BISMARCK, N.D. (AP) — A 49-year-old Bismarck man was hospitalized after being shot by police.

Officers responded to a 911 call about 11:15 p.m. Monday from a person stating he had two hostages at gunpoint. When they arrived on scene they didn’t find a hostage situation but did encounter a man who yelled at them and then ran into a softball field dugout.

Authorities say the man appeared to point a gun at one officer and did not follow officers’ commands. Three other officers on scene fired at him.

The man was taken to a hospital with multiple gunshot wounds. His name and condition were not released. It wasn’t clear if he actually had a weapon.

The three officers have been placed on administrative leave while the state crime bureau investigates, per normal procedure.

Bismarck  (CSi)  North Dakota Agriculture Commissioner Doug Goehring reminds farmers that the North Dakota Harvest Hotline is free and open to farmers who need help.

Goehring says, “Farmers who need custom combining and combiners looking for a job should call us at 701-425-8454.  Your name and information will be entered into the Harvest Hotline database to be matched up with other callers.”

Goehring adds North Dakota Department of Agriculture employees will answer calls to the hotline weekdays from 8 a.m. to 5 p.m. Callers can also leave a message on evenings and weekends. The service is free of charge.

A self-service Harvest Hotline map is also available again this year. The map can be found by clicking on “Harvest Hotline” at http://www.nd.gov/ndda/ and retrieve information about harvesters available in their area.

First implemented in 1992, when adverse weather conditions caused a heavy demand for custom combining, the Harvest Hotline has been offered annually as a free service for farmers and combiners.

FARGO, N.D. (AP) — A water resource district representing citizens whose land would be flooded by a Red River diversion project says the North Dakota state engineer should not have approved a construction permit.

An appeal filed in state court by the Richland County Water Resource District says the engineer’s office failed to give the group notice of the application for the project, as required by law.

The appeal says notice was provided to the neighboring Cass County Joint Water Resource District.

The $2.1 billion channel is designed to move water around the flood-prone Fargo metropolitan area, but would need a staging area in Cass and Richland counties to store water in times of serious flooding.

The state engineer’s office did not immediately return phone and email messages seeking comment.

BISMARCK, N.D. (AP) — North Dakota’s State Health Council will redo a meeting from a year ago during which it approved new rules for radioactive waste, in the wake of a lawsuit.

Environmental groups sued in April, alleging the August 2015 meeting was held illegally. Attorney General Wayne Stenehjem had issued an opinion in March saying the council violated state law by not providing adequate notice of the meeting.

The new meeting is being held on Tuesday at the state Capitol. The Health Council will consider ratifying the decisions made a year ago.

The North Dakota Energy Industry Waste Coalition and the Dakota Resource Council want a judge to void the new rules allowing certain landfills to accept waste with higher levels of radioactivity.

WILLISTON, N.D. (AP) — Court cases in Williams County have declined as energy activity has slowed, but caseloads in the oil patch county remain heavy.

About 2,100 criminal cases are expected to be filed this year in the county that’s home to Williston, down from a peak of more than 2,750 filings in 2012.

State’s Attorney Marlyce Wilder says theft cases remain steady, however, as people who have lost their jobs in the oil field struggle.

The clerk of court’s office also is short-staffed. By fall, the office will have three open positions that can’t be filled without state Supreme Court approval due to state budget cuts prompted by the oil slowdown.

WILLISTON, N.D. (AP) — Three finalists have been named for Williston’s newly created city administrator position.

Officials in May posted the job that will include such duties as overseeing budgets in the western North Dakota oil patch hub. The Williston Herald reports that the city received 23 applications from people in 13 states.

The three finalists will take part in a meet-and-greet session on Aug. 25.

The finalists are Williston Public Works Director David Tuan; Fremont, Nebraska, Planning Director Troy Anderson; and Sister Bay, Wisconsin, Village Administrator Zeke Jackson.

Whoever is chosen will start work before the new year.

(CSi) The 2016 Dacotah Bank/North Star Athletic Association (NSAA) Football Coaches Preseason Poll was announced Monday.  Dickinson State (N.D.) is the preseason coaches’ pick to win this year’s football title.  The preseason poll was voted by the league’s head coaches.

The Blue Hawks registered four first-place votes and collected 45 points in the NSAA Football Coaches’ Preseason Poll.  Dickinson State won the 2015 Dacotah Bank/NSAA Football conference title last season with a 5-1 record and qualified for the NAIA Football Championship Series, losing to Montana Tech in the opening round. Dickinson State was also voted into The NAIA Preseason Top 25 National Poll, The Blue Hawks were ranked #21.

Valley City State (N.D.) finished second in the poll with 39 points.  Dakota State (S.D.) picked up the final three first-place votes and earned 37 points to finish third in the poll.  The Vikings and Trojans finished tied for second-place with a 4-2 record in the conference standings last season.

Jamestown (N.D.) was predicted to finish fourth in the preseason poll after recording 28 points.  Presentation (S.D.) edged Mayville State (N.D.) 18-17 to finish fourth.  Waldorf (Iowa) placed seventh with 12 points.

