Valley City, ND (KCSi-T.V. News Feb 5, 2013) — The Barnes County Commission has voted 4-1 to combine 9-1-1 services with Stutsman and Richland Counties.

County Commissioner Phil Leitner voted against the plan.

The agreement comes as the Valley City Dispatch Center is in the process of transferring from city to Barnes County control.

The agreement includes the cost of purchasing new equipment for Barnes County.

Barnes County will pay $151,000 to join Stutsman and Richland Counties.

Barnes County Commission vote 4-1 against joining the Red River Regional Dispatch Center, with an estimated cost of $132,000.

Another option would have been to join the Red River Regional dispatch center at an estimated cost of $132,000.

In a related move, the Barnes County Commissioners unanimously approved entering into an agreement with Valley City, for the lease of space from Valley City for the 9-1-1 operations and Law Enforcement Center at a cost of $15,000 per year, pending final approval by both parties.

 

Jamestown, ND (KCSi-T.V. News) — The Jamestown Zonta Club is ready to celebrate All Things Chili with CHILLY-FEST 2013 during Cabin Fever Days on Saturday, February 9, 2013, from 5-7 pm at the Knights of Columbus.

The entry fee is $10.

Bring six quarts of chili, and Zonta provides the tables, sampling cups and spoons.

The winning chili cookoff team(s) walks away with bragging rights, and $100 cash.

She said sign ups to enter chili is still be accepted.

There will be two prizes, Judge’s Choice, and People’s Choice.

Jamestown, ND (KCSi-T.V. News Feb 5, 2013) — The cancer support group, Help For And Healing (HHH) on Tuesday February 19, 2013 sponsors a program on Skin Cancers-Risk Factors and Prevention.

The program will be at 7-p.m., at St. John’s Lutheran Church in Jamestown.

Then on Saturday March 9, 2013 HHH sponsors Courageous Women Celebrating Breast Cancer Survival, at 10-a.m., at Trinity Lutheran Church in Jamestown. (Jamestown Zonta Club will provide and serve a brunch.)

MINOT, N.D. (AP) – A car chase and shooting in Minot over the weekend has led to several charges against three people.
 
     Police say 19-year-old Stephen Brewer was chased early Saturday by a vehicle containing the three suspects, and that a bullet went through his windshield and struck him below his left eye. The injury was not life-threatening.
 
19-year-old Nathan Schlosser is charged with attempted murder, terrorizing and reckless endangerment. Eighteen-year-old Tegan Lamotte is charged with conspiracy to commit murder, terrorizing and reckless endangerment. Nineteen-year-old Kayla Wright is charged with terrorizing.
 
     Schlosser’s lawyer, Jeff McCabe, says the situation is unfortunate, but as facts come out they will shed light on the case.
 
     Lamotte’s attorney did not respond to a message. Wright did not have a lawyer listed.

 

WILLISTON, N.D. (AP) – Dunn County residents seeking a grand jury investigation of Gov. Jack Dalrymple related to campaign contributions from the oil industry have submitted a second petition.
 
     The  case has been assigned to Judge William Herauf – the same judge who dismissed a similar petition late last year because he said it didn’t have enough signatures and was filed in the wrong venue. The state Supreme Court last month rejected an appeal.
 
     The Dunn County petition alleges that oil industry contributions to Dalrymple’s gubernatorial campaign could be considered bribery. Dalrymple’s campaign called the allegations baseless and politically motivated.
 
     Citizen-initiated grand juries are uncommon. A bill in the state House this session would make it harder for citizens to convene a grand jury.

 

FARGO, N.D. (AP) – A North Dakota woman who spent 11 hours in a South Fargo Walmart before reportedly trying to steal more than 75 items has been charged with felony theft. 
 
20-year-old Jessie Fay Cavanaugh, of Saint Michael, appeared in Cass County Court on Monday and was charged with felony theft.
 
     Charging documents say store loss preventions officers watched Cavanaugh in the store for 11 hours and called the police when she tried to leave to get a cab. The documents state that she had 78 items on her body. They were worth more than $1,000.
 
     An arresting officer observed that Cavanaugh appeared to be under the influence.
 
     Cavanaugh’s lawyer did not immediately respond to a message from The Associated Press seeking comment.

 

WATFORD CITY, N.D. (AP) – Authorities have identified a Montana man who died after an incident at an oil drilling rig in western North Dakota.
 
20-old Kyle Winters, of Kalispell, Mont., died Thursday.
 
     The initial report from the Occupational Safety and Health Administration says he was crushed by a set of power tongs, which is equipment used to handle pipe going in and out of well holes.
 
     The incident happened at a rig north of Watford City. OSHA says Winters died while receiving treatment from paramedics who were preparing to fly him to a Bismarck hospital.

 FARGO, N.D. (AP) – The co-founder and coach of Fargo’s fencing club is heading to Puerto Rico after being named the head coach of the U.S. teams in the Cadet and Junior Pan American Championships.
 
     Thirty-year-old Enrique Alvarez began fencing when he was 14 years old and growing up in Spain. He tells The Forum newspaper that he didn’t want to fence and argued with his mother about it, but he joined up when a friend did and now is a certified master.
 
     Alvarez fenced competitively for six years before switching to coaching. He came to Fargo to get an electrical engineering degree at North Dakota State University and in 2010 co-founded the Fargo-Moorhead Fencing Club. It now has 45 fencers ages 7 and up, including a high school team with 15 members.

 

In world and national news…

WASHINGTON (AP) – For the first time since he was first elected, President Barack Obama is planning a trip to Israel. The White House says Obama will also visit the West Bank and Jordan. According to Israeli TV, the trip will take place in late March. Obama had a rocky relationship with Israeli Prime Minister Benjamin Netanyahu during his first term. The Israeli leader is currently trying to build a governing coalition that would allow him to remain prime minister.
 
     WASHINGTON (AP) – The battle lines are familiar ones, as President Barack Obama urges Congress to approve a short-term deficit reduction package. Obama wants it to include spending cuts and additional tax revenue, but Republicans in Congress are vowing not to approve any new tax increases. Obama is hoping to delay the effective date of the automatic spending cuts that are supposed to kick in on the first of March.
 
     WASHINGTON (AP) – The federal budget deficit is now projected to drop below $1 trillion this year — for the first time in Barack Obama’s presidency. The Congressional Budget Office says the deficit will total $845 billion this year. It’s a modest improvement over last year’s $1.1 trillion shortfall — but it’s still enough red ink to require the government to borrow 24 cents of every dollar it spends.
 
     MIDLAND CITY, Ala. (AP) – The grandmother of a 5-year-old boy who was held hostage for a week in an underground bunker in Alabama says the boy is OK physically. But Betty Jean Ransbottom says she’s afraid the effects of the ordeal could stay with him for the rest of his life. He was freed Monday when authorities raided the shelter. The gunman was killed.
 
     HELENA, Mont. (AP) – Lawmakers in nine states are looking at plans to restrict the use of drones over their skies amid concerns the unmanned aerial vehicles could be exploited to spy on Americans. The American Civil Liberties Union says state legislators are proposing various restrictions on the new technology. The Montana Senate is preparing to give initial approval to one bill that bans information collected by drones from being used in court. It also would bar local and state government ownership of drones equipped with weapons.
