GRAND FORKS, N.D. (AP) – Hail as big as baseballs pounded parts of Pembina and Walsh counties.
 
     The Tuesday night storm also downed trees in Minto and Grafton, and flipped a utility trailer in the Ardoch area.
 
     Street flooding was reported in Grand Forks.  Several vehicles got caught in flash flooding, including a van that got stuck in several feet of water underneath a railroad overpass. The Fire Department used a boat to rescue that motorist.

 

 

 

Jamestown (CSi) The Jamestown City Fire Department was called out at 9-a.m.,

on Tuesday to 1012 10th Street Northeast.

Lt. Sheldon Mohr says a lawn chair outside the building was on fire, with the likely cause, smoking materials.

No other damage, and no injuries reported.

The five city fire units and 21 firefighters cleared the scene at 9:13-a.m.

 

Jamestown (CSi) The North Dakota Highway Patrol reports an ag-sprayer and semi collided Tuesday about 3-p.m. on highway 20, 4 miles north of Courtenay.

The sprayer driven by 28 year old Taylor Rose of Wimbledon finished spraying a nearby field, then continued eastbound on a gravel township road at approximately 25 miles per hour for a short distance before slowing for an intersection at Highway 20. Rose disregarded the stop sign and continued through the intersection at about 15 miles per hour.

43 year old James Ambrosier of Ault Colorado was southbound in the Peterbilt at approximately 65 miles per hour with a load of sand when he observed the sprayer slowing for the intersection. When Rose failed to stop, Ambrosier braked and drove onto the northbound lane, attempting to avoid the crash. The sprayer struck the side of the dump trailer and came to rest on the roadway. Rose was ejected. The truck slowed and stopped on the southbound shoulder. Highway 20 was shut down for approximately one hour.

Rose was taken by Jamestown Area Ambulance Service to JRMC, and then was flown to Fargo for continued observation.

Also responding to the scene were the Stutsman County Sheriff’s Office and Courtenay Quick Response.

 

 

Jamestown (CSi) The Jamestown Police Department is warning residents of a convicted sex offender who is living out of the county, but working in Jamestown.

Ramon Martinez, Jr.,is living at the Parkhurst Campground and working in Jamestown.

Has presently has no vehicle.

He is a 37 year old male, five feet six inches tall, and 150 pounds, with brown eyes and black hair.

He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.

He has been convicted of Corrupt/Solicitation of a minor involving a 15 year old girl at his Fargo residence.

Convicted in December of 2007 in Cass County District Court.

Disposition, five years, one year suspended, 10 years supervised release.

He has been convicted of Corrupt /Solicitation of a minor providing alcohol to a 16 year old girl and then had sex with her.

He was convicted in October of 2001 in Richland County District Court.

Disposition, one year-359 days suspended for one year.

He is currently on probation with North Dakota Parole and Probation, is on GPS monitoring.

Martinez is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown (CSi) Meeting Tuesday the Spiritwood Energy Park Association heard information concerning possible future tenants at the Energy Park.

Great River Energy Project Manager Rich Garmin said, four businesses are inquiring deeply on potentially locating to the park. They include a Biomass Refinery, a Barley Processing Plant, an Agriculture Bioprocessing Facility and a Medical Supply Manufacturer

He said none have committed at this time .

At Tuesday’s Jamestown City Council meeting JSDC CEO Connie Ova said a business will be making an announcement in the next few weeks about locating at the Energy Park.

 

Jamestown (CSi) The Jamestown City Council’s Finance & Legal Committee Building, Planning & Zoning Committee, and Civic Center & Promotion Committee met Tuesday evening at City Hall. Council Member Gumke was not present.

The committee considered the request from JSDC for $154,000.00 from Economic Development Funds to be used along with $56,000.00 from the Stutsman Rural Water District to provide the community share of funds for the next phase of the Red River Valley Water Supply project engineering study, the design phase, with the City Share to be $138,600.00.

Mayor Andersen said that water supply would be more cost effective than and independent means of supplying a large amount of water to the Spiritwood Energy Park for a major industry.

The committee recommends to approve the request.

Also on Tuesday,  the Stutsman County Commission unanimously approved committing $15,400 of its 2017 budget to pay its share of $154,000.

Considered the request from Jamestown Tourism for $75,000.00 in matching fund to tourism grants with the City Share to be $60,000.00

The committee recommends approval of the request.

The committee considered the request from the JSDC to provide $50,000.00, in matching funds from Economic Development Funds, to Spiritwood Ingredients, LLC, (barely processing plant for aquaculture) for a Basic and Applied Research Grant through APUC (approved 100% at $50,000) with the City Share to be $45,000.00.

The committee recommends approval.

