Jametown (CSi) Otter Tail Power Company reports that part of southwest Jamestown, including most of the downtown area, was out of power for 1 hour and 25 minutes early Monday morning.
Otter Tail’s Jeff Hoff in Jamestown says the cause of the outage was a primary underground fault that occurred in the downtown substation.
He says 672 customers were effected in Downtown Jamestown and a portion of Southwest Jamestown.
The outage was reported at 3:52 a.m., and restored at 5:17 a.m.
Hoff says the circuit was rerouted to restore power to the affected area.
He adds that Otter Tail officials were assessing plans on Monday to fix the problem and reroute the power to the original circuit.
Bismarck (CSi) The NDDOT informs motorists that construction has begun on the James River Bridge and Maple River Bridge along ND Highway 11 between Oakes and Ellendale Work will consist of replacing the structure on the Maple River Bridge and the decking on the James River Bridge.
During construction:
Traffic will be shifted onto a temporary roadway with a gravel surface on the Maple River Bridge and pavement at the James River Bridge.
Speeds will be reduced to 25 mph through work area
A width restriction of 13 feet will be in place
Flaggers may be present.
Motorists may experience slight delays.
The project is expected to be complete at the end of October, weather permitting. Bismarck (CSi) The North Dakota Departments of Health (NDDoH) and Agriculture (NDDA), Animal Health Division, have issued a blue-green algae advisory for Lake LaMoure and Twin Lakes, in LaMoure County, due to detectable levels of microcystin in the water.
Although the level of cyanotoxin was below the state threshold for issuing warnings, the algae can reproduce rapidly, with a corresponding rise in the cyanotoxin levels.
When present in water, cyanotoxins are dangerous for both people and animals.
With the forecast hot weather over the next fe days , the NDDoH and NDDA urge residents to err on the side of caution and avoid waters that look discolored or scummy, or that have a foul odor in these lakes.
Do not swim, water ski or boat in areas where the water is discolored or where you see foam, scum or mats of green or blue-green algae on the water.
If you accidentally swim in water that might have a cyanobacteria bloom, rinse off with fresh water as soon as possible.
Do not let pets or livestock swim in or drink from areas where the water is discolored or where you see foam, scum or mats of algae on the water.
If pets (especially dogs) swim in scummy water, rinse them off immediately – do not let them lick the algae (and toxins) off their fur.
Don’t irrigate lawns or golf courses with pond water that looks scummy or smells bad.
Please take the following steps to avoid exposure to cyanotoxins:
Respect any advisories announced by public health authorities. If you see posted signs or hear messages to stay out of a certain body of water, respect the warning.
Update…
MINOT, N.D. (AP) – A Minot woman is dead after the car she was driving plunged into the Souris River over the weekend.
The Minot Police Department on Monday said 38-year-old Rosamary Hadley died after the incident Sunday evening.
Police say a caller told emergency dispatchers around 5 p.m. Sunday that a vehicle had fallen into the river. Officers responded to the scene within minutes, but found the vehicle completely under water.
Police say an officer was unable to get Hadley out of the vehicle, and a short time later, responders with the Minot Fire Department rescued her. She was taken to a local hospital and later pronounced dead.
The incident remains under investigation. A towing company with help from the fire department was able to remove the vehicle from the river.
BOTINEAU, N.D. (AP) – The Highway Patrol has identified a Bottineau resident who was killed in a weekend crash involving two pickup trucks.
Authorities say 30-year-old Stacy Crum was a passenger in a pickup that failed to yield at a rural Bottineau County intersection about 9:30 p.m. Saturday.
Crum died, and three others in that truck suffered undisclosed injuries. Charges are pending against the driver.
An 8-year-old girl in the other pickup also suffered undisclosed injuries. The driver and a second passenger weren’t hurt.
MINOT, N.D. (AP) – Emergency officials in Minot pulled a woman from the Souris River after her car crashed into the water.
The car went into the river near a bridge late Sunday afternoon and became submerged. A police officer, a paramedic and a dive team pulled her from the vehicle.
She was taken to a hospital. There was no immediate word on her condition, or on the cause of the crash.
BISMARCK, N.D. (AP) – A man accused of using his pickup truck, boots and a knife to assault one man and kill another on the Spirit Lake Reservation will remain jailed until trial.
U.S. Magistrate Judge Alice Senechal rejected a defense request to allow Dallas Thundershield to be moved to a private home or a halfway house, with monitoring. She based her decision on the alleged crime and Thundershield’s criminal history of assault and escape.
The federal public defender’s office declined comment.
Thundershield is accused of killing Richard Demarce Sr. and injuring Elvis Demarce in an April 9 fight that began while the three were driving around with Thundershield’s girlfriend. Authorities haven’t elaborated on the nature of the argument.
Thundershield has pleaded not guilty to murder and assault. He’s to stand trial in September.
BISMARCK, N.D. (AP) – Bond has been set at $1,500 cash only for a Mandan police officer accused of breaking into his ex-girlfriend’s home in neighboring Bismarck.
