ST. PAUL, MINN. (KCSi-T.V. News Feb 25, 2013) – The U.S. Army Corps of Engineers will decide whether to continue the ongoing drawdown at
Lake Ashtabula, north of Valley City, during the same time frame.

The conservation level for Lake Ashtabula is 1,266 feet.

The Corps began the drawdown in October, 2012, and the current elevation is 1,263 feet. The Corps will determine a new target drawdown elevation to be achieved by March 31 once the snow surveys are completed.

Once the Corps determines the drawdown level, additional flow can be expected downstream of the reservoir.

These flows will severely degrade river ice conditions, and the Corps urges caution near the river during this time.

MINOT, N.D. (AP) – Minot Air Force Base officials are describing an emergency helicopter landing south of Parshall as a mishap.

Officials say two of five crew members on board received minor injuries when the UH-1N “Huey” helicopter went down in a remote area Monday morning. Three other crew members were not injured.

Col. Bryan Haderlie, commander of the 91st Operations Group, says  it was a “landing that you would characterize as a mishap.” He gave no further details.

Haderlie says the extent of the damage is not known. The helicopter remains at the scene.

FARGO, N.D. (AP) – Police say thieves broke into a Fargo business over the weekend and stole $50,000 worth of copper wire.

The theft at Fargo Electric Construction was reported at 7 a.m. Monday.

Police say the suspects forced their way into the building, moved the company’s trucks out of the way, and used the company’s skid steers to load the wire.

Fargo Police Lt. Joel Vettel says  it appears the thieves spent a “significant amount of time inside the business.”

No arrests have been made. Vettel says the investigation is ongoing.

FARGO, N.D. (AP) – A Fargo man accused of killing his wife and staging her death as suicide says he lost his job and needs a public defender.

Ronald Rogers Jr. made his first appearance Monday in Cass County Court. He’s charged with murder and willful disturbance of a dead body.

Authorities believe the 46-year-old Rogers shot 40-year-old Elizabeth Rogers in the head and placed a pistol in her hand to make it look like a suicide.

Rogers told Judge Lisa Fair McEvers he recently moved to Fargo after living in northern Idaho for eight years.

Asked by McEvers if she wanted him to appoint a public defender, Rogers said, “Yes please.”

Rogers was not asked to enter a plea. A preliminary hearing is scheduled for March 21.

Bail was kept at $1 million.

BISMARCK, N.D. (AP) – Supporters of a Red River diversion project around Fargo say they believe proposed amendments to a water funding bill could kill the project.

But Rep. Al Carlson, a Fargo Republican who offered the changes, says the move is meant to ensure that Cass County residents don’t bear the brunt of paying for the project if federal funds dry up.

The proposals would amend state law so that $75 million approved for Fargo flood projects in the last two sessions and $100 million being considered this year cannot be used for home buyouts or a diversion.

Cass County Administrator Keith Berndt says “there’s no doubt” the amendments are meant to stop the project.

Carlson says Berndt “can take that attitude if he wants, but he’s not right.”

BISMARCK, N.D. (AP) — North Dakota’s House approved a package of bills Monday that would allow someone with a concealed weapon permit to carry a gun inside a school or church if officials there allow it.

House members also endorsed a measure that allows a concealed carry permit holder to have a gun at public gatherings. Another bill approved by the House allows people to possess a gun in public during a declared state of emergency.

The slate of gun measures easily passed the House though some lawmakers were critical.

Democratic Rep. Lois Delmore of Grand Forks says the measure to allow guns in school was passed with little input from parents and opens school districts up to liability issues.

BISMARCK, N.D. (AP) – A North Dakota House committee has endorsed a measure to expand Medicaid to cover more uninsured North Dakotans.

The House Human Services Committee voted 12-1 Monday to expand the program as part of the federal health care overhaul.

The full House is expected to consider the bill later this week.

North Dakota’s Medicaid program now covers about 65,000 people a month. If the state expands eligibility, another 20,000 people – mostly adults without children – would be added to the program.

