WATFORD CITY, N.D. (AP) — Authorities have identified a 42-year-old Hebron man who died in a cement truck crash in McKenzie County.
The Highway Patrol says Damon Miller was driving the truck that went in the ditch off state Highway 1806, rolled and came to rest on its top Wednesday afternoon.
Miller died at the scene about 14 miles north of Watford City. He was alone in the truck.
FARGO, N.D. (AP) — A prosecutor has asked a judge to dismiss charges against North Dakota Department of Human Services Director Maggie Anderson and two other agency employees who were accused of impeding an investigation into a drowning death.
McHenry County prosecutor Cassey Breyer filed the motions Friday to clear Anderson, agency attorney Jonathan Alm, and Laura Gotvaslee, director of the North Central Human Service Center in Minot.
The three employees were charged with conspiracy to obstruct a government function and refusing to perform a public duty. The charges stem from a probe into the June 2015 death of a 5-year-old girl who was under supervision of an unlicensed daycare worker in Velva.
A judge earlier this week threw out charges against Julie Leer, an agency attorney who resigned to go into private business.
BUFFALO, N.D. (AP) — The state Department of Health has issued an approval to operate permit for a 9,000-hog farm near the southeastern North Dakota town of Buffalo.
The department on Friday said it added conditions to the permit to address concerns over odors, surface water and groundwater.
Minnesota-based Pipestone Holdings will operate the $15 million Rolling Green Family Farms hog facility.
Karl Rockeman is the director of the department’s water quality division. He says the facility’s design, management of manure and ongoing operations met state standards.
Many of the town’s 200 residents have expressed concerns about potential soil, water and air pollution.
The Health Department says it received comments from about 150 people during the public comment period.
GLEN ULLIN, N.D. (AP) — State health and agriculture officials are cautioning people about the presence of blue-green algae in Lake Tschida (CHY’-duh) in Grant County.
People and animals that ingest water affected by blue-green algae can get sick and even die. There’s no known antidote for the toxins.
Hot summer weather contributes to the production of the algae that’s also known as cyanobacteria.
Lake Tschida also is known as Heart Butte Dam. It’s south of Glen Ullin. Officials say people and their animals should avoid areas in the lake where the algae are blooming.
DEVILS LAKE, N.D. (AP) — The city of Devils Lake has reached a settlement with a Minnesota-based company that operated a failed wheat straw business in the North Dakota city.
Ultra Green processed straw into materials such as bowls and plates. It shut down in July 2015.
The city in 2012 gave $2 million in incentive money to help the company get the plant running. Ultra Green had projected employing as many as 400 workers, but employed only about 40 at the peak of operations.
The Devils Lake Journal reports that the settlement agreement calls for Ultra Green to retain ownership of specialized equipment at the plant, and the city will receive ownership of the facility.
Mayor Richard Johnson says the building is worth about $2.3 million. City officials are seeking a new occupant.

CHICAGO (AP) — The attorney for the family of an 18-year-old suspect who was slain by Chicago police says the police video of the shooting is “beyond horrific.” Attorney Michael Oppenheimer says Paul O’Neal’s family was distraught after watching the body camera and dashcam videos that were released to the public today. He says the videos show that police took “street justice into their own hands” when they killed O’Neal. An autopsy showed that O’Neal died of a gunshot wound to the back. Though the videos show officers saying they thought O’Neal fired at them, no gun was ever found. Three officers were stripped of police powers after the department determined they violated policy.
WASHINGTON (AP) — House Speaker Paul Ryan says the House will not vote this year on the sweeping Asia-Pacific trade deal backed by President Barack Obama. He says, “I don’t see any way in which that would be done.”
WASHINGTON (AP) — About 400 soldiers from the 101st Airborne Division based in Fort Campbell, Kentucky, will deploy to Iraq as part of the military’s effort to set up a logistics base at an airfield south of Mosul. DOVER, Del. (AP) — Republican lawmakers plan to introduce legislation revising Delaware’s death penalty law, which the state Supreme Court declared unconstitutional this week. Citing a U.S. Supreme Court ruling in a Florida case earlier this year, the state justices said Delaware’s law was unconstitutional because it allows judges too much discretion. It also doesn’t require that a jury find unanimously and beyond a reasonable doubt that a defendant deserves to be executed.
