Jamestown (CSi) The Jamestown Street Department has blocked off part of 5th Avenue Northeast at 5th Street Northeast due to the appearance of a sinkhole.
It’s roughly a foot wide and a foot long, and the road has washed out and not supporting the road surface.
The inside lanes on 5th Avenue Northeast is partially blocked off near the intersection of 5th Street Northeast.
Lt. Justin Blinsky says left turns from eastbound 5th Street Northeast is not allowed until the sinkhole area is repaired.
Jamestown (CSi) The Jamestown Street Department reports that due to the annual street maintenance project, the following streets WILL BE TEMPORARILY CLOSED beginning today.

2nd Ave SE between 3rd St SE & 6th St SE

Motorists and other traffic should use extreme caution when entering these construction maintenance areas. The public should consider alternate routes if possible.
The road maintenance activities are contingent on changing weather conditions.
Jamestown (CSi) The North Dakota Highway Patrol reports, a semi traveling on I-94 west bound at 2:45 a.m., Thursday struck a pedestrian, about a mile west of Tower City.
The report says the Pedestrian identified as 22 year old Mohaned Abedilahi of Fargo, was walking in the right westbound lane.
The report says driver the 2015 Freightliner semi with trailer 54 year old Michael Tetlock of Saskatchewan swerved left to avoid the pedestrian but was unable to.
The Freightliner struck the man, who was transported by Sanford LifeFlight to Sanford Hospital in Fargo with serious injuries.
The crash remains under investigation by the Highway Patrol.
Assisting at the scene was Barnes County Ambulance Service, The Barnes County Sheriff’s Office, and The Tower City Fire Department.
Jamestown (CSi) The Jamestown City Council’s Police & Fire, and Public Works Committees met Thursday evening at City Hall. Council Member Gumke was not present.
POLICE AND FIRE COMMITTEE BUSINESS:
Discussion was held on the likely need to replace all radios in the Police & Fire Departments as part of the 2017 Budget process.
Jamestown Police Chief Scott Edinger said, the present radio systems at the communications center will be replaced, and the present radios will soon not be serviceable. He said for the police department the replacement, the cost is between $135,000 and $140,000.
An update was given on shooting range. Chief Edinger said dirt is being hauled to the site, including raising berms, for safety improvements, with city and then county trucks hauling the dirt. While the improvements are being made the shooting range is not being used.
PUBLIC WORKS COMMITTEE BUSINESS:
Shawn Gaddie, from AE2S, gave an update on the Stormwater Utility implementation scope of services and proposed engineering services agreement.
He pointed out the implement plans have been updated and presented to the city, including a draft agreement.
The city has selected an option for which the plans are being made.
He said costs should be ready for the upcoming city budget hearings, and the impact on city utility bills.
The cost of services for this contract for this portion of the agreement is $98,000, spread over two budget periods.
At Thursday’s meeting the committee recommended approval of the draft agreement, for the option chosen.
The committee further discussed the drainage in the alley adjacent to the Jamestown Youth For Christ building located at 2nd Street and 4th Avenue SE.
Interstate Engineering’s Travis Dillman said the estimated cost for the improvement option chosen is $8,000. Adjacent property owners appeared at Thursday’s meeting concerned about costs their properties may incur, and if their property will benefit from the improvements.
YFC spokesman Curt Liechty said the organization has chosen another option concerning the slope of the alley, that may not create a cost burden to the neighboring properties that YFC will perform. The work will be inspected by the city. The sidewalk issue is the responsibility of the adjacent property owner.
The committee took no formal action on a recommendation.
The committee considered the petition from property owners to pave 9th Avenue NW in the Tulliah Hills Addition. The city and Interstate Engineering will meet and discuss any action to include the property owners.
The committee recommends approval of a Change Order on the 2016 Sidewalk, Curb & Gutter District #16-11 to replace the concrete apron and install a concrete frost stoop at the Southside Fire Station to eliminate a frost-heave problem.
The committee considered a No Parking Zone(s) in the 1000 block of 10th Street SE.
Council Member Brubakken said in meeting with the police chief, the recommendation is to start the no-parking zone from the Wilhelm dealership to Business Loop East.
Site line visibility is at issue. Another option is to yellow the curb for a few feet and not allow parking, to establish set-backs for a better line of sight.
The committee Thursday, recommends on a 3-1 vote to ban parking in the 1000 block of 10th Street SE, with Mayor Andersen voting in opposition.
The committee considered a request from Central Valley Health and Community Health Partnership to attach signs to existing sign posts or place in sign posts to promote walking in the community and City assistance with attaching the signs.
Spokesperson Tammy Dillman said the area includes the west side of Business Loop West from the Buffalo Mall to First Avenue. Mayor Andersen had concerns about sign clutter, and distractions to drivers.
She added the city has updated placing a sidewalk between Dairy Queen and the James River Bridge.
Dillman said the grant money for the project will expire mid-April of next year.
Council Member Phillips suggested narrowing the scope to downtown.
Mayor Andersen said signage in that area has to be approved by the DOT.

