There is a chance of thunderstorms over central North Dakota,

Tuesday and early Tuesday evening. A few of the storms over the

far south central into the James River Valley could be strong to

Jamestown (CSi)  The Jamestown Public Works Department informs residents that due to Utility Service Work, WATER SERVICE WILL BE TEMPORARILY SHUT OFF beginning at approximately

7:30 am Tues June 6 for approximately 8 hours in the following areas:

Along 12TH AVE NE between 9th ST NE and 13TH ST NE

Water outages will be temporary  – water service will be resumed as soon as is possible.

This announcement is contingent upon changing weather conditions.

Jamestown (CSi)  The Jamestown City Council met in Regular Session Monday evening at City Hall.  All members were present.

CONSENT AGENDA ITEMS DISCUSSED SEPARATELY:

Council Member Buchanan asked that Items J and K be discussed.

J. Resolution to authorize the issuance of a $2,500,000 Definitive Improvement Warrant with an interest rate of 2% and a term of thirty (30) years to finance the construction and engineering costs on 5th St NE between 12th Ave NE and 27th Ave NE (Paving District #16-42).

K. Resolution to authorize the issuance of a $3,347,000 Definitive Improvement Warrant with an interest rate of 2% and a term of thirty (30) years to finance the construction and engineering costs on 20th Ave SW from Menards to the JRMC (Paving District #16-43).

He questioned if the loan is from the Bank of North Dakota, does that mean the Special Assessments are also for a 30 year period?

City Administrator Jeff Fuchs pointed out that the Specials are expensive, and the 30 year period makes the payments easier.  He said the Specials could be paid off sooner, if preferred.

Both items were approved by the City Council.

REGULAR AGENDA

RESOLUTIONS:

The City Council approved  and authorized the issuance of improvement warrants and exchanging them for $4,090,000.00 Refunding Improvement Bonds of 2017, Series AA, and awarding the sale of $4,090,000.00 Refunding Improvement Bonds to  Robert W. Barron   for the purchase price of  $4,140,364.70  at an average annual net interest rate of 1.67 %.  For two Special Assessement Districts.

ORDINANCES:

The  FIRST READING: Concerning an ordinance to amend and re-enact an Ordinance of the City Code to change the zoning of Approximately 5.3 acres, including Blocks 3, 4, and 5 of Mall Woods Addition, from P-O-C (Public, Open Development and Conservation District) to C-2 (General Commercial District). The property is located at: 900 23rd St SW, 912 23rd St SW and 1024 23rd St SW.

The  FIRST READING: Concerning an ordinance to amend and re-enact Chapter 16 of the City Code pertaining to Solid Waste Management.

A PUBLIC HEARING was held:  Concerning an ordinance to amend and re-enact an Ordinance of the City Code to change the zoning of property located at 901 4th Ave NW, consisting of 8.4 acres, from P-O-C (Park/Open Space/Recreation District) to R-1A (Single Family or Duplex Residential District).

Following the Public Hearing, A SECOND READING: of the Ordinance  was then approved.  Council Member Buchanan said he was aware of public objections, and was disappointed that no one from the public was present at Monday’s meeting to express their concerns.  There had been some written protests filed.

Council Member Buchanan voted in opposition.  Mayor Andersen said 4-of-5 council member yes votes were needed for approval

APPOINTMENTS:

The City Council approved the appointment of Craig Olien, to serve as a member of the Regional Airport Authority to fill the unexpired term of Brent Harris, to  December 2020.  Council Member Phillips voted in opposition.

MAYOR AND COUNCIL MEMBER’S REPORT:

Council Member Phillips pointed out that the Jamestown Downtown Association is working on promotional items adding that on Tuesday a meeting will be held on trafficking.

Council Member Buchanan added that a number of recreational vehicles are parked on the wrong side of the street.

The issue will be brought to the June Police Committee meeting for discussion.

OTHER BUSINESS:

The City Council approved recognizing the Jamestown Area Youth Baseball as an other spirited organization and to authorize the issuance of a calendar raffle permit with drawings to be held June 2017 thru August

Approved  recognizing the Jamestown Area Youth Softball as an other spirited organization and to authorize the issuance of a calendar raffle permit with the drawings to be held July 1 thru August 31, 2017.

The City Council   approved   a final payment to Champion Coatings, Inc., for the 1.5MG Cavendish Water Tower Recoating and Repairs Project, in the amount of $23,270.00.

The City Council  approved accepting the Temporary Construction Easements for the 20th Street St SW from JRMC to Menards roadway construction from the following property owners:

1) John A. Corell and Brenda J. Corell, in the amount of $544.00.

2) Liechty Associates, LLP, in the amount of $292.00.

3) Anne Carlsen Center, in the amount of $76.00.

4) Lutheran Charity Association d/b/a Jamestown Hospital, in the amount of $82.00.  The figures based on square footage.

