Jamestown, ND (KCSi-T.V. News Feb 11, 2013) — The Jamestown City Engineer’s Office reported on Monday, that city crews were plowing the snow Emergency Routes as necessary.
Snow plowing in the residential areas began on Monday, (Feb 11, 2013), and will continue until completed.
City crews were in the DOWNTOWN area Monday night, and continue during the night.
FARGO, N.D. (AP) – Interstates that were shut down by a blizzard in the eastern Dakotas have all reopened.
Interstate 29 reopened Monday afternoon between Watertown, S.D. and Fargo, N.D. It earlier reopened between Watertown and Sioux falls to the south and Fargo and Grand Forks to the north. I-94 in North Dakota has reopened between Fargo and Jamestown. I-90 in South Dakota has reopened between Sioux Falls and Wall.
The storm that brought heavy snow and strong winds contributed to numerous accidents, including a seven-vehicle chain-reaction crash on I-94 in southeastern North Dakota. The Highway Patrol says there were only minor injuries.
Patrol troopers and snowplow drivers rescued several stranded motorists in the region.
Jamestown, ND (KCSi-T.V News) — The District 12 and 29 Republicans have set the next Lincoln Day Dinner.
On Monday’s (Feb 11, 2013) Wayne Byers Show on CSi Cable 2, spokesperson Joyce Heinrich said the dinner and pie auction is set for Friday February 15, 2013, at the Gladstone Inn in Jamestown.
The social is at 6:30-p.m., with dinner at 7-p.m.
The dinner will be pasta with crabmeat, or pasta with chicken.
The scheduled guest speaker is North Dakota Attorney General, Wayne Stenehjem.
Former North Dakota Senator David Nething will be honored for his 46 years of service.

The cost is $20 for an individual, or $35 per couple.
The Pie Auction will follow as the Distric 12 and 29 fundraiser.

