Bismarck ND (KCSi-T.V. News) – The North Dakota Highway Patrol
Reports, a 40-year-old Bismarck man died Friday night, (Jul 20, 2012
about 9:25, when the pickup he was driving rolled after he swerved to miss
deer.
The report says, Brian Lee Sumner was eastbound on the gravel
roadway on Highway 10 about three and a half miles east of Steele.
The patrol says, Sumner apparently lost control of the 1997
GMC Sonoma pickup after swerving to miss the animals.
The pickup rolled two to three times and came to rest on
its passenger side in the north ditch.
Sumner and his passengers, 47 year old Kerrie Vester, of, Tappen
and a 9-year-old girl, of Tappen, were not wearing
seat belts and were ejected from the pickup.
Sumner died at the scene. The passengers were injured and were
transported to a Bismarck hospital.
The pickup was totaled.
The accident remains is under investigation.
BISMARCK, N.D. – Governor Jack Dalrymple has asked that all U.S. and North Dakota flags be flown at half-staff until sunset Wednesday, July 25 in tribute to the victims of the deadly mass shooting in Aurora, Colo.
“At the President’s request and out of respect for the victims of the senseless act of violence in Aurora, I ask that U.S. and North Dakota flags be flown at half-staff until sunset Wednesday,” Dalrymple said.
“Our thoughts and prayers are with the families of those lost and injured in this terrible tragedy.”
President Obama has ordered that U.S. flags on government grounds be flown at half-staff through sunset Wednesday.
BISMARCK, N.D. (AP) – Bismarck police are investigating the
theft of a pickup that was later found in the Little Heart River in
Morton County.
Police say the pickup was stolen from the parking lot of a downtown Bismarck bar on Thursday night.
Morton County Sheriff Dave Shipman says someone checking
irrigation pumps on the Little Heart River, about 10 miles south of
saw the back end of a vehicle sticking out of the river and called
authorities.
Thepickup was pulled from the river.
Detectives are investigating the incident.
BISMARCK, N.D. (AP) – Bond has been set at $2,000 for a Bismarck
man accused of trying to break into several homes.
21-year-old Robert Joseph Ferguson was charged Friday with felony charges of burglary and criminal attempt.
Bismarck police say residents of a home on reported they heard
banging outside the kitchen window, followed by the sound of the
window shattering at 1:49 a.m. Friday.
Someone also had kicked at the exterior garage door at the home.
Police say officers heard the sound of glass breaking and found
Ferguson in the backyard of a nearby home. Ferguson had blood on
his clothes and was missing a shoe.
Officers found additional damage to a shed and a garage at the home where Ferguson was found.
Ferguson was treated at a local hospital for his injuries before
being taken to the Burleigh County jail.
GRAND FORKS, N.D. (AP) – Home improvement retailers in Grand
Forks increasingly are catering to Canadians as shoppers are coming
over the border seeking bargains.
The demand for home improvement goods is based in part on prices, which are usually lower in the United States because of Canada’s higher
tax rates.
But it also is based on the selection of retailers and a building boom in Manitoba.
Manitoba Home Builders’ Association.president Mike Moore says
home construction in Winnipeg last year was the highest in 25
years. He says it’s poised to set another record this year.
FARGO, N.D. (AP) – Land developers in Fargo are asking for a new
type of liquor license they say will level the playing field with
cheaper alternatives in neighboring West Fargo.
Developers lobbied last week for a modified food and alcohol license that
would drop start-up fees.
The license would be usable only in a mile-wide corridor that marks the border with West Fargo.
Fargo has a $100,000 issuance fee for the license used by
restaurants that serve alcohol at a bar.
West Fargo has no issuance fee for a similar license.
City officials say they’ll study the matter. But they also say
there’s little evidence the disparity is driving businesses away.
MINOT, N.D. (AP) – North Dakota products are being featured at
the North Dakota State Fair in Minot.
Monday is Pride of Dakota Day at the fair. Agriculture

displaying, sampling and selling their products.
Pride of Dakota is a state program that helps North Dakota
companies market their products. More than 500 companies are
members.
Goehring says products at the fair will range from food to
books to jewelry.
There also will be a kuchen contest, and a dollar
lunch consisting of a hot dog, potato chips and milk.
BISMARCK, N.D. (AP) – The chairman of a North Dakota legislative
committee that reviews higher education spending says the
university system’s requests for more employees are going to get
tough scrutiny.
New chancellor Ham Shirvani (shur-VAN’-ee) is asking for 30 new
staffers in the North Dakota university system’s central office.
That would double the existing staff.
Shirvani says the people are needed to provide meaningful
oversight of the system’s operations.
Tioga Rep. Bob Skarphol is chairman of a North Dakota House
Appropriations subcommittee that reviews higher education budgets.
He says legislators will be skeptical of the request, but
Skarphol says they may become more sympathetic once they hear
Shirvani explain how it is justified.
Skarphol says Shirvani is sincere and “very committed to what
he believes.”
BISMARCK, N.D. (AP) – A state regulator says North Dakota’s
natural gas production is likely to rise as future oil output
falls.
State Department of Natural Resources director Lynn Helms
says normally when a well’s oil output starts going down, natural
gas also declines.
But Helms says a preliminary study predicts North Dakota’s wells will be different.

He will play for the U.S. team when the Olympics begin next week at Wimbledon.
PENN STATE…
STATE COLLEGE, Pa. (AP) – Shortly after Penn State tore down its
famed statue of coach Joe Paterno, the NCAA said it would impose
“corrective and punitive” sanctions against the university in the
wake of a devastating report that asserted top university officials
buried child sex abuse allegations against a retired assistant
coach more than a decade ago.
The NCAA, acting with rare speed, said it will spell out the
penalties on Monday. The governing body did not disclose further
details.
If precedent holds from recent cases, Penn State will face a
loss of scholarships and a multi-year ban from bowl games – and
with it, the financial windfall and showcase that comes with
postseason play.
Yet NCAA President Mark Emmert cautioned last week that he
hasn’t ruled out the possibility of shutting down the Penn State
football program altogether, saying he had “never seen anything as
egregious” as the Jerry Sandusky sex abuse scandal.
In world and national news…
AURORA, Colo. (AP) – The suspected gunman in the Colorado theater massacre will be advised of the charges against him and could face more when he has his first court appearance today.
Authorities say James Holmes has not been cooperating in the investigation. They say they’re still far away from a motive in the attack that killed 12 people.
BAGHDAD (AP) – Bombs exploded and gunfire echoed across Iraq today in what appeared to be coordinated attacks that have killed at least 93 people in the nation’s deadliest day so far this year.
The attacks come days after the leader of al-Qaida in Iraq declared a new offensive and warned in a statement that the militant group is reorganizing.
BEIRUT, Lebanon (AP) – Syria’s government admits it has chemical weapons but promises it would never use them against its own people.
Foreign Ministry spokesman Jihad Makdissi says the stockpiles are secure and that Syria would only use them against foreign attackers.
LONDON (AP) – A senior Scotland Yard official says the phone hacking investigation has gone beyond a tabloid owned by Rupert Murdoch’s company and spread to other newspapers.
Deputy Assistant Commissioner Sue Akers’ comments indicate the scandal could end up burning Murdoch’s tabloid competitors.
It’s long been rumored that journalists at the competition engaged in many of the same illegal practices.
WASHINGTON (AP) – The world’s largest AIDS conference is beginning today in Washington. Researchers, doctors and patients are urging the world’s governments not to cut back on the fight against the epidemic, which they say it at a turning point.
There is no cure or vaccine yet, but scientists say they have the tools to finally stem the spread of HIV.
