The North Dakota Highway Patrol Reports:

Desiree McKay was taken into custody by the Fargo PD at the Sanford ER in Fargo during the early morning hours on June 2nd, 2017.  Ms. McKay was transported to the Cass County Jail and is currently in their custody, pending transfer back to the custody of the ND Department of Corrections and Rehabilitation.  The NDHP would like to thank the Jamestown Police Department and the Fargo Police Department with their help in investigating the escape, searching for Ms. McKay and eventually locating her in Fargo. 

Thursday afternoon the Highway Patrol report that at approximately 3:30 pm she escaped from a ND Department of Corrections and Rehabilitation funded addiction treatment unit at the North Dakota State Hospital in Jamestown.  She escaped from a fenced outdoor enclosure at the treatment facility.

A vehicle was stolen from the Jamestown area at the approximate time of her escape.

 

Valley City (CSi)   A farm implement knocked down a power pole near Rogers, Thursday

About 350 Cass County Electric Customers were without power in the area  for a few hours.

On Wednesday,  A fire burned seven power poles  about two miles south of I-94 near the Peak Road and a mile and a half east on 36th Street Southeast of Valley City.

Valley City Rural Fire District Chief Gary Retterath says  rural residents lost power following fire damage to the power poles.

Retterath says a controlled burn got away from a land owner.

 

Jamestown  (CSi)  Jamestown Police Chief Scott Edinger says during a “Warrant Roundup,”  agencies, Wednesday made a total of 14 arrests, and five committals to the State Hospital.

He says the Warrant Roundup is conducted about once a month in conjunction with the Jamestown Police Department, the Stutsman County Sheriff’s Office, The Stutsman County Narcotics Task Force, North Dakota Bureau of Criminal Investigation and North Dakota Parole and probation.

Chief Edinger also reported that about 5:15 -p.m. Wednesday at 4th Avenue Northwest, a vehicle failed to stop for authorities and an arrest was made following a high-risk traffic stop.

He say occupants of the vehicle were taken into  custody, stemming from Task Force initiated incident.

Edinger says one individual was apprehended at the bottom of the hill near Sunnyside Trailer Court stemming from the same incident.

Jamestown (CSi)  The U.S. Army Corps of Engineers Friday reversed the previously announced water release at Pipestem Dam.

Bob Martin at Pipestem says the change that was made on Thursday, from the zero cfs. to 200, has been set back to zero cfs.

The Jamestown Dam release will stay at the current 450 cfs, until further notice, the total release through the James River in Jamestown at this time.

He says the Pipestem Dam release was cut back to zero cfs. to accommodate Krappy production and keep higher water levels at the shoreline, for habitat purposes.

He added that around June 15 or 16 the Pipestem Dam release will increase to an appropriate level to meet the goal of lowering the flood storage area to freeze level up by September 1, 2017.

Depending on rainfall amounts, later this summer the Jamestown Dam release will be adjusted to meet inflows.

Jamestown  (CSi)  The U.S. Army Corps of Engineers has announced water release changes Thursday (Jun 1, 2017) at Jamestown Dam and Pipestem Dam.

Bob Martin at Pipestem says the release from Pipestem Dam is increased from zero to 200 cfs.

At Jamestown Dam the release is decreased from 650 cfs to 450 cfs.

There is no change in the combined release, still at 650 cfs in the James River in Jamestown.

Martin says Pipestem Reservoir is  21 feet into the flood storage area, with the goal to have it evacuated to the fall freeze up level by September 1, 2017.

Jamestown Reservoir is one foot into the flood storage area.

 

 

Jamestown (CSi)  Jamestown City Administrator Jeff Fuchs has announced that NDDOT Director Grant Levi has notified the City of a  2018 grant award of $276,953 in the NDDOT Transportation Alternatives Program.

 

Fuchs says The grant will allow construction of additional sidewalks on 12th Ave NE,  from 5th St NE to 13th St NE, then east on the Airport Road to the JHS entrance and south to the High School. It also includes sidewalk between the High School and TRAC as well as funding from TRAC east to Eastwood Drive.

