MANDAN, N.D. (AP) — Morton County officials say all jail inmates have been transferred to the new combined Burleigh/Morton County Detention Center in Bismarck.

The new 213,000-square-foot facility can hold 525 inmates with a capacity to expand to 1,000. The $70 million jail was funded by a temporary half-percent sales tax approved by voters in 2014.

Authorities say the new facility will help arresting officers compete their paperwork in a timely manner while others complete the booking process.

Twelve Morton County Detention Center employees have transferred to the new detention facility while other staff members have taken positions within the sheriff’s department. The Morton County facility will only allow inmates to be held up to eight hours as they await transport or court appearances.

ISMARCK, N.D. (AP) — The North Dakota Supreme Court is hearing arguments in a case involving gas and mineral rights taken by the government for construction of a dam.

Oil industry representatives, state officials and others filled the courtroom Monday at the state Capitol in Bismarck where attorneys for the William Wilkinson family argued the government’s actions were unconstitutional.

Wilkinson attorney Josh Swanson believes the case could impact mineral rights owners up and down Lake Sakakawea whose property was acquired for Garrison Dam.

There’s uncertainty over mineral ownership under Lake Sakakawea and the Missouri River with multiple parties claiming ownership. Assistant Attorney General Jennifer Verleger says the state only wants to claim its rightful ownership.

BISMARCK, N.D. (AP) — Oil industry leaders say companies’ process of applying new fracking techniques to older wells in North Dakota’s Bakken oil patch has the potential to recover more oil without increasing the footprint on the land.

Operators are targeting wells drilled between 2008 and 2010, the early years of Bakken development before fracking technology advanced. The energy industry uses the technique to extract oil and gas from rock by injecting high-pressure mixtures of water, sand or gravel and chemicals.

Justin Kringstad is the director of the North Dakota Pipeline Authority, which recently analyzed the wells. He says most of the 140 wells in the Bakken that have been refractured saw an increase in oil production from 200,000 to 250,000 barrels.

MINOT, N.D. (AP) — The case of a slain 18-year-old student at Minot State University remains a mystery 10 years later.

Anita May Knutson was found stabbed to death in her apartment on June 4, 2007. No one has been arrested or charged in the case, a fact that bothers family members and law enforcement.

Dave Goodman is the lead investigator of the Knutson case and is one of the few remaining officers who were involved from the beginning. He says no one has been cleared in the case, producing a “large circle” of possible suspects.

Investigators won’t release all evidence to the public because they say it could jeopardize the investigation.

Police still think they’ll receive a tip in the case.

BISMARCK, N.D. (AP) — The company behind the proposed Keystone XL pipeline has asked the U.S. State Department to pause its review of another pipeline that would carry oil from northwest North Dakota into Canada.

TransCanada Corp.’s Upland Pipeline would originate about 15 miles southwest of Williston and transport up to 300,000 barrels of crude per day north of the border.

Spokesman Matthew John says the company wants to pause the U.S. review to better align the timing with TransCanada’s proposed Energy East Pipeline System, which is related to the Upland Pipeline and under review by Canadian regulators.

The Upland Pipeline also needs approval of North Dakota regulators.
