Jamestown (CSi) The Jamestown City Council met in Regular Session, Monday evening at City Hall. Council Member Gumke was not present.
CONSENT AGENDA ITEMS CONSIDERED SEPARATELY:
Council Member Buchanan asked that Item G. be discussed, a Resolution to approve the JSDC 2017 Budget as presented.
He asked JSDC Connie Ova about the dollar amounts on some of the line items and why some of the items were low.
She said a credit was on the books, with Newman signs from a few years ago with Spiritwood Ethanol Plant, in addition to attempting to keep the budget as low as possible adding JSDC is capped on the amount asked for from political subdivisions.
The Council voted to approve the Resolution.
Mayor Andersen asked that Item K be discussed, a Resolution to prohibit parking on the 1000 Block of 10th Street SE. She said a limited parking prohibition is not needed and “bad planning,’ concerning limiting the ban to one block.

She asked the Resolution be tabled until the next committee meeting.
Council Member Brubakken suggested the entire corridor have parking prohibited.
Council Member Buchanan was in favor of the limited ban with the possibility of expanding it later.
Council Member Phillips asked the Resolution be re-visted in regard to all of 10th Street Southeast having a parking ban, but favors the limited ban.
The City Council voted 3-1 in favor of the Resolution with Mayor Andersen voting opposed.
Business on the block include, Budget Auto Services and Towing and Sanford Health HealthCare Accessories.
REGULAR AGENDA
RESOLUTIONS:
A.Public Hearing was held concerning the special assessments on the 2015 Sidewalk, Curb & Gutter District #15-11.
Following the Public Hearing the City Council approved the special assessments in the total amount of $30,198.83, with the City Share-Departments at $25,390.63, and benefited properties to be assessed in the amount of $4,808.20.
The Council authorized the issuance and sale of $1,333,000 in Water Treatment Assessment Warrant, Series 2016B, for improvements on the Southwest Water Main Replacement District 16-62.
ORDINANCES:
The First Reading : concerned an ordinance to amend and re-enact Ordinance 329 of the City Code by amending the District Map to change the zoning of a 4.47 acre parcel within Auditor’s Lot 2 within the NW ¼ of Section 26 and the NE ¼ of Section 27, Township 140N, Range 64 W, from A-1 (Agricultural District) and M-1 (Limited Industrial and Manufacturing District) to M-1 (Limited Industrial and Manufacturing District). The First Reading was approved.
First Reading: Concerning an ordinance to amend and re-enact Section 7 of Appendix B of the City Code pertaining to dedication of utility easements.
The First Reading was approved.
HEARING FROM THE AUDIENCE:
Joan Morris from the City Beautification Committee, asked for an update on the Recycling RFPs.
Mayor Andersen said the City Council may hold a Special Meeting to further discuss the recycling before the City Budget Hearings.
APPOINTMENTS:
Appointed David Hillerud to serve as a member of the Planning Commission for a five year term to expire August 2021.
MAYOR AND COUNCIL MEMBER’S REPORT:
Council Member Phillips asked about applying for a State Bank of North Dakota infrastructure loan.
City Administrator Jeff Fuchs says he’s in contact with officials on moving forward.

OTHER BUSINESS:
Approved the request from Jamestown Hockey Booster Club, Inc., for a gaming site authorization, at the Gladstone Inn, Banquet Rooms 1, 2 & 3, on February 15, 2017.
