BISMARCK, N.D. (AP) – Thieves have again targeted the construction site for the new Burleigh-Morton County Detention Center.
Copper wire has been stolen from the construction site for the second time in two months.
Police say a 600-foot roll of copper wire valued at about $900 was stolen sometime between June 24 and Wednesday. On May 10, the Bismarck Police Department was contacted after a 2,500-foot spool of copper wire went missing.
Officer Pat Renz says the cases would not be easy to solve because of the number of workers in the area and the lack of surveillance cameras.
GRAND FORKS, N.D. (AP) – A man who pleaded guilty to a federal hate crime for firebombing a Somali restaurant in Grand Forks is asking a judge to release him to his parents before sentencing.
Authorities say Matthew Gust, of East Grand Forks, Minnesota, targeted the Juba Coffee House because of the nationality of the employees and customers. Gust has denied that the December incident revolved around race, but pleaded guilty to a pair of charges.
Gust says in a handwritten document that he wants to get a temporary job so he can pay a $200 special assessment fee to the court. A federal judge last month denied a similar motion by Gust’s attorney.
Sentencing is scheduled for Aug. 29. The plea deal calls for a sentence of 15 years in prison.
MINOT, N.D. (AP) – Minot State University and the U.S. Department of Education have reached a settlement over the school’s handling of sexual abuse allegations.
The federal agency announced the settlement in connection with the years-long Title IX investigation Thursday.
The department’s Office of Civil Rights concluded the university failed to process a complaint brought by a former student who reported that during her time at the school, she had been sexually assaulted for over two years by one of her professors.
Title IX prohibits gender discrimination at schools that receive federal funds. It regulates institutions’ handling of sexual violence and increasingly is being used by victims who say their schools failed to protect them.
The university has agreed to offer and pay for counseling and other remedies for the student.
MINOT, N.D. (AP) – The president of Minot State University says additional state budget shortfalls could cause layoffs and program cuts at the school.
But Steve Shirley says that any future cuts won’t impact tuition prices.
Gov. Jack Dalrymple in May directed agencies and the state’s 11 colleges and universities to plan for 10 percent reductions in their budgets over the next two years, an effort to deal with a slowing economy due to depressed oil and crop prices.
Shirley says a committee made up of faculty, staff and students finalized their recommendations for the 10-percent reduction. He says Some of the cost savings will be done through cutting some overtime and travel.
BISMARCK, N.D. (AP) – North Dakota’s congressional delegation says three airports have been awarded federal grants totaling $450,000 for improvements.
The money comes from the Federal Aviation Administration.
The Carrington Municipal Airport Authority is getting $208,800 for apron, runway, and taxiway work.
The Mandan Municipal Airport Authority is getting about $183,000 to purchase snow removal equipment.
The Garrison Municipal Airport Authority is getting about $58,000 for apron, taxiway work and lighting.
FARGO, N.D. (AP) – Some attorneys in North Dakota say the reluctance of state judges to exercise an option to lower mandatory minimum sentences shows that the law needs to be changed, at least for drug crimes.
State law requires mandatory minimums for certain violent offenses involving the use of a weapon, certain rape cases, repeat drug cases, and repeat drunken driving cases or DUI involving injury or death. A state court system study found just one case in the last 12 months where a judge deviated from the requirement.
The law allows judges to depart from the mandatory sentence if they find that the prison term would result in a “manifest injustice.” Longtime North Dakota Attorney General Wayne Stenehjem says he likes having an escape hatch, but understands why few judges take it.
BISMARCK, N.D. (AP) – Supporters of an initiative campaign that seeks to increase the state’s tobacco tax have turned in more than 22,000 petition signatures on Thursday.
The Raise It For Health North Dakota coalition wants to raise the state’s 44-cent cigarette tax to $1.76 per pack.
The measure’s backers must have 13,500 qualified signatures to put it to a statewide vote in the November general election.
Secretary of State Al Jaeger has about one month to decide whether the petitions are sufficient.
North Dakota ranks 47th among states in the amount of tax paid by smokers. Retailers have successfully fought off several attempts to raise the state’s tobacco tax in the past two decades. The last increase was imposed in 1993.