 

Fuchs adds, it’s  great news for the residents of Jamestown as it will assist in providing a much safer pedestrian and bike route between JHS, TRAC and Gussner School areas.

Fuchs added special thanks to Robin Iszler for putting the grant application together and all the others on her committee who assisted with this project.

 

Valley City  (CSi)  – Senator John Hoeven Thursday joined North Dakota National Guard (NDNG) officials in dedicating their new $13 million vehicle maintenance facility in Valley City. As a member of the Senate Appropriations Committee, Hoeven helped secure $10.8 million of the facility’s $13 million cost, with the balance of funding coming from the National Guard Bureau. Hoeven joined Guard leaders at the groundbreaking in 2015.

Also on hand were, North Dakota Lt. Governor, Brent Sanford, and North Dakota Adjutant General, Major General Alan Dohrmann.

 

Hoeven says, “This vehicle maintenance facility is a significant upgrade for the Guard and provides more space and new capabilities to keep the Guard’s vehicles up and running.  The old shop was more than 50 years old and could not accommodate the Guard’s vehicles. This new maintenance facility was completed ahead of schedule and will help support our Guard members in their important missions to serve our state and nation.”

 

The new facility is 45,000 square feet, with 30,000 square feet in the maintenance shop and 15,000 square feet of vehicle storage space. It will support maintenance for up to 175 pieces of equipment. The new facility will allow Guard units to meet operational readiness and training objectives and it provides space for office supplies and parking, training and physical fitness areas and administrative offices. It meets guidelines for anti-terrorism Force Protection as well as requirements of the Americans with Disabilities Act.

 

The old vehicle maintenance facility was built in 1960 and was a little over 3,200 square feet. Among other limitations, it could not accommodate the 231st Brigade Support Battalion’s Heavy Expanded Mobility Tactical Trucks. Senator Hoeven toured the constrained maintenance center in Valley City in 2014 and was able to secure funding for the new facility in the fiscal year 2015 government funding legislation.

The parade starts at 2:30-p.m. from Sabir’s Buffalo Grill, moving south and ending at Hardee’s.

 

Jamestown (CSi)  Seven motorcycle clubs are coming together June 3rd to raise money for North Dakota non-profits.

The CMA Dakota Sonshine Riders of Jamestown, Crusaders of Jamestown, Dakota Riders of Valley City, Jamestown HOG Chapter, Individuals of Jamestown, Lunacy of Devils Lake, and the Spirit Lake Riders of Devils Lake are partnering on June 3, 2017 to raise funds for North Dakota Non-Profit organizations.

Two routes of around 260 miles have been planned by the Jamestown HOG Chapter to alleviate expected motorcycle traffic.

Both routes consist of six stops before returning to the Stutsman Harley Davidson, in Jamestown.  Registration will be at 10-a.m. and kickstands go up at noon.

Bismarck  (CSi)  As part of the Drivers License Services Optimization program, the North Dakota Department of Transportation will be reducing where drivers license services will be provided. Some part-time drivers license sites will discontinue operation, and services will be available at other drivers license locations.

The other part-time sites that will no longer be providing drivers license services beginning September 1, 2017 include: Carrington, Lisbon and Wishek will not provide drivers license services. This does not affect motor vehicle registration and title services provided at the Motor Vehicle branch offices in Lisbon.

Drivers License services are available in person or online, and locations in the area include Jamestown, Oakes and Valley City.

An online renewal process will be introduced this year so individuals who choose this option will not need to visit an office every other renewal cycle. More information on this online renewal process will be announced later this summer.

 

MANDAN, N.D. (AP) — The body found along the Missouri River near Mandan has been identified as a missing fisherman.

An autopsy has confirmed the body is that of 57-year-old Darvin Gratz. His brothers, Darren and Steve Gratz, found his body Tuesday following his disappearance May 11. His boat was found abandoned near the Fort Rice ramp.

