Jamestown (CSi) Law enforcement has captured the suspect wanted in conjunction with the alleged home invasion and sexual assault this morning in Jamestown. Walter Grant, Jr. was apprehended about 10:12 a.m., in the area west of West End Hide and Fur on a hillside area near the stockyards Northwest of Jamestown.
Grant was spotted by an employee of the business, who then called police.
Reports from the scene indicate he was bitten by the Stutsman County Sheriff’s Office, K-9 Unit, and an ambulance was sent to the scene of the capture, for medical assistance, and was transported to Jamestown Regional Medical Center for treatment. He was taken into custody and was in the Stutsman County Jail, awaiting formal charges.
The case is still under investigation.
Grant was wanted for questioning in regard to an alleged home invasion and alleged sexual assault of a female at a Southwest Jamestown residence at about 6:12 a.m. Tuesday.
During the incident the female victim was able to break away and call 9-1-1.
He was also wanted for questioning concerning possible multiple sex offender registry violations.
Grant is a registered high-risk sex offender with convictions in Rolette County in 2012 and Burleigh County in 1989. He also has a federal conviction for abusive sexual conduct in 2005.
Valley City (CSi) KLJ reports that a paving project will be starting with the milling and overlay portion of the project on Wednesday August 24, 2016. The work will include milling the streets and overlaying hot bituminous pavement over the milled surface.
The affected streets are as follows:
2nd Avenue NE from 2nd Street NE to 4th Street NE – Closed to traffic on August 24th and 25th.
6th Street NE from Central Avenue to 8th Ave NE – Partially open to traffic on August 24th thru August 27th.
KLJ requests that vehicles be parked off the street in those areas so the contractor will be able to complete their work.

Jamestown (CSi) The Jamestown City Council’s Finance & Legal Committee, Building Planning and Zoning Committee, and Civic Center and Promotion Committee met Tuesday evening at City Hall.
All members were present.
WITH FINANCE & LEGAL COMMITTEE BUSINESS:
The committee recommends approving the Amendment to Real Estate Lease between the JSDC and Secretarial Solutions effective August 1, 2016. The business is now located at the Center for Economic Development in Downtown Jamestown.
The business asked to move to a smaller space in the building.
The committee recommends approval of the request as amended from JSDC for $7,992.90 from Economic Development Funds to reimburse the JSDC for 2015 Real Estate Taxes and Special Assessments paid on various properties, with the City Share to be $7,125.83.
The committee recommends approving the First Reading of an ordinance to amend and re-enact a Section of the City Code pertaining to allowable fees for violation of a minor in the purchase or possession of tobacco products to come in line with the North Dakota Century Code.
The committee considered requests from Jamestown Tourism, with Tourism Director Searle Swedlund at the meeting for explanations, and answer questions.
The committee recommends approving the request of Jamestown Tourism for permission to re-paint the Buffalo monument, and along with that, approved the request of Jamestown Tourism for $8,500 from the Jamestown Tourism Capital Improvement Fund. Swedlund said the work is scheduled to be performed the week after Labor Day.
Recommends approving the request from Jamestown Tourism to establish a “feed the buffalo” collection box on the site of the monument. Swedlund said the funds are earmarked for future improvement to the statue.
The committee recommends approving the request from Jamestown Tourism for the City to create a dedicated fund for future repair of the Buffalo monument.
Considered amendments and the renewal of the enterprise agreement between the City of Jamestown
and Jamestown Tourism effective January 1, 2017.
City Administrator Jeff Fuchs said the city Restaurant Tax collections the first eight months were down 13.5% compared to the same period a year ago.
The Motel Tax collected the first eight months were off 29% from the same period a year ago.
Swedlund said 2016 has been a good year, and 2015 was a better year.
The Visitor Capital Construction Fund was recommended to be handled by Tourism, and be part of the Enterprise Agreement.
Mayor Andersen said the topic will be forwarded to the next City Budget Committee meeting, with the request of $429,250 placed into the budget, which can be adjusted if necessary at that time, and recommended by the committee.

BUILDING, PLANNING & ZONING COMMITTEE BUSINESS:

Minutes of the August 8, 2016, Planning Commission Meeting were presented.
The Second Reading of an Ordinance, to amend and reenact a section of the Code by amending the District Map to change the zoning of a 4.47 acre parcel within Auditor’s Lot 2 within the NW ¼ of Section 26 and the NE ¼ of Section 27, Township 140N, Range 64 W from Agricultural (A-1) and Industrial (M-1) to Industrial (M-1), is scheduled for the September 6, 2016, City Council meeting, along with utility easements.
CIVIC CENTER AND PROMOTION COMMITTEE BUSINESS:
Considered termination of the Rodeo Agreement between the Jamestown Civic Center and Roughrider Association, Inc. Civic Center Manager Pam Fosse said the Civic Center and city are taking a loss in hosting the event the past few years. Currently the agreement is in year five of the seven year agreement.
She suggests the event be self-funding, adding the Civic Center welcomes the opportunity to continue to host the event, and possibly negotiate a new agreement. The termination would be in effect following this year’s event. Mayor Andersen suggested that the Rodeo Committee approach Jamestown Tourism for grant dollars to offset the short-fall, which was $17,000 last year. She said the event draws a mostly local crowd.
The committee recommends, serving notice of termination to the Rodeo Committee prior to October 1, 2016, with Council Member Buchanan voting in oppostition.

