Jamestown (CSi) Jamestown Public Works reports that fogging operations in the City of Jamestown for adult mosquitoes is scheduled to begin TONIGHT- Wednesday, August 17, 2016 through Thursday, August 18, 2016.
All fogging operations are contingent upon weather conditions.
All fogging operations will take place between approximately 8:30 PM (dusk) until approximately 6:00 AM.
Parents are advised to keep children out of the streets and away from the fogging machines.
Motorists are urged to use caution when traveling in the vicinity of the fogging units.
Jamestown (CSi) Jamestown Police continue the investigation into an early Tuesday morning stabbing and altercation in Southwest Jamestown, where a 32 year old Jamestown man and a 61 year old Jamestown man were injured.
Lt. James Hunt, reported that the stabbing at a home in the 900 block of 17th Street Southwest occurred around 4:10 a.m.
The report says a 61 year old man who received cuts, in the confrontation, stabbed the 32 year old male during an altercation.
The stabbed man was transported to JRMC with a chest wound, and was later transported to another healthcare facility.
The 61 year old male was also taken to Jamestown Regional Medical Center, and was treated and released.
Jamestown Police continues with the investigation.
Jamestown (CSi) The Jamestown Street Department reports that beginning Wednesday – August 17, 2016 , streets will be closed from the intersection of 5th Ave SW and 18th St SW through the intersection of 5th Ave SW and 20th St SW due to utility work. Traffic/Detour signage will be posted as necessary.
Motorists and other traffic should use extreme caution when entering detoured areas. The public should consider alternate routes if possible. The Road Closure is contingent upon changing weather conditions.

BISMARCK, N.D. (AP) — Authorities have identified a 33-year-old man who died after his motorcycle collided with a sport utility vehicle in Bismarck.
Bismarck police say Denver Glas of Linton was pronounced dead at a local hospital Monday after the crash.
Authorities say the 28-year-old SUV driver, Darci Voldness, has been arrested for possession of methamphetamine and drug paraphernalia. She didn’t get injured in the crash.
Court records don’t list an attorney for the Jamestown woman. Bismarck police say the case is under investigation.
Jamestown (CSi) The Jamestown City Fire Department was called to 452 2nd Street Southwest at about 11:07 a.m., Tuesday.
The fire fighters were dispatched to an active natural gas line that was cut during an excavation on the property.
The city fire fighters stood by the scene until a crew from MDU arrived on the scene to shut of the gas line.
Lt. Sheldon Mohr says all units of the JFD were initially called to the fire hall on standby, and one city fire unit and four firefighters responded to the scene.
Later Tuesday, just after 6:30-p.m. city fire fighters were called to 1510 11th Avenue, Northeast the Crosswinds Apartments, to a report of a washing machine that had smoke coming from it.
Lt. Sheldon Mohr said the cause was due to malfunction in the machine adding that there was no fire.
No damage to the building, as residents were temporarily evacuated due to smoke, which was extracted by the fire department.
Five city fire units and 27 firefighter were on the scene about 20 minutes.
Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall.
All members were present.
APPROVAL OF CONSENT AGENDA ITEMS INCLUDED:

