A POTENT STORM SYSTEM WILL MOVE OUT OF THE PACIFIC NORTHWEST
SATURDAY NIGHT…THEN INTO THE NORTHERN PLAINS SUNDAY NIGHT INTO EARLY NEXT WEEK. SNOW IS EXPECTED TO OVERSPREAD CENTRAL NORTH DAKOTA BY LATE SUNDAY AFTERNOON…THEN MOVE INTO THE DEVILS LAKE BASIN AND THE SOUTHERN RED RIVER VALLEY LATE SUNDAY NIGHT INTO MONDAY. THE SNOW MAY PERSIST INTO TUESDAY IN THE SOUTHERN RED RIVER VALLEY.
THERE IS THE POTENTIAL FOR SIGNIFICANT SNOW ACCUMULATIONS WITH THIS STORM SYSTEM. AT THIS TIME…IT APPEARS THAT AREAS FROM THE DEVILS LAKE BASIN INTO THE SOUTHERN RED RIVER VALLEY COULD RECEIVE THE MOST SNOW. THE EXACT TRACK OF THIS COMPLEX WINTER STORM IS STILL UNCERTAIN…AND THE AREA OF HEAVIER SNOW COULD SHIFT TO THE NORTH OR SOUTH. TRAVEL MAY BECOME HAZARDOUS LATER ON SUNDAY INTO EARLY NEXT WEEK…WITH SOME BLOWING SNOW ALSO POSSIBLE.
VALLEY CITY, N.D. (AP) – Police in Valley City say two men broke into the American Legion hall, forced their way into a safe and left with cash.
Police Chief Fred Thompson says the men entered the Main Street building late morning Thursday and first checked the register for money. After finding none, they broke into the safe, grabbed cash and left through a back door.
Thompson says the suspects were recorded on video, and it’s possible that someone saw the men shortly before or after the burglary.
BISMARCK, N.D. (AP) – A lawmaker’s use of a hashtag on Twitter prompted an apology on the House floor.
Freshman Rep. Jessica Haak sent a tweet on the social media site during a Wednesday recess that said she’d been told by Rep. Al Carlson not to tweet when the chamber was in session. Haak ended her tweet with hashtag “Nazi.”
Haak, a Democrat from District 12, in Jamestown, met with state party leaders after the House adjourned. She also met with Carlson. On Thursday, she read a statement that apologized for her conduct without referencing the tweet directly.
Carlson, a Fargo Republican, says he accepts the apology.
North Dakota State University professor Ann Burnett says the kneejerk nature of social media can translate to less respect in the Legislature.
Jamestown, ND (KCSi-T.V. News Mar 1, 2013) — The Jamestown City Council will meet in Special Session, then recess to an Executive Session this afternoon at 4 O’Clock at City Hall.
The council will consult with the city attorney, to discuss territorial service claims by Stutsman Rural Water District.
At issue is whether the City of Jamestown, or Stutsman Rural Water District is to serve the area west of Jamestown, in this case, specifically the Titan Machinery building, under construction, across from Jamestown Regional Medical Center.
Meanwhile the state water commission has approved a $9.97 million grant for Stutsman Rural Water District, on a 8-1 vote.
The grant was authorized by the State Legislature, and signed into law by Governor Jack Dalrymple.
Testifying at the water commission meeting was Jamestown Mayor Katie Andersen.
She gave testimony to the commission concerning background about Stutsman Rural Water not honoring the purchase agreement, and pointed out State House Bill 1440, which sets out a series of guidelines for handling territory disagreements between cities and rural water organizations.
The bill passed the House on February 26th, and is pending in the Senate.
She added that the city would like to see the same things applied in this situation.
The mayor asked the commission for a delay in granting the request until an agreement was reached, saying the city would have a better position to negotiate from if the funding was delayed.
DICKINSON, N.D. (AP) – Authorities have identified a man who died in a collision with a school bus in southwestern North Dakota.
The Highway Patrol says 59-year-old Paul Eddy of Craig, Colo., was driving a pickup truck that crossed the center line on state Highway 22 about three miles north of Dickinson on Thursday morning and struck the bus.
There were no students on the bus. The bus driver and a passenger in Eddy’s pickup were taken to a Dickinson hospital with undisclosed injuries.
Bismarck, N.D. KCSi-T.V. News) – The North Dakota Highway Patrol reports, that two serious crashes and several close calls on North Dakota roadways have highlighted the need to remind motorists to obey the “Move Over Law” when encountering authorized emergency vehicles and maintenance vehicles.
Since January 1, 2013, two North Dakota Highway Patrol vehicles, with lights activated, have been struck while providing traffic control. These crashes have resulted in several injuries to the troopers and motorists involved.
The Highway Patorl reminds motorists that when vehicles approach an authorized emergency vehicle on a multi-lane highway outside city limits, motorists must move to a lane not adjacent to the emergency vehicle.
This must be done with regard to safety and other traffic. If the motorist cannot move to another lane, the driver must proceed with caution, reduce speed, and maintain a safe speed for road conditions.
Col. Jim Prochniak, says,”The purpose of this law is to ensure safety for all emergency and maintenance personnel working along our state’s roads. We urge citizens to obey this important law to provide a safe environment for all those involved.”
Failure to comply with the Move Over Law may result in a $50 fine and two points assessed to their driving record.