VALLEY CITY, N.D. (AP) — Two men are accused of threatening people with a gun at two Valley City residences and kidnapping a girl who later escaped.
Authorities say 23-year-old Johannes Brannan, of Finley, and 22-year-old Drew Gullicks, of Valley City, threatened people Sunday night while looking for the girl, and eventually forced a woman to bring them the girl.
The girl was able to get away at a gas station and notify police. The suspects were arrested later in Steele County and charged with numerous felonies. Court documents indicate both suspects have applied for a public defender. They are in custody at the Barnes County Jail. The weapon was recovered.
It wasn’t immediately clear if the people involved in the alleged incident knew one another.
WEST FARGO, N.D. (AP) — A West Fargo man who authorities believe fatally shot his wife and then shot himself in the head has died.
55-year-old Clarence Baumgartner died Monday afternoon. His 45-year-old wife, Tammy, had been found dead Sunday night at the mobile home where police say the incident occurred after an apparent argument involving the two.
A handgun was recovered at the scene.
Authorities believe the couple had separated and that the wife had been living in Fargo.
STANLEY, N.D. (AP) — A Powers Lake man accused of killing his older brother and leaving the body in a camper for nearly six months has been sentenced to serve two years in prison.
Forty-year-old Aaron Larson initially was charged with murder in the death of 46-year-old Terry Larson during a fight in March 2015. He reached a plea deal with prosecutors and pleaded guilty in June to a reduced charge of negligent homicide.
He was sentenced Monday to four years in prison with two years suspended and credit for nearly a year he’s already spent behind bars. He also was ordered to spend three years on probation and pay $1,100 in fees.
WILLISTON, N.D. (AP) — A man serving a life sentence for killing a Williston-area hobby rancher has pleaded guilty to assaulting a fellow inmate nearly three years ago.
Authorities say 37-year-old Ryan Stensaker punched another inmate in the face at the Williams County jail in December 2013, breaking an eye socket bone.
Stensaker wasn’t given any additional jail time. He’s already serving life without the possibility of parole in the spring 2013 shooting death of Jack Sjol (shohl). Sjol’s body was found in a garbage dump with bullet wounds to his head, face and left arm.
Stensaker early this year lost an appeal to the state Supreme Court. He unsuccessfully argued that the state’s case was based on circumstantial evidence and that prosecutors never presented a motive.
WATFORD CITY, N.D. (AP) — Several schools in the western North Dakota oil patch are reporting increased enrollments, despite the slumping oil industry.
Watford City Superintendent Steve Holen tells The Bismarck Tribune that the district has nearly 1,450 students, a 10 percent increase from the end of the last academic year.
Holen says more students are coming into kindergarten than are graduating, and oil production-related employment in the area remains steady.
Ray Superintendent Ben Schafer says the 315 students registered for the first day of school is the highest in his five years at the school. Schools in Parshall and rural Williston also are reporting higher student numbers.

BATON ROUGE, La. (AP) — President Barack Obama is promising a sustained national effort to rebuild flood-ravaged southern Louisiana “even after the TV cameras leave.” Obama made the statement during his first visit to the state since a record two-day rain event killed at least 13 people and displaced thousands. Some have said the president took too long to make it to Louisiana. But the White House says it’s willing to assume criticism about “optics” as long as the federal response is up to par.
KABUL, Afghanistan (AP) — An American soldier has been killed and another has been injured during an operation in Afghanistan’s southern Helmand province. The deadly roadside bombing happened in the provincial capital a day after officials said 100 U.S. troops had been sent to the city over fears it could fall to the Taliban. Six Afghan soldiers were also wounded.
BAGHDAD (AP) — Iraqi forces say troops are fighting militants at an oil refinery in an Islamic State-held town south of Mosul (MOH’-sul). The effort to take control of the refinery and town is part of a series of operations ahead of an eventual push to retake the country’s second largest city, which fell to IS two years ago. About 40 miles of territory dotted with militant-held villages lies between the town and Mosul.
RIGA, Latvia (AP) — Vice President Joe Biden is telling Baltic leaders to disregard Donald Trump’s threats not to defend NATO allies. During a visit with the leaders of Estonia, Lithuania and Latvia, Biden said the U.S. honors its Article 5 commitment to defend NATO allies. Referring to Trump, Biden says, “I don’t think he understands what Article 5 is.”
HONOLULU (AP) — Federal regulators are proposing a widespread ban on swimming with Hawaii’s spinner dolphins to allow the nocturnal creatures to rest during the day. The rule by the National Marine Fisheries Service would likely shut down or greatly disrupt Hawaii’s dolphin tour industry as it currently operates. The agency plans public meetings on the proposal with a final decision next year.
BANGOR, Maine (AP) — One of the last two Howard Johnson restaurants will close in a couple of weeks, taking with it its fried clam strips and ice cream — and a slice of roadside Americana.
Howard Johnson hotel owner Sally Patel says the last day for the restaurant at her hotel in Bangor, Maine, is Sept. 6. That’ll leave one Howard Johnson restaurant in Lake George, New York.
Howard Deering Johnson started the business in 1925 with a soda fountain outside Boston. That evolved into a chain of restaurants featuring comfort food and 28 ice cream flavors. The eateries predated the ubiquitous orange-roofed hotels.
Patel said Tuesday she and her husband kept their restaurant going for four years because it’s convenient for hotel guests. But she says business has been “very slow.” She says the restaurant closing won’t affect the hotel.