To earn an automatic bid to the NAIA Football Playoffs, a team need to be in the ‘Top 20′ in the national poll and win the conference title.

Jamestown and Valley City State will kick off the football season on Aug. 25 in Valley City, N.D.  The following day (Aug. 26), Dakota State will begin their season at Dakota Wesleyan (S.D.).  Two NSAA teams will open season on Aug. 27 with Waldorf visiting Briar Cliff (Iowa) and Dickinson State taking on Montana Western.

Both Mayville State and Presentation football teams will open season on Sept. 3.

The NSAA conference season kicks off on Sept. 24 with Jamestown visiting Dakota State, Valley City State hosting Waldorf and Presentation traveling to Dickinson State.

FARGO, N.D. (AP) — Five-time defending national champion North Dakota State is ranked No. 1 in both Football Championship Subdivision preseason polls.

The Bison got all 25 first-place votes in the coaches poll, and all but six of the 158 first-place votes in the STATS media poll.

The rest of the top five is the same in both polls — Sam Houston State, Jacksonville State, Richmond and Northern Iowa.

The Bison open at home on Saturday, Aug. 27, against Charleston Southern. The Buccaneers are seventh in the media poll and sixth in the coaches poll.

BISMARCK, N.D. (AP) — North Dakota State University President Dean Bresciani says some text messages he sent regarding now-rescinded media guidelines for covering Bison athletics were “not appropriate.”

Bresciani in a campus-wide email Monday also continued to maintain that he wasn’t consulted on the guidelines that were roundly criticized by journalists and on social media before NDSU scrapped them.

Text messages from Bresciani to Athletic Director Matt Larsen that were obtained by blogger Rob Port appeared to contradict Bresciani’s Aug. 2 statement that he was “profoundly disappointed” when he learned about the guidelines.

Bresciani in his email acknowledged initially supporting the guidelines but added he came to realize his understanding of them “was not accurate” and that “my initial support was misplaced.”

State Legislature Higher Education Committee Chairman Mark Sanford calls the controversy “unfortunate.”

Jamestown (CSi)  The Jamestown City Park Board has approved  funding  27 percent, up to $81,000 for improvement to the Jack Brown Stadium dugouts.

The project is estimated at between $250,000 and $275,000. The additional dollars will be raised by Jamestown High School, University of Jamestown, North Dakota Amateur Baseball, JBAL and private donations.

The deal, first reported by the NFL Network, runs through the 2020 season with a maximum value of $4 million. Coach Mike Zimmer confirmed the agreement after practice Monday.

McDermott is entering his second season with the Vikings, after unseating last year veteran Cullen Loeffler, who then was the longest-tenured player on the team. In world and national news…

DALLAS (AP) — Delta’s travails, and those of its customers, move into day two with the airline canceling nearly 250 flights.

The cancellations Tuesday follow about 1,000 cancelled flights Monday and almost 3,000 delayed flights after an outage at its Atlanta headquarters initiated a global meltdown of its booking and communications systems.

The airline was back online after a number of hours Monday, but the outages were so widespread that it is still dealing with the ripple effects a day later.

The airline posted a video apology by CEO Ed Bastian. And it offered refunds and $200 in travel vouchers to people whose flights were canceled or delayed at least three hours.

Delta’s challenge on Tuesday will be to find enough seats on planes during the busy summer vacation season to accommodate the tens of thousands of passengers whose flights were scrubbed. Last month, the average Delta flight was 87 percent full.

WILMINGTON, N.C. (AP) — Republican presidential candidate Donald Trump is scheduled to attend rallies in North Carolina today as he continues his efforts to counter critics from his own party who question his fitness to be president. The list of fellow Republicans deeming him unfit for the Oval Office grew by one yesterday. Maine Sen. Susan Collins, a moderate long wary of Trump, says she won’t vote for him in November.

MADISON, Wis. (AP) — It wasn’t expected to be much of a race but House Speaker Paul Ryan’s primary today is getting some attention after his feud with Republican presidential candidate Donald Trump turned the spotlight on Paul Nehlen, Ryan’s previously unknown opponent. Trump had pointedly withheld his endorsement of Ryan but relented amid criticism from GOP leaders.

DELAND, Fla. (AP) — Police in Florida say a woman told them she was having trouble with transients near a car wash her family owns after they arrested her for allegedly allowing her three sons to shoot BBs at a homeless man near a gas station. News outlets report 36-year-old Amina El-Zayat of DeLand, Florida was arrested Sunday on aggravated battery, contributing to the delinquency of minors and child neglect charges.

LONDON (AP) — Police in Scotland are warning people to stay away from an oil rig that was blown onto a remote Scottish beach in a storm. The Transocean Winner drilling rig was being towed when it broke free of its tug and ran aground. Environmental groups have expressed concern, but coast guards say the risk of pollution is low. Some question why the rig was being towed in high wind.
