North Dakota Public Service Commissioner Brian Kalk says the PSC just received the application.
The company wants to start construction by November. Kalk says the PSC will call for a public hearing on the proposal, once it’s deemed the filing is complete.
Barnes County is already home to three wind farms – Ashtabula One, Two, and Three.

BOTTINEAU, N.D. (AP) – A Maxbass man has been sentenced to serve 30 years in prison for repeatedly raping a girl when she was as young as 12.
Judge Michael Sturdevant sentenced 35-year-old Adam Ray on Wednesday, noting that Ray could have faced dozens of charges in the case.
Ray in April pleaded guilty to a single felony count of continuous sexual abuse of a minor. The charge carries a maximum sentence of life in prison without parole.
Ray also pleaded guilty to a separate charge of corruption of a minor. He was given a five-year sentence to be served at the same time as his 30-year term.
BISMARCK, N.D. (AP) – Health officials in North Dakota say a child in the northeast part of the state has been hospitalized with the rare and potentially deadly hantavirus disease.
The viral infection causes severe lung disease. It is spread by through the urine, droppings and saliva of infected rodents. It is not transmitted from person to person, and the deer mouse is the primary carrier.
The state Department of Health on Wednesday said the school-aged child had contact with rodent-infested buildings.
State epidemiologist Jill Baber says people should be mindful of the “presence or evidence” of rodents when cleaning, especially in rural areas.
This is the 15th hantavirus infection reported to the state Health Department since 1993, when the virus was first recognized in the U.S. Seven of those cases were fatal.
MINOT, N.D. (AP) – Trial for a former Minot neurosurgeon facing federal child pornography charges has been rescheduled to give his attorney more time to prepare.
The Minot Daily News reports that 55-year-old Marc Eichler is to stand trial beginning Oct. 4 in U.S. District Court in Bismarck, rather than Aug. 1.
Eichler is accused of coercing two minors into becoming victims of child pornography. He has pleaded not guilty to seven counts, including producing and receiving child porn.
Eichler was formerly employed by Trinity Health in Minot. He’s free on bond but was recently ordered to surrender his passport.
MINNEAPOLIS (AP) – Federal prosecutors allege a Minnesota man stole more than $2 million from investors hoping to make money off North Dakota’s oil boom. Fifty-year-old Ronald David Johnson of Corcoran is charged with five counts of wire fraud and one count of money laundering. Prosecutors allege Johnson got victims to invest in proposed RV parks for Bakken oil workers. But Johnson instead allegedly used the money to fund his cattle farm, take vacations and buy an island.
BISMARCK, N.D. (AP) – North Dakota Democrats are holding a press conference in Fargo to lay out their plan and goals for the special session of the Legislature next month.
The news conference is slated at the Fargo Depot at 10:30 a.m. on Thursday.
Republican Gov. Jack Dalrymple last week called a special session of the Legislature to address a $310 million shortfall to the state treasury due to slumping oil and crop prices.
Republicans hold supermajorities in both the House and Senate.
Senate Minority Leader Mac Schneider, of Grand Forks, says Democrats want to work with Republicans to reach a consensus on how the budget shortfall should be addressed before the Legislature returns for the three-day session beginning Aug. 2.
KEENE, N.D. (AP) – North Dakota officials say more than 10,000 gallons of a mixture of oil and produced water have spilled at a well site in McKenzie County.
The state’s Oil and Gas Division says the incident happened Tuesday at a site about 10 miles southeast of Keene. Officials say the incident was caused by a “piping connection leak.”
The division says more than 9,500 gallons of the mixture have been recovered. Clean-up efforts are ongoing. A state inspector visited the site Wednesday.
Produced water is a mixture of saltwater and oil and can contain drilling chemicals.
Hess Bakken Investments II operates the site. The company on Wednesday said the spill did not threaten any waterways.
KILLDEER, N.D. (AP) – Dunn County and Killdeer officials have declared a summer storm emergency in the wake of a storm that dropped torrential rain, strong winds and hail that piled up like snow.
The declaration allows the governments to tap emergency funds and also helps farmers filing claims for agricultural damage.
Town officials have said the July 10 storm was one of the worst disasters to hit the town in memory. It stripped siding from homes, downed trees, and smashed windows in buildings and vehicles.
County Emergency Manager Denise Brew says virtually every building in town was damaged. Police Chief Eric Braaten has estimated there are about 1,000 damaged vehicles in town.
The North Dakota Community Foundation has set up a storm relief fund to help Killdeer residents.
BISMARCK, N.D. (AP) – The profile of a famous Sioux warrior that has adorned North Dakota’s highway signs for nearly a century is quietly being replaced by a rectangle.
One descendant of Marcellus Red Tomahawk said it “tears my heart out” that officials decided to swap out the markers featuring his great-great-grandfather with versions displaying the nondescript North Dakota outline.
The department says the change is intended to pay tribute to the upcoming 100th birthday of the state’s transportation agency and to provide “uniformity” with other states’ signage.
Marcellus Red Tomahawk was involved in the killing of Sitting Bull in 1890 and was the first chairman of the Standing Rock Reservation.
The state adopted Red Tomahawk’s profile signs in 1923. The agency had no public hearings but consulted with some of Red Tomahawk’s descendants.

In world and national news…
CLEVELAND (AP) – Tonight Donald Trump accepts the nomination for president at the Republican National Convention. But first, the convention hears from one of Trump’s most effective and compelling advocates – his daughter Ivanka. She’ll be the last of Trump’s adult children to speak. Last night, Trump’s son Erick told delegates that his father is the one candidate for president “who does not need this job.”
CLEVELAND (AP) – It started as a minute-long standing ovation and then turned to boos. The mood of the crowd at the Republican convention changed last night, when delegates realized that Texas Sen. Ted Cruz was not going to endorse Donald Trump. Some people heckled Cruz’s wife, who was on the convention floor. The boos turned to cheers when Trump walked into the convention at the end of Cruz’s speech.

A report released by Amnesty International and Human Rights Watch says both the Ukrainian government and Russia-backed separatists have committed enforced disappearances, arbitrary detentions and torture of civilians. The report is based on interviews with 40 victims.
NEW YORK (AP) – Police negotiators in New York are trying to talk to a man who for several hours has been barricaded inside a vehicle in Manhattan, where he’s suspected of tossing a hoax bomb through the window of a police vehicle. Police say the object turned out to include a harmless electrical component wrapped in cloth. Surrounding streets have been closed, and subway trains are bypassing the area.
