Jamestown (CSi) Interstate Engineering along with Border States Paving, and Jamestown City officials Wednesday gave an update on the 5th Street Northeast street construction project, between 12th Avenue and 27th Avenue, Northeast.
Luke Wiese with Border States Paving, said the recent rain on Wednesday has slightly slowed progress on Phase One of the project that goes to 17th Avenue. On Wednesday crews were pumping water. He said it may be another day or two before the mud dries to allow progress to continue.
Earlier this week, on Monday the fabric and gravel were installed on this phase.
Concrete has been ordered for curbs with installation to possibly start on Monday next week, and take about 2-3 days to complete.
The valley gutters will then be installed, along with inlet and manhole work, followed by paving lifts.
He said Phase One also includes the installation of sidewalks and striping.
The street leads to the new Two Rivers Activity Center (TRAC) set to open in mid August this year.
He added that after the 4th of July Phase Two will start, in the area past Eastwood Drive, anticipated around July 8th.
The Phase Two completion date of the project is September 15, 2017, and Phase III & IV of the project October 15, 2017.
He said that access to properties along the construction route will be maintained, with traffic rerouted as the concrete paving is installed and cured.
Affected residents will be notified of the work schedule.
Also on hand at the meeting were Travis Dillman, Steve Thompson and Ben Aaseth from Interstate Engineering, and Street Foreman Harold Sad along with Justin Liebig from the City Street Department.
The City of Jamestown received a 2018 grant award of $276,953 from the NDDOT Transportation Alternatives Program.
City Administrator Jeff Fuchs says the grant will allow construction of additional sidewalks on 12th Ave NE, from 5th St NE to 13th St NE, then east on the Airport Road to the JHS entrance and south to the High School. It also includes sidewalk between the High School and TRAC as well as funding from TRAC east to Eastwood Drive.

NDFU President, Mark Watne says, “Adding value to commodities through in-state processing facilities, especially farmer-owned facilities, is something we strongly support. I would encourage farmers to attend upcoming investment offering meetings. This could be a good avenue to improve farm income.”
NDSP is offering 9,000 to 12,000 total units for sale at $10,000 each. Minnesota Soybean Processors is making a $60 million investment to purchase 6,000 units and will serve as the company’s managing member. A minimum investment of four units or $40,000 is required to invest in the project.