Jamestown, ND (KCSi-T.V. News Feb 11, 2013) — The Jamestown City Planning Commission has approved a zone change for two lots in the Hillcrest Addition.
The lots, that are zoned residential, are in conjunction with the planned expansion and renovation by Eventide at Hi-Acres, in Northeast Jamestown.
The City Council, must approve the Planning Commission recommendation and if so the lots will be rezoned to POC public use, open development and conservation that would allow uses of a lot zoned P-O-C as a senior living facility if plans meet the requirements of a planned residence district.
BISMARCK, N.D. (AP Feb 11, 2013) – A North Dakota lawmaker says parents seeking divorce should have to wait at least six months and undergo mandatory counseling before breaking up.
District 24 Rep. Naomi Muscha of Enderlin told the House Judiciary Committee on Monday that it’s easier to get divorced in North Dakota than it is to get married.
She says the bill is aimed at helping parents understand responsibilities before the split is final.
Bismarck divorce attorney Sherry Mills Moore says many couples seeking divorce have already had counseling.
She says delaying a divorce leaves children in limbo. Moore also says counseling is expensive and many residents don’t have easy access to counseling services.
A similar measure failed in the Legislature two years ago.
That bill required a yearlong wait and 10 hour-long counseling sessions before the split was final.
BISMARCK, N.D. (AP) – United Blood Services of the Dakotas is urging people to donate blood in the wake of the weekend blizzard in the region to ensure a stable blood supply.
The organization says the storm forced the cancellation of several blood drives, and few donors were able to venture out Monday in the aftermath of the blizzard.
United Blood Services of the Dakotas has North Dakota offices in Bismarck, Fargo and Minot, and South Dakota offices in Aberdeen, Mitchell and Rapid City.
MINOT, N.D. (AP) – A North Dakota man has signed a plea agreement in a drunken driving crash that killed an 84-year-old woman.
Merrill Mann Jr., of New Town, is charged in federal court with involuntary manslaughter. He faces a maximum penalty of eight years in prison.
Authorities say Mann’s blood alcohol content was more than twice the legal limit when he caused a crash west of New Town on April 20.
The accident killed Roberta Kiwimagi, who was a passenger in a van that collided with Mann’s pickup.
A plea hearing has not been scheduled.
WASHINGTON (AP) – Army veteran Clinton Romesha (ROH’-muh-shay) has received the nation’s highest award for military valor. But Romesha says he’s “feeling conflicted” because he’s reminded of the eight friends he lost in battle. The 31-year-old who lives in Minot was recognized at the White House for his courageous leadership despite being wounded during a 2009 firefight in Afghanistan. shows that farmland values in North Dakota last year jumped 46 percent on average over the year.
WASHINGTON (AP) – The wife of a North Dakota service member killed in action will be U.S. Senator Heidi Heitkamp’s guest for the State of the Union address. Heitkamp says she will bring Adrienne Linde as her guest for tonight’s speech. Linde’s husband, Darren, was killed in December while serving with the North Dakota National Guard in Afghanistan.
BISMARCK, N.D. (AP) – A measure that would have given residents a break from paying state income tax this year and next was defeated by the state House. The House voted 63-23 to kill the bill yesterday. Tax analysts estimated that North Dakota’s treasury would have taken a more than $1 billion hit over the next two years if the measure passed.
FARGO, N.D. (AP) – A new report shows that farmland values in North Dakota last year jumped 46 percent on average over the year.
The report is from the North Dakota Chapter of the American Society of Farm Managers and Rural Appraisers. Agweek reports ) that it is based on the observations of professionals and on documented sales.
Society board member Charles Peterson says land values doubled from 2009 to 2012 in nearly all regions of the state.
Peterson says more investors are looking to buy land because they hope land values and rental rate returns will beat other investments like CDs that aren’t keeping up with inflation.
North Dakota State University farm management specialist Andy Swenson also says farmers have had six good years of profitability, and have the cash to buy land.
BISMARCK, N.D. (AP) – The North Dakota Senate has endorsed the addition of three new judgeships in the state to keep up with increased caseloads caused by record oil development.
The Senate voted in favor of the measure on Monday.
North Dakota Chief Justice Gerald VandeWalle appealed state lawmakers during his State of the Judiciary speech last month to add two judgeship in the epicenter of the oil boom in northwestern North Dakota, and one judgeship in Fargo.
Budget analysts estimate the cost to establish the judgeships will be about $1.7 million.
BISMARCK, N.D. (AP) – Upper Great Plains states have the lowest home mortgage delinquency rates in the nation.
Homeowners around the country who took on mortgages well after the housing bubble burst are doing a better job keeping up with payments. Credit reporting agency TransUnion says the trend is helping bring down the U.S. mortgage delinquency rate to the lowest level in four years.
The percentage of mortgage holders at least two months behind on payments fell to 5.19 percent in the last three months of 2012. That’s down nearly 14 percent since the last three months of 2011.
North Dakota’s delinquency rate was 1.53 percent; South Dakota’s 1.97 percent; and Nebraska’s and Alaska’s 2.20 percent.
The late-payment rate has improved because of several factors, including rising home prices and low interest rates.

BISMARCK, N.D. (AP) – Time is running out for hunters to submit license applications for North Dakota’s spring wild turkey season.
The state Game and Fish Department says midnight Wednesday is the deadline.
Game and Fish is offering 5,930 wild turkey licenses for the spring hunt. They’re available only to North Dakota residents. The season opens April 13 and runs through May 19.

UNDATED (AP) – A loss early last week wasn’t enough to knock Indiana from its perch atop the AP Top 25, after a week in which four of the top five teams in the poll suffered losses
The 21-3 Hoosiers got 26 first-place votes and are the first team in over a month to hold onto the top ranking.
Duke was the only one of the top five teams without a loss and moves up from fourth to second with 20-first-place votes.
Miami received 17 No. 1 votes and jumped from eighth to No. 3. It’s the Hurricanes’ highest ranking ever. Michigan dropped one spot to fourth, while Gonzaga, which got the other two first-place votes, moved up one spot to fifth.

A source familiar with the contract says Vick could earn up to $10 million in 2013 if he meets all his performance incentives, and the team will void the remaining two years on March 15. The test is seen as a crucial step toward Pyongyang’s goal of building a bomb small enough to be fitted on a missile capable of striking the United States. The U.N. Security Council holds an emergency meeting today.
WASHINGTON (AP) – President Barack Obama calls the North Korean nuclear test “provocative” and a security threat. Several other countries joined the U.S. in condemning the test. Obama says the U.S. will “continue to take steps necessary to defend ourselves and our allies.”