Under the new Affordable Care Act, the federal government would cover the full cost of expanding Medicaid through 2016, with the state’s contribution rising in stages to 10 percent.

BISMARCK, N.D. (AP) – North Dakota’s House has killed a bill that would have required parents seeking divorce to enroll in an education program.

The measure was defeated 48-45 on Monday. The measure had met stiff opposition from attorneys.

Backers say the bill was aimed at helping parents understand their responsibilities before the split is final.

The bill initially required parents seeking a divorce to wait at least six months and undergo mandatory counseling.

A similar measure failed in the Legislature two years ago. That bill required a yearlong wait and 10 hour-long counseling sessions before the split was final.

BISMARCK, N.D. (AP) – North Dakota’s Senate has endorsed bipartisan legislation that would require the reporting of abuse or neglect of senior citizens and other vulnerable adults.

The Senate passed the measure 39-8 on Monday. The measure was amended to exempt clergy and lawyers from having to report the abuse.

Sen. Phil Murphy says North Dakota and Colorado are the only two states that don’t require the reporting of abuse to elders or other vulnerable adults. The Portland Democrat says the measure is intended to protect seniors from physical, mental, sexual and financial abuse.

BISMARCK, N.D. (AP) – Agricultural activities in North Dakota for the month of February have included feeding and selling livestock, calving, lambing, hauling grain and purchasing seed.

The U.S. Department of Agriculture says in its livestock and weather report that the southwest portion of the state remains dry while eastern areas have received snowfall.

Snow-cover protection for alfalfa was rated 48 percent poor, 32 adequate and 20 excellent. Snow-cover protection for winter wheat was rated 26 percent poor, 47 percent adequate and 27 excellent.

Calving was 8 percent complete, while lambing was 17 percent complete. Shearing was 40 percent complete. Cattle conditions were rated 2 percent poor, 17 fair, 68 good and 13 excellent.

BISMARCK, N.D. (AP) – Members of the North Dakota Board of Higher Education say they’re disappointed that a student group has come out against Hamid Shirvani, the chancellor of the state university system. The North Dakota Student Association, which represents more than 48,000 public university students, gave Shirvani a vote of “no confidence” during a meeting over the weekend. Shirvani has served in the position for seven months.

From North Dakota Game and Fish…

Chris Rick’s catch on Jan. 19, 2013 tied a state record for crappie that’s been on the books for nearly 15 years.
The Jamestown angler reeled in a 3-pound, 4-ounce crappie from Jamestown Reservoir.
The record was established in 1998 by Don Newcomb, a Mandan angler who was fishing Lake Oahe.

Reminders…

The North Dakota Game and Fish Department reminds winter anglers to clean up the ice after fishing.

This not only applies to trash, but fish as well.
It is not only unsightly, but it is illegal to leave fish behind on the ice.
According to the fishing proclamation, when a fish is caught anglers must either immediately release the fish back into the water unharmed, or reduce them to their daily possession.
Law enforcement chief Robert Timian, says, “It is common practice for some anglers to fillet fish on the ice.” He reminds anglers, to “Clean up after yourself.”

Don’t leave the entrails and sides of filleted fish on the ice.

Put the carcass in a trash bag and properly dispose of it when you get home.”

BISMARCK, N.D. (AP) – North Dakota Game and Fish Department officials say hunter education classes are filling up quickly.

Officials say there’s high demand for classes held before June because hunters need to complete the course before the deer application deadline.

North Dakota law requires anyone born after Dec. 31, 1961, to pass a certified hunter education course to hunt in the state.

Hunter education is mandatory for youth who are turning 12 years old. Children can take the class at age 11.

Interested hunters can sign up online at www.gf.nd.gov under the online services tab.

FARGO, N.D. (AP) – Doctors have given the leading scorer on the North Dakota State basketball team the OK to return to practice. But it’s not clear if Taylor Braun will play tonight against Utah Valley. The Bison were 15-3 when Braun broke a bone in his foot. They’re 5-5 since then.