A statement from the family says the Gratz brothers camped along the river and spent their days searching for Darvin until they found his body near the mouth of the Cannonball River.

The cause of death is pending.

 

 

BISMARCK, N.D. (AP) — The $3.8 billion Dakota Access pipeline is officially in service.

Texas-based Energy Transfer Partners announced Thursday that the line carrying North Dakota oil through South Dakota and Iowa to a distribution point in Illinois has started shipping for customers.

Four Native American tribes in the Dakotas are still fighting in court, hoping to persuade a judge to shut down the line. Tribes and environmental groups fear it might cause pollution. More than half a year of protests in North Dakota resulted in 761 arrests.

President Donald Trump’s administration and the courts allowed the pipeline to be completed earlier this year.

Dakota Access and the Energy Transfer Crude Oil Pipeline from Illinois to the Gulf Coast make up the Bakken Pipeline system. ETP says the system has commitments for about 520,000 barrels daily.

 

MANDAN, N.D. (AP) — Two officials with the Standing Rock Sioux have been acquitted of disorderly conduct charges that were filed during early protests against the Dakota Access oil pipeline.

Tribal Chairman Dave Archambault and Tribal Councilman Dana Yellow Fat were arrested on Aug. 12 for allegedly pushing back against a line of law enforcement officers in North Dakota.

During their trial Wednesday, both men said they were only trying to protect older tribal members. Jurors quickly returned not-guilty verdicts.

The Standing Rock tribe led the opposition against the $3.8 billion pipeline, alleging it threatened drinking water and tribal sites. Hundreds of people were arrested during protests last year.

The pipeline developer denied the claims. The company was allowed this year to build the final leg of the pipeline to move North Dakota oil across South Dakota and Iowa to a plant in Illinois.

 

BISMARCK, N.D. (AP) — A flight attendant from Arizona accused of making bogus bomb threats on two Skywest flights in 2015 has pleaded guilty in federal court in North Dakota.

Twenty-three-year-old Justin Cox-Sever said he wanted to be recognized as a hero. He won’t spend any time in prison.

Cox-Sever was accused of making threats on a July 2015 flight from Charlottesville, Virginia, to Chicago, and a September 2015 flight from Minneapolis to Dickinson, North Dakota. Emergencies were declared on both flights.

He pleaded guilty Thursday to four counts related to interfering with an aircraft. Prosecutors dropped a fifth count.

Judge Daniel Hovland sentenced him to up to five months in a transitional facility, five months on home confinement and three years of supervised release. He’ll serve it in California, where he’s now living.

 

 

BISMARCK, N.D. (AP) — A large portion of nearly $1 million in new federal funding for AmeriCorps volunteer activities in North Dakota is directed to helping grade school children with reading.

Activities supported by the funding include the Reading Corps program. Fifty-three AmeriCorps volunteers will provide reading assistance for students at elementary schools in Bismarck, Fargo, Jamestown, Hazen, Mandan, Northern Cass, and West Fargo.

The federal funds filter through the Corporation for National and Community Service, the agency which administers AmeriCorps.

 

BISMARCK, N.D. (AP) — The North Dakota Legislature’s 141 members have been assigned to committees to study topics that could inspire bills for the next legislative session.

The Bismarck Tribune reports the Legislative Management committee on Wednesday assigned the lawmakers to conduct 50 studies on topics such as state retirement funding, health care and the financial condition of the state’s 11 public colleges and universities.

Each committee will compile a report and any suggested legislation for the 2019 session.

The Legislative Management committee is a 17-member panel that oversees the Legislature’s business between sessions.

Republicans hold more than two-thirds majorities in both the North Dakota House and Senate, and they control the study and committee selection process.

Fargo (CSi)  The Jamestown Blue Jays girl’s soccer  team suffered their first loss of the season Thursday losing to  Fargo Davies 1-0, in the opening round of the state soccer tournament in Fargo.

Davies scored the game’s only goal in the first half.

The Blue Jays, record stands at 14-1.

Jamestown drops to the consolation round and will play today at 2:15pm.