Jamestown (CSi) The Jamestown Tourism Grant/Executive Advisory board met Thursday at the CSi Technology Center at Historic Franklin School.
Grant Requests were made by:
Big guns of the Old West for the Fort Seward Reconstruction Committee, requesting $1,000, concerning the gatling gun demonstration, and publicity for the event to be held September 17, 2016, at Ft. Seward. The demonstration will be followed by the Cannon Shoot.
They anticipate 100 visitors. Dale Marks estimated about 10 percent of those in attendance are from out of town.
The board voted to fund the entire amount.
A request of $2,000 was made by the Jamestown Fine Arts Association for Saturday staffing for the Jamestown Arts Center.
Sally Jepsen said the Arts Center sees the highest number of “drop-in” visitors on Saturdays, with the highest tourism traffic. She indicated that with next summer’s opening of the Hansen Arts Park that it’s likely one Saturday staff person will be on hand, when the Park has activities that day.
The board voted to fund the entire amount.
Stutsman County Trail Builders – Stutsman County Park Board requested $1,055.85 for maintenance equipment for Jamestown Dam, Mountain Biking and hiking the Split Rock and Overlook Trails.
The board voted to fund $1,100.
Bill Steinmetz pointed out that a number of individuals that frequent the trails, and hikers, voluntarily help pick up the area, along with volunteers that help out with mowing the land.
North Dakota Patriot Guard requested $2,500 for advertising, posters and mailings to veterans organizations across the state for the August 12,and 13, 2016, Fallen Heroes Memorial Ride. George Quiqley said the anticipated attendance is 260, with a number of participants expected to stay in Jamestown overnight. Last year 24 rooms were booked at the Gladstone Inn & Suites in Jamestown, plus others that stayed at other Jamestown motels.
The board voted to fund the entire amount.
In Other business the Board approve the budget request to be presented to the Jamestown City Council, during the 2017 budget hearings in the amount of $190,700 for operating and salary expenses, a budget increase of five percent.
Projected 2017 income includes $75,000 In JSDC Grants, $429,250 in Hospitality Funds, and $50 listed under miscellaneous for a total of $504,300.
The Board also approved the County Mill Levy for tourism entities.
In other business the Board reviewed Jamestown Tourism 990 information, and explained changes in the Capital Construction process to be implemented in October this year.
GRAND FORKS, N.D. (AP) – Authorities in the Grand Forks area searched about 3 1/2 hours for a person in the Red River before calling off the operation.
Police say some anglers reported about 1:15 a.m. Friday that they had seen a male enter the river near a bridge and be swept away by the current.
A regional water rescue team and a regional drone team were among the groups who looked for the person.
The search was called off about 4:45 a.m. Police asked anyone with information to contact them. They also issued a reminder that swimming in the river is prohibited.
FARGO, N.D. (AP) – Bond has been set at $1 million for a man charged with murder in the death of a woman whose body was discovered in a Fargo town house in mid-May.
22-year-old Landon Lauwagie (loo-WAG’-ee) has made his first court appearance. He’s charged with murder and gross sexual imposition in the death of 40-year-old Cory Terlecky on or about May 14.
Lauwagie, of Ponsford, Minnesota, is now being held at the Cass County Jail. He had been custody at a southern Minnesota jail since he was arrested on a probation violation days after the alleged murder.
Authorities say in court documents that Lauwagie sexually assaulted Terlecky and that she died of asphyxiation.
Lauwagie’s court record does not list an attorney who could comment on his behalf.
GRAND FORKS, N.D. (AP) – Seven charges have been filed against a man who authorities say led Grand Forks police on a chase that ended when he crashed his sport utility vehicle into a business.
Thirty-six-year-old Mark Molina faces three felonies including driving under the influence and reckless endangerment, along with misdemeanor driving, drug and criminal trespass counts. He could face more than 18 years in prison if convicted on all counts.
Court documents don’t list an attorney for Molina, and a home telephone listing for him couldn’t be found.
Police alleged Molina fled from an officer trying to make a traffic stop late Tuesday, and eventually crashed through the wall of a home improvement business. A female passenger in his SUV was taken to a hospital with unknown injuries.