MINOT, N.D. (AP) – A Minot man accused of shooting another man after a dispute at a mobile home court has pleaded not guilty to attempted murder.
Thirty-one-year-old Brian Muzzy is accused of shooting 32-year-old Shaun Scott on Jan. 20. Muzzy entered his plea Thursday in state court. If convicted, he faces at least four years in prison and as many as 20 years.
Muzzy also pleaded not guilty to a felony drug charge that could bring a sentence of 10 years in prison. Authorities allege he was caught with marijuana in his jail cell.
FARGO, N.D. (AP) – A man has been sentenced to 18 years in prison for dealing methamphetamine in North Dakota and elsewhere.
Uriel Curiel had pleaded guilty in federal court to conspiracy to possess with intent to distribute a controlled substance, and money laundering.
Authorities say Curiel and others traveled to Illinois to obtain the drugs. Curiel was arrested more than a year ago in Chicago.
A judge earlier this week ordered that Curiel be incarcerated in the nearest prison to his mother’s house in California.
Three other men have been convicted in case. Juan Barrios was sentenced to 18 years in prison, Rafuel Fuentes to 11 years, and Cristobal Garza to 10 years.
BISMARCK, N.D. (AP) – North Dakota’s Transportation Department has launched a smartphone app and an email or text message system to help give information to the public.
The app provides access from a smartphone or a device such as an iPad to the department’s travel information map that gives an overview of road conditions across the state. Advanced options also are available that provide access to such things as camera views.
The email or text message service called GovDelivery enables people to be notified about information including road conditions, job openings and state fleet vehicle auctions.
BISMARCK, N.D. (AP) – North Dakota’s top budget official says the oil-rich state is “very well-positioned” to weather looming federal spending cuts – if it has to do so. Budget director Pam Sharp says North Dakota might lose about $20 million in federal funding in fiscal 2013 if President Barack Obama and Republican lawmakers don’t reach an agreement today.
OMAHA, Neb. (AP) – A monthly economic survey index for nine Midwest and Plains states dipped last month, suggesting only slow growth for the region over the next three to six months.
The Mid-America Business Conditions index hit 53.1 in February, compared with 53.2 in January and 49.5 in December.
Creighton University economist Ernie Goss oversees the survey, and he says the region’s manufacturing sector “continues to restrain overall growth for the region and nation.”
The survey of business leaders and supply managers uses a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth while a score below 50 suggests decline for that factor.
The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.
BISMARCK, N.D. (AP) – The U.S. Agriculture Department says preliminary spring wheat prices in North Dakota are down 70 percent in February from the previous month.
The North Dakota office of the National Agriculture Statistics Service says the price in February was $7.60 a bushel. Durum wheat, at $7.70 a bushel, decreased 32 cents from January, and winter wheat, at $7.65 a bushel, decreased 16 cents over the month.
The preliminary all sunflower price, at $24.40 per hundredweight, is down $2 from last month.
The Ag Department says soybeans, at $13.70 per bushel, decreased 10 cents from last month.
Corn increased a penny from the previous month to $6.50 per bushel.
BISMARCK, N.D. (AP) – The North Dakota Senate has approved just under $124 million for a new University of North Dakota medical school. The proposed expansion of the medical school is being driven by concerns that the state’s growing population of senior citizens and oil patch workers will worsen a shortage a health care workers. The state House must also approve the funding.
BISMARCK, N.D. (AP) – North Dakota lawmakers have finished the first half of the 2013 Legislature and are beginning a five-day break.
Members of the House and Senate finished voting on bills in their respective chambers on Thursday.
Legislators will take Friday, Monday and Tuesday off. The break is called “crossover.”
The session resumes on Wednesday. Senators will begin reviewing bills that were approved by the House, and the House will work on Senate measures.

SACRAMENTO, Calif. (AP) – Sacramento Mayor and former NBA player Kevin Johnson has announced plans to keep the Kings in the city.
Mark Mastrov, founder of 24 Hour Fitness, will submit to the NBA today a bid to buy the team. Pittsburgh Penguins billionaire co-owner Ron Burkle will lead the effort to build a new downtown arena that he hopes will also lure back a WNBA franchise.
The Associated Press and other news outlets have reported since Jan. 22 that Mastrov and Burkle were working on a plan to keep the Kings from relocating to Seattle. Burkle also expressed interested in buying the Kings two years ago and met with NBA Commissioner David Stern at the league’s New York headquarters in January before deciding to back out of the bid.

ANKARA, Turkey (AP) – Turkey’s prime minister is under fire today for comments this week equating Zionism with a crime against humanity. He spoke at a U.N. meeting promoting dialogue between faiths. The statement was condemned by the U.N. and Secretary of State John Kerry plans to take the Turkish leader to task today.
MOSCOW (AP) – Russia has spoken out against a decision by Western nations to support the Syrian opposition in its battle to oust President Bashar Assad. A Foreign Ministry spokesman says that will only intensify the two-year conflict.
BRUSSELS (AP) – More disappointing economic news for Europe. Unemployment across the 17 European Union countries that use the euro has risen to a record 11.9 percent. Official figures also show inflation has fallen to its lowest level in two and a half years.
BRANDON, Fla. (AP) – Officials say engineers need to determine the borders of a sinkhole that opened under the bedroom of a house near Tampa before rescue workers can attempt to reach a missing man. The man’s brother says the man screamed for help as the collapse happened. There’s been no contact with the victim since then.
