connie Ova to give an overview of the project.
She pointed out that it is important to finish the road, and that the project will be paid by the three tenants to occupy the area properties.
It connects with JSDC property.
Mayor Andersen said the overlay project is now accelerated.
The City Council voted to approve the request.

Approval of the report on the cost of infrastructure for the public improvements ($1,897,740) on Tax Increment Financing District No. 2014-1 (Menards) and to direct the City Administrator to certify the amounts.
The council considered the report from Interstate Engineering, Inc., regarding the drainage concerns in the alley adjacent to the Jamestown Youth for Christ building located at 2nd St. and 4th Ave. SE, and moved the issue to the July 5th City Council meeting pending additional information.
HEARING FROM THE AUDIENCE:
Connie Ova spoke and indicated updates with Bank of North Dakota infrastructure loans.
She said city projects could be reviewed in light of the new information concerning new construction, at a 2-percent loan rate that may be available.

Mayor Andersen said this marks the end of the current council’s business.
Council Member Charlie Kourajian was presented a plaque for his years of service on the City Council, a total of 40 years. Nine as mayor, and 31 as a City Council Member.

Jamestown (CSi) A special meeting of the Jamestown City Council was held Tuesday at 4-p.m., at City Hall.
It was the organizational meeting of the new council.
Newly elected Council Member Pam Phillips took the oath of office.
This is her third term on the City Council having been elected two other times over the past few years.
Council Member Charlie Kourajian did not seek re-election having served on the City Council and as mayor over the past many years.
Also sworn in were recently re-elected City Council Members, Daniel Buchanan, and Steve Brubakken.

Jamestown (CSi) The Jamestown High School, Advanced Theater Arts production is, “Once on this Island,” with production dates, June 30, and July 1, 2016, at the Jamestown High School Theater, a 7-p.m., each evening.
Tickets are $7 for adults, $5 for students and may be purchased at the door.
On Tuesday’s Wayne Byers Show, on CSi Cable 2, Musical/Choreography Director, Cheryl McIntyre, said, the cast has 40 students in grades 4-12 with several more behind the scenes in set design with Anthony McIntyre, and preparation along with those in the orchestra pit orchestra.
She explained that the plot of the musical involves a young girl is frightened by a storm-a hurricane that is about to hit the island she lives on. To calm her down, her family and friends gather around a fire and tell the story of a young peasant girl who is spared from a flood by the island’s gods. She sees a car crash and nurses the car’s driver-a young man from the rich side of the island-back to health. She falls in love with him, but a marriage has already been arranged for him by his family to a daughter from another of the island’s wealthy families.
She added that the production involves many musical numbers and lots of choreography.
The musical written by Lynn Ahrens with music by composer Stephen Flaherty, who also produced the stage show, “Seussical.”
Mike McIntyre, director from the University of Jamestown Theater Department, is the artistic director of the production.
Also on our show, Bailee Graves who graduated from Jamestown High School in May, this year is playing TiMoune, the young girl whose tale is told in the play. Graves said TiMoune is a peasant girl whose life is spared by the island’s gods from a flood.
She was joined on our show, by cast member Emma Iverson, both saying the rehearsals and learning lines, and the music and choreography for the play is very intense.

Valley City (CSi) Valley City Fire Chief Gary Retterath reminds residents about changes this year passed by the City Commission concerning sales and detonation of fireworks.
The days in which detonation have been reduced to five and can only be detonated in the city starting July 1st at 8-a.m. and ending on July 5th at 1-a.m.
July 1st thru July 3rd fireworks can be detonated from 8-a.m. to 11-p.m.
On the 4th of July fireworks can be detonated from 8-a.m. to midnight, on July 5th from midnight to 1-a.m. in Valley City.

BISMARCK, N.D. (AP) – North Dakota’s congressional delegation says three small airports have been awarded federal grants totaling $1.9 million for improvements.
The money comes from the Federal Aviation Administration.
The Stanley airport is getting $926,000 to extend a taxiway and other work.
The airport in Edgeley is getting $684,500 for runway rehabilitation and other improvements. The Harvey airport will use $347,700 for safety enhancements.

