BISMARCK, N.D. (AP) – Charges are pending against a 40-year-old Bismarck man after a toddler was rescued from an apartment complex swimming pool.

Police say the man was caring for an 18-month-old boy who fell into the water Tuesday night, and did not immediately come to the boy’s rescue when he saw him struggling.

After finally pulling the boy from the water, the man allegedly let the limp child fall over and strike his head on concrete.

The boy was hospitalized in intensive care. His condition wasn’t known. The man was arrested for child neglect.

Authorities say the incident was captured by surveillance video at the pool.
BISMARCK, N.D. (AP) – North Dakota’s Legislature is heading to its final day of a three-day special session to address a $310 million shortfall in the state budget.

North Dakota’s House will take up a bill Thursday morning to further cuts to government agencies, take profits from North Dakota’s state-owned bank and exhaust what’s left of a rainy day fund to make up the shortfall.

North Dakota’s Senate voted 46-0 Wednesday to approve the bill crafted by Republican Gov. Jack Dalrymple and GOP legislative leaders.

Attempts by Democrats to amend the measure to restore some funding for social programs and property tax relief failed in the GOP-controlled Senate.

BURLINGTON, N.D. (AP) — The Red River is in eastern North Dakota, but the Souris River in the north central part of the state could also make a claim to the name.

A large section of the Souris in the Burlington area has turned the color red.

State Health Department officials inspected the river and determined that the phenomenon is due to a small organism that grows in water with excessive nutrients. The main source of those nutrients is believed to be fertilizer from farmland and lawns.

Such outbreaks are rare. The organism can produce a toxin, but the Health Department doesn’t think the red Souris presents a serious health risk to people.

The toxin can be deadly to fish but there’s no evidence of a fish kill.
BISMARCK, N.D. (AP) – Seventy-three North Dakota businesses have now been dubbed “infant friendly” through a state Health Department program that recognizes companies for adopting policies supporting nursing mothers in the workplace.

The program has been around since 2011. The businesses and entities that have received the designation together have more than 18,000 employees.

The latest to be deemed “infant friendly” were recognized this week, which Gov. Jack Dalrymple has proclaimed North Dakota Breastfeeding Week.

AUSTIN, Texas (AP) – Texas’ Republican attorney general says the fight over the state’s voter ID law hasn’t ended.

A spokesman for Texas Attorney General Ken Paxton said Wednesday that a temporary compromise with the U.S. Justice Department and minority rights groups was made under time constraints and a court order.

Texas was forced to soften its voter ID law after a federal appeals court in July ruled that the restrictions discriminated against minorities and the poor.

Opponents of the law say more than 600,000 registered voters in Texas had lacked the photo identification that was required to cast a ballot.

Paxton spokesman Marc Rylander says Texas isn’t ruling out eventually going to the U.S. Supreme Court over the law that was passed in 2011.
FARGO, N.D. (AP) – The harvest of North Dakota’s staple crop is getting underway.

The Agriculture Department says in its weekly crop report that 4 percent of the spring wheat crop is in the bin. Nearly three-fourths of the crop statewide is rated in good to excellent condition.

The barley and oats harvests also have begun, but the durum wheat harvest has yet to start.

Farmers in the southern half of the state received needed moisture over the past week, but excessive rain the past few weeks in the northeast has led to mold and disease issues in some crops.

Pasture and range conditions statewide are rated 57 percent good to excellent. Stock water supplies are rated 79 percent adequate to surplus.

MINOT, N.D. (AP) – Minot officials are looking for ideas for a public gathering place in the city’s downtown.

The project is part of a more than $74 million project through the National Disaster Resilience Program, which is helping the city recover from the 2011 Souris River flood that damaged or destroyed 4,000 homes.

City officials have scheduled a meeting at Oak Park Thursday evening to discuss potential ideas for the gathering space. The meeting will include public discussion, an opportunity to complete a survey, and a question and answer session.

Minot’s planning director, Robert Davis, says the gathering space is one of the most important parts of the project.

Jamestown (CSi) University of Jamestown men’s basketball coach Danny Neville announces the signings of Aaron Peterson and Kiwane Crowder, who will join the Jimmies in the 2016-17 season.

Peterson attended Brookhaven College in Texas, his freshman season, then played last season at Missouri Valley. Peterson, a 6’9″ center, averaged 7 points and 5 rebounds in 2015-16. Aaron is originally from New Boston, Texas.

