Mid morning update…
The North Dakota Department of Transportation (NDDOT) and the North Dakota Highway Patrol (NDHP) have temporarily closed eastbound and westbound lanes on I-94 from Jamestown to Valley City due to a traffic incident 3 miles east of Jamestown at mile marker 265, that occurred about 8:30 AM.
The accident started with semi losing its load and ending up in a ditch in the eastbound lanes.
Ambulances and wreckers have been called to the scene, along with law enforcement agencies of the North Dakota Highway Patrol, Stutsman County Sheriff’s Office
Scanner reports say there is zero visibility with snow and blowing snow, Monday morning, with several accidents during the morning hours.
Many vehicles are in the ditches on the Interstate and other roadways in the Stutsman County area.

The North Dakota Department of Transportation (NDDOT) and the North Dakota Highway Patrol (NDHP) have closed I-29 from Grand Forks to the Canadian Border due to blowing snow and drifting at interchanges, creating zero visibility and hazardous driving conditions.

A Travel Alert is still in effect for, Wahpeton and surrounding areas due to high winds causing blowing snow to stick to the roadway creating areas of scattered ice.
Jamestown ND (KCSi-T.V. News) Feb 17, 2013) – – The Jamestown City Fire Department responded to two calls, Sunday.
At noon, two units with 22 fire fighters went to Roseadele at 1505 Third Street Southeast, to a cooking fire.
The fire was out on arrival with smoke being vented from the building.
Then at about 7-p.m., units responded to a call of an individual burning wet wood.
After further investigation of the call, the units were called back, not being needed.
Jamestown, ND (KCSi-T.V. News) — The James River Humane Society reminds residents that the biggest event of the year is just around the corner.
On Friday’s Wayne Byers Show on CSi Cable 2, President, Jennifer Barnard said, the annual Potato Bar and Silent Auction will be held March 9, 2013, at the Knights of Columbus Hall in Jamestown.
Tickets are $10 and includes entry for the raffle, as well as the meal.
She pointed out some of raffle items donated so far.
Those include a gift card for a spa day at Top Designers, a beautiful picture from Simply Home, golf packages from Hillcrest, amazing baskets and gift cards from local merchants, a bug deflector from RealTruck.com and more.
Anyone interested in purchasing tickets or having items to be donated for the event contact Jennifer Barnard at 320-4962, of the the shelter at 252-0747.
They are looking for baked goods for dessert at the Potato Bar, and those interested in donating may drop off items at the KC’s that day.
Also, needed are ticket sellers.

All current members of JRHS (not just board members) are invited to attend and vote for next year’s officers. Ms. Barnard added that she’s stepping down as president, after serving for three and a half years.
The meeting will be held at Hardee’s at 6:30pm, which is earlier then previous years, so note the time change for this year.
Ms. Barnard pointed out that later this month the shelter and veterinary clinics in Jamestown, Valley City, and Carrington, will offer reduced costs for spaying and neutering pets. She said to call the vets for more information.

On Friday’s (Feb 15, 2013) Wayne Byers Show on CSi Cable 2, Rick Walentine said, an accomplished classical/jazz saxophonist, bassoonist and composer, Peterson has performed extensively throughout the United States and Europe with the Transcontinental Saxophone Quartet as well as with the Hard-Bop Jazz Saxophone Quartet, Post-Traumatic Funk Syndrome, Fargo-Moorhead Symphony and FM Symphony Wind Quintet. He is the winner of the top prize at the International Geneva Saxophone Concours and MTNA National Music Competition.
Peterson holds degrees from Youngstown State University, Le Conservatoire de Bordeaux and Bowling Green State University. He is instructor of saxophone, bassoon and jazz ensemble at Concordia College.
He will be joined by Doug Neill on bass, Joel Thompson on drums and Mary Marshall on piano.
The series concludes with the Sonic Escape instrumental ensemble on Saturday, March 23. Sonic Escape is a flute-violin-cello trio of Juilliard graduates performing original works, arrangements and improvisations.
Jamestown, ND (KCSi-T.V. News) — The Frontier Village Association has discussed hosting a World Fast Draw Association event in August, this year, providing $5,000 for expenses can be raised.
The Jamestown Shootout and is scheduled for August 9-10, 2013 and is listed on the WFDA’s Facebook page as a sanctioned event.
Jamestown hotels will be contacted for sponsorships, in exchange for a listing in the WFDA National Registry.
It was noted that guns used in WFDA events fire blanks or wax bullets to break paper targets or balloon, to find the fastest and most accurate shooters.
Contestants also dress in cowboy regalia, often in the style of older western movies.
The board unanimously approved the Executive Committee reviewing applications for the currently vacant Frontier Village manager’s position.
Recommendations will be made to the full board at its next regular meeting.
The seasonal summer position is 26 hours per week at $10 an hour.

