Jamestown, ND (KCSi-T.V. News) — Jamestown Police wants to warn Jamestown residents regarding a convicted sex offender living in Jamestown who has changed his address.

William Humphrey Kysar now lives at 119 5th Street Northwest, Apt.#14, Jamestown, ND.

The report says he has no vehicle.

Kysar is a 52 year old white male, 6 feet tall, weighing 250 pounds with brown eyes, and gray hair.

He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.

Kysar has been convicted of Gross Sexual Imposition, solicit of a child for sex, and child abuse.

Kysar is currently not on probation with North Dakota Parole and Probation.

Kysar is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant ofr public safety and not to increase fear in the community, nor should this notification be used to theaten, assault or intimidate the offender.

Attempts to harass, intimidate or threaten these offenders, or their families, landlords or employers will be turned over for prosecution.

Valley City, ND (KCSi-T.V. News Jan 23, 2013) — Valley City, North Dakota was voted by a business magazine, as the best location to raise children in the state.

Bloomberg Business Week reported that Valley City has a population of about 6,500, and is a hours drive from Fargo.

It said Valley City is a good place to avoid the average rural life, based on sights that break up the flat non-descript landscape on the prairie.

The reported noted Valley City’s eleven historic bridges, five city parks and a skating rink.

The report included that Valley City has a median family income is $62,406 with housing costs as a percentage of income at 14 percent.

It reported that Barnes County’s unemployment rate is currently at 2.5 percent.

 

  BISMARCK, N.D. (AP) – The North Dakota Supreme Court has upheld convictions in three high-profile cases.
 
     Justices upheld the attempted murder conviction of Vicente Chacano (vih-SEHN’-tay shah-KAHN-oh), who brandished a gun in a Hettinger courtroom and unsuccessfully tried to fire it after being convicted in a child molestation case in February 2011.
 
     In the case of a Mandan woman convicted of having sex with a pre-teen boy numerous times over a span of 1  1/2 years, the court ruled the verdict against Jenelle Chase was supported by substantial evidence.
 
     The Supreme Court also upheld the aggravated assault conviction of West Fargo landlord Alois Vetter, who was convicted of running over an ex-tenant with his Hummer in February 2011. The 75-year-old Vetter was sentenced to two years in prison but has been free on appeal.

 

BISMARCK, N.D. (AP) – Four Arizona men have been charged with meth-related crimes in North Dakota. 
 
The  charges range from criminal conspiracy to deliver meth to possession of meth with intent to deliver.
 
     The men were arrested over the weekend, and Burleigh County Assistant State’s Attorney Dawn Deitz says more arrests might be forthcoming.
 
     Authorities say the arrests could be related to a Mexican drug cartel.
 
     The criminal complaint says the men planned to deliver meth between Dec. 17 and Jan. 18 and may have completed one drug deal.
 
     The men face a maximum sentence of life in prison if convicted.

 

FARGO, N.D. (AP) – Milk production in North Dakota during October, November and December totaled 86 million pounds, up 4 percent from the fourth quarter of 2011. 
 
     The Agriculture Department says the average number of milk cows during the three months was 18,000. That was unchanged from both the third quarter of this year and from the fourth quarter of 2011.

 

BISMARCK, N.D. (AP) – North Dakota lawmakers are considering a bill that would reimburse business owners for signage and other potential costs incurred from a new statewide smoking ban. The new law passed by voters in November expands the ban to bars, motels, private nursing homes, cabs and public transportation. It also prohibits smoking within 20 feet of an entrance to a public building.

 

BISMARCK, N.D. (AP) – North Dakota lawmakers will consider a bill today advocating the Missouri River Correctional Center property in Bismarck be used for a public park. The measure says the facility and its low-risk inmate population would be moved to the state penitentiary. Cost of the move is estimated at $12 million.
 

WILLISTON, N.D. (AP) – The Fargo Jet Center says it will build a 6,400-square-foot passenger facility next to the main terminal at Williston’s airport this summer.
 
     Vice president of marketing Darren Hall says  officials have been watching the expansion of air service in western North Dakota and they believe a new center can improve service.
 
     The Williston Jet Center will offer aircraft fueling, aircraft maintenance, flight instruction, aircraft charter management and aircraft sales at Sloulin Field International Airport.
 
