Jamestown (CSi) The Jamestown Street Department reports that

Traffic/Detour signage will be posted as necessary.Motorists and other traffic should use extreme caution when entering detoured areas. The public should consider alternate routes if possible.
Road Closures are contingent upon changing weather conditions.
Jamestown (CSi) Law enforcement captured the suspect wanted in conjunction with the alleged home invasion and sexual assault Tuesday morning in Jamestown. Walter Grant, Jr. was apprehended about 10:12 a.m., Tuesday, in the area west of West End Hide and Fur on a hillside near the stockyards, Northwest of Jamestown.
Grant was spotted by an employee of the business, who then called police.
Grant was also tracked from his cellphone, as the search for Grant started at Jamestown Motel, his last reported residence.
During the search Grant was bitten by the Stutsman County Sheriff’s Office, K-9 Unit, and an ambulance was sent to the scene of the capture, for medical assistance, and was transported to Jamestown Regional Medical Center for treatment.
He was taken into custody and remanded to the Stutsman County jail, awaiting formal charges.
The search included 12 Jamestown police officers, four Stutsman County Sheriff’s deputies and six from the James Valley Special Operations Team from Jamestown and Valley City.
Grant was wanted for questioning in regard to an alleged home invasion and alleged sexual assault of a female at a Southwest Jamestown residence at about 6:12 a.m. Tuesday.
During the incident the female victim was able to break away and call 9-1-1.
Police Lt. Robert Opp says Grant was known to the victim, and they had spoken in a park and exchanged names about two weeks prior to the alleged home invasion.
The case is still under investigation.
He was also wanted for questioning concerning possible multiple sex offender registry violations.
Grant is a registered high-risk sex offender with convictions in Rolette County in 2012 and Burleigh County in 1989. He also has a federal conviction for abusive sexual conduct in 2005.
Jamestown (CSi) The Stutsman County Sheriff’ Office is advising residents that A high-risk convicted sex offender has changed his address in Stutsman County.
33 year old Keith Lee Zonneville, now resides at 3351 Highway 281 SE No. 12. He does not own a vehicle.
Zonneville is a white male, 5 feet 8 inches tall, weighing 179 pounds, with brown eyes and brown hair.
Zonneville was convicted of gross sexual imposition in 2007 in Stark County.
Zonneville is not wanted by police at this time. More information on registered offenders is available at www.sexoffender.nd.gov.
Valley City (CSi) KLJ reports that a paving project will be starting with the milling and overlay portion of the project on Wednesday August 24, 2016. The work will include milling the streets and overlaying hot bituminous pavement over the milled surface.
The affected streets are as follows:
2nd Avenue NE from 2nd Street NE to 4th Street NE – Closed to traffic on August 24th and 25th.
6th Street NE from Central Avenue to 8th Ave NE – Partially open to traffic on August 24th thru August 27th.
KLJ requests that vehicles be parked off the street in those areas so the contractor will be able to complete their work.