GRAND FORKS, N.D. (AP) – The North Dakota Supreme Court has ruled that a Grand Forks attorney is incapacitated and cannot practice law.
Lee R. Finstad applied for incapacitated status Thursday. He says he experiences anxiety, thoughts about Vietnam and flashbacks. He says this has resulted in his being unable to practice law.
The court granted Finstad’s request and ordered that his clients be notified.
Finstad specialized in veterans’ issues and served briefly as veterans’ service officer for Grand Forks County. The county commission terminated him in September.
FARGO, N.D. (AP) – One year after four students at North Dakota State University died in a traffic crash family and friends say they are still trying to move on from the tragedy.
The four freshmen were from far-flung suburbs of Minneapolis and were heading back to school after President’s Day weekend last Feb. 20 when they were killed in a three-vehicle crash near Alexandra. Killed were 18-year-olds Lauren Peterson of Prior Lake, Megan Sample of Rogers and Danielle Renninger of Excelsior; and 19-year-old Jordann Playle of Elk River.
They are still trying to understand why the tragedy happened.
The NDSU student government plans to mark the anniversary by planting four trees on campus.
BISMARCK, N.D. (AP) – North Dakotans could get a tax credit for making a contribution to a nonprofit organization that operates a homeless shelter in the state under a Senate bill that unanimously passed the Senate last week. It now heads to the House.
It’s one of several bills being heard in the Legislature this week.
Michael Carbone, director of the North Dakota Homeless Coalition, says increased donations will help. He told The Associated Press that the state has an immediate need for at least 1,500 beds statewide.
Carbone says people are coming from across the country to North Dakota, drawn by the state’s strong oil-fueled economy. He says the housing shortage in western North Dakota’s oil patch has swelled throughout the state.
BISMARCK, N.D. (AP) – The number of concealed weapons permits and renewals in North Dakota 2012 increased by 55 percent across the state.
In 2011, a total of 5,634 permits and renewals were issued statewide for concealed weapons. That included 114 issued to nonresidents.
In 2012, the total rose to 12,614, of which 199 were issued to nonresidents.
Gerard Zlotkowski is a certified concealed weapons instructor in McIntosh County, the chief deputy for the McIntosh County Sheriff’s Department and a certified law enforcement firearms instructor.
He says people are “clamoring” to get a license before they might be unable to get one.
Zlotkowski teaches one class a month with about 10 people. He says most of his students already own guns and are shooters.
BISMARCK, N.D. (AP) – Governor Jack Dalrymple (DAHL’-rimp-ul) says the State Water Commission will cover the $45,000 cost of a study for a flood protection project along the Souris River.
The study is required by the U.S. Army Corps of Engineers to help determine if the federal government will share in the costs of permanent flood protection for the city of Minot and surrounding areas
The Souris River flooded more than 4,000 homes and businesses in the summer of 2011.

HOUSTON (AP) – Sunday’s NBA All-Star game featured the usual array of offensive eruptions ending with a combined 281 points, 116 baskets, 26 three-pointers and 35 turnovers.
Kevin Durant was the top scorer, delivering 30 points as the West beat the East 143-138 in Houston. Game MVP Chris Paul finished with 20 points, 15 assists and four steals, while Clippers teammate Blake Griffin added 19 points on 9-of-11 shooting.
Carmelo Anthony had a team-high 26 points for the East, while Dwyane (dwayn) Wade added 21 and seven assists.

IOWA CITY, Iowa (AP) – Devyn Marble and Aaron White scored 15 points apiece yesterday as Iowa beat Minnesota 72-51 for its third straight win. Freshman Mike Gesell added 11 for the Hawkeyes, who rallied from an early 16-point deficit. Austin Hollins had 14 points for the Gophers, who have lost three of their last four.
The day’s lone matchup of top-25 teams became a mismatch as 20th-ranked Wisconsin blasted No. 13 Ohio State 71-49 at Madison. Ben Brust and Jared Berggren each had 15 points for the Badgers, who avenged a January loss to the Buckeyes and improved to 9-4 in the Big Ten. The Badgers took control with an 18-0 run in the first half that lasted more than 7 minutes and put them up 24-6.