Approved re-advertising and reject all bids, for the Cell 4A Liner & Cell 2/3 Partial Final Cover for the Jamestown  Municipal Solid Waste Landfill.

Approved  accepting additional road right-of-way for the 20th St SW – Menards to JRMC, from the following property owners:
1) Liechty Associates, LLP, in the amount of $9,926.00.
2) John A. Corell and Brenda J. Corell, in the amount of $42,773.67.

Jamestown  (CSi)  Jamestown Mayor Katie Andersen reminds residents of continued street/road construction in Jamestown.

On Monday’s Wayne Byers Show on CSi Cable 2, she said, currently 5th St NE between 12th Ave NE & 17th Ave NE is closed to through traffic due to road construction.  The closure will continue for approximately 3 – 4 weeks.

Motorist should use extreme caution in this area and use alternate routes as necessary.

Also, residents along 5th Street Northeast are being informed about limited access to their property as paving is on-going in conjunction with paving to the Two Rivers Activity Center.  The work is expected to be completed in time for the TRAC opening in August this year.  Infrastructure work has already been completed on 5th Street Northeast.

Mayor Andersen added that utility work has started on the new road between Menard’s and Jamestown Regional Medical Center, followed by paving.

She said infrastructure replacements have been scheduled in sections of Jamestown this summer where the old lines are being replaced.

The Northeast section of Jamestown is this year seal coat project.

Motorist should use caution or find alternate routes of travel.

 

Valley City  (CSi)  Ride for the Line, on Saturday June 10th at noon.  Sign up from 10-a.m., to noon at Stoudt ross Ford on Winter Show Road.  The Ride starts at noon rain or shine.

The proceeds from the $15 per rider, will benefit the Sheyenne Valley Backing the Badge and their mission to support local emergency personnel.

The Route includes stops in Katheryn, Ft. Ransom , Litchville, and Sanborn before returning to Valley City.

Refreshments will be served prior to launch.

Valley City  (CSi)  CHI Mercy Health is hosting an Effective Communication Seminar on Tuesday, June 20, 2017 from 5:30 pm – 9:00 pm.

Stephane Mayfield says, a  complimentary dinner will be served at 5:30pm and the course will begin at 6:00pm.  The free event will be held at Our Savior’s Lutheran Church Fellowship Hall, located at 138 3rd St. NW, Valley City.

The program is  to enhance self-awareness and learn more about the acceptance of others through a COLORS personality test.  We will also learn about the ground rules for healthy communication and how to avoid communication pitfalls, you’ll be sure to walk away from this event with a fresh perspective.

This seminar will focus on developing and refining healthy communication skills and techniques that can be used with partners, friends, children, co-workers and others.  All of which will lead to reduced stress and healthier interactions with the important people in your life.

BERTHOLD, N.D. (AP) — Officials say a registered sex offender from Alabama wanted on numerous felony warrants has been hiding out in North Dakota.

Authorities say the 41-year-old man was convicted of sexually abusing a child in North Dakota among other felonies. Police say the man was a passenger in a vehicle stopped in Berthold. He was arrested for providing false information and drug possession.

Ward County jailers ran a fingerprint check and learned he was wanted in Alabama. He was booked into the jail Friday and is expected in court Monday afternoon.

 

Bismarck  (CSi)  The North Dakota Department of Transportation (NDDOT) has published a draft of the Statewide Transportation Improvement Program (STIP) and it will be available for comment from June 5, 2017 to July 6, 2017.  The STIP is a four-year program of transportation improvements that are funded with federal highway and transit monies.  Improvements include projects on the state and county highways, urban streets, roadway safety features, bikeways, as well as busing programs, which will be funded with federal funds.

 

An electronic copy of the draft STIP is located on the NDDOT’s website at www.dot.nd.gov  by clicking on “Publications” on the top of the page, then clicking on the “2018-2021 Draft STIP (Statewide Transportation Improvement Program)” link under the Plans and Reports section.  Copies are also available for viewing at the district offices, or individual copies may be obtained from Chad M. Bismarck  (CSi)  Gov. Doug Burgum has accepted an invitation from the White House to meet Thursday with President Trump, senior administration officials, fellow governors, mayors and other stakeholders on ways to improve the nation’s infrastructure through partnerships.

 

The invitation came after Burgum spent time with U.S. Secretary of Transportation Elaine Chao during Wednesday’s Drone Focus Conference in Fargo, including a one-on-one discussion about how federal investment in transportation infrastructure can have a greater economic impact locally. Lt. Gov. Brent Sanford will join Burgum for the June 8 meeting at the White House.

 

“This is a tremendous opportunity to advocate for North Dakota priorities and highlight our transportation, energy and infrastructure issues to the highest office in the land,” Burgum said. “We are deeply grateful for the chance to help shape the national dialogue and make an impact with key decision makers on issues critical to our economic health at the local, state and national levels.”

