Valley City, ND (KCSi-T.V. News Jan 10, 2013) — The Sheyenne River Flood Risk Management Feasibility study was reviewed with Valley City and U.S Army Corps of Engineers, St. Paul District officials at a public informational meeting in Valley City.
The study conducted by the U.S. Army Corps of Engineers indicates that the long view shows a low risk, of Devils Lake over-flowing.
At the public meeting at Valley City High School, Corps officials said the risk has been lessened because of the installation of the two Devils Lake outlets.
At the meeting, a question and answer session was available with Corps officials.
Valley City Resident, Keith Hovland told the Corps officials that measures taken by the State of North Dakota, to reduce the Devils Lake risk appears minimal.
Valley City commissioner Matt Pederson noted that the study does not address a flood economic impact to Valley City, adding, the city will pursue permanent flood levees and other locally generated projects with Governor Dalrymple and the State Water Commission.
A Corps recommendation is to adjust Bald Hill Dam to handle wave action at a lake level of 1271 feet or higher.
The plan to build a permanent levee would not be cost effective and would not be justified for implementation as a federal project.
Cost effective alternatives will be carried forward and further development in the next phase of the study
The study is in conjunction with the U-S Army Corps of Engineers and Valley City.
A draft report by the Corps for Valley City, will be available for another public review this fall, as the next phase study will be ready in 2014.
Phase Two will focus on identifying the tentatively plan, and Phase Three will include development of the tentatively selected plan.
DEVILS LAKE, N.D. (AP) – A North Dakota Highway Patrol trooper is recovering in a hospital after a crash last week near Devils Lake.
Ramsey County Sheriff Steve Nelson tells KZZY radio that the crash happened on Jan. 8 on U.S. Highway 2. He says 31-year-old Trooper Brian Mehlhoff was apparently responding to a vehicle in the ditch when he turned in front of another vehicle and was struck on the driver’s side.
Nelson says Mehlhoff did not have his emergency lights on at the time and the crash and is being cited for an improper left turn. He doesn’t know where Mehlhoff is hospitalized but says the trooper’s injuries are not believed to be life-threatening.
Two people in the other vehicle were treated at a hospital and released.
WEST FARGO, N.D. (AP) – Officials in West Fargo say that the company that bought the old DMI wind turbine plant will use the facility to build 100,000-gallon storage vessels for energy industry products such as propane, water and anhydrous.
Some 40 people have been working for Dallas-based Trinity Containers in the plant for the past six weeks. The company plans to grow by more than 75 employees in the coming months.
Trinity’s product lines include tanks for residential use and custom containers for a wide variety of products and applications.
West Fargo Mayor Rich Mattern says the city’s proximity to the oil patch and its transportation infrastructure are key components to the opportunity.
Trinity Industries Inc. is a multi-industry company that provides products and services to the industrial, energy, transportation and construction sectors.
BISMARCK, N.D. (AP) – Oil companies might be turning to North Dakota lawmakers for a tax break.
North Dakota Petroleum Council President Ron Ness says that his group, which represents more than 300 companies working in the state’s oil patch, may be crafting a “tax restructuring bill” that could be ready within the month. He would not elaborate.
The state has a pair of primary taxes on oil: a 5 percent production tax and a 6.5 percent extraction tax. State law requires that a portion of the production tax go to oil-producing counties, which must share it with cities and school districts within the county.
State Department of Mineral Resources Director Lynn Helms warned lawmakers last week not to raise taxes or some oil companies could move to other parts of the U.S.

AUSTIN, Texas (AP) – Lance Armstrong is saying he’s sorry. A person with knowledge of the situation says Armstrong apologized Monday to the staff at his cancer charity, before heading to an interview with Oprah Winfrey. The source says the disgraced cyclist choked up and several employees cried during the session. According to the source, Armstrong apologized for letting the staff down and putting the charity at risk but he did not make a direct confession to the group about using banned drugs. He’s expected to make at least a partial confession during the Oprah interview.
WASHINGTON (AP) – He’s acknowledging an uphill fight in Congress — so President Barack Obama says he’s looking at actions he can take on his own to confront gun violence. He told reporters Monday that he will present a plan within days. Obama says the ideas that are on the table include stronger background checks, a meaningful ban on assault weapons and limits on high-capacity ammunition magazines.
WASHINGTON (AP) – President Barack Obama is deflecting criticism that his Cabinet for his second term is shaping up to be less diverse than it was during his first. Obama says his first-term staff was as or more diverse than any other in history, and says he plans to build on that achievement in his second term. He says Americans should wait to see whom he appoints to open positions before rushing to judgment.
NEW YORK (AP) – A New York City woman accused of shoving a man to his death in front of a subway train because she believed he was Muslim has been found fit to stand trial. Erika Menendez was charged with murder in the death of Sunando Sen. He was shoved off a Queens subway platform on Dec. 29. According to court documents, Menendez told police that she did it because she hates Muslims. The victim actually was Hindu.
LOS ANGELES (AP) – Los Angeles police say five people have been arrested for a holdup in which 14 people were held hostage for hours at a West Los Angeles clothing store. They say two men and two women were arrested over the weekend in Southern California and a third man was arrested in Phoenix. One employee was stabbed and another was sexually assaulted Friday in the takeover holdup at a Nordstrom Rack store in a mall near Los Angeles International Airport.