FARGO, N.D. (AP) – An arrest warrant has been issued for a Fargo man whose wife died after authorities say she huffed compressed air.
Brent Glarum is charged with felony negligent homicide and reckless endangerment and misdemeanor violation of a protection order. He could face up to 11 years in prison if convicted.
Police issued the arrest warrant on Tuesday. Court documents do not list an attorney for Glarum.
Brent Glarum pleaded guilty to a huffing-related charge in 2011 and was given a suspended jail sentence and a year of probation.
BISMARCK, N.D. (AP) – A Bismarck man accused of leading law officers on a 75-mile chase through Burleigh, Morton and Oliver counties is facing four felonies.
Forty-six-year-old Dawson Mountain Jr. is charged with terrorizing, reckless endangerment, fleeing and felonious restraint. Authorities allege a female passenger in his vehicle was held against her will in the Sunday incident that began when Bismarck officers responded to a fight report.
Mountain and the passenger were treated for injuries after the incident. The female told police in a 911 call during the chase that Mountain had a knife and was stabbing himself.
Court documents don’t list an attorney for Mountain. A home telephone listing couldn’t be found.
Mountain pleaded guilty to reckless endangerment and fleeing a police officer in an incident last year.
Fargo (CSi) At about 8:38 p.m., Monday, two Highway Patrol troopers responded to a vehicle fire on northbound I-29 near mile marker 60. Witnesses reported fireworks igniting inside a 2005 Mercury Montego with two occupants. Fargo Fire Department personnel responded to the incident.
Once on scene, troopers observed Fargo FD extinguishing a fire inside the Mercury’s passenger compartment. Two male occupants were transported from the scene by a passerby to Essentia Hospital in Fargo prior to NDHP arrival.
When interviewed at Essentia Hospital, a 17-year-old male driver did not appear to be injured. An 18-year-old male passenger suffered second and third degree burns to his body. Both occupants reside in Fargo.
Prior to the fire, the males purchased fireworks at a fireworks business south of Fargo. While driving back to Fargo, the passenger was igniting a cap gun when a cap sparked and ignited the fireworks inside the passenger compartment of the vehicle.
WILLMAR, Minn. (AP) – Two young boys have died after they were found submerged in a lake in Minnesota.
Law enforcement agencies launched an intensive ground and water search about 6 p.m. Tuesday after the 10- and 11-year-old boys were reported missing in Willmar.
One of the boys’ parents told police a shoe belonging to one child was found floating in Foot Lake near the dock at the entrance to the Kandiyohi County Fairgrounds. Authorities searched on land and used sonar and drag lines in the lake. Police used social media to alert local residents to search near their homes for the boys identified as Idris Hussein and Ahmed Sahane Hashi.
Search crews found the boys about 10 p.m. submerged in shallow water. They were taken to the hospital, where they were pronounced dead.
MANDAREE, N.D. (AP) – Authorities have identified a Montana man who died in a pickup truck crash across the North Dakota border in McKenzie County.
The Highway Patrol says 41-year-old Jason Stubbs Sr., of Manhattan, Montana, lost control of his truck on a curve on state Highway 73 about 8 miles northwest of Mandaree. The vehicle rolled in the ditch and struck a tree.
The exact time of the Tuesday crash wasn’t immediately determined. Stubbs was alone in the vehicle.
BISMARCK, N.D. (AP) – North Dakota pharmacists are promoting the use of a drug that temporarily reverses the effects of opioid overdose.
Naloxone, also known as Narcan, is carried by some paramedics and first responders and is being hailed as a lifesaver in a spate of recent drug overdoses.
Health officials say overdose deaths in North Dakota have increased from 20 in 2013 to 43 in 2014.
The North Dakota Board of Pharmacy earlier this year began allowing all pharmacies to prescribe the antidote to patients at risk of an overdose.
Individuals at risk of overdose, or who know someone at risk, are encouraged to speak with a doctor or pharmacist about getting a naloxone rescue kit.
Most insurance plans cover naloxone for treatment of opioid overdose.
BISMARCK, N.D. (AP) – Three contractors in North Dakota have reached settlements with the U.S. Environmental Protection Agency over allegations that they failed to follow federal rules on lead paint.
The EPA on Tuesday said that under the terms of the settlements, each contractor will pay a fine to resolve the alleged violations, which include not using required practices when working on homes built before 1978.
Fargo-based JH & JH Properties will pay $2,000, Bismarck’s Clooten Siding & Window will pay $2,800, and Buechler Construction, which is also based in Bismarck, will pay $2,100.
The lead paint rule requires contractors that work on buildings constructed before 1978 to use lead-safe work practices. Lead exposure can cause various health problems from behavioral disorders and learning disabilities to seizures and death.
BISMARCK, N.D. (AP) – Developers of a multimillion-dollar housing and retail complex in downtown Bismarck have secured a Sheraton Hotel to serve as the project’s anchor.
Cardon Development Group says ground will be broken next March for the FiveSouth development. The public-private partnership will be in the area of the Bismarck Event Center and Kirkwood Mall.
City commissioners last September approved a tax increment finance district to fund $35 million in public infrastructure including two new parking ramps.
Officials have said investments in the mixed-use development that will include apartments and commercial space could total $350 million. The project could take three years to fully develop.
The four-star, 140-room hotel will be managed by The Hegg Companies of Sioux Falls, South Dakota, and will include a Crave American Kitchen & Sushi Bar.
BISMARCK, N.D. (AP) – A struggling oil refinery in southwestern North Dakota has been sold to Texas-based Tesoro Corp.
North Dakota-based MDU Resources and Indianapolis-based Calumet Specialty Products Partners spent $430 million on the Dakota Prairie Refinery in Dickinson.
It began selling fuel last year but hasn’t been profitable due to the slumping oil industry. The plant lost $7.2 million in the first three months of the year, and officials in May announced plans to operate it at only 75 percent capacity.
MDU Resources bought out Calumet Monday and sold the refinery to Tesoro for an undisclosed price.
MDU Resources CEO David Goodin says the move reduces risk for the company while also ensuring the plant will continue operating
Tesoro also owns a refinery in Mandan, North Dakota, about 100 miles to the east.
BISMARCK, N.D. (AP) – North Dakota’s Transportation Department has begun mowing the top cut along shoulders of state highways.
Adjacent landowners who plan to mow non-interstate ditches for hay are being reminded to cut the top before the state mows those areas.
Private mowing is not allowed in the medians of four-lane highways.