FARGO, N.D. (AP) — North Dakota State University has won this year’s Summit League Commissioner’s Cup.

The award goes to the school with the best overall performance in men’s and women’s athletics. South Dakota State University had won it the past four years.

This year, the University of South Dakota took second, followed by SDSU, IUPUI and Denver.

SDSU won the men’s award, and USD the women’s award. NDSU was second in both categories.

ANAHEIM, Calif. (AP) — The Minnesota Twins turned their first triple play in 11 years and then rallied in the ninth inning on Jason Castro’s two-run single to beat the Los Angeles Angels 4-2 Thursday night.

The Twins overcame two solo home runs from the Angels’ Kole Calhoun, while keeping Albert Pujols stuck at career home-run No.599. Pujols had one single in four at-bats.

Miguel Sano gave Minnesota a 1-0 lead with a homer off Alex Meyer in the second inning.

Calhoun homered in the sixth off Minnesota’s Adalberto Meija and in the eighth off reliever Taylor Rogers (3-1) to put the Angels up 2-1.

The Twins went ahead in the ninth against reliever Jose Alvarez (0-2). Jorge Polanco reached on an error, Eddie Rosario followed with a double, and Castro singled them both in. Bud Norris walked in a final run.

Brandon Kintzler got the last three outs for his 14th save.

The Twins turned a triple play in the fourth, their first since May 27, 2006.

DUBLIN, Ohio (AP) — Jason Dufner putted for birdie on every hole until the last one and shared the lead at 7-under 65 with David Lingmerth at the Memorial.

Jordan Spieth wasted no time getting into the mix. One week after he finished a shot behind at Colonial, Spieth closed with a flourish of birdies at Muirfield Village and was among those at 66.

Dufner hit every green in regulation until his 7-iron to the 18th came up short and into the bunker. He blasted out 12 feet by the hole and missed the par putt. Lingmerth, who picked up his first PGA Tour victory at the Memorial two years ago, also bogeyed his last hole.

Dustin Johnson was on the other end of the spectrum. He didn’t make a birdie and shot 78.

OAKLAND (AP) — NBA Commissioner Adam Silver wants the NBA’s draft-eligibility rules changed. To what, he isn’t sure.

Less than a month away from a draft where about 20 players who completed just one year of college will be welcomed into the league, Silver expects the so-called “one-and-done” rule to be modified — somehow — before too long. But in saying that, Silver also acknowledged that even he isn’t certain what makes the most sense going forward.

Speaking before Game 1 of the NBA Finals, Silver says the current system is “not working for anyone.” Silver says college coaches and athletic directors are among those not pleased. And he says NBA teams realize the players coming into the league are not getting the kind of training they would expect to see.

Climate issues are expected to dominate discussions between Li, who is leading a large delegation of ministers to Brussels, and EU Council President Donald Tusk and European Commission President Jean-Claude Juncker.

KABUL, Afghanistan (AP) — Authorities say at least eight protesters are dead and four police are injured as hundreds of people demonstrate in Kabul for better security in the Afghan capital. More than 1,000 people were taking part in the demonstration Friday in the wake of a powerful truck bomb attack that killed 90 people on Wednesday. Abdul Hafiz Mansur, a member of Parliament from Kabul, says eight protesters were killed by government security forces.

WASHINGTON (AP) — The Trump administration has asked the Supreme Court to immediately reinstate its ban on travelers from six mostly Muslim countries and refugees from anywhere in the world, saying the U.S. will be safer if the policy is put in place. The Justice Department filing to the high court late Thursday argued that lower courts that blocked the Trump policy made several mistakes, including relying on statements President Donald Trump made during the 2016 campaign.

MANILA, Philippines (AP) — Relatives are rushing to funeral homes to see the remains of their loved ones who died in a fire set by a gunman who robbed a Manila casino. The police chief said 36 bodies were found in the smoky gambling room and all died from suffocation and smoke inhalation. A South Korean victim died in the evacuation. And the suspected gunman was found dead in an adjacent hotel.
