Jamestown, ND (KCSi-T.V. News) — The Jamestown Rural Fire Department was called out late Thursday afternoon, to investigate what caused an individual to be overcome by carbon monoxide.

The individual was examined at Jamestown Regional Medical Center, and was diagnosed with carbon monoxide poisoning.

The Rural Fire Department went to the location, at 3461 82nd Avenue Southeast, listed as Rosen’s, Inc.

 

Jamestown, ND (KCSi-T.V. News) — Prior to the committee meetings Thursday (Feb 21, 2013) the Jamestown City Council met in Special Session.

All members were present.

The Council Members approved a Change Order to Sellin Brothers, Inc., for a net increase in the contract price of $125,847.91, and directed Ultieg Engineers to complete and close-out the East Business Loop Reconstruction Project.

The City Council then authorized the City to enter into a pipeline license…an easement to run the sewer line across railroad property, with Burlington Northern Santa Fe Railway Company at 3rd Avenue Southwest, 2nd Avenue Southeast, 7th Street Southeast and 10th Street Southeast, for the 2012 Sanitary Sewer, Lift Stations and Force Main Improvements Project.

 

Jamestown, ND (KCSi-T.V. News) — After the City Council meeting, committees met Thursday afternoon (Feb 21, 2013) at City Hall.

Police & Fire Committee had no items for discussion at this time.

The Public Works committee considered the request from Great River Energy to perform a quality and capacity analysis of the city’s entire wastewater treatment facility, including the mechanical plant and lagoons…and secure a proposal from Apex Engineering to perform the analysis. Mayor Andersen moved that Apex give the city a cost estimate, and based on that, recommend further breakdown in costs between the city and GRE, which was recommended for approval by the committee.

The Committee considered a request from Jamestown Regional Medical Center for the city’s assistance with a request to the NDDOT to reduce the speed limit on I-94.

President Todd Hudspeth said, there have been close calls with near accidents with traffic from the JRMC accessing the interstate from Exit 257. Committee member Gumke agreed. City Engineer Reed Schwartzkopf said the NDDOT is not in favor of the speed reduction. The NDDOT encourages local traffic using the frontage road, instead of the interstate.

Mayor Andersen said the city’s Land Use and Transportation study will likely address that issue as well.

The committee’s consensus is to address the issues, after the release of the Land Use and Transportation Plan in about 18 months.

The committee discussed delaying Paving District #13-41, scheduled this summer. City Engineer Schwartzkopf said with other work to be done in the district, with the sanitary sewer project in the area this summer, its better to put off the paving for a year.

The committee recommends rescinding the Resolution of Necessity for the paving district work.

Discussion was held regarding the possible districting for the Sanitary Lift Station Improvement project.

City Engineer Schwartzkopf said he was looking for committee input on suggestions on how to special assess the district.

City Administrator Jeff Fuchs suggested the lift station projects be lumped together and assessed as a whole.

He said the force main project costs could be paid out of utility user fees.

Mayor Andersen said it would be difficult to outline areas served, to be specially assessed.

She pointed out that a portion of the City Sales Tax is earmarked for infrastructure improvements, and all of that be used, in conjunction with bonding for the project, and adjusting user fees.

Council Member Buchanan asked if the city sales tax dollars would be tied up if other infrastructure projects need funding.

The committee’s consensus is to ask City Administrator Jeff Fuchs to put together numbers for possible options.

Then considered was the Citywide instrumentation and control system needs assessment report and proposal letter from AE2S.

City Engineer Schwartzkopf said older equipment will use more dollars put into the system, rather than the option of installing new equipment ….an additional $5,000 of every $10,000 will be put into the older equipment, which is experiences failures.

The estimated project cost is about $600,000 for new equipment.

The committee recommends the staff proceed with repairs, with the AE2S proposal, in the amount of about $15,000.

Traffic Engineering proposals were then considered.

Schwartzkopf said one proposal removed traffic counting equipment and instead using cameras.

The committee sent the proposals to the City Council without recommendation.

A bid award recommendation was discussed relating to the Two New Cold Storage Buildings, one for the Sanitation Department and one for the Street Department.

The committee recommends accepting the bid of Schumacher Construction.

Discussion then related to three residences buyouts on 17th Ave SW and approximately 2nd St SW.

City Engineer Schwartzkopf indicated in talks the FEMA that a formal request needs to be made to FEMA for a flood map revision. He said during the 2009 flood event, it was not possible to prevent breeches and leaks in dikes in that area.

FEMA said the property damages were caused by ground water issues.

He said two of three residents would receive buyout assistance under the revised map.