AKRON, Ohio (AP) – World No. 1 golfer Jason Day and Ireland’s Shane Lowry have announced that they are not going to the Olympics because of the Zika virus. Ireland’s Shane Lowry has also bowed out for the same reason. The two join a growing list of golfers who are passing up the Olympics due to Zika concerns. Four-time major champion Rory McIlroy said last week Zika will keep him from competing in Rio de Janeiro.

SEOUL, South Korea (AP) – Global stocks are up sharply today as worries have eased about the uncertainty that’s followed Britain’s vote to leave the European Union. The British pound also rose as talks got underway among European leaders today on how to handle the situation. Asian stocks closed higher and Wall Street is expected to open in positive territory. But analysts are warning that market volatility could return any time and they say it’s too early to say that investor confidence has made a full comeback since Britain’s vote.
ISTANBUL (AP) – Pope Francis is denouncing what he calls the “brutal terrorist attack” at Istanbul’s airport, and the pope is calling for the attackers behind it to change their ways. In a noontime blessing from his studio window, Francis said he’s praying for the victims, their families “and the dear Turkish people.” He asked the entire piazza to pray in silence and then led the crowd in the Hail Mary prayer. At least 41 people were killed and dozens were wounded when three suicide bombers opened fire at Ataturk (AT’-uh-turk) airport and then blew themselves up.
TOKYO (AP) – Toyota says it’s recalling 1.43 million vehicles for defective air bags and another 2.87 million vehicles for faulty fuel emissions controls. Toyota says it has not received any reports of injuries or fatalities related to either recall. Some 932,000 vehicles are involved in both recalls. Toyota says the air bag recall affects the Prius hybrid, Prius plug-in and Lexus CT200h, and is not related to the Takata air bag recall. The fuel emission problem affects various Prius models, the Auris, Corolla, Zelas, Lucas and the Lexus CT200h and HS250h.
SPRINGFIELD, Ill. (AP) – There are new signs of optimism about a bipartisan deal among Illinois lawmakers to keep the state operating without a full budget. The Legislature meets today for the first time since lawmakers adjourned in May without approving a full-year spending plan for the second straight year. On Friday, the state’s new fiscal year begins, and billions of patchwork spending will expire, including K-12 education.
MEMPHIS, Tenn. (AP) – Former TV judge Joe Brown is not being allowed to practice law in Tennessee, at least for now. The Commercial Appeal is reporting the state Supreme Court has placed Brown on disability inactive status. Production company Celebritunity Studios says Brown is suffering from complications from type II diabetes and the effects of medication he takes for hypertension and stress. Brown unsuccessfully ran for Shelby County district attorney in 2014. He was jailed for five days last year following an outburst in Juvenile Court in March 2014.