     Airport manager Steven Kjergaard says the oil boom has significantly increased private air service to Williston. He says oilfield crews, business executives and investors regularly flying in and out of the city.
 
     The new center would be a competitor to Western Edge Aviation, which already operates at the Williston airport.

 

 GRAND FORKS, N.D. (AP) – The top Canadian diplomat for the Upper Midwest region of the U.S. is visiting the University of North Dakota in Grand Forks.
 
     UND said Consul General Jamshed Merchant on Thursday was focused on learning about research and other activities on campus that involve Canadian interests, as well as on exploring opportunities for new collaborations between the university and Canada.
 
     Merchant also traveled from Minneapolis to Grand Forks to meet with the Red River Basin Commission, a group of officials from North Dakota, Minnesota and the Canadian province of Manitoba who work on water issues.

 WEST FARGO, N.D. (AP) – West Fargo High School senior wrestler Preston Lehmann has broken the state’s career pins record. Lehmann pinned Williston’s Bret Sandberg on Saturday, giving him 166 career pins. That broke the mark of 165 set by Dickinson’s Marc Mellmer from 1998 to 2003.

 

DEVILS LAKE, N.D. (AP) – Anglers from around the region are heading to North Dakota for the 29th annual Devils Lake Volunteer Fire Department Ice Fishing Tournament.
 
     The tournament features more than $225,000 in prizes, which the largest being a 2013 Chevy Silverado 1500 Crew Cab LT pickup.
 
     The Saturday event is expected to draw thousands of people from the region.
 
     Proceeds will benefit the fire department.

Trevor Mbakwe scored 14 point as Minnesota lost its third straight game.

 MIAMI (AP) -The upset of the night in college basketball belongs to Miami, which clobbered top-ranked Duke 90-63 last night in the third-worst loss for a team ranked No. 1 in The Associated Press rankings. It’s the first time the Hurricanes have beaten a No. 1-ranked team and they did with a stunning 25-1 run midway through the first half.

The NFL has fined New England Patriots quarterback Tom Brady $10,000 for an “aggressive slide” in Sunday’s AFC championship game against the Baltimore Ravens.

 NEW ORLEANS (AP) – The NBA’s basketball team in New Orleans is going to change colors and nicknames, next season. A source tells The Associated Press that the New Orleans Hornets will become the Pelicans, the state bird of Louisiana.

 MELBOURNE, Australia (AP) – Two-time defending champion Novak Djokovic advanced to his third consecutive Australian Open final with a 6-2, 6-2, 6-1 win over No. 4-seeded David Ferrer on Thursday night.
 
     The top-ranked Djokovic was in dominating form, hitting 30 crisp winners in the 1-hour, 29-minute match.  He is aiming to be the first man in the Open era to win three consecutive Australian titles.

NEW YORK (AP) – Folks still trying to recover from Superstorm Sandy have it especially tough in the deep freeze which has settled over the Northeast. People in a damaged neighborhood near the beach on New York’s Staten Island haven’t had heat since late October and have taken refuge in tents set up by aid workers. Area temperatures dipped to around 11 degrees before dawn.
 
     WASHINGTON (AP) – The Senate Foreign Relations Committee hears from Sen. John Kerry today as confirmation hearings begin for the man picked to succeed Secretary of State Hillary Rodham Clinton. Kerry has served on the committee for 28 years and has led it for the last four. He’s expected to win overwhelming bipartisan support from his colleagues.
 
     ATHENS, Greece (AP) – Striking subway workers in Athens, Greece have been told to get back to work or risk being fired. The Greek government is imposing a civil mobilization measure to end the public transport strike, which is now in its eighth day.
 
     NEW DELHI (AP) – The trial of five men charged with the gang rape and murder of a woman on a New Delhi bus has begun. Prosecution lawyers delivered opening arguments today in a closed courtroom and there are no details available of the day’s proceedings. The five men face a maximum sentence of death by hanging if convicted.
 
     VATICAN CITY (AP) – Pope Benedict wants the Catholic Church to get hip to social media. In his annual message today on social communications, the 85-year-old pontiff said social networking sites aren’t a virtual world the church can ignore, but a very real world that its leaders must engage if they want to spread the faith to the next generation. Benedict tweets in nine languages.