DAYTONA BEACH, Fla. (AP) – She’s been a television spokesperson, a swimsuit model and a sports pioneer. She’s now a pole-sitter.
No woman had ever captured the pole for any race in NASCAR’s premier circuit until Danica Patrick’s performance in Sunday’s qualifying session for the Daytona 500.
Patrick was the eighth driver to post a qualifying time, finishing in 45.817 seconds and averaging 196.434 mph. Then, she had to wait another two hours as 37 drivers tried and failed to beat her time.
Patrick’s best finish in 10 Cup races is 17th, and she has one top-five in 58 starts in the second-tier Nationwide Series.
The previous highest female qualifier in a Cup race was Janet Guthrie, who started ninth at Bristol and Talladega in 1977.
Jeff Gordon was the only other driver to top 196 mph in qualifying, giving him the other spot in the front row for next Sunday’s race.
The rest of the field will be set in dual qualifying races Thursday.
PGA-NORTHERN TRUST…
LOS ANGELES (AP) – John Merrick has claimed his first PGA victory and a berth in the upcoming Masters by outlasting Charley Beljan (BEHL’-jihn) in the Northern Open at Riviera Country Club.
Merrick hit two clutch shots that led to par in a sudden-death playoff, but the victory wasn’t sealed until Beljan missed a 5-foot par putt on the second extra hole.
Beljan birdied his final hole of regulation for a 4-under-par 67, tying Merrick at 11-under. Fredrik Jacobson (YAH’-kuhb-suhn) missed out on the playoff by bogeying his final hole for a 69. He finished tied for third with Charl Schwartzel (SHAR’-uhl SHWORTS’-uhl), who missed a birdie putt on 18 that would have allowed him to keep playing.
CHAMPIONS-ACE GROUP CLASSIC…
NAPLES, Fla. (AP) – Bernhard Langer (LAHN’-gur) hung on to win the Champions Tour ACE Group Classic. Shooting even par over the last 18 holes, Langer finished 12-under for the tournament, one shot in front of Jay Don Blake. John Cook and Tom Pernice (PUR’-nees) Jr tied for third at 9-under.
TENNIS-QATAR OPEN…
DOHA, Qatar (AP) – Defending champion Victoria Azarenka (ah-zah-REN’-kuh) beat Serena Williams 7-6, 2-6, 6-3 to win the Qatar (GUH’-tur) Open. The victory snapped a 10-match losing streak against Williams. The win was also Azarenka’s 16th career title.
Despite winning the tournament, Azarenka will give up the No. 1 ranking to Williams on Monday.
TENNIS-BRAZIL OPEN…
SAO PAULO (AP) – Rafael Nadal (rah-fay-ehl nah-DAHL’) is back in the win column. He beat David Nalbandian (nal-BAN’-dee-uhn) 6-2, 6-3 in the Brazil Open final for his first title since returning from a seven-month layoff to treat his left knee. The win was Nadal’s 51st singles title and first since winning the French Open for the seventh time last June.

BRUSSELS (AP) – EU foreign ministers concerned about the violence in Syria are meeting in Brussels to discuss ways of ending it. An EU official says Britain is lobbying for easing of the arms embargo for the rebels. But several European Union foreign ministers said on their way into the meeting that they opposed taking that step.
PORT SAID, Egypt (AP) – An uneasy coastal city in Egypt is the scene of a second day of demonstrations against the killing of 50 people during protests last month. Port Said was the site of an unprecedented soccer massacre in 2012 that killed 74 people, but the demonstrators are angry over death sentences for 21 people for their part in the soccer riot.
CARACAS, Venezuela (AP) – Venezuela says President Hugo Chavez will continue his cancer treatment at a Caracas hospital. Chavez has returned from Cuba where he’s been treated the last two months. He’s had four surgeries. A tweet on Chavez’s Twitter site says he’s “clinging to Christ and trusting in my doctors and nurses.”
JERUSALEM (AP) – Israel’s prime minister says stopping Iran’s suspected nuclear ambitions requires “a robust, credible, military threat.” He says North Korea’s recent nuclear test shows that “sanctions alone will not stop” Iran. Netanyahu says Iran will top his agenda when President Barack Obama visits Israel next month.
HEBER SPRINGS, Ark. (AP) – Country singer Mindy McCready spoke of her life as “a beautiful mess and organized chaos” during a 2010 Associated Press interview. Her complicated internal struggle that surfaced publicly time and again over the last 10 years ended yesterday in an apparent suicide in Arkansas. Authorities say McCready died of an apparent self-inflicted gunshot to the head and an autopsy is planned.
