Jameestown, ND (KCSi-T.V. News) — TheStutsman County Commission voted unanimoulsy to keep its membership in the South Central Dakota Regional Council,
A majority of county commissioners had concerns about the SCDRC board’s oversight of employees and the Regional Council’s efficiency.
Commissioners will review the SCDRC’s activities at budgeting time, later this year.
Valley City, ND (KCSi-T.V. News Feb 5, 2013) — The Barnes County Commission has voted 4-1 to combine 9-1-1 services with Stutsman and Richland Counties.
County Commissioner Phil Leitner voted against the plan.
The agreement comes as the Valley City Dispatch Center is in the process of transferring from city to Barnes County control.
The agreement includes the cost of purchasing new equipment for Barnes County.
Barnes County will pay $151,000 to join Stutsman and Richland Counties.
Barnes County Commission vote 4-1 against joining the Red River Regional Dispatch Center, with an estimated cost of $132,000.
Another option would have been to join the Red River Regional dispatch center at an estimated cost of $132,000.
In a related move, the Barnes County Commissioners unanimously approved entering into an agreement with Valley City, for the lease of space from Valley City for the 9-1-1 operations and Law Enforcement Center at a cost of $15,000 per year, pending final approval by both parties.
Jamestown, ND (KCSi-T.V. News Feb 5, 2013) — Snow pack tests in the Jamestown area shows the moisture content, right now, is less than normal.
Army Corps of Engineers Pipestem Dam Manager, Bob Martin says, the reading earlier this week indicated just over an inch of moisture, up from .68 inches of moisture in January this year.
Pipestem Dam’s average snow depth was 8.8 inches compared to 5.8 inches in January.
Martin adds the water equivalents are minimal when compared to the heavy snow years of the winters of 2009 and 2010, when moisture content in late winter and early spring those years was 3 inches and 5 inches.
Pipestem Dam is presently releasing 2 CFS of water, matching the inflow.
No water has been released from Jamestown Dam since June of 2012.
The National Weather Service flood outlook also reflects the lower levels of moisture on the ground this winter.

WILLISTON, N.D. (AP) – Dunn County residents seeking a grand jury investigation of Gov. Jack Dalrymple related to campaign contributions from the oil industry have submitted a second petition.
The Forum newspaper reports that the case has been assigned to Judge William Herauf – the same judge who dismissed a similar petition late last year because he said it didn’t have enough signatures and was filed in the wrong venue. The state Supreme Court last month rejected an appeal.
The Dunn County petition alleges that oil industry contributions to Dalrymple’s gubernatorial campaign could be considered bribery. Dalrymple’s campaign called the allegations baseless and politically motivated.
Citizen-initiated grand juries are uncommon. A bill in the state House this session would make it harder for citizens to convene a grand jury
GRAND FORKS, N.D. (AP) – A part-time county prosecutor in northeastern North Dakota who has been criticized for his handling of criminal cases including one high-profile case has resigned.
Nelson County State’s Attorney Doug Manbeck declined to discuss his reasons with the Grand Forks Herald
Sheriff Kelly Janke (JANG’-kee) late last year called for Manbeck’s ouster, saying Manbeck did not work well with law enforcement. Janke also has criticized a proposed plea agreement with Rodney Brossart, a rural Lakota farmer involved in a summer-long standoff with law enforcement in 2011. County Commission Chairman Odell Flaagan also has criticized Manbeck.
Manbeck has not spoken publicly about the criticism. He says he plans to focus on his private law practice and tax preparation business in Lakota. He also serves as city attorney for Lakota and Michigan.
FARGO, N.D. (AP) – A North Dakota woman who spent 11 hours in a South Fargo Walmart before reportedly trying to steal more than 75 items has been charged with felony theft.
20-year-old Jessie Fay Cavanaugh, of Saint Michael, appeared in Cass County Court on Monday and was charged with felony theft.
Charging documents say store loss preventions officers watched Cavanaugh in the store for 11 hours and called the police when she tried to leave to get a cab. The documents state that she had 78 items on her body. They were worth more than $1,000.
An arresting officer observed that Cavanaugh appeared to be under the influence.
Cavanaugh’s lawyer says he could not comment on the case.
BISMARCK, N.D. (AP) – Bond has been set for three people charged in connection with a man’s death in Mandan in October.
