BISMARCK, N.D. (AP) – A convicted sex offender who moved to North Dakota from Utah has been sentenced to time served.
Authorities say Troy Kartchner had been living in a Watford City trailer park for about four months before he was arrested last summer. He failed to tell authorities about his relocation, as required by law.
Defense attorneys say in court documents that Kartchner mistakenly concluded that moving to a different state for employment purposes would not require a registration in North Dakota.
Kartchner was ordered to register as a sex offender as part of his December 2004 conviction in Utah for forcible sexual abuse.
U.S. District Judge Daniel Hovland ordered Kartchner to serve five years of supervised release.

The measure passed 80-14 Wednesday and now goes to the North Dakota Senate.
The bill mandates that someone with a blood-alcohol content of 0.21 percent – or nearly three times the legal limit for driving – must be sentenced to 10 days in jail. Some of the sentence could be suspended, meaning that the offender might only spend a day behind bars.
The measure also increases fines and penalties and requires probation for repeat offenders.

Fargo Sen. Tony Grindberg’s amendment only provides funds for the buyout and does not force the Board of Higher Education to fire Shirvani.
The North Dakota Student Association expressed a vote of “no confidence” in Shirvani on Saturday. The Board of Higher Education issued a statement a day later, expressing support for Shirvani.
Shirvani has been in charge of the university system since last July. His contract runs through June 2015. He is paid $349,000 annually.