Coach Neville says, “Aaron is a guy we needed for this year. At 6’9″ he will help us in a variety of ways. He is a freak athlete and a team-first guy. We expect some big things from him this season.”

Crowder, a 6’2″ junior college transfer, averaged 10.9 points, 4.7 rebounds, and 3.4 assists per game while playing at Joliet College. Crowder shot 40% from three-point range and 83% from the free throw line. As a freshman, Kiwane attended Mesabi Range Junior College, averaging 15.4 points, 6.1 rebounds, and 2.9 assists per game. He is originally from Milwaukee, Wis.

Coach Neville says, “Kiwane is exactly what we needed in a guard. He can defend at a high level and rebounds really well at the guard spot. He’s a proven scorer and leader. The Jimmies are very excited to have Kiwane at Jamestown.”

FARGO, N.D. (AP) – There are plenty of reasons to pick six for the North Dakota State Bison.

The five-time defending Football Championship Subdivision winners return most of their statistical leaders on offense and defense, including their top five rushers, top two receivers, top two kick returners and top four tacklers.

Although standout quarterback Carson Wentz left the team and was drafted No. 2 overall by the Philadelphia Eagles, the Bison are again expecting regular visits from NFL scouts. Nearly every NFL team has already inquired about middle linebacker Nick DeLuca, who led NDSU with 135 tackles a year ago.

Head coach Chris Klieman (KLY’-min) said during Wednesday’s media day festivities that his team is further ahead than he expected, but coaches are looking for depth at defensive back and wide receiver.

OLYMPICS….

RIO DE JANIERO (AP) – The most decorated athlete in Olympic history will lead the U.S. delegation into the Olympic stadium.

Swimming star Michael Phelps has been selected in a vote by fellow team members to carry the American flag Friday for the opening ceremony. Phelps has won 18 golds and 22 medals overall, far more than any other athlete.

He skipped the opening ceremony at the last three Olympics to rest up for the 400-meter individual medley, but he’s not taking part in the event this year.

As seen on CSI Cable 63 NBCSN…

The U.S. women’s soccer team has opened its Olympic schedule by getting goals from Carli Lloyd and Alex Morgan in a 2-0 win over New Zealand. The three-time defending Olympic champs are trying to become the first team to win the Summer Games after succeeding at the World Cup.

NASCAR.

CHARLOTTE, N.C. (AP) – Tony Stewart says his car’s paint scheme for the Sept. 4 Southern 500 will mirror that of Bobby Allison’s when he won at Darlington Raceway in 1971 and 1972.

Stewart is a three-time NASCAR premiere series champion who has won 49 races, but none at Darlington. It’s one of only two venues where Stewart is winless in NASCAR’s top division.

In world and national news….

LONDON (AP) – London police say a woman killed in a knife attack last night was an American. Police arrested a suspect, but not until he’d wounded five other people near the British museum in Russell Square. The head of counterterrorism at the Metropolitan Police describes the suspect as a Norwegian man of Somali origin. They say he appears to have mental health issues, and there’s no evidence of radicalization.

WASHINGTON (AP) – President Barack Obama plans to speak to the press this afternoon after a meeting with military and national security advisers at the Pentagon. They’re doing an assessment of what’s working and not working in the fight against the Islamic State group. The meeting comes as the U.S. military ramps up its engagement in Libya, with airstrikes against IS targets in the city of Sirte (sert).

DAYTONA BEACH, Fla. (AP) – Two people familiar with the inner workings of Donald Trump’s campaign describe it as beset by internal discord, growing concern about their preparedness for the general election and a lack of support from Republican leaders. One says Trump is blaming staff for failing to quiet the backlash from fellow Republicans after he criticized an American Muslim family whose son, a U.S. Army captain, was killed in Iraq. But Trump is saying publicly his campaign has “never been this united.”

BELMOPAN, Belize (AP) – Hurricane Earl has made landfall in Belize. The U.S. National Hurricane Center says Earl came ashore with maximum sustained winds near 80 mph, though it’s expected to weaken over land. The hurricane center says heavy rains will be a danger in southern Mexico through Saturday as Earl crosses the Yucatan Peninsula.

LONDON (AP) – The Bank of England has cut its key interest rate to a record low of 0.25 percent. The central bank is also expanding its stimulus program to pump an additional $79 billion into the economy. The stimulus measures are a pre-emptive strike to bolster confidence after the first weeks of shock over the vote to leave the European Union. Britain’s economy has taken a sharp turn lower since the June 23 vote. Early indicators suggest that the economy is contracting at its sharpest rate since 2009.