Bond was set at $10,000 cash or surety for 34-year-old Christopher Vernon and 10 percent of $15,000 for 26-year-old Joseph Houle. They face reckless endangerment charges in the death of 30-year-old Derek Oshkeshequoam (awsh-KEESH’-kuh-wawm) of Bismarck
Authorities say two men brought Oshkeshequoam to the hospital in a wheelchair on Oct. 28 and then left. Oshkeshequoam had head injuries and was unable to speak, and later died from the injuries
Twenty-three-year-old Colten Towry was charged Friday with felony manslaughter in Oshkeshequoam’s death for allegedly “striking the blow that led to his death.”
Towry’s bond was set at 10 percent of $5,000 on Tuesday.
MINOT, N.D. (AP) – A car chase and shooting in Minot has led to several charges against three people. Police say 19-year-old Stephen Brewer was chased Saturday morning by a vehicle containing the three suspects. Brewer was shot and wounded during the chase. Nineteen-year-old Nathan Schlosser, 18-year-old Tegan Lamotte and 19-year-old Kayla Wright face multiple charges.
FARGO, N.D. (AP) – A North Dakota woman has pleaded guilty to distributing methamphetamine.
U.S. Attorney Timothy Purdon has announced that 32-year-old Ashley Lenoir, of Devils Lake, pleaded guilty to the charge Tuesday.
Prosecutors say Lenoir distributed methamphetamine on the Spirit Lake Indian Reservation on Aug. 15, 2011.
She faces a maximum penalty of 20 years in prison.
Sentencing is set for April 29.
WATFORD CITY, N.D. (AP) – Authorities have identified a Montana man who died after an incident at an oil drilling rig in western North Dakota.
20-old Kyle Winters, of Kalispell, Mont., died Thursday.
The initial report from the Occupational Safety and Health Administration says he was crushed by a set of power tongs, which is equipment used to handle pipe going in and out of well holes.
The incident happened at a rig north of Watford City. OSHA says Winters died while receiving treatment from paramedics who were preparing to fly him to a Bismarck hospital.
BISMARCK, N.D. (AP) – Housing around North Dakota is the focus of a conference in Bismarck this week.
The 22nd Annual Statewide Housing Conference was being hosted by the North Dakota Housing Finance Agency on Wednesday and Thursday. Executive Director Mike Anderson says it’s an opportunity for leaders in housing and community development to discuss ways to meet the state’s housing challenges.
Adequate housing is a particular concern in the booming western oil patch. Economist Sean Snaith will give a presentation at the conference on the impact of energy development, and State Demographer Richard Rathge (RATH’-gee) will give an overview of housing needs in the state.
HELENA, Mont. (AP) – Lawmakers in at least 11 states including North Dakota are seriously considering passing legislation to restrict the use of drones over their skies. This comes amid concerns that the unmanned aerial vehicles could be exploited to spy on Americans.
The American Civil Liberties Union says state legislators are proposing various restrictions on the new technology.
The Montana Senate looked at two bills Tuesday that hinder the use of drones, most often associated with overseas wars.
The chamber is preparing to give initial approval to one bill that bans information collected by drones from being used in court. It also would bar local and state government ownership of drones equipped with weapons.
The 10 other states with active legislation are California, Oregon, Texas, Nebraska, Missouri, North Dakota, Florida, Virginia, Maine and Oklahoma.
BISMARCK, N.D. (AP) – Education and public worker groups are opposing a plan to restructure oil taxes in North Dakota, saying the measure could impact funding for schools and employees.
Republican Sen. Dwight Cook told fellow members of the Senate Finance and Taxation Committee on Tuesday that his proposal is an attempt to bring stability to the oil industry and the state. The measure closes some loopholes for the oil industry in exchange for lower tax rates beginning in 2017.
North Dakota Education Association spokeswoman Kayla Pulvermacher says the cost of education is increasing but the measure would decrease taxes on the oil industry.
North Dakota Petroleum Council President Ron Ness says most of his group’s membership supports the measure. He says oil companies want predictable tax rules to keep drilling in the state.
BISMARCK, N.D. (AP) – The U.S. attorney from North Dakota has been appointed to lead a Department of Justice group that aims to improve public safety on American Indian reservations.
Timothy Purdon has been named chairman of the Native American Issues Subcommittee. The group is made up of 30 U.S. attorneys and is responsible for making policy recommendations to Attorney General Eric Holder.
Purdon replaces Brendan Johnson, the U.S. attorney for South Dakota.
Sanford Coats, a U.S. attorney in Oklahoma, was appointed vice chairman of the group.