Twenty-nine-year-old Zachary Brown has been charged with burglary. He was arrested Saturday afternoon, and fired from his job with the police department.
Authorities allege Brown forced his way into his ex-girlfriend’s home Saturday morning by breaking through a door leading from an attached garage into the home.
Brown produced a police badge and identified himself as an officer to a security company to try to gain access to the home.
Mandan Police Chief Jason Ziegler says Brown was hired in April and would have started field training in September.
Brown’s court record doesn’t list an attorney who could comment on his behalf.
SEATTLE (AP) – The Justice Department and Environmental Protection Agency have reached a $425 million settlement with two companies that will reduce air pollution at six petroleum refineries. The settlement with Tesoro Corp. and Par Hawaii Refining resolves alleged violations of the federal Clean Air Act at five refineries that Tesoro Corp. operates in Kenai, Alaska; Anacortes, Washington; Salt Lake City, Utah; Mandan, North Dakota; and Martinez, California.
MANDAN, N.D. (AP) – A water line break over the weekend flooded a nonprofit facility in Mandan that helps people battle substance abuse problems.
North Dakota Teen Challenge Executive Director Phil Wolverton says first-floor administrative areas were damaged and it will take up to two weeks to deal with the mess that includes damaged walls, carpeting and computers.
The center’s upstairs area currently houses 30 people. A church in Bismarck opened its doors for them during the 12 hours that water was shut off in the building Saturday. At least three restaurants donated food.
Wolverton estimates damage at more than $50,000. He’s seeking donations to help with the expense.
WAHPETON, N.D. (AP) – Officials have scheduled a ribbon-cutting ceremony for Wahpeton’s new elementary school next month.
The event is slated for Monday, Aug. 15, at 5:30 p.m.
The school is part of an education complex scheduled to open in the fall.
Demolition of the former elementary school is expected to occur in early October.

MINNEAPOLIS (AP) – The Minnesota Twins have fired general manager Terry Ryan.
The Twins entered the day 33-58, 21 games out of first place in the American League Central Division. Only Atlanta has a worse record in the majors.
Assistant GM Rob Antony will take over on an interim basis. Owner and CEO Jim Pohlad made the announcement Monday, hours before the Twins opened a series in Detroit.
Ryan was named GM in November 2011 after spending the previous four seasons as an assistant to GM Bill Smith. Antony is in his 29th season in the Twins organization and his ninth as an assistant GM.
BERN, Switzerland (AP) – World champion Peter Sagan won the 16th stage of the Tour de France in a photo finish as the race crossed into Switzerland on Monday.
Sagan, a Slovakian with the Tinkoff team, edged Alexander Kristoff of Norway at the line.
Kristoff thought he won and pumped his fist in celebration, only to learn seconds later he hadn’t.
Chris Froome held on to the yellow jersey entering the second and final rest day.
The rolling 209-kilometer (130-mile) stage from Moirans-en-Montagne to the Swiss capital of Bern resembled the route of a single-day classic, with a section on cobblestones before a slight uphill finish.
In world and national news…
CLEVELAND (AP) – Members of the GOP convention’s rules committee say there will be no changes that could deny the Republican nomination to Donald Trump. There are still efforts to force a state-by-state roll call on the rules for the convention. The maneuver could draw out the process and disrupt the flow of the convention, but it won’t change the outcome.
CLEVELAND (AP) – Newt Gingrich says the Bush family is behaving “childishly” for skipping this week’s Republican National Convention. In an interview with ABC’s “Good Morning America” at the RNC site in Cleveland, the former GOP House speaker said “the Republican party has been awfully good to the Bushes and they’re showing remarkably little gratitude.” He says the family needs to “get over” former Florida Governor Jeb Bush’s loss to Donald Trump in the primary race.
CINCINNATI (AP) – Hillary Clinton is calling for an end to the “madness” following the killing of three police officers in Baton Rouge. She tells civil rights activists at the annual convention of the NAACP that, if elected president, she would “make sure those who kill police officers are brought to justice.” But she says she would also work to restore the bonds of police and the communities they serve, and that there is “difficult, painful, essential work ahead.”
BALTIMORE (AP) – Another Baltimore Police officer has been acquitted of all charges in the death of Freddie Gray, who was fatally injured in the back of a police van last year. A judge has ruled that Lt. Brian Rice was not guilty of a crime for failing to secure Gray’s seatbelt. Rice’s attorney argued police can use discretion if they believe their safety is at risk and that officers were concerned because Gray was not cooperative and they weren’t sure what onlookers would do if extra time was taken to fasten him in the van.
UNDATED (AP) – The World Anti-Doping Agency wants Russia’s entire team banned from this summer’s Olympic Games following a report that found the country’s state-run doping scheme resulted in hundreds of falsified results. The 97-page report issued today says the scheme lasted at least four years and covered 28 Olympic sports. The CEO of the U.S. Anti-Doping Agency calls the level of corruption “mind-blowing”.
