BISMARCK, N.D. (AP) — Strong thunderstorms this week have caused damage throughout the Dakotas.

In North Dakota, storms Tuesday and Wednesday caused flash flooding in several counties, including the flooding of state Highway 11 in the Ellendale area. That prompted a warning to motorists from the state Transportation Department.

Winds gusting more than 70 mph damaged buildings in Strasburg including a school addition under construction, and knocked out power in Linton.

Strong winds also hit South Dakota, causing widespread tree damage and scattered power outages. A convenience store in Ipswich lost part of a roof, and numerous power poles in the Rapid City area were knocked down.

The National Weather Service says Rapid City experienced a rare phenomenon known as a heat burst, which is strong winds that occur when a thunderstorm rapidly decays.

60 year-old Calvin Hugo Bohl of Woodworth was  working in the construction zone, dumping rock onto the shoulder when the semi shifted and rolled.

BEACH, N.D. (AP) — The North Dakota Highway Patrol says a 17-year-old has died after crashing a truck near Beach.

Authorities say the Beach teen crashed Tuesday after failing to negotiate a curve in the road. The vehicle eventually rolled and ejected the boy before coming to rest on its top in the ditch.

The Highway Patrol says the victim wasn’t using safety restraints.

FARGO, N.D. (AP) — A woman accused of robbing a pair of Grand Forks banks within two weeks last fall has been sentenced to nine years in prison.

Forty-year-old Charlene Corona, also known as Charlene Espinoza, was sentenced for two counts of bank robbery.

U.S. District Judge Ralph Erickson also ordered Corona, of Crookston, Minnesota, to serve three years of supervised release and pay nearly $22,000 in restitution.

Authorities say Corona used a knife to rob a Bremer Bank on Sept. 30 and a handgun to hold up the Citizen Community Credit Union on Oct. 12.

BISMARCK, N.D. (AP) — Bismarck police say thieves are continuing to steal construction materials at the site of the new $70 million jail for Burleigh and Morton counties.

The  most recent theft was four spools of copper wire worth about $2,000.

Police say the wire was in the building under construction in east Bismarck. Police say they don’t know how the building was accessed.

Police say thousands of dollars of construction materials have been stolen from the facility on at least four prior occasions.

Voters in Morton and Burleigh counties in June 2014 approved an additional sales tax to pay for the 475-inmate jail. It’s expected to start holding prisoners in early 2017.

FARGO, N.D. (AP) — A Fargo man has pleaded guilty to failing to pay income taxes for a period of more than a decade.

Gary Spencer Smith is charged in federal court with income tax evasion. The charge carries a maximum penalty of five years in prison.

Authorities say the 61-year-old Smith failed to pay about $242,000 he owed to the government between 1999 and 2010. He allegedly failed to file tax returns for 13 years.

Court documents show that Smith has agreed to pay back the money in $500 monthly payments.

Sentencing is scheduled for Oct. 31.

BISMARCK, N.D. (AP) — North Dakota regulators say about 16,800 gallons of saltwater has been contained and recovered at an oil well site in Stark County.

The state Oil and Gas Division says Texas-based Denbury Onshore LLC reported the 400-gallon spill at the site near Dickinson.

Officials say the spill’s reported cause is a failed connection fitting to a tank. A state inspector is visiting the location Wednesday.

WILLISTON, N.D. (AP) — Williston’s City Commission has given initial approval to a new ordinance that will eliminate oil field crew camps in city limits late this summer.

Federal Judge Daniel Hovland in June ordered the city not to enforce a July 1 shut-down deadline. His decision was based on a possible technical error by the City Commission when the group voted in November 2015 to approve the mid-summer date.

Officials drafted a new ordinance, and commissioners gave it initial approval this week. Final approval is likely later this month.

The ordinance sets a Sept. 1 deadline for crew camps to shut down, with companies given about another two years to clean up and reclaim the sites.

Workforce housing companies have sued Williston in both federal and state court, saying they’re being treated unfairly.

BISMARCK, N.D. (AP) — American Indians have blocked crews constructing the $3.8 billion Dakota Access oil pipeline in North Dakota, while Iowa landowners are asking a judge to halt work in their state until their constitutional challenges are heard. The 1,172-mile pipeline planned by Dallas-based Energy Transfer Partners starts in North Dakota and passes through South Dakota and Iowa before ending in western Illinois.