 

Because of the meeting’s timing, Burgum will be unable to attend Thursday’s Innovative Education Summit at Legacy High School in Bismarck, which will feature several national speakers and hundreds of participants from across the state.

 

“The educators and community leaders participating in the summit have my highest respect and confidence,” Burgum said. “Their dedication to our students is evidenced by the more than 500 slated to attend. We all want to help students compete and succeed in the 21st century economy, and our shared interest in transforming our education system means this will be the first of many opportunities to engage on this important topic.”

In sports…

Valley City  (CSi-VCSU)  VCSU’s Mark Potts was named the North Star Athletic Association Sports Information Director of the Year, the conference announced Wednesday, May 24, during the NSAA Summit meetings in Watertown, S.D.

Potts has served as sports information director since 2013. Under his guidance, Viking athletics has improved its presence online and on social media. This year he led the creation of a new VCSU athletics mobile app in conjunction with SIDhelp. The app launched in January and has been downloaded by about 650 users.

He took on a large role in the revamped Viking Awards Banquet this spring and the first North Star Baseball Honors Banquet, held in Valley City ahead of the NSAA Baseball Championships. He also served as tournament SID for the Baseball Championships.

On a day-to-day basis, Potts is responsible for all VCSU athletic publicity, including communication with local media, stats and record keeping, stories, photos and videos. He also oversees VCSU’s live video streaming of home events and various aspects of game management.

Potts will now be nominated for the NAIA Sports Information Director of the Year Award.

 

Jamestown (CSi)  The Jamestown Parks and Recreation Department will be holding summer track meets every Wednesday in June beginning at 5:00 p.m. at Taylor Stadium.  Competition age levels are 2 years old and up.

Events will include the “Guess Your Time” Mile, 50, 100, 200, 400 meter dashes, 4 x 100 relay and softball throw and standing long jump.  Parking will be available in the east parking lot.  For more information, please contact the Parks and Rec office at 252-3982.

Bismarck   (CSi)  North Dakota deer hunters are reminded the deadline for submitting applications for the 2017 gun season is June 7. Hunters are encouraged to apply online at the state Game and Fish Department website, gf.nd.gov.

The deadline applies to muzzleloader, regular gun, gratis and nonresident landowner, and youth antlered mule deer applications (specifically for antlered mule deer in units 3B1, 3B2, and 4A-4F).

A new law passed by the North Dakota State Legislature allows youth who turn age 11 before the end of the calendar year to receive a whitetail doe license valid for only the youth deer hunting season. Therefore, 10-year-olds who turn age 11 in 2017 are eligible to receive an antlerless whitetail license. Hunter education is not required until the youth turns age 12.

State law requires residents age 18 or older to prove residency on the application by submitting a valid North Dakota driver’s license number or a North Dakota nondriver photo identification number. Applications cannot be processed without this information.

Gratis applications received on or before the regular deer gun lottery application deadline (June 7) will be issued an any-legal-deer license. As per state law, gratis applications received after the deadline will be processed based on licenses remaining after the lottery – generally only antlerless licenses remain.

The application deadline for regular statewide youth deer licenses is Sept. 1.

WASHINGTON (AP) — The White House says President Donald Trump will not assert executive privilege to try to block testimony by fired FBI Director James Comey. Spokeswoman Sarah Sanders says the president’s power to invoke privilege is “well-established.” However, she says Trump will not take that step in order to ensure a “swift and thorough examination of the facts” related to Comey’s firing and the multiple investigations into Russia’s election meddling.

WASHINGTON (AP) — President Donald Trump is once again criticizing London Mayor Sadiq Khan on Twitter. The president tweeted that Khan had offered a “pathetic excuse” for an earlier tweet saying Londoners had ‘no reason to be alarmed.’ Trump incorrectly said Sunday that Khan was telling people not to be alarmed over the terrorist attack when the mayor was actually telling people not to be alarmed by the city’s increased police presence.

LONDON (AP) — An Australian newspaper says a 34-year-old Brisbane woman is recovering from the London attacks after being stabbed in the neck. Candice Hedge’s father says his daughter was hiding under a table at a restaurant when one of the attackers came up behind her and slashed her throat with a knife.

NORRISTOWN, Pa. (AP) — Bill Cosby’s TV daughter says she’s in attendance at a suburban Philadelphia courtroom on the first day of the actor’s sexual assault trial to show support. Keshia Knight Pulliam played the 79-year-old comedian’s youngest daughter, Rudy, on the top-rated “Cosby Show.” She said Monday that her truth is to be at court and to be supportive. She says she will accept whatever verdict is handed down.

ORLANDO, Fla. (AP) — A Florida sheriff has identified a man suspected of fatally shooting five former co-workers and then killing himself. Orange County Sheriff Jerry Demings says 45-year-old John Robert Neumann Jr. was responsible for the deaths Monday morning at Fiamma, an Orlando-area RV awning business.