PUBLIC FORUM: Madeline Luke reported on an Opioid panel discussion of state and national officials she attended. She related numbers of individuals misusing the drugs, and that they come by it from in many cases, friends or family. She said the legal disposal may be accomplished at drop off locations at law enforcement locations. She pointed out the drugs should be locked up to avoid individuals taking the drug without a doctor’s prescription.
RESOLUTIONS
City Commissioners approved a Resolution creating new fees for the Public Works Hook-up fees to existing water and sewer lines. City Administrator Schelkoph pointed out that the city has incurred a 20 percent markup in parts for the system. The resolution passed with Commissioner Magnuson voting in opposition.
NEW BUSINESS
Approved the renewal of Gaming Site Authorization for the North Dakota Winter Show at the Valley City Eagles Club.
The City Commission then approved blocking off frontage road in front of NAPA for their summer tool sale, August 29, 2016 from 9 am to 9 pm.
Commissioners tied on a 2-2 vote on appointing City Administrator, David Schelkoph to the MRES Board of Directors. Pedersen and Magunuson voting in favor, Ross and Bishop, opposed.
Before the vote Schelkoph told Commissioner Ross he would be in Sioux Falls, once a month, to serve on the board.
Ross suggested a job responsibility review of Schelkoph before adding more duties.
Commissioner Pedersen said the City Administrator is an ambassador of the city, and Schelkoph’s experience will be a great fit for the board position.
Commissioner Bishop asked if the board position is paid.
Following the vote, the appointment will be re-visited at a later date.
Considered adding a 2.19 percent surcharge onto credit card payments. Public Works Accountant Gary Jacobson said it would be a month before the surcharge takes effect.
Commissioner Ross moved to deny the surcharge which was unanimously approved.
Approved appointing VCSU’s new Athletic Director, Nate Stewart, to the Visitor’s Committee to replace Jack Denholm.
Received an application for Property Tax Incentive for New or Expanding Businesses for Valley Bluffs, LLC and set public hearing date for September 6, 2016. Commissioners approved receiving the application and setting the Public Hearing.
The Commission approved participation and maintenance agreement with the NDDOT for Project No. NHU-2-094(083)929 and NHU-2-094(084)930, Main Street from 3rd St SW – 5th Ave SE, for milling bituminous pavement, hot mix asphalt, ADA ramp construction and incidentals.
Commissioners also approved participation and maintenance agreement with the NDDOT for Project No. NHU-2-094(130)931, Main Street – 9th Avenue SE to City Limits, for hot mix asphalt, curb and gutter, sidewalk and incidentals.
Considered appointing an appraiser for Phase III Permanent Flood Protection buyouts. City Administrator Schelkoph no bids have been received. He said another submission will be sent out and the item was tabled.
The City Commission officially recognized the continued employment of Police Chief Thompson.
City Administrator Schelkoph said in October of 2015, the city received Thompson’s resignation effective January 15, 2016. He decided to stay on voluntarily while searching for another chief, and in the mist of the city revisiting the police department’s combing with the Sheriff’s Office, which was not affected.
Schelkoph said Thompson has requested to stay on as chief. Thompson told the commission that he resigned due to a hostile working conditions, and an arbitrator agreed with the group, filing the complaint, and then former Mayor Werkhoven resigned.
The commission discussed the withdrawal of the resignation letter, which City Attorney Myhre said was not formally accepted by the City Commission.
Myhre’s legal opinion is that Chief Thompson has, and continues to be the police chief.
The motion was to recognized Thompson’s continued employment as chief.
The Commissioners voted unanimously to approve Thompson’s continued employment as police chief.

Chief Thompson reminds residents not to allow strangers in your home, some, wanting to use the restroom, are looking for access to drugs.
KLJ reported a public input and discussion meeting will be held on Tuesday August 23, 2016, from 6-p.m., to 8-p.m., at City Hall on the proposed storm sewer project.
The meeting was shown live on CSi 68 followed by replays.
Valley City (CSi) For its second consecutive year, the Al Larvick Conservation Fund (ALCF), along with its community partners are bringing events back to three North Dakota cities. The State Historical Society of North Dakota, Barnes County Historical Society, and Cass County Historical Society will once again host, “Exploring Home Movies of North Dakota”.
ALCF Executive Director, Kirsten Larvick says, “The fund is changing the format a bit this year by offering an earlier separate time for a informal open house before the screenings take place. For screenings, we’ll show selections from the ALCF 2015 North Dakota Grantee, Al Larvick family film, and partner archive collections. We hope this variety of material will inspire a live dialogue between presenters and audiences.”
Home movie celebrations will be held in Bismarck on August 29th, at the North Dakota Heritage Center; Valley City, August 30th at the Barnes County Historical Society Museum; West Fargo, August 31st, at the Bonanzaville Cass County Historical Society. All event times are from 6:00 – 7:00 p.m. for the open house, and from 7:00 – 8:00 p.m. for the screenings.
Beginning at 6:00 p.m., visitors are welcome to stop by to view examples of various consumer film and video formats, and take a hand-out on caring and maintaining analog and digital home movie assets. Representatives will be on stand-by to answer any questions about their home movies, and assist with filling out the Al Larvick North Dakota Grant, which will open for submissions on August 29th, 2016.
The 7:00 p.m. screenings will include newly transferred films from decades past, which reflect various areas and communities of North Dakota. Presenters and speakers include Shane Molander, Deputy State Archivist, State Historical Society of North Dakota; Kirsten Larvick; Shari Huettl of The Memory Preserve (Bismarck event); Tamera Kapaun of TK Design (West Fargo event). 2015 ALCF grantees, Stephanie Kom and Carol Renner are invited to speak about their material as well.
The State Historical Society of North Dakota collects, digitizes and preserves home movies if they are believed to be of historic value. ALCF is inspired by Al Larvick, a man devoted to documenting everyday life activities. The fund’s mission is to preserve historical and cultural heritage through conversation, education, and public accessibility of American home and amateur recordings created prior to 1990.