The committee recommends filing the information.

Jamestown, ND (KCSi-T.V. News Feb 21, 2013) — Another successful New Year, New You Wellness Challenge, has been reported.

On Thursday’s (Feb 21, 2013) Wayne Byers Show on CSi Cable 2, spokesperson, Emily Kjelland said, this year there were 610 participants across 35 teams in 3 divisions.

She said there was excellent response to sponsorship from JRMC, Orriginals, White Drug Pharmacy, DuraTech, Agri-Cover, The Jamestown Sun, Redlin Johnson Siding & Windows, Farmers Union Insurance, and the Blue Cross Blue Shield: Official Sponsor of Recess Grant.

She reported on the final results:

Friends & Family Division:

Loser’s team won the friends and family division by a land-slide. They took the lead in week 1 and stayed there throughout the entire 6 week challenge. They may be called the Losers, but they certainly won the challenge!

Small Business:

There was some competition in the small business division. Dr. Kenneth McDougall’s Paradox team, Lincoln Elementary, and ME’s 21st Century Daycare took turns leading this division throughout the 6 weeks. But when ME’s 21st Century Daycare took the lead, it was a significant win and therefore round out the challenge as the winners in the small business division.

Large Business;

Jamestown College, a main contender in the large business division in the past, again proved to be committed to Wellness. They consistently had the highest point average for the first 5 weeks of the challenge. However, in a final week upset, last year’s winners, the Montpelier Montivators forged ahead to redeem their winning title for the 2nd year in a row!

Each of the 3 winning teams will receive $100 in Jamestown Chamber Dollars, an official certificate, and of course bragging rights of winning the 2013 New year, New you Wellness Challenge!

Ms Kjelland both thanked and congratulated each participant for their hard work and success in jump starting some very beneficial lifestyle changes.

Also a special thank you goes out to each of the sponsors for their support.

Jamestown, ND (KCSi-T.V. News) — Ave Maria Village hosted a three-hour telethon on Sunday, February 17, 2013 from 2 to 5 pm, at Reiland Center on the Jamestown College campus.

On Thursday’s (Feb 21, 2013) Wayne Byers Show on CSi Cable 2, Ave Maria, Administrator,  burchill said, over $30,000 was raised that will benefit AMV’s Capital Campaign for a new All-Faiths Chapel, the McCoy Family Suite for patients in their last days and a Transport Center.

The campaign has now reached $905,000 of its $1,325,000 goal.

MC Merrill Piepkorn was joined by a cast of local all-star talent including the soliloquist Bruce Berg, the Jamestown Children’s Choir led by Meredith Meidinger, the Sophistikix coached by Deb Hanson, and the Jamestown High School Jazz Band led by Brandon Bondley.

Also appearing were Bruno Big Elvis, comedian Travis Voeltz, guitarist Steve Kuykendall, pianist Dustin Lien, the Ken Gilbertson & Kerry Wicks duo and vocalist Jenny Thom.

MC Merrill and Loy Larson, ½ of the Radio All-Stars, completed the North Dakota program.

Between the live performances, CEO Tim Burchill and Merrill interviewed local residents Fr. Al Bitz, and Rev. Terry Anderson about the new all-faiths chapel, Arva Dell and Bryce Tahran, (daughter and grand-son of the Rev. N.E. & Lillian McCoy) about the new family suite and Gary Koebernick, the AMV driver, about the new transport center.

Carol & John Doehler were asked about their wedding that was held at AMV so that John’s mother Bette, a resident of AMV, could attend. Carol said “We couldn’t have asked for better care for Bette. Having the wedding at Ave Maria Village was among her last wishes.” Bette passed away four days after the wedding.

AMV resident Blanche Johnson was interviewed along with Joyce Sinclair whose husband Charles is a resident. “I love it, I just love it there,” Blanche said. Joyce followed up with “Love the staff, love the administrator. Charles is very well taken care of.” (photo attached)

JAMESTOWN, N.D. (AP) Airport officials in Jamestown are looking to increase the facility’s market share after boardings dropped in January.

Boardings from Jamestown Regional Airport fell to 224 in January after reaching 300 in December.

Jamestown mayor Katie Andersen suggests a larger-scale marketing campaign promoting flying out of the Jamestown airport.

Andersen, a Jamestown Regional Airport Authority member, says the authority should keep plugging away at the things it is doing, but there may need to be something more substantial to get back the market that was lost.

At it’s meeting, the Jamestown Regional Airport Authority board discussed it’s contract with Great Lakes Airlines.