Jamestown (CSi) The Jamestown City Council’s Finance & Legal Committee, Building Planning and Zoning Committee, and Civic Center and Promotion Committee met Tuesday evening at City Hall.
All members were present.
WITH FINANCE & LEGAL COMMITTEE BUSINESS:
The committee recommends approving the Amendment to Real Estate Lease between the JSDC and Secretarial Solutions effective August 1, 2016. The business is now located at the Center for Economic Development in Downtown Jamestown.
The business asked to move to a smaller space in the building.
The committee recommends approval of the request as amended from JSDC for $7,992.90 from Economic Development Funds to reimburse the JSDC for 2015 Real Estate Taxes and Special Assessments paid on various properties, with the City Share to be $7,125.83.
The committee recommends approving the First Reading of an ordinance to amend and re-enact a Section of the City Code pertaining to allowable fees for violation of a minor in the purchase or possession of tobacco products to come in line with the North Dakota Century Code.
The committee considered requests from Jamestown Tourism, with Tourism Director Searle Swedlund at the meeting for explanations, and answer questions.
The committee recommends approving the request of Jamestown Tourism for permission to re-paint the Buffalo monument, and along with that, approved the request of Jamestown Tourism for $8,500 from the Jamestown Tourism Capital Improvement Fund. Swedlund said the work is scheduled to be performed the week after Labor Day.
Recommends approving the request from Jamestown Tourism to establish a “feed the buffalo” collection box on the site of the monument. Swedlund said the funds are earmarked for future improvement to the statue.
The committee recommends approving the request from Jamestown Tourism for the City to create a dedicated fund for future repair of the Buffalo monument.
Considered amendments and the renewal of the enterprise agreement between the City of Jamestown and Jamestown Tourism effective January 1, 2017.
City Administrator Jeff Fuchs said the city Restaurant Tax collections the first eight months were down 13.5% compared to the same period a year ago.
The Motel Tax collected the first eight months were off 29% from the same period a year ago.
Swedlund said 2016 has been a good year, and 2015 was a better year.
The Visitor Capital Construction Fund was recommended to be handled by Tourism, and be part of the Enterprise Agreement.
Mayor Andersen said the topic will be forwarded to the next City Budget Committee meeting, with the request of $429,250 placed into the budget, which can be adjusted if necessary at that time, and recommended by the committee.

The Second Reading of an Ordinance, to amend and reenact a section of
the Code by amending the District Map to change the zoning of a 4.47 acre parcel within Auditor’s Lot 2 within the NW ¼ of Section 26 and the NE ¼ of Section 27, Township 140N, Range 64 W from Agricultural (A-1) and Industrial (M-1) to Industrial (M-1), is scheduled for the September 6, 2016, City Council meeting, along with utility easements.
CIVIC CENTER AND PROMOTION COMMITTEE BUSINESS:
Considered termination of the Rodeo Agreement between the Jamestown Civic Center and Roughrider Association, Inc. Civic Center Manager Pam Fosse said the Civic Center and city are taking a loss in hosting the event the past few years. Currently the agreement is in year five of the seven year agreement.
She suggests the event be self-funding, adding the Civic Center welcomes the opportunity to continue to host the event, and possibly negotiate a new agreement. The termination would be in effect following this year’s event. Mayor Andersen suggested that the Rodeo Committee approach Jamestown Tourism for grant dollars to offset the short-fall, which was $17,000 last year. She said the event draws a mostly local crowd.
The committee recommends, serving notice of termination to the Rodeo Committee prior to October 1, 2016, with Council Member Buchanan voting in oppostition.