The committee recommends allowing the request from the JSDC to approve the transfer of 320 acres (East ½ of Section 28, Spiritwood Township) into the Spiritwood Energy Park Association.

The committee recommends the approval of the JSDC 2017 Budget as presented.

The budget is a 3-percent increase, over 2016.

Valley City (CSi) The Valley City Commission met in Regular Session, Tuesday evening at City Hall. All members were present, City Administrator Schelkopf was not present.

PUBLIC FORUM

Lloyd Nelson was concerned about increases in the Muncipal Electric Utility bill.

He said the installation of the “smart meters,” was suppose to keep the costs in check.

Commissioner Pedersen said the city had not made increases and is now “playing catchup” with the increases.

He said the city will take Nelson’s feedback into consideration.

 

ORDINANCES

City Commissioners approved the second and final reading of an Ordinance recodifying Title 7, Buildings, Signs, Streets, Sidewalks, Curbs and boulevards. City Attorney Myhre said the major change concerned signage and permits.

Commissioners approved the second and final reading of an Ordinance recodifying Title 16, Land Subdivision Regulations for new development, and encourages more walking within the city.

From the audience Sharon Buhr thanked the commission for its action on behalf of the On The Move, program.

Commissioners approved the second and final reading of an Ordinance rezoning from R-4 Multi Family District to B-1 Central Business District for real property legally described as the East 39.95 feet of Lot 3, all of Lots 4, 5, and 6, Block 34, Original Townsite to the City of Valley City, Barnes County, North Dakota. Attorney Myhre noted that the Ordinance addresses the owners of the Auditorium building to re-purpose the building for a daycare facility.

RESOLUTIONS

Approved a Resolution Creating Paving Improvement District No. 112. KLJ explained the area includes, three projects on Main Street. The exception is the area near the Rosebud Visitors Center and a section that includes the downtown area, and 5th Avenue Northeast to the Rainbow Bridge area, that were previously improved.

NEW BUSINESS

The City Commission approved appointing Tony Kobbervig, replacement for a resigned member, to the Zoning Board of Adjustments (Variance Committee) for a three year term.

The City Commission approved the Valley City Barnes County Development Corporation’s request of $13,500 to increase child care capacity. Director Jennifer Feist explained that the request is made toward additional expenditures for children under care, to create 50 more slots for additional children. She pointed out a great need in the community for infant care.

From the audience, before the vote, Lloyd Nelson suggested the Commission study the request further before acting.

 

CITY UPDATE & COMMISSION REPORTS

City Building Inspector Dave Andersen said so far this year new residential building permits issued are at $3,313,118.

He pointed out that Petro Service is planning improvements, and more housing and business addition permit requests are coming in.

He urges residents to clean up and keep yards mowed in the city.

KLJ reported that foundations are going in for the flood walls, under the Permanent flood control project.

Jamestown (CSi) Congressman Kevin Cramer will be in Jamestown for a meet and greet, on Monday August 8, 2016.

Jamestown (CSi) Stutsman County Road Superintendent Mickey Nenow informs motorists that detours will continue in place on County Road 39, south of Butler Machinery and east to the railroad crossing.

BNSF Railway is repairing the crossing.

Drivers should use caution in the area.

 

Bismarck (CSi) South Central Human Service Center’s advisory group members will meet Wednesday, July 20, at 10 a.m., in Conference Room 126, at the behavioral health and human service center, located at 520 Third St. N.W., in Jamestown, N.D.

Members include representatives from Barnes, Dickey, Foster, Griggs, LaMoure, Logan, McIntosh, Stutsman, and Wells counties.

New and reappointed members will be introduced, and members will discuss services and programs and regional needs. The center’s director will provide updates on human resources and other center operational matters. Center staff will also give presentations on assertive case management and juvenile drug court.

Members will have an opportunity to provide updates and announcements from their respective county areas.

GRAND FORKS, N.D. (AP) – Formal charges are pending against a man who authorities say led Grand Forks police on a chase that ended when he crashed his sport utility vehicle into a business.
 
     The chase began shortly before 11 p.m. Tuesday when an officer tried to stop the SUV for allegedly driving recklessly. Police say the driver fled, lost control and crashed through a cinderblock wall at A & L Siding and Home Improvement.
 
     Authorities say the man then tried to flee on foot but was caught and arrested on several charges including fleeing and driving under the influence. The 36-year-old man’s last known address is Phoenix.
 
     A female passenger in the SUV was taken to a hospital with unknown injuries after being extricated from the vehicle by firefighters.

 

 BISMARCK, N.D. (AP) – Police say thousands of dollars of tools have been stolen from construction trailers at the site of the new jail for Burleigh and Morton counties.
 