 

 BISMARCK, N.D. (AP) – A man who was arrested after a fight at a Minot bar has been sentenced on an illegal weapons charge.
 
     Federal authorities charged Shawn Larkin, of Milwaukee, with possession of a firearm and ammunition by a convicted felon. He pleaded guilty in October.
 
     Authorities say the 30-year-old Larkin was living in Minot at the time of July 14 incident. Police were investigating a fight at Rooster’s Bar when a witness reported that Larkin had a gun in his possession.
 
     Larkin had previous felony convictions for theft and assault on a peace officer.
 
     U.S. District Judge Daniel Hovland sentenced Larkin to two years and seven months in prison.

 

 BISMARCK, N.D. (AP) – Two North Dakota women are accused of beating up a witness in a federal investigation.
 
     Danielle Bobtail Bear and Brandy Herrera, both of Fort Yates, are charged with three counts, including assault resulting in serious bodily injury and retaliation against a witness.
 
     The defendants have pleaded not guilty.
 
     Authorities say the incident happened Jan. 19 on the Standing Rock Indian Reservation.
 
     No further details were available.

 

   FARGO, N.D. (AP) – The National Weather Service has dramatically bumped up the chances of major flooding on the Red River near Fargo, but city officials say it should have minimal impact on residents.
 
     Weather service meteorologist Greg Gust says the chance of major flooding in North Dakota’s largest city has increased from 6 percent a month ago to 79 percent, based mainly on water content in the snowpack.
 
     Major flood stage in Fargo is 30 feet. There’s a 50 percent chance the river will reach 33.2 feet, a 25 percent chance it will hit 35.1 feet and a 5 percent chance of 37.8 feet.
 
     Fargo officials say the city has taken steps to handle major flooding since a record crest in 2009.

The Weather Service says the risk of major flooding on  the Sheyenne River is low so far, less than 30 percent for minor flooding or greater in Valley City, Lisbon, Enderlin and Hillsboro.
 
     The next flood outlook will be released March 7.

 

 BISMARCK, N.D. (AP) – Governor Jack Dalrymple (DAHL’-rimp-ul) and other state officials honored Medal of Honor recipient and former U.S. Army Staff Sergeant Clinton Romesha during a standing-room-only ceremony at the state Capitol yesterday. Romesha told the more than 200 people gathered at the Capitol that he is proud of all the soldiers he served with in the military. He now lives with his family in Minot.

 

 OMAHA, Neb. (AP) – A survey of rural bankers in Minnesota and the Dakotas suggests slow economic growth is ahead. Creighton University’s Rural Mainstreet Index released yesterday says the overall index rose to 58.2 in February, compared with 55.6 in January.

 

 FARGO, N.D. (AP) – A home in Fargo that will rent space to felons trying to adjust back into the community is expected to be ready Saturday.
 
A Minnesota faith-based nonprofit group has partnered with the Jail Chaplains ministry to create My Father’s House. Those who pass a screening process will be required to pay a portion of the rent.
 
     Similar homes have been established in 25 locations across Minnesota.
 
     Amber Krafnick and her family moved into a home across the street from Matthew House, in Fergus Falls, Minn. She says it’s just another house in the neighborhood, and she sees the residents’ families come to visit.
 
     Judy Hubbes says some were worried about Matthew House because the men had come from prison, but there have been no problems.

Grand Forks, ND (KCSi-T.V. Sports Feb 21, 2013) — Jamestown Blue Jays girl’s hockey team has advanced to the semifinals of the state hockey tournament for the first time in school history.

The Jays posted a 4-2 win over Fargo South-Davies on Thursday at Engelstad Arena in Grand Forks.

The Blue Jays record goes to 19-6, with their first win over South-Davies.

Jamestown takes on the number one seed West Fargo, in the semifinals on Friday at 12 noon, on the main rink at Engelstad arena.

 BISMARCK, N.D. (AP) – North Dakota’s Senate has endorsed a measure to increase hunting, fishing and boating fees.
 
     The state Game and Fish Department requested the increase to fees to maintain services and increase habitat. The fees would increase an average of about 15 percent.
 
     The Senate approved the measure Thursday. It now goes to the House for review.
 
     Agency Director Terry Steinwand has said license sales and fees have not kept up with inflation, and some haven’t been raised in more than 30 years. The proposed fee increase would raise about $5 million over the next two years.
 
     The agency receives no money from the state’s general fund. It is supported by state licensing fees and federal tax money from the sale of firearms, ammunition and other sporting equipment.