 T25-MEN’S POLL…

UNDATED (AP) – Indiana is one vote shy of being a unanimous No. 1 in the men’s AP college basketball poll. The Hoosiers are occupying the top spot for a fourth straight week and tenth time this season.

Gonzaga got the other No. 1 vote and moves up a notch to replace Miami at No. 2 while Duke and Michigan jump three places to third and fourth. Miami falls to No. 5 following a weekend loss to unranked Wake Forest.

Kansas moves up three spots to sixth while Georgetown leapfrogs from 11 to seven. Florida drops from five to eight, Michigan State tumbles from fourth to ninth after back-to-back losses and Louisville remains at No. 10.

Saint Louis jumps into the poll at No. 18. And Louisiana Tech moves in at No. 25. It’s the Bulldogs first appearance since a 13-week run during the 1984-85 season and just their second overall.

NBA…

OKLAHOMA CITY (AP) – The Oklahoma City Thunder have signed veteran Derek Fisher, filling an opening for a third point guard that was created when Eric Maynor got traded to Portland.

Fisher joins Oklahoma City for the stretch run for the second straight season. He played in 20 regular-season games and then all 20 playoff games last season. He has not played in the NBA this season after being unsigned as a free agent during the offseason.

NFL…

UNDATED (AP) – The New England Patriots have a lot more cap room, thanks to their starting quarterback.

A person familiar with the contract tells The Associated Press that Tom Brady has received a three-year extension from the Patriots worth about $27 million. The new deal clears nearly $15 million from New England’s salary cap.

The 35-year-old two-time league MVP was signed through 2014, and has said he wants to play five more years. The three-time Super Bowl champion will make far less in those three seasons than the going rate for star quarterbacks. Brady currently has a four-year, $72 million deal with $48 million guaranteed.

NASCAR-DAYTONA 500-RATINGS

     TV ratings up for Daytona

DAYTONA BEACH, Fla. (AP) – With Danica Patrick starting from the pole, the Daytona 500’s preliminary television ratings are much higher than last year’s.

Sunday afternoon’s race earned a 10.0 overnight rating and 22 share on Fox. That’s up 30 percent from 2012, when rain pushed the event to a Monday night. The network says it’s the highest overnight rating since 2006.

Jimmie Johnson won The Great American Race while Patrick was eighth. It’s the best finish by a woman at the Daytona 500.

In world and national news…

KANSAS CITY, Mo. (AP) – Another blizzard hit the nation’s midsection early today as Midwesterners were still digging out from last week’s. Thousands of customers were left without power as the storm moved in after lashing the Texas Panhandle with hurricane-force winds. At least two people were killed in the storm.

LUXOR, Egypt (AP) – An Egyptian security official says a balloon carrying at least 20 tourists over the ancient city of Luxor when it caught fire, which triggered an explosion in its gas canister.      VATICAN CITY (AP) – The Vatican says One symbol of the papacy, the red shoes worn by the pope, will be replaced by a favorite pair of hand-crafted brown loafers. Officials also say Pope Benedict will be known in retirement as “emeritus pope,” and continue to wear a white cassock.

MONTEREY, Calif. (AP) – Authorities are asking for the public’s help to identify a family that sent a series of distress calls about their sinking sailboat off the Central California coast. The unidentified family of four – including two children under 8 – had been sailing a small vessel Sunday west of Monterey Bay. Forecasters had issued a weekend advisory warning boaters of rough seas. Crews continue to search for signs of the boat.

WASHINGTON (AP) – Federal Reserve Chairman Ben Bernanke heads to Capitol Hill to present his semiannual report to the Senate Banking Committee today and the House Financial Services Committee tomorrow.  It’s expected he’ll be pressed to clarify the Federal Reserve’s approach to the still-sluggish U.S. economy and the future of the Fed’s bond buying program.