JAMESTOWN, N.D. (AP) — The longest serving volunteer firefighter with the Jamestown Fire Department is retiring after 50 years of work, and celebrated with an Open House on Tuesday afternoon at the main city fire hall.
Gordie Christianson began volunteering at the department on Aug. 21, 1966, after being encouraged by some friends. He says the fire house has been his “second home” ever since.
Jamestown Fire Chief Jim Reuther has worked with Christianson for 27 years. He says the department is losing “a lot of knowledge” with Christianson’s departure.
Christianson says the biggest fire of his career was the one that destroyed the Gladstone Hotel in 1968. He says he plans to relax during retirement and looks forward to not receiving calls at 3 a.m.
CROSBY, N.D. (AP) — Two children from Noonan are dead after a two-vehicle crash in Divide County.
The Highway Patrol says the 2-year-old and 8-year-old girls were passengers in a car that as rear-ended by a pickup truck at a construction zone on state Highway 5. Both vehicles overturned in the ditch.
The crash happened shortly before 6:30 a.m. Tuesday, about 3 miles east of Crosby. The car’s 31-year-old male driver and a 4-year-old boy who also was a passenger suffered serious injuries and were flown to a Minot hospital. They also are from Noonan.
The names of the victims were not immediately released.
The Chiefland, Florida, man driving the truck suffered minor injuries. A woman working as a flagger in the construction zone was struck by debris but not seriously injured.
DEVILS LAKE, N.D. (AP) — A Devils Lake man accused of burglarizing and burning down a fast food restaurant is set for trial later this year.
t Judge Donovan Foughty on Tuesday set a late-November trial start for Michael Ott and also rejected a defense request to bar some evidence and statements by Ott.
Authorities allege Ott set fire to a Hardee’s restaurant on Oct. 25, 2015, to cover up the burglary of more than $1,100. No one was hurt in the fire, but the blaze destroyed the business.
Ott faces felony arson and burglary charges along with misdemeanor drug-related counts. He could face more than 16 years in prison if convicted on all charges. He remains jailed.
MINOT, N.D. (AP) — A Minot man has been sentenced to serve 35 years in prison for stabbing his older brother to death last spring.
Twenty-six-year-old Adolfo Contreras-Castillo on Tuesday pleaded guilty to murder in the March 1 death of 28-year-old Ignacio Contreras-Castillo.
Authorities say Adolfo Contreras-Castillo stabbed his brother after an argument at their Minot apartment, and stabbed another brother in the hand.
In return for his guilty plea, prosecutors dismissed felony charges of terrorizing and aggravated assault.
Contreras-Castillo must serve 85 percent of his sentence before being eligible for parole.
BILLINGS, Mont. (AP) — Officials have identified a motorcyclist found dead in northeastern Montana as a North Dakota man who went missing in June.
The Roosevelt County Coroner’s Office says Zackary Baldwin, of Williston, died of blunt force trauma resulting from a motor vehicle crash. The 30-year-old man was found dead Friday and is believed to have died on June 26, the day he went missing.
The Billings Gazette reports that a road cleanup crew had spotted the man’s motorcycle in a ditch off Highway 2. Authorities responded and discovered Baldwin’s body nearby.
The Montana Highway Patrol says Baldwin had veered off the side of the road and rolled at least once down an embankment.
He had been wearing a helmet but it came off at some point.
The incident remains under investigation.
BOWMAN, N.D. (AP) — Authorities in southwest North Dakota have identified the victim of a homicide that took place in Bowman over the weekend.
Police in Bowman say the victim was 23-year-old Rhame resident Nicholas Johnson.
Police say housekeeping staff at the El-Vu Motel found Johnson’s body on Saturday. Authorities have ruled the death a homicide, but would not discuss details of the case Tuesday.
Bowman Police Chief Chuck Headley says authorities suspect a man and woman from Bowman, who were also motel employees, and a Minnesota man were involved in the homicide. They are in custody in Denver. Headley says the trio will be extradited to North Dakota no later than Sept. 8.
Bowman is a small town in the southwestern corner of North Dakota. About 1,650 people live there.
STANLEY, N.D. (AP) — A Powers Lake man accused of killing his older brother and leaving the body in a camper for nearly six months has been sentenced to serve two years in prison.
Forty-year-old Aaron Larson initially was charged with murder in the death of 46-year-old Terry Larson during a fight in March 2015. He reached a plea deal with prosecutors and pleaded guilty in June to a reduced charge of negligent homicide.
He was sentenced Monday to four years in prison with two years suspended and credit for nearly a year he’s already spent behind bars. He also was ordered to spend three years on probation and pay $1,100 in fees.
GRAND FORKS, N.D. (AP) — The North Dakota Supreme Court has ruled that a state district court judgeship recently vacated in Grand Forks will remain in that city.
Northeast Central District Judge Debbie Kleven stepped down this month to go into private practice. State law requires the state Supreme Court to review vacant judgeships and determine whether they should be filled, and whether they should remain in the same city or be moved elsewhere.
Justices determined that caseloads warrant the judgeship remaining in Grand Forks.
BISMARCK, N.D. (AP) — North Dakota’s average composite score on the ACT college-entrance exam had a slight decrease this year compared to 2015.
North Dakota’s 20.3 score is lower than the national average of 20.8 and below the state’s score of 20.6 from last year. The testing company says 7,379 North Dakota students took the ACT, that’s an increase of 272 students from 2015.
Twenty-two percent of students who took the exam hit the college-prepared benchmark in the four core subjects tested — reading, English, math and science. Reaching three or more benchmarks indicates a strong readiness for college course work.
Nationwide, Nearly 2.1 million graduating seniors took the ACT, up from 1.9 million in the last school year. North Dakota is of the 20 states that funded ACT testing for all public school students in the 2016 graduating class.
WILLISTON, N.D. (AP) — Williston’s City Commission has given final approval to a new ordinance that will eliminate oil field crew camps in city limits later this summer.
Commissioners on Tuesday unanimously approved a Sept. 1 deadline for crew camps to shut down, with companies given about another two years to clean up and reclaim the sites.
Operators of the crew camps will be allowed to propose repurposing their facilities to new uses, such as hotels. The city also will reconsider the decision to eliminate the crew camps if there is a housing crunch in the future.
The matter also is still lingering in the courts. Workforce housing companies have sued Williston in both federal and state court, saying they’re being treated unfairly.