 MINNEAPOLIS (AP) – The Minnesota Timberwolves stood pat at the NBA trade deadline. Four games behind Houston for the final playoff spot in the Western Conference, the Timberwolves declined to make any moves to bolster their roster. Minnesota faces the Thunder tonight in Oklahoma City.  
 The traders were active just before the NBA trade deadline, they just didn’t pull the trigger on any mega-deals involving high-profile talent.

 

 LOS ANGELES (AP) – Magic Johnson, Shaquille O’Neal, Kobe Bryant and Jerry West were among a host of basketball greats who gathered to remember the life and legacy of Los Angeles Lakers owner Jerry Buss.
 
     They spoke at a memorial service held Thursday for Buss, who died this week at 80 after an 18-month struggle with cancer. The stage at the Nokia Theatre across from Staples Center was bedecked with all 10 of the NBA championship trophies won by the Lakers under Buss and more than 30 floral arrangements.
 
     Johnson punctuated the 1 1/2-hour service by getting the audience on its feet, clapping and cheering for Buss. As Johnson said, “He didn’t like it sad, he wanted it to be fun.”

     INDIANAPOLIS (AP) – Vikings general manager Rick Spielman has again said that receiver Percy Harvin will remain in Minnesota. Spielman told reporters at the NFL’s scouting combine yesterday that he has no intent to deal the “dynamic playmaker.” Harvin’s contract is up after the 2013 season.

     MARANA, Ariz. (AP) – After Wednesday’s snow day, first-round play resumed in the PGA’s Match Play Championship and it was a short week for Tiger Woods.  Charles Howell III beat Woods, one of four top seeds in the 64-man field, 2 and 1 in the first round.
 
     Woods had company in leaving early. Another No. 1 seed, Rory McIlroy, also fell in the first round to unheralded Shane Lowry, 1-up.  It was the first time since 2002 when the top two seeds were eliminated after one day – even though this round took two days because of snow.
 
     Another top seed, Luke Donald, barely survived. He made a birdie putt on the 18th hole to edge Marcel Siem, 1-up.
 
     The final No. 1 seed, Louis Oosthuizen (WUHST’-hy-zehn) beat Scotland’s Richie Ramsey, 2-up.
 
     Action was halted Wednesday when a freak winter storm dropped two inches of snow on the course in Arizona.

     DAYTONA BEACH, Fla. (AP) – Kevin Harvick has positioned himself as the favorite to win the Daytona 500.
 
     Harvick won the first Daytona 500 qualifying race to make it 2 for 2 at Daytona International Speedway, where he also won an exhibition race last weekend. It positions Harvick, the 2007 Daytona 500 winner, as a top contender in Sunday’s “Great American Race.”  Harvick won the season-opening Daytona 500 in 2007.
 
     Kyle Busch won the second race securing a spot alongside Harvick in the second row for Sunday’s race.  Busch held off Kasey Kahne (KAYN) to take the checkered flag.

PRETORIA, South Africa (AP) – Olympian and double amputee Oscar Pistorius, facing a murder charge in the death of his girlfriend, is getting the word from a magistrate at this hour on whether he’ll be released on bail. The prosecution vehemently opposed bail to Chief Magistrate Desmond Nair in a case that has transfixed South Africans. Pistorius says he thought he was shooting at an intruder in his house.
 
     DES MOINES, Iowa (AP) – Residents in southern Wisconsin, northeast Iowa and the Chicago area could be in for problems during the morning commute thanks to a major snow storm moving into the region. The storm shuttered airports in Missouri, stranded truckers in Illinois and buried parts of Kansas in knee-deep powder. It’s blamed for at least two deaths.
 
     HYDERABAD, India (AP) – Police in India say a deadly bombing in a southern city could be the work of a shadowy Islamic militant group. The dual bomb attack killed 16 people outside a movie theater and a bus station in Hyderabad. The group, the Indian Mujahideen, is thought to have links with militants in neighboring Pakistan.
 
     CAIRO (AP) – Egypt’s Islamist president is hoping his latest action can help ease mounting frustration over continued turmoil on the streets and a political impasse that has gripped the nation. President Mohammed Morsi  has called parliamentary elections for April. Morsi heads the formerly banned Muslim Brotherhood Islamist party.
 
     ANDERSEN AIR FORCE BASE, Guam (AP) – Guam is hoping that a planned airstrike can rid it of a miserable enemy. In this case the ‘bombs’ are dead mice laced with painkillers and the ‘enemy’ is the brown tree snake, an invasive species that gained a foothold during World War II. There may be 2 million of the reptiles on Guam now, decimating wildlife, biting residents and even knocking out electricity by slithering onto power lines.
