It’s one of several weighty issues set to be considered this week by the state’s 63rd legislative session.

Louser says his tax-break proposal is an attempt to alleviate the financial burden on residents of oil-rich North Dakota. The measure would apply to individuals, estates and trusts.

Budget analysts say North Dakota’s coffers would take more than a $1 billion hit over the next two years if the bill becomes law. The proposal would reinstate the state income tax in 2015.