     Authorities say nearly $2,000 in saws and drills were taken from one locked trailer.
 
     Police say almost $6,000 in property was taken from another trailer. Copper wire has also been stolen previously.

 

MINOT, N.D. (AP) – A former nurse at a Minot hospital has been convicted of stealing prescription drugs to help his girlfriend detox.
 
   Harold Dupriest faces up to five years in prison.
 
     Authorities say the 57-year-old stole prescription drugs from Trinity Hospital between July 2014 and September 2015.
 
     Police accompanied Dupriest to a hotel room in September 2015 after pulling him over and found a woman on a bed in a room containing medical supplies.
 
     Authorities say that Dupriest told police that he met the woman at the hospital and she requested help detoxing after she got out.
 
     Officials who searched the room say they found needles, medicines and empty syringes of morphine and lorazepam.
 
     An attorney for Dupriest didn’t immediately return a request for comment.

 

 BISMARCK, N.D. (AP) – North Dakota’s Agricultural Products Utilization Commission is funding six projects this quarter, for a total of more than $407,600.
 
     The group better known as APUC funds developers of North Dakota farm products. The money is typically used for research, marketing, farm diversification, ag tourism and technology.
 
     It’s a program of the state Commerce Department.
 
     The largest grant this quarter is going to North Dakota Soybean Processors of Fargo, which is getting $103,000 to defray engineering costs for a soybean crushing facility and refinery.
 
     The award also includes nearly $60,000 to the Fluffy Fields Vineyard and Winery in Dickinson for a marketing campaign,

and as reported earlier, Spiritwood Ingredients, LLC,

 

 BISMARCK, N.D. (AP) – North Dakota agriculture officials are holding an industrial hemp field tour.
 
     The event will feature hemp grown by Adrian farmers Jamie Edwards and his father, Lyle, who are participating in a pilot program. They are growing a variety of hemp called Canda.
 
     North Dakota Agriculture Commissioner Doug Goehring says the tour is meant to show how industrial hemp fits into the current agriculture landscape and economy.
 
     Industrial hemp can be used for oil, fiber, textiles, recycling, automotive, furniture, food, paper, construction materials and personal care.
 
     The tour will also include presentations by Jeff Kostuik, spokesman for Hemp Genetics International, and Keith Watson, agronomist and plant breeder with Parkland Industrial Hemp Growers.

 

 CARRINGTON, N.D. (AP) – Two rural cooperatives in North Dakota are warning “Pokemon Go” players to stay away from electrical substations.
 
     The smartphone game induces players to go to local landmarks to collect various creatures.
 
     Katie Ryan-Anderson is a spokeswoman for Northern Plains and Dakota Valley electric cooperatives of Edgely and Carrington. She says game’s creatures can appear near electrical substations, putting players in unsafe situations.
 
     Operations manager Craig Rysavy says the cooperatives cannot control where the creatures appear and players should make sure they capture them from a safe distance. 
 
     The game has become the top grossing app in the iPhone app store. It has also led people to post pictures of themselves on social media chasing creatures in all sorts of dangerous situations, like while driving.

 

BISMARCK, N.D. (AP) – North Dakota’s State Health Council will redo an August 2015 meeting during which it approved new rules for radioactive waste, in the wake of a lawsuit.

Environmental groups sued in April, alleging the meeting was held illegally. Attorney General Wayne Stenehjem had issued an opinion in March saying the council violated state law by not providing adequate notice of the meeting.

The North Dakota Energy Industry Waste Coalition and the Dakota Resource Council want a judge to void the new rules allowing certain landfills to accept waste with higher levels of radioactivity.

The council on Aug. 9 will conduct the meeting again and consider ratifying the decisions made a year ago.

Plaintiff’s attorney Sarah Vogel thinks the council is trying to make the lawsuit moot.

 

 

ROLLA, N.D. (AP) – Officials have dedicated a 75-turbine wind farm in northern North Dakota that was more than a dozen years in the making. Xcel Energy’s $250 million Border Winds Farm north of Rolla employs 11 people and can produce 150 megawatts of electricity – enough to power more than 78,000 homes. Xcel Regional Vice President Laura McCarten says it will help the Minnesota-based utility toward its goal of delivering more renewable energy to upper Midwest customers.

 

     DEVILS LAKE, N.D. (AP) – Officials in Devils Lake have approved a conditional use permit for a helicopter hangar and above-ground fuel tank at a local hospital.
 
    The  approval came after CHI St. Alexius Health Devils Lake Hospital modified its original plan and chose to move the proposed hangar to a different site within the facility’s grounds that’s away from homes in the area.
 
     The hospital’s initial proposal for a large helicopter hangar and an above-ground fuel tank was rejected last month over zoning restrictions.
 