BISMARCK, N.D. (AP) — The North Dakota attorney general says an alarming number of mostly elderly residents are falling victim to sweepstakes scams.
Wayne Stenehjem says those victims have suffered losses of $366,000 in the last 12 months. He says older people who live alone are favorite targets of scam artists.
Most of the victims believed they had won valuable prizes but had to pay assorted fees and taxes before their winnings could be released. Stenehjem says one 80-year-old woman was told she won $2.5 million and wound up paying more than $50,000 in fees. She never received the prize money.
The attorney general says family members should talk to parents and relatives about the scams.
FARGO, N.D. (AP) — A federal judge has handed a lifeline to efforts to block the Dakota Access pipeline.
U.S. District Judge James Boasberg ruled Wednesday that the Army Corps of Engineers didn’t adequately consider the possible impacts of an oil spill where the pipeline passes under Lake Oahe (oh-AH’-hey), a wide area of the Missouri River, in North Dakota.
Boasberg says the Army must redo its environmental analysis in certain sections and he’ll consider later whether the pipeline must halt operations in the meantime.
The Standing Rock Sioux tribe, which has led opposition to the pipeline, called it a “significant victory.”
A spokeswoman for Texas-based Energy Transfer Partners, the pipeline’s developer, didn’t immediately respond to messages.
FARGO, N.D. (AP) — Drone technology is helping some farmers in North Dakota keep tabs on their livelihood like never before.
Jeremy Wilson has been planting corn, soybeans and wheat in the Fargo area for nearly two decades and has seen his share of advancements in technology. Wilson says the relatively inexpensive drone technology is giving him a new aerial look at his fields and fertility issues. He says it helps him spend less time and money and be more productive.
Agricultural companies, including Peterson Farms Seed, are also exploring the ways drones can be used in crop development. Peterson spokesman Nolan Berg says that rather than walking into a field or taking a look from a pickup truck, drones provide a whole new perspective on field conditions.
BISMARCK, N.D. (AP) — A county job development authority in the North Dakota oil patch has launched a unique initiative aimed at building a regional workforce less susceptible to the boom-and-bust cycle of the oil industry.
The McKenzie County Skills Initiative brings together job training programs, classes and services offered by the University of Mary, Williston State College, and the state-sponsored TrainND program and North Dakota Small Business Development Center. They’re centralized at the new $57 million community center in Watford City.
Organizers say the initiative could help job-seekers with everything from computer skills to truck driving skills.
The initiative comes at a time when energy production is increasing after a recent slowdown. But Job Service says more than one-third of the 3,000 job openings in northwestern North Dakota aren’t in the oil fields.
BISMARCK, N.D. (AP) — Members of North Dakota’s congressional delegation have issued statements saying their thoughts and prayers are with a colleague who was shot and wounded during practice for a charity baseball game in a Washington suburb.
Rep. Steve Scalise of Louisiana was hospitalized after being shot in the hip. Several other people were injured.
North Dakota U.S. Sens. John Hoeven and Heidi Heitkamp and U.S. Rep. Kevin Cramer all condemned the attack and lauded Capitol police for their actions in stopping the gunman.
Hoeven, Heitkamp and Cramer are not on the congressional baseball teams.
BISMARCK, N.D. (AP) — A former deputy U.S. marshal in North Dakota has been sentenced to three years in prison for spying on young women in Bismarck dressing rooms.
Thirty-year-old Michael Rivera was convicted in February of misdemeanors including surreptitious intrusion and creating and attempting to create sexually expressive images. He was found not guilty of more serious felony charges.
Rivera was sentenced in state court Tuesday, and ordered to get sex offender treatment while in prison.
Rivera was sentenced in May in federal court to seven years in prison on child pornography charges. Authorities say the images were found on Rivera’s computer as police were investigating the dressing room allegations.
Rivera will serve the federal sentence first.

In world and national news…
ALEXANDRIA, Va. (AP) — Lawmakers are returning to the Capitol and, they hope, to some semblance of normalcy a day after a rifle-wielding attacker opened fire on Republican lawmakers as they practiced for a charity baseball game. House GOP Whip Steve Scalise of Louisiana was critically wounded in the attack that also injured aides and Capitol police. The assailant, who had nursed grievances against President Donald Trump and the GOP, fought a running gun battle with police before he, too, was shot and later died.
WASHINGTON (AP) — The tragic shooting rampage directed at members of Congress practicing for a charity baseball game may revive by-now familiar arguments about restrictions on the sale of arms. But advocates of tougher gun control aren’t taking for granted that the incident will advance their position. The tough political rally is that changing gun laws to further restrict access to these weapons has been, and remains, a steep climb in Washington.
PHOENIX (AP) — Survivors of the 2011 mass shooting in Arizona at an event hosted by former U.S. Rep. Gabby Giffords say the recent attack on lawmakers at a congressional baseball practice in Virginia shows how vitriolic political discourse has become. Ron Barber, who took over Giffords’ seat in Congress, called for an end to the harsh rhetoric and personal attacks in politics. Other victims said the recent shooting reignited strong feelings about the need for gun control.
LONDON (AP) — Labour leader Jeremy Corbyn has toured the area near the west London tower block devastated by a fire, meeting with volunteers helping victims and promising to get to the bottom of what happened. Corbyn said Thursday that “the truth has got to come out and will come out” as he visited volunteers helping after the Grenfell Tower fire in which at least 17 people died and hundreds were left homeless.
WASHINGTON (AP) — President Donald Trump is taking to Twitter denounce reports that the Russia investigation is widening to examine whether he tried to obstruct justice. In a tweet early Thursday, Trump said: “They made up a phony collusion with the Russians story, found zero proof, so now they go for obstruction of justice on the phony story. Nice.”
