BISMARCK, N.D. (AP) – A group of developers is planning to make ethanol from the stalks and leaves of North Dakota wheat straw and corn plants.
New Energy Investors is looking to develop a 13-million gallon, cellulosic ethanol plant at the Spiritwood Industrial Park near Jamestown.
New Energy co-founder and partner Thomas Corle says the company is attracted to the area because it believes the investment community in the state seems committed to agricultural products and generating new revenues back to the farm. Corle says the city of Jamestown has also been supportive of the project.
The company is asking the North Dakota Agricultural Products Utilization Commission for $125,000 for a three-month feasibility study. Corle says the study would be to reassure potential investors.

BISMARCK, N.D. (AP) – The North Dakota attorney general says the city council in Bisbee broke the law regarding a meeting with a city employee who was fired.
The council voted at a regular meeting to terminate the employee’s contract. Since the employee was not at the meeting, the council arranged a second meeting to tell him about the decision. The council did not provide notice or take minutes of the special meeting.
Attorney General Wayne Stenehjem says personnel issues are public business because they relate to the performance of a government function and use of public funds.
The city was ordered to create detailed minutes of the special meeting.
BISMARCK, N.D. (AP) – North Dakota’s Legislature is returning this week for a three-day special session to address shortfalls in the state treasury.
Gov. Jack Dalrymple called for the extra work last month after a revenue forecast showed tax collections continuing to decline due to depressed oil and farm commodity prices.
Dalrymple in February ordered state agencies to make immediate cuts and raided the state’s rainy day fund to make up for about $1.1 billion in shortfalls for the current two-year budget cycle. Tax collections since then are down an additional $100 million.
North Dakota’s Constitution allows the governor to call a special session for “extraordinary occasions.” The governor’s action is the 15th time a special session has been called since statehood.
The session begins Tuesday.
OMAHA, Neb. (AP) – Figures from a survey of supply managers in nine Midwest and Plains states have dropped again and suggest slow or no economic growth ahead.
A report issued Monday says the Mid-American Business Conditions index fell to 47.6 last month from 50.1 in June.
Creighton University economist Ernie Goss oversees the survey, and he says global economic uncertainty, including Britain’s vote to leave the European Union, was a significant concern for many of the supply managers in the survey.
The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests economic growth. A score below that suggests decline. The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.
MINOT, N.D. (AP) – Attendance at the 51st North Dakota State Fair was down 4 percent over last year, but Manager Renae Korslien (KOHRS’-leen) still calls this year’s event a success.
The state is in the midst of challenging economic times, with slumps in the oil and farming industries. Korslien says given that, an attendance drop of only 4 percent is “truly incredible.”
The fair wrapped up its nine-day run in Minot on Sunday. Officials say 293,123 people attended, down from 305,093 last year.
Among this year’s grandstand shows, a concert by country superstar Kenny Chesney had the biggest attendance, at 11,342 people.
Next year’s fair is scheduled July 21-29.

WILLISTON, N.D. (AP) – The new superintendent of the Williston Public School District has stepped into his job amid challenges, including budget issues amid the slowdown in the energy sector.
Superintendent Michael Campbell began his position in Williston July 1 and has been assessing improvements within the district in his first month. His first goal is to begin restructuring the budget to avoid the district’s reliance on oil grants.
Campbell said he had been determined to avoid the western side of North Dakota until he became antsy for a new challenge.
He was previously superintendent of Sargent Central School District in southeast North Dakota, where he inherited a district plagued with deficit spending. After four years of tacking the problem, the district was free of its financial troubles.
BISMARCK, N.D. (AP) – The city of Bismarck has spent more than $12 million to upgrade its water treatment plant to keep up with the growing population.
The new technology will help the Bismarck Water Treatment Plant process more water from the Missouri River.
Plant Superintendent Brian Young says the updates also help prepare for future population jumps. The cost of the improvement is spread over time among users.
KILLDEER, N.D. (AP) – Killdeer has opened a new fitness center and indoor pool.
It’s a first for the community.
Killdeer Parks and Recreation Director James Mosseau says Killdeer used to have an outdoor pool, but it wasn’t open much of the year. He says it was hard to use.

BISMARCK, N.D. (AP) – Anglers who catch a tagged salmon in Lake Sakakawea are being reminded to turn in the heads and report information to the North Dakota Game and Fish Department.
Anglers can identify a tagged salmon by looking at the adipose fin – a small fleshy lobe found on the back toward the tail. If the fin is missing it was likely removed by Game and Fish biologists and the salmon probably has a micro-tag embedded in its head.
The tags are inserted into a sample of young salmon before they’re stocked. They contain codes that identify stocking information.
Heads can be turned in to Game and Fish, or to local bait shops in Riverdale and Pick City. Anglers will be provided with information about the fish when tags are extracted and studied by biologists.

CLEVELAND (AP) – The Cleveland Indians have added Andrew Miller to their bullpen, acquiring the lefty from the New York Yankees for four minor leaguers. Miller is 6-1 with a 1.39 ERA and 77 strikeouts in 44 appearances this season, compiling a 0.772 WHIP (wip) on 28 hits and seven walks in 45 1/3 innings. But Cleveland missed out on getting Milwaukee catcher Jonathan Lucroy (LOO’-kroy), who nixed a trade that would have put him on a contender.
The St. Louis Cardinals added depth to the back half of their bullpen by acquiring veteran left-hander Zach Duke from the White Sox for minor league outfielder Charlie Tilson. Duke is 2-0 with a 2.63 ERA this season and was leading the American League with 53 appearances before heading to the NL.

NEW YORK (AP) – Republican presidential candidate Donald Trump begins the first full week of the general election campaign in a familiar place — surrounded by controversy. Trump has been admonished by Democrats and Republicans alike over breaking a major American political and societal taboo over the weekend — feuding with the bereaved parents of a decorated Muslim Army captain killed in Iraq. A source says Trump was genuinely surprised, believing that he was attacked first.
LOCKHART, Texas (AP) – A Missouri police officer says the pilot of a hot air balloon that crashed in Texas had had trouble with the law — a 2000 arrest on a felony driving while intoxicated charge. And the St. Louis Post-Dispatch reported in 2008 that the Better Business Bureau had warned consumers about doing business with him. Investigators are working the crash site where 16 people were killed after the balloon hit power lines.
WASHINGTON (AP) – The once picturesque Main Street of Ellicott City, Maryland, is anything but today in the wake of a flash flood over the weekend that killed two people who were swept away.