WEST FARGO, N.D. (AP) – A West Fargo man has been sentenced to serve about three months in jail for fracturing the skull of his 7-week-old son last August.
Chance Severson initially said the baby fell out of a bouncy seat and hit his head. He later pleaded guilty to felony child abuse.
Severson was ordered to serve 1 1/2 years of probation following his 90-day jail term. If he violates probation, he could be sent to prison for 10 years.
The child recovered.
BISMARCK, N.D. (AP) – A man accused of storing stolen explosives, guns and more than 1,100 rounds of ammunition in his Williston home is scheduled to stand trial in the fall on charges that could land him in prison for 50 years.
Attorneys for Tyler Porter earlier this month entered not guilty pleas on his behalf. U.S. District Judge Daniel Hovland has scheduled trial to begin Oct. 4 in federal court in Bismarck.
Authorities allege Porter stole more than 200 explosives last spring from two companies operating in the North Dakota oil patch.
Porter was charged in May with four counts related to the theft and possession of explosives and prohibited weapons. A grand jury in June added a fifth count and also called for Porter to forfeit guns and ammunition if found guilty.
MINOT, N.D. (AP) – The attorney for embattled Ward County Sheriff Steve Kukowski is calling for an end to the state’s attempt to remove him from office.
Peter Welte (WEHL’-tee) cites what he says are repeated failures to uphold due process.
Kukowski faces misdemeanor charges of refusing to perform a public duty and reckless endangerment in the October 2014 death of 25-year-old jail inmate Dustin Irwin. Kukowski maintains his innocence and is scheduled for trial in August.
In the meantime, Gov. Jack Dalrymple has suspended Kukowski. U.S. Magistrate Judge Karen Klein is acting as a special commissioner in the case and held a hearing Thursday.
Special Prosecutor Seymour Jordan asked Klein to postpone the removal process, possibly until after Kukowski’s trial.
Klein says she’ll make a recommendation to Dalrymple in the next two weeks.
BISMARCK, N.D. (AP) – North Dakota Democrats have laid out a plan for the special session of the Legislature next month that includes softening cuts to some social services.
Republican Gov. Jack Dalrymple last week called a three-day special session of the Legislature beginning Aug. 2 to address a $310 million shortfall to the state treasury due to slumping oil and crop prices. That’s on top of a previous $1.1 billion shortfall that was made up in part by Dalrymple ordering cuts to most state agencies.
Part of the Democrats’ plan released Thursday would retain 87 percent of prior cuts, and restore about $30 million for social service programs.
The Legislature’s Republican majority leaders say they have been working with Dalrymple to craft the GOP’s plan. They say a draft is expected next week.
BISMARCK, N.D. (AP) – The North Dakota Supreme Court says a man broke the law by collecting signatures for an initiated measure from people who were voting in a separate election.
Curtis Francis was accused of gathering signatures for an environmental measure while they were under a canopy connected to the Jamestown Civic Center. He was charged with violating a state electioneering law that makes it illegal to gather signatures within 100 feet of a polling place.
Francis argued that the charge violated his right to free speech and said he was unfairly singled out for prosecution because of his support for an unpopular measure.
Justices say the laws are meant to protect the “sanctity of the voting process” and curb election fraud, and do not “significantly impinge on constitutionally protected rights.”
BISMARCK, N.D. (AP) – North Dakota’s Transportation Department says fuel tax collections are tanking with fewer vehicles on the road due to the state’s economic slowdown. Transportation Director Grant Levi told the Legislature’s interim Transportation Committee Thursday that fuel tax collections are projected to decline this year and remain flat through the next two-year budget cycle. Levi says lower fuel prices are helping stretch state dollars further toward road construction projects.
HENSLER, N.D. (AP) – Cross Ranch State Park in central North Dakota is hosting a new event later this week focusing on the bison there, and planning to make it an annual happening.
The Bison Bash on Friday and Saturday is a collaboration of the state Parks and Recreation Department and The Nature Conservancy of North Dakota.
The weekend will include a bison orientation session, hikes in the Cross Ranch Nature Preserve, trivia, door prizes and a bison chip throwing contest.
The park and preserve are 12 miles southeast of Hensler.