BARLOW, N.D. (AP) — No injuries have been reported in the collapse of two grain bins in the Foster County community of Barlow.
Resident Kyle Hewitt says the two 35,000-bushel bins owned by Allied Grain Co. collapsed shortly before 10:30 p.m. Monday.
Hewitt says other equipment came down with the bins.
No cause of the collapse was immediately determined.

WILLISTON, N.D. (AP) — An Arizona woman accused of causing a crash in the western North Dakota oil patch that killed three men has been ordered to serve 100 days in jail.
Authorities say 21-year-old Kayla Ciha, of Tucson, caused a July 2015 crash on a McKenzie County road while trying to pass in a no-passing zone. The crash killed men from North Dakota, Michigan and Idaho. Ciha wasn’t hurt.
Ciha faced three felony counts of negligent homicide and a misdemeanor charge of aggravated reckless driving.
State District Judge Robin Schmidt in March rejected a plea deal that called for Ciha to spend only one day in jail.
Ciha pleaded guilty late last week without a plea deal and was sentenced.
BISMARCK, N.D. (AP) — A federal judge is ordering protesters in North Dakota not to interfere with the construction of a $3.8 billion, four-state oil pipeline.
U.S. District Court Judge Daniel Hovland granted the developer’s motion for a temporary restraining order Tuesday.
Dakota Access filed a lawsuit in federal court Monday against protesters. The Texas-based company’s complaint alleges protesters are putting the safety of workers and law enforcement at risk.
The order says lawful assembly and peaceful protest are “the hallmark of our democracy,” but threats of violence aren’t acceptable.
The Standing Rock Sioux Tribe late last month sued federal regulators for approving the pipeline from North Dakota through South Dakota and Iowa to Illinois.
FARGO, N.D. (AP) — The next hearing in the death penalty appeal of a man convicted of killing a University of North Dakota student in 2003 has been pushed back nearly six months to allow a new defense team to catch up on evidence.
A judge in June re-assigned the case of Alfonso Rodriguez Jr. to the Federal Community Defender Office, or FCDO, in Pennsylvania. The habeas corpus motion, considered the last step in the appeal process, was originally filed in 2011.
Before the change in lawyers, the next hearing was expected to take place Nov. 1. U.S. District Judge Ralph Erickson on Tuesday moved it to March 28.
Rodriguez, a convicted sex offender, was convicted of killing Dru Sjodin (shuh-DEEN’), of Pequot Lakes, Minnesota. It was North Dakota’s first federal death penalty case.
DEVILS LAKE, N.D. (AP) — A proposed $23 million recreation center in Devils Lake will not go before voters in November.
The city’s Park Board had proposed putting before voters a half-cent sales tax increase to fund the facility that would include multiple gyms, a fitness area, a hockey rink, a day care center and an indoor playground.
City commissioners on Monday expressed concerns about the cost of the project, the length of time needed to pay it off and whether the center could be self-sufficient financially down the road.
Mayor Richard Johnson said “the plan needs more work.”
Parks Superintendent Terry Wallace asked that the project be tabled rather than killed, saying a special election could be held next year.

ATLANTA (AP) — Ervin Santana scattered four hits over seven scoreless innings, Joe Mauer homered and the Minnesota Twins beat the Atlanta Braves 4-2 on Tuesday night.
In a matchup of the two worst teams in the major leagues, Minnesota improved to 48-71, four games better than the Braves.
Santana (6-9) walked two and struck out six, throwing 64 of his 107 pitches for strikes to win his third straight start.
The Twins took a 1-0 lead in the first on Trevor Plouffe’s RBI double. In the eighth, Mauer hit his 10th homer and Kurt Suzuki had an RBI single to make it 3-0.
Brandon Kintzler earned his 12th save in 13 chances after facing four batters in the ninth.

