4th of July storm totals…
Jamestown (CSi) June 2016 Boardings at Jamestown Regional Airport were 1,064, compared to 736 in June of 2015, and 334 in June of 2014.
Jamestown Regional Airport Authority Chairman Jim Boyd says, the airport has set another passenger boarding record since the Airline De-regulation Act in 1978.
He adds, that this growth is attributed to community support of the first class service of SkyWest, operating with an United Express full-code share.
He says, this dependable, affordable, jet service has continued to attract our community’s and surrounding community’s air travelers with their patronage.
Boyd says the airport is on track to reach an FAA funding goal of 10,000 revenue passengers during their fiscal year, needing 2,297 or an monthly average of 766 over the next 3 months.
He points out that the integration of the enclosed Passenger Boarding Bridge is about two months from completion, adding that it will add safety and comfort to all passengers, but especially for passengers with disabilities.
Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. All members were present.
Sharon Buhr represented On The Move, with a proclamation promoting Block Parties in Valley City, this summer.

ORDINANCES
Approved the first reading of Ordinance No. 1013, an ordinance rezoning from R-4 Multi Family District to B-1 Central Business District for real property legally described as the East 39.95 feet of Lot 3, all of Lots 4, 5, and 6, Block 34, Original Townsite to the City of Valley City, Barnes County, North Dakota. The rezoning will allow the former Auditorium to be used as a daycare facility.
NEW BUSINESS
Approved Insured Cash Sweep for public funds as presented by Dacotah Bank and Deputy Auditor Brenda Klein.
Commissioners considered purchasing a truck for Public Works from Nelson Auto Center, Inc. in the amount of $116,472. City Administrator Schelkoph said the dollar amount was adjusted from the original request for purchase in 2014. Due to budget shortfalls, the purchase was delayed to this year. He added the new equipment will have a higher reaching boom, which is necessary when installing flood walls. He said the amount requested is within budget limitations.
The City commission approved the purchase.
Approved a beer and liquor license for Vicki’s Viking Room.
Approved installing a stand pipe water mixer for the Water Treatment Plant.
City Administrator Schelkoph said the cost came in at $45,325.
Considered the installation cost from Electro Watchman for the panic buttons for City Hall and Municipal Court in the amount of $3,805.96. Dave Schelkoph said four panic buttons will be installed in public buildings including City Hall.
The Commissioners approved the costs and installation.
Considered a Special Alcohol Beverage Event permit for The Labor Club on July 15 and 16, 2016, for a class reunion.
Approved the Community Forestry Council grant in the amount of $10,000 for the Valley City Beautification Committee, to assist with tree planting, including the pollinator garden.
Approved Preliminary and Design and Engineering Agreement for Hot Mix Asphalt Mill and Overlay and Patch, Level, and Seal Coat project for paving project in an amount not to exceed $140,500.
CITY ADMINISTRATORS REPORT
Dave Schelkoph reported on the force main from the main lift station that failed on Friday July 1st.
He explained the procedure and that it was handled in a professional way.
The pipe sleeve failed and was repaired, and normal water usage was approved before midnight Friday. He thanked the public in reducing water use, and said KLJ and the contractor acted quickly.
The State Health Department approved temporarily dumping the raw sewage in the river.

FARGO, N.D. (AP) – A Fargo police officer is accused of drunken driving in Minnesota.
Clay County Sheriff Bill Bergquist says Wes Libner was arrested shortly after 5 a.m. Saturday on Highway 10 near Hawley, Minnesota.
The sheriff says Libner was stopped by a deputy after a complaint was called in to the Red River Dispatch Center.
Libner is a school resource officer at Fargo South High School.
Fargo Deputy Chief Joe Anderson says Libner is still on the job and has not been placed on administrative leave. Anderson says the department is still investigating the allegations.
BISMARCK, N.D. (AP) – An inmate has pleaded not guilty to an attempted murder charge stemming from the stabbing of another prisoner at the North Dakota State Penitentiary.
Tovias Carrillo-Cerna entered not guilty pleas Tuesday to felony charges of attempted murder and possessing a weapon in a correctional facility.
Authorities say Carrillo-Cerna stabbed a fellow prisoner in December at the penitentiary’s weight room. State officials at the time announced they had locked down the facility because an inmate had assaulted another inmate.
Authorities say four inmates told investigators Carrillo-Cerna stabbed the man.
Carrillo-Cerna was transferred to the penitentiary last year after he pleaded guilty to possessing a weapon while in custody at the Williams County Correctional Center. Carillo-Cerna was at the correctional center awaiting an August murder trial in the 2014 slaying of Juan Palacios in Williams County.
BISMARCK, N.D. (AP) – The state Supreme Court has rejected the appeal of a man who admitted killing a Devils Lake store clerk during a 1995 robbery.
Marlon Comes claimed he had been misinformed about how much time he would have to serve before being eligible for parole.
Comes was sentenced to life in prison in 1996. He was one of three teen-agers charged in the December 1995 killing of Donald Jerome, who was a clerk at a Devils Lake convenience store.
Comes was 15 at the time of the shooting. He had pleaded guilty to charges of murder and robbery.
Ramsey County State’s Attorney Lonnie Olson says Comes is not eligible to be considered eligible for parole until 2041.
In world and national news…
WASHINGTON (AP) – Though FBI Director James Comey won’t recommend Hillary Clinton be criminally charged for use of a private email server — he’s calling her actions “extremely careless.” Comey contradicted Clinton’s past claims that she had turned over all of her emails and that she’d never sent or received any emails that were classified at the time. The FBI chief says 110 emails were determined to contain classified information at the time they were sent or received. He also found that “several thousand work-related emails” were not among the group of 30,000 emails Clinton turned over in 2014.
WASHINGTON (AP) – The White House says President Barack Obama is enthusiastic about Hillary Clinton’s campaign but doesn’t plan to address the FBI investigation into her emails when he campaigns with her Monday. White House press secretary Josh Earnest dodged questions about the investigation’s findings and how they reflect on Clinton. He says the White House is trying to avoid the appearance of interfering while the Justice Department considers whether to charge Clinton. Attorney General Loretta Lynch said last week that she would accept the recommendations of the FBI director.
CAIRO (AP) – Egyptian investigators who’ve analyzed a recovered cockpit voice recorder from the EgyptAir flight that crashed into the Mediterranean say pilots tried to extinguish a fire aboard the plane. The recordings are consistent with data previously recovered from the plane’s wreckage that showed heat, fire, and smoke around a bathroom and the avionics area. The crash of the flight from Paris to Cairo killed all 66 people on board.
PARIS (AP) – The head of a commission of lawmakers looking into last year’s Paris attacks has found intelligence failures in France and abroad kept authorities from thwarting the attacks. The six-month investigation found that the only surviving attacker from the November attacks that killed 147 should not have been able to escape into hiding in Belgium, where he was on the radar. The commission also says a man thought to have played a top role in the attacks was a known radical who slipped across European borders.
WASHINGTON (AP) – The Transportation Security Administration says it’s expanding tests to speed up airport lines and improve security. TSA plans to start using CT scanners to inspect carry-on bags at a checkpoint in the Phoenix airport by the end of the year — which would eliminate the need for screeners to examine X-ray images of every bag. The agency says it will also expand a pilot program that sends suspicious bags to a separate area for more screening while other bags on the conveyer belt keep moving.