FARGO, N.D. (AP) – North Dakota State University head softball coach Darren Mueller has hired two new assistants.
NDSU alum Gerice Olson has coached at Central Florida, the University of Mary and Dakota State. Beth Spoehr spent the past two seasons at Green Bay. She also has been an assistant at her alma mater Maine and once was a volunteer assistant for the Sweden National Team.
NDSU last season advanced to the NCAA Tournament for the seventh time in eight years.

ST. PAUL, Minn. (AP) – The Minnesota Lynx are on the move, temporarily.
The Lynx have announced that they will play their home games next summer in St. Paul’s Xcel Energy Center. The move is necessary so their current home – Target Center in Minneapolis – can be fully renovated in time for the NBA’s Timberwolves to open their 2017-18 season.
The Xcel Energy Center is home to the NHL’s Minnesota Wild.
Renovations on Target Center have already begun. The building will be completely shut down for the summer and fall in 2017 to allow for the most significant changes to the building to take place.
The Lynx have won three WNBA championships in the last five years and are shooting for their second in a row this season.

SAINT-GERVAIS-LES-BAINS, France (AP) – Tour de France leader Chris Froome remained cautious about his widely-expected victory as the peloton set out Friday for a nervy 146-kilometer (91-mile) ride that features four ascents in the Alps.
The second half of the Stage 19 route from Albertville to Saint-Gervais Mont Blanc is particularly difficult, featuring the Montee de Bisanne, a 12.4-kilometer ascent with an average gradient of 8.2 percent, before a brutal final climb to Le Bettex.
Froome, who leads second-placed Bauke Mollema by 3 minutes and 52 seconds after winning Thursday’s time trial, said at the start: “There are two more days to go, this is not over.”

CLEVELAND (AP) – The political spotlight is about to shine on Hillary Clinton who is expected to announce her running mate ahead of next week’s Democratic National Convention. The presumptive nominee begins a two day swing through Florida today and the announcement is expected during that stretch. Virginia Sen. Tim Kaine is said to be the front runner. Agriculture Secretary Tom Vilsack is also in the conversation.
WASHINGTON (AP) – Republican presidential nominee Donald Trump’s acceptance speech is stirring things up among members of the NATO military alliance. His suggestion that the United States might abandon its NATO treaty commitments has upended decades of American foreign policy dogma and doctrine in both parties, and ignited domestic furor along with angst overseas.
SAN DIEGO (AP) – A federal court in San Diego is the focus today for Donald Trump’s lawyers in a fraud suit over the now defunct Trump University. They’ll argue that the suit against the Republican presidential nominee has no merit. Trump has maintained that customers were overwhelmingly satisfied and that he did nothing to deceive them.
PUTRAJAYA, Malaysia (AP) – The final chapter in the search for Malaysia Airlines Flight 370 will play out over the next six months before the curtain comes down on attempts to solve one of aviation’s greatest mysteries. Some families of the lost plane’s 239 passengers and crew are angry over the decision to stop. The Boeing 777 vanished on a flight from Kuala Lumpur to Beijing in 2014. It is believed to have turned back west and then south.
TOKYO (AP) – Japan is the home of Pokemon but the ultra-popular “Pokemon Go” smart phone game only just became available to play there today. And the Japanese government, aware of the reports of “Pokemon Go”-related mishaps elsewhere, has issued a flier with nine public safety tips to keep overly enthusiastic players from getting into trouble, especially entering dangerous areas or walking carelessly.