     Despite the changes, some area property owners are still against the project. Homeowner Kari Hunt says she doesn’t believe the hangar and fuel tank should be in a residential area.
 
     The Devils Lake City Commission will vote on amending the zoning for the area in two weeks.

 

WILLISTON, N.D. (AP) – Williston is eliminating extra money paid to city employees to help them with the higher cost of living in the oil patch hub. The city implemented the program to retain workers as oil activity peaked in the Bakken. It’s cost Williston nearly $2 million per year, beginning in 2011. Activity in the oil patch has slowed due to low crude prices. The program will be phased out over two years.
 

 

MINOT, N.D. (AP) – An expansion of the Ward County Jail is expanding.
 
     Ground was broken in April for the $37 million project to add 72 cells to the 104-bed facility in Minot.
 
     After architects informed the County Commission that they were working under budget on some county building projects, commissioners on Monday approved adding back in another 28 cells that had been cut from the project last year for budget reasons.
 
     That means the expansion will include 100 new cells, nearly double what the jail currently has.
 
     A voter-approved, half-cent sales tax is paying for the expansion. The jail addition is scheduled to open in May 2018, with renovations to the existing facility completed by November of that year.

Jamestown (CSi) The annual El Zagal Clowns baseball game, takes on Stutsman County Law Enforcement, including the Jamestown Police Department, Stutsman County Sheriff’s Department, North Dakota Highway Patrol and the James River Correctional Center staff.

The game will be held July 20th at the Jack Brown Stadium starting at 6:00 PM

Funds raised will go toward paying transportation of children to hospitals.

The cost is $5 for adults and kids 12 and under get in free.

There will be inflatable games and concessions avaialble.

     The Fighting Hawks are coming off a season in which they finished tied for fourth in the league with a 5-3 conference record. The team was 7-4 overall.
 
     Northern Arizona tops both preseason polls.

     UNDATED (AP) – The Phoenix Suns have announced the signing of veteran guard Leandro Barbosa.
 
     Barbosa played eight of his 13 seasons with the Suns. He spent his first seven NBA seasons with Phoenix and returned for the 2013-14 season. He played the past two seasons for Golden State, helping the Warriors win the NBA title in 2014-15.

     UNDATED (AP) – For the first time in his career Tiger Woods will miss all four majors in one season. The PGA Championship has announced that the winner of 14 majors will not be able to take part in this month’s event in New Jersey. He will be replaced in the field by Harold Varner III.
 
     Woods is rehabbing from back surgery and hasn’t played since last August.

     Roger Federer and Rafael Nadal have pulled out of the Rogers Cup. That leaves the Toronto tournament without three of the world’s top four men’s tennis players when it begins next week.

     NEW YORK (AP) – The NCAA says the top overall seed in the men’s NCAA Tournament will be able to pick its location for the first and second round and regional sites. The NCAA feels that site selection adds an incentive for top teams to push for the No. 1 overall seed.
 
     Teams will be able to choose from eight assigned cities for the first and second round.

CLEVELAND (AP) – Opponents of Republican presidential candidate Donald Trump plan protests in Cleveland today including a flag burning and a wall building exercise to symbolically isolate hate speech. The protest front has been relatively calm. Inside the GOP convention hall, a pair of conservative stalwarts will be highlighted including vice presidential nominee Mike Pence and Trump’s most tenacious former opponent, Sen. Ted Cruz.
 
     THE HAGUE, Netherlands (AP) – The European Union police agency says death from extremist activity spiked in Europe last year compared to 2014. The Europol report today also warns that Islamic extremist threats are unlikely to recede any time soon. The report also warns that Islamic State appears to favor attacks against soft targets because they “instill more fear in the general public.”
 
     WASHINGTON (AP) – The threat from Islamic State extremists is the prime concern today in Washington where defense and foreign ministers from more than 30 nations are gathered to plan the next steps in the fight and to determine what more they can do moving forward. Defense Secretary Ash Carter will meet with his counterpart to build on some of the momentum against IS, especially in Iraq.
 
     PARIS (AP) – A top French official says authorities have completed the task of identifying the 84 people killed in the Bastille Day truck attack in Nice. Officials say the death toll has not increased as the formal identification wraps up. Authorities have not released an official list naming the dead, some of whom died in the hospital.
 
     BRENTWOOD, N.H. (AP) – Sentencing is scheduled today in New Hampshire for a man who pleaded guilty to 10 of 20 first-degree assault charges in the beating last year of his infant son. Officials say Jose Orta-Santana broke 17 bones in his infant son’s body. The Portsmouth Herald reports he could face between 10 and 20 years in state prison.
