Jamestown (CSi) The Jamestown City Fire Department was called to a natural gas leak, that was caused by a cut service line at 1:36-p.m. Tuesday at 723 5th Avenue Southeast.
City Fire Chief Jim Reuther says, thecut line was caused by an excavation in the yard of the home.
Two city fire units and five fire fighters were dispatched to the scene, on stand by until MDU arrived and shut off the line and made repairs.
The City Fire Department was on scene about 25 minutes.
Jamestown (CSi) Fogging operations in the City of Jamestown for adult mosquitoes is scheduled to begin Wednesday, August 3, 2016 and will continue throughout the week.

All fogging operations are contingent upon weather conditions.

All fogging operations will take place between approximately 8:30 PM (dusk) until approximately 6:00 AM.

Parents are advised to keep children out of the streets and away from the fogging machines.

Motorists are urged to use caution when traveling in the vicinity of the fogging units.
Valley City (CSi) The Barnes County Sheriff’s Office reports to juveniles have been arrested in connections with burglaries of Litchville businesses.
The pair will be charged for Burglary and Theft of property of the Dakota Plains Cenex C-Store, and Tasty Treat in Litchville.
No other information was released.

Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. All members were present.

Valley City Police Officers Phillip Hatcher was sworn in at Lieutenant, along with the swearing in of new Sargeants, Nicholas Horner, and Wade Hannig

RESOLUTIONS

City Commissioners approved a Resolution approving preliminary engineering report and directing preparation of detailed plans, specifications and estimates of probable cost Paving Improvement District No. 112.

Approved a Resolution Declaring the Necessity for Paving Improvement District No. 112. The total project cost is $1.1 million with federal and state funds picking up a percentage of the costs with the local amount of $110,000, with $55,000 in Special Assessments.
NEW BUSINESS
A Public Hearing was held to serve beer and wine at Vicki’s Viking Room.
Attorney Russell Myhre said all paper work was submitted and approved, as liquor will be served a limited amount of hours.

Following the Public Hearing commissioners approved Vicki’s Viking Rooms’ request to serve beer and wine.

David Locke, from Stockwell Engineering, from Sioux Falls, South Dakota presented The EPA grant and ecco engineering the public parking lots, “Greening America’s Cities.” The firm and EPA have been at four Valley City locations, to perform an evaluation.
During a power point presentation examples were shown of “greening” areas, and in Valley City identified by the city staff and others in the community to be studied with the firm coming back with suggestions. The concept includes areas for pedestrians, and bicycles, and storm runoff capture areas.
The firm’s representatives will return in October, with results of the study, with a final report in December to include input from city residents.

All five precincts will vote at City Hall, with the polls open September 15, 2016 from 7-am. to 7-p.m.
City Commissioners approved a property tax exemption for improvements to a residential home.
The addition is about a 30% improvement to the structure.

The City Commission approved a 5 year income tax and property tax exemption up to $250,000 for Renaissance Zone applicants Tony and Megan Zarbano, and designate it as VC-102 in the Highland Park area of Northwest Valley City.
The Renaissance Zone Committee recommends the approval.
The City Commission received an application for Property a Tax Incentive for New or Expanding Businesses for Valley Realty and set public hearing date for September 6, 2016.
CITY ADMINISTRATORS REPORT
The Red River Water Supply Project was discussed, by City Administrator David Schlkoph,concerning future drinking water supplies, and an engineering study, to bring Missouri River water to points east.
He said the plan is a long-term look, and with no commitment at this time.
He said the cost is based on cubic feet of water per second.
He suggests Valley City show interest in the pipeline, with an October 1, 2016 deadline to make a decision.

A small scale solar power plant project is being looked at with a partnership between the city and private citizens, with how to proceed to be decided, including the investment of dollars.
72 solar panels are proposed. Public interest in investments will be determined.

CITY UPDATE & COMMISSION REPORTS
City Attorney Myhre said legal aspects of renewable resources being implemented will be studied, as allowed by the state.

Finance Director Avis Richter said the 2017 budgeting for presentation has been prepared, with budget meetings coming up at the end of August this year.

Fire Chief Retterath said the outdoor sirens have been tested and are in working condition.
Another smoke alarm installation program will be coming up to certain areas, of Valley City in October.

The meeting was shown live on CSI Cable 68 followed by replays.

 

Jamestown (CSi) Jamestown Tourism Director Searle Swedlund says new grant guidelines are in place for those applying, now under the city’s Capital Construction Fund.
On Tuesday’s Wayne Byers Show on CSi Cable 2 Swedlund said the City of Jamestown and Tourism are interested in participating in projects involving costs related to capital construction that will have a demonstrable and positive effect on the community’s economy.
Those projects must be in the area directly related to tourism.
Swedlund’s tourism office has more information on the criteria and the application forms.