MINNEAPOLIS (AP) — Cameron Maybin drove in three runs, including a go-ahead two-run single in the sixth inning, to spark the Detroit Tigers over the Minnesota Twins 8-3 on Tuesday night.
Anibal Sanchez (7-12) pitched seven innings to win a start on the road for the first time since the first week of the season, and the Tigers broke the game open in the seventh with soaring home runs by Erick Aybar and Victor Martinez.

CINCINNATI (AP) — The Texas Rangers are turning the page on Josh Hamilton.
They have placed outfielder Hamilton on unconditional release waivers as he tries to come back from a series of operations on his left knee.
The Rangers activated him off the 60-day disabled list on Tuesday and put him on waivers.
Hamilton had surgery on the left knee on June 8 to reconstruct the ACL and repair cartilage damage — his third operation on the knee since September. He’s hoping to be ready to play by spring training.

LINCOLN, Neb. (AP) — Defending national champion Nebraska is the unanimous choice of Big Ten coaches to win the conference title in women’s volleyball.

NEW YORK (AP) — The Major League Baseball post season will open with the American League wild-card game on Tuesday, Oct. 4 and could run through Nov. 2 if the World Series goes to a seventh and deciding game.

The National League wildcard game is Wednesday, Oct. 5.
The AL division series begins Thursday, Oct. 6 with the opening game of the NL division series beginning the next day.

AMATRICE, Italy (AP) — The reported death toll from a devastating earthquake in central Italy now stands at 38, and that number is expected to rise. The magnitude 6 quake struck early today and was felt across a broad swath of central Italy, including Rome, where residents felt a long swaying followed by aftershocks.
BANGKOK (AP) — Officials say a powerful earthquake measuring a preliminary magnitude of 6.8 has shaken central Myanmar. The U.S. Geological Survey says the quake was located fairly deep below the Earth’s surface at a depth of about 52 miles. Deep earthquakes generally cause less surface damage.
ANKARA, Turkey (AP) — After a pre-dawn barrage of heavy artillery and airstrikes, Turkey sent tanks and special forces into Syria today to help clear a border town of Islamic State militants. Just a few hours after the operation started, U.S. Vice President Joe Biden landed in Ankara for talks with Turkish officials.
UNDATED (AP) — A wildfire on California’s central coast has grown to nearly 60 square miles and destroyed nine more homes, bringing the total to 45. At least 2,400 people remain under evacuation orders in San Luis Obispo and Monterey counties. Meanwhile, a fire in mountain areas east of Los Angeles that burned more than 100 homes has been contained.
MOBILE, Ala. (AP) — Authorities say the man accused of slaying three men and two women at a south Alabama house is set to make his first court appearance. Derrick Dearman faces six counts of capital murder and two counts of kidnapping. The bodies of the five victims were found Saturday inside the home in Citronelle.