Riders will travel nearly 369 miles, going to Medora and then returning to Garrison on Saturday.

In sports…

Jamestown (CSi) University of Jamestown head hockey coach Dean Stork announces the signing of Cole McKechney of Calgary, Alberta, Canada, who will join the Jimmies in the 2016-17 season.

McKechney, a 6′ 3″, 185 pound forward, scored 16 goals and registered 38 assists in 49 games for the Golden Rockets of the Kootenay International Junior Hockey League in 2014-15. He spent the 2015-16 season recovering from a knee injury.

Stork says, “Cole brings a wealth of knowledge to the game of hockey and will be an excellent addition for our inaugural season.  His hockey IQ is off the charts, and he will be a good leader for us both in the locker room and on the ice.”

McKechney plans to major in Mechanical Engineering while at University of Jamestown.

BISMARCK, N.D. (AP) — North Dakota wildlife officials are lowering the number of mountain lions that can be killed by hunters for the first time since seasons began about a decade ago.

The Game and Fish Department is lowering the limit this year from 21 lions to 15 due to recent research indicating the cougar population in the state is trending downward. Furbearer biologist Stephanie Tucker says that’s due in large part to the prowess of hunters, particularly those with hounds.

The size of the state’s lion population still isn’t known, though, and some ranchers wish the quota would be left alone.

North Dakota Stockmen’s Association Executive Vice President Julie Ellingson says the group that represents about 3,000 ranchers asked that the quota stay the same, to better protect livestock and farm families.

ARLINGTON, Texas (AP) — An emotional Prince Fielder says he will not be able to come back after a second neck surgery and will have to end his 12-year major league career.

The 32-year old Texas Rangers slugger wept while announcing he won’t be able to continue playing.

Fielder was one of the most durable players in the majors when Texas acquired from Detroit after the 2013 season for second baseman Ian Kinsler.

The first baseman had played at least 157 games every year since 2006, and appeared in 809 of 810 possible games the previous five seasons before joining the Rangers.

But Fielder was limited to 289 games in Texas, including the two season-ending neck surgeries.

He will finish his career with 319 career homers, the same number that his father, Cecil, had playing one more season but 141 fewer games.

OLYMPICS…

RIO DE JANEIRO (AP) — The blowouts are over. The Olympics are underway for real in basketball.

After nothing but pushovers this summer, the U.S. men’s basketball team faced someone who pushed back.

The U.S. men’s basketball team is 3-0 at the Olympics after rallying to beat Australia 98-88 for its 20th straight victory in Olympic competition. Carmelo Anthony scored 14 of his game-high 31 points in the fourth quarter and Kyrie (KY’-ree) Irving added 17 points and five assists.

In his fourth Olympics, Anthony became the most prolific scorer in U.S. men’s Olympic basketball history. He passed LeBron James, who skipped a chance to play in his fourth games after leading the Cleveland Cavaliers to an NBA title this season. James scored 273 points during appearances in Athens, Beijing and London.

Superstar swimmer Michael Phelps has advanced to the final of the Olympic 200-meter individual medley as the top qualifier. Long-time rival Ryan Lochte (LAHK’-tee) will be right next to him again, ranking second. Thiago Pereira sent the Brazilian crowd into a frenzy by staying close to the two American stars, finishing third.

Phelps will be seeking his fourth straight 200 IM title at the Olympics. He’s also got a chance to pull off that feat in the 100 butterfly. Phelps already has won three gold medals this week, and owns 21 gold medals in his Olympic career.

— Katie Ledecky has led the United States to a gold medal in the women’s 4-by-200-meter freestyle relay. It’s her third gold of this Olympics.

BEIRUT (AP) — A Syrian military official is denying allegations of a chlorine gas attack against an opposition-held district in the contested city of Aleppo. The official says that militants fabricated the news and says the Syrian army would never use chemical weapons. The Britain-based Syrian Observatory for Human Rights said earlier that government barrel bombs struck a neighborhood in Aleppo, killing two people and leaving several others with breathing difficulties. A Syrian rescue worker suspected chlorine gas.