Swedlund pointed out that the Talking Trails signs and information will be in place at determined locations within the next couple of weeks, as new software has been purchased for the project.

He added that more work is slated to start on August 10, 2016 at the Hansen Arts Park in Downtown Jamestown, including sculptures.

He added that Jamestown Tourism in addition to be on Face Book has added more social media contacts including InstaGram and Snapchat.

Swedlund said plans are in the talking stage for the Tourism office to possibly be relocated due to space and visibility issues. The office may partner with other entities in a co-location scenario.
He said the Visitors Center would remain at the Frontier Village location.

 

SURREY, N.D. (AP) – A 43-year-old Surrey man is accused of sexually abusing a girl multiple times over the course of about three years.

Authorities allege Russell Braun abused the girl from the time she was 12 until she was 15. He faces a felony charge of continuous sexual abuse of a child that could land him in prison for life without the chance for parole if he’s convicted.

Braun appeared in court Monday but did not enter a plea. He could do so at a Sept. 8 hearing. The Associated Press requested comment Wednesday from his defense attorney.

 

KENMARE, N.D. (AP) – A 37-year-old woman faces a felony charge after the Rural Mental Health Consortium of Kenmare reported a theft of more than $170,000.

The Ward County Sheriff’s Office said Heather Nelson of Kenmare was arrested Monday. She faces a theft charge.

The consortium reported the alleged theft in March. Authorities say the board of directors had noticed financial inconsistencies and an audit indicated more than $170,000 had been taken.

Court records don’t list an attorney for Nelson. Authorities say she’s being held without bond.
BISMARCK, N.D. (AP) – North Dakota’s Legislature is preparing for the second day of a three-day special session to address a $310 million shortfall in the state budget.

Gov. Jack Dalrymple and GOP legislative leaders are pushing a bill that would make further cuts to government agencies, skim profits from North Dakota’s state-owned bank and drain what’s left of a rainy day fund to make up the shortfall.

The measure won endorsement Tuesday by the Senate’s delayed-bills committee, which is controlled by the Legislature’s GOP leadership.

The GOP bill will now go to the full Senate for consideration on Wednesday morning, and House appropriations later in the afternoon.

Bismarck Republican Rep. Mark Dosch says he intended to offer an amendment in the House that would more than double cuts to state agencies proposed by GOP leadership.

 

GRAFTON, N.D. (AP) – A judge has ordered a psychological evaluation for a Grafton woman accused of locking four young children in a dog cage.

Jordan Nelson is charged with four counts of felony child abuse and neglect, and felonious restraint. The evaluation was ordered to determine whether Nelson would benefit from a “community-based sexual abuse treatment program.”

The children, who range in ages from 5 to 9 years, told investigators they were locked in the kennel in the basement as punishment and the lights were turned off. Nelson allegedly forced one of the children to eat dog food. During a police interview, a boy drew a picture of himself in the cage with the words “help me.”

Nelson’s trial is scheduled in October.

 

BISMARCK, N.D. (AP) – The North Dakota Department of Health has issued a blue-green algae warning for the Harvey Reservoir in Wells County.

The agency said Tuesday that testing showed a toxin caused by the algae is present, but the concentration was below the state health threshold.

People notified the department about an algae bloom last week. Signs have been posted at the lake saying the water can be harmful to humans and pets.

Hot summer weather can contribute to the production of the algae that’s also known as cyanobacteria. People and animals who ingest affected water can get sick and even die. There’s no known antidote for the toxins.

People are urged to err on the side of caution and avoid water that looks discolored or scummy or has a foul odor.

BROOKINGS, S.D. (AP) – A college baseball coach with more than 500 victories to his credit is the new leader of South Dakota State University’s program.

The Brookings school has hired Rob Bishop as head baseball coach. Athletic Director Justin Sell says one factor in the decision is Bishop’s “track record of building successful programs.”

Bishop has a 549-322-1 career record, coaching at schools in South Dakota and Montana.

Bishop is a 1994 graduate of Jamestown College in North Dakota, where he earned NAIA All-America honors during the 1992 and 1994 seasons as an infielder.

He began his coaching career as a graduate assistant at SDSU and most recently was coach at Montana State University-Billings.
BISMARCK, N.D. (AP) – North Dakota’s Game and Fish Department has finalized the 2016 waterfowl season.