UNDATED (AP) — The St. Louis Cardinals will have to make do without outfielder Matt Holliday and reliever Seth Maness (MAY’-nehs) as they try to capture an NL wild-card berth. Holliday will undergo right thumb surgery that could sideline him for the rest of the regular season. Maness is slated for season-ending Tommy John surgery after becoming one of 12 Redbirds on the disabled list.
ATLANTA (AP) — The Detroit Tigers have added infield depth by acquiring shortstop Erick Aybar (EYE’-bahr) from Atlanta for a minor league catcher. Aybar is hitting .242 with two home runs and 26 RBIs this season, the final year of his contract. He gives the Tigers experience at shortstop as Jose Iglesias recovers from a hamstring injury.
EDEN PRAIRIE, Minn. (AP) — Former Minnesota Vikings quarterback Ron Vander Kelen has died. He was 76 years old.
Vander Kelen was drafted by the New York Jets in the AFL out of Wisconsin. Instead of going to the Jets, he opted to sign with the Vikings as a free agent.
Vander Kelen played five seasons — largely backing up Fran Tarkenton — and threw for six touchdowns, starting five games.
He led the Vikings to a 34-13 win over Philadelphia when Tarkenton was out with an injury and became the first Minnesota quarterback to to win his first start as a rookie. The Vikings, in a statement announcing Vander Kelen’s death, say the team has passed along its condolences to Vander Kelen’s family.
OLYMPICS-WNBA…
RIO DE JANEIRO (AP) — The U.S. women’s basketball team showed off its speed, size and depth in a 110-64 victory over Japan and advanced to the semifinals with another convincing win.
Minnestoa Lynx star Maya Moore and Diana Taurasi of Phoenix each scored 19 points as the U.S. routed Japan for its 47th straight win. The U.S. did it without Sue Bird for most the game as the point guard went down in the second quarter with a knee injury.
The Americans, who will play France in the semifinals Thursday, apparently even impressed Japan.
DICKINSON, N.D. (AP) — Former Dickinson State University track standout Trevor Barry of the Bahamas had a good showing in the high jump at the Summer Olympics in Rio de Janeiro.
Barry made the finals and finished 11th on Tuesday night, clearing a height of 2.25 meters. The gold medal winner, Derek Drouin of Canada, cleared 2.38 meters.
Barry also competed in the 2012 Olympics in London, where he tied for 16th.
RIO JANEIRO (AP) — U.S. gymnasts Simone Biles and Aly Raisman have completed their medal haul by finishing 1-2 in the floor exercise at the Summer Games. Biles leaves Rio with four gold medals and a bronze, while Raisman comes away with two silver and a gold. American Danell Leyva has earned the silver medal in the men’s parallel bars, finishing behind Oleg Verniaiev of Ukraine.

WASHINGTON (AP) — An Associated Press investigation says Donald Trump’s campaign chairman Paul Manafort helped a pro-Russian political party in Ukraine secretly route at least $2.2 million to two prominent Washington lobbying firms. The project was structured in ways that obscured the foreign party’s efforts to influence U.S. policy. The revelation comes at a time when Trump has faced criticism for his praise of Russian President Vladimir Putin. And it casts new light on Manafort’s business practices.
SEOUL, South Korea (AP) — A senior North Korean diplomat based in London has defected to South Korea. South Korea says that Thae Yong Ho, minister at the North Korean Embassy in London, has arrived in South Korea with his family. Seoul’s Unification Ministry says Thae told South Korea officials that he decided to defect because of his disgust with the government of North Korean leader Kim Jong Un and worries about the future of his children.
LISBON, Portugal (AP) — Authorities in Portugal say a series of wildfires this month has burned more than half of the land lost to blazes in the entire 28-nation European Union so far this year. The EU’s Forest Fire Information System says wildfires have charred more than 536,200 acres in the bloc in 2016. Almost 286,600 acres of the charred forest land is in Portugal.
LOS ANGELES (AP) — Officials say damage is likely to be vast once they assess the toll a 28-square-mile wildfire has taken in Southern California. The blaze started as a patch of flame next to Interstate 15 in the Cajon Pass and quickly spread. Residents in some 34,000 homes were ordered to leave.
RIO DE JANEIRO (AP) — Police in Rio de Janeiro have issued an arrest warrant for an International Olympic Committee executive accused of scalping tickets for the Summer Games. Police say Patrick Hickey is accused of plotting with at least six others to illegally sell tickets for the Olympics. Hickey has been part of the IOC executive board since 2012 and is president of the Olympic Council of Ireland as well as president of the European Olympic Committees.