Purdon says improving public safety in reservation communities in North Dakota has been a “top priority” since he took over as U.S. attorney, and he looks forward to working on Native American issues at the national level.

FARGO, N.D. (AP) – The co-founder and coach of Fargo’s fencing club is heading to Puerto Rico after being named the head coach of the U.S. teams in the Cadet and Junior Pan American Championships. Thirty-year-old Enrique Alvarez began fencing when he was 14 years old and growing up in Spain. He tells The Forum newspaper that he didn’t want to fence and argued with his mother about it, but he joined up when a friend did and now is a certified master.

UNDATED (AP) – Ryan Braun reportedly has been linked to the Florida Clinic under investigation by Major League Baseball for allegedly providing banned substances to players.
Yahoo Sports is reporting that the name of the Milwaukee Brewers outfielder and 2011 National League MVP is listed in the records from Biogenesis of America. Yahoo says no specific performance-enhancing drugs were noted next to the references to Braun, who tested positive for elevated testosterone levels during the 2011 postseason. He drew a 50-game suspension from MLB that was later overturned.
Braun says his name was in those records because of a dispute over payment to Anthony Bosch, who ran the now-closed anti-aging clinic.
In a statement to The Associated Press released by his representatives, Braun says he had no other relationship with Bosch and has nothing to hide.
The Miami New Times was the first to report the clinic had sold banned drugs to current major league players. Major League Baseball officials have asked the newspaper for records obtained for the story, and New Times editor Chuck Strouse said Tuesday the paper had not yet decided how to respond. Strouse described the MLB move as a request only and noted that the league does not have a law enforcement agency’s subpoena power.
The newspaper reported last week that New York Yankees star and three-time American League MVP Alex Rodriguez was among several players who bought human growth hormone and other performance-enhancing substances during 2009-12 from now closed Biogenesis of America LLC.
MLB spokesman Pat Courtney says the league had no comment about the information request.
ST. LOUIS (AP) – St. Louis Cardinals general manager John Mozeliak and manager Mike Matheny say pitcher Chris Carpenter almost certainly won’t pitch in 2013 and that his star-crossed career is probably over after a recurrence of a nerve injury that cost him most of last season.
The Miami Marlins have signed free-agent right-handed pitcher Jon Rauch (rowsh) to a one-year, $1 million contract. Rowsh was 3-7 with four saves and a 3.59 ERA in 73 games for the New York Mets last season.
TORONTO (AP) – Former Minnesota Twins pitcher Jack Morris is returning to the Toronto Blue Jays as a television analyst. Sportsnet announced yesterday that Morris will provide analysis on its radio broadcasts and website. Morris previously spent time as a color analyst for the Twins.

MIDLAND CITY, Ala. (AP) – The FBI says as police negotiators tried to coax Jimmy Lee Dykes into freeing a boy he was holding hostage in an underground bunker, Dykes was planning more violence. A SWAT team stormed Dykes’ bunker, killing him in a “firefight,” but yesterday, bomb technicians found two explosive devices on the property. The FBI says one bomb was inside the bunker and the other in the plastic pipe that negotiators had been using to talk to Dykes.
SYDNEY (AP) – Several people are missing and presumed dead after a magnitude-8.0 earthquake struck off the Solomon Islands today. The quake generated a tsunami of about 5 feet that damaged dozens of homes in four villages on Santa Cruz Island. Disaster officials have been struggling to reach the remote area.
GAO, Mali (AP) – The discovery of industrial-strength explosives hidden inside bags of rice is feeding concerns that Islamist extremists in northern Mali could launch a counterinsurgency. A French-led force has retaken control of a number of key northern sites, but Malian soldiers found the stash of explosives in the city of Gao. Meanwhile, French President Francois Hollande (frahn-SWAH’ oh-LAWND’) says his country’s troops could start leaving Mali at the end of March.
WASHINGTON (AP) – The U.S. Postal Service says it plans to stop delivering mail on Saturdays. The cut is scheduled to be announced later today. It would start in August and save the financially struggling Postal Service about $2 billion annually. The Postal Service will continue delivering packages six days a week.
LONDON (AP) – A Chinese spying campaign against U.S. journalists uncovered last week may still be going on. Rupert Murdoch says that Chinese hackers continued to attack The Wall Street Journal over the weekend. The New York Times and The Washington Post have also reported that their computer systems were breached in similar incidents, while Bloomberg News said it managed to deflect a hacking attempt.