Opening day for North Dakota residents is Sept. 24 for ducks, geese, coots and mergansers. Nonresidents may begin hunting waterfowl in North Dakota on Oct. 1.

The season for swans opens Oct. 1 for both residents and nonresidents.

The hunting season for Canada geese in the Missouri River zone will close Dec. 30, with the rest of the state closing Dec. 22. The season for whitefronts closes Dec. 4, while the season for light geese is open through next Jan. 1.

The early Canada goose season is Aug. 15 through Sept. 15, except in the Missouri River Zone, where it ends Sept. 7.

A special youth waterfowl hunting season is Sept. 17-18
FARGO, N.D. (AP) – Five-time defending national champion North Dakota State has been tabbed as the favorite to win this year’s Missouri Valley Football Conference title.

The Bison earned 37 of a possible 39 first-place votes in the preseason poll conducted among the league’s coaches, sports information directors and select media representatives.

Northern Iowa received the other two first-place votes to finish second in the poll, followed by South Dakota State, Illinois State and Youngstown State.

Rounding out the top 10 are Western Illinois, South Dakota, Southern Illinois, Indiana State and Missouri State.

NDSU captured its fifth consecutive Football Championship Subdivision crown in January with a 37-10 win over Jacksonville State.

This is the fifth straight season that the Bison have topped the conference preseason poll.

FARGO, N.D. (AP) – North Dakota State University has rescinded a new set of guidelines directed at media outlets reporting on Bison athletics.

The rules issued last week primarily involved restrictions on live broadcasting, internet streaming and social media posts at sporting events. A follow-up release said the conditions were needed in order to protect the commercial interests of stations paying NDSU for exclusive rights to TV and radio broadcasts.

In reversing the order, NDSU President Dean Bresciani said he had not been informed about the new guidelines. He said the school is committed to “access and inclusion in all endeavors.”

The news release issued Tuesday included an apology from Bison athletic director Matt Larsen, who said he would be contacting media outlets to make sure reporters are “welcome and appreciated” at NDSU events.

CLEVELAND (AP) – Minnesota rookie Max Kepler homered for the fourth time in two games and the Twins defeated the Cleveland Indians 10-6 on Tuesday night after nearly blowing an eight-run lead.

Kepler hit his fourth two-run homer of the series in the third inning, two batters after Brian Dozier’s two-run shot. The Twins also scored four times in the fourth against Carlos Carrasco (7-5).

The Indians scored six times in the fifth and chased starter Kyle Gibson, who took an 8-0 lead into the inning. Carlos Santana and Mike Napoli each hit a two-run homer. Francisco Lindor had an RBI single before Lonnie Chisenhall’s RBI double finished Gibson.

Ryan Pressly (6-5), who retired Napoli with two on to end the sixth, pitched 1 1/3 scoreless innings.

CONCORD, N.C. (AP) – Dale Earnhardt Jr. will miss at least two more races while he recovers from a concussion.

Earnhardt skipped the last three races and will continue to be replaced by four-time series champion Jeff Gordon behind the wheel in the No. 88 Chevrolet for Hendrick Motorsports. Earnhardt said on his weekly podcast that he continues to experience issues with balance and gaze stabilization.

WASHINGTON (AP) – Donald Trump says there’s “great unity” in his campaign -despite growing dissent and turmoil among his fellow Republicans. In a tweet, Trump says that the campaign unity is “perhaps greater than ever before.” That comes as he continues to face criticism from Republicans for attacking the Muslim-American parents of a U.S. Army captain killed in Iraq.

DUBAI, United Arab Emirates (AP) – No fatalities reported after an Emirates Boeing 777 crash-landed at Dubai’s main airport after a flight from India. The carrier says “all passengers and crew are accounted for and safe.” Emirates says there were 282 passengers and 18 crew on board.

WASHINGTON (AP) – There was a state dinner at the White House last night celebrating 50 years of diplomatic relations with Singapore. President Barack Obama hosted the event honoring Prime Minister Lee Hsien Loong. In his toast, Obama said, “”Let’s continue to build something special together.”

CHARLOTTE, N.C. (AP) – Officials in North Carolina have declared Charlotte’s gay pride festival later this month an extraordinary event that will require extra security. The decision comes less than two months after 49 people were killed in a shooting at The Pulse, a gay nightclub in Orlando, Florida.

NEW ORLEANS (AP) – Amid the craze over virtual characters in the “Pokemon Go” game, a Pokemon that people can see with their own eyes is grabbing attention in New Orleans. Someone put up a statue of the iconic Pokemon, Pikachu, in a park over the weekend. Police tell ABC News they have no plans to move it.
