The North Dakota Highway Patrol and the ND DOT is advising no travel for South Central ND……Including the counties of Kidder, Stutsman, Barnes and Lamoure due to icy road conditions.
Traffic speeds are down to 35 mph.
Jamestown, ND (KCSi-T.V. News Mar 1, 2013) — The Jamestown City Council met in Special Session, then recessed to an Executive Session Friday afternoon at City Hall.
The council consulted with the city attorney, to discuss territorial service claims by Stutsman Rural Water District.
At issue is whether the City of Jamestown, or Stutsman Rural Water District is to serve the area west of Jamestown, in this case, specifically the Titan Machinery building, under construction, across from Jamestown Regional Medical Center.
Attending the Executive Session were: Mayor Andersen, Deputy City Auditor Jay Sveum, Council Members Kourajian, Brubakken, Buchanan, and Gumke, along with City Fire Chief Jim Reuther, City Engineer Reed Schwartzkopf, and City Attorney Ken Dalsted, and on the phone attorney Tammy Norgaard from Vogel Law Firm.
Following the Executive Session the Special Session was reconvened.
No action was taken by the Council.
Jamestown ND (KCSi-T.V. News Mar 2, 2013) – The Jamestown Area Chamber held the District 12 & 29 Legislative Forum, Saturday morning at Jamestown City Hall. Replay on CSi TV 67.
District 29 State Senator Terry Wanzek was unable to attend, because of a prior family commitment.
On hand were from District 29, (R) House member Craig Headland, (R) House member Chet Pollert.
From District 12, (D) Senator John Grabinger, and House members (D) Jessica Haak and (R) Alex Looysen.
Topics include property and income tax relief, siffer DUI laws, changes in the state’s concealed weapons laws, and abortion bills.
Headland and Looysen support the house bill on concealed weapons, with Haak supporting a church’s decision, while opposed to a school district meeting in Executive Session to plan for changes.
With corporate tax reductions, Rep. Haak said the cuts would affect 10 out of state corporations, while Rep. Pollert said the state has a positive tax structure, noting the expansion of Titan Machinery in Jamestown, and John Deere Seeding in Valley City.
With stiffer DUI laws, with the house bill, Rep. Pollert said the issue is societal , while Sen. Grabinger said he wants to see more on providing counseling to those convicted of drunk driving.
On abortion bills in the house and senate, Rep. Haak said some provisions would punish a doctor for performing abortions, and each legislator broke down the provisions of the bills concerning sex selection, and disability, and the so-called heartbeat bill, and noted their support or opposition.
Looking ahead to bills that have crossed over, in the upcoming second half of the 2013 legislature, Rep. Headland said lawmakers will continue to work on individual and corporate income tax cuts.
Rep. Pollert said issues will concern funding for the James River Correctional Center, along local public health funding, veterans issues, and road funding.
In closing Sen. Grabinger explained that he voted against the senate bill which provided additional funding for rural water districts, and signed by the Governor. His opposition stemmed from supporting the City of Jamestown and opposing the expansion of Stutsman Rural Water District, in that, expansion of rural water hinders the expansion of Jamestown into rural areas,

On Friday’s (Mar 1, 2013) Wayne Byers Show on CSi Cable 2, Kaye John said the spaghetti supper, with all the trimmings, fundraiser, is set for the Bunker in Jamestown from 5-p.m., to 8-p.m.
She urges anyone wishing to attend to purchase advance tickets soon, as the seating is limited to 150, and tickets may not be available at the door.
Ms. John pointed out that there will be door prizes and the debut of the Private Label Prairie Paws Wine, from the Casselton, North Dakota winery.
She said a number of country music stars have autographed some of the labels to be auctioned.
Also to be auctioned is a guitar autographed by country music star, Dwight Yokum.
Generous donations have been made for other silent auction items, and includes a kids silent auction.

Jamestown, ND 9KCSi-T.V. News) — Buffalo Mall Merchants are sponsoring their 8th annual Business Leaders Chili Cook-Off Contest to raise funds for the James River Senior Citizens’ Meals on Wheels Program.
The date has been set for Saturday, March 9th, 2013 from 11:00am-2:00pm in the Buffalo Mall commons area.
For $5.00 the public is invited to taste the chili entries and cast their vote for the best chili in Jamestown. 100% of the proceeds benefit the Meals on Wheels Program.
In conjunction with the chili cook-off, RSVP+ will host a benefit bake sale for the Meals on Wheels Program as well.
Entertainment will be provided by local entertainers, R&C School of Rock.

JAMESTOWN, N.D. (AP) – Officials plan to remove wetlands from the southeastern quarter of Jamestown’s airport in coming years to reduce the chances of birds colliding with airplanes.
The $900,000 project will eliminate about 24 acres of wetlands, which provide habitat for birds. Officials hope that will stop birds from flying across the runway from wetlands in another part of the airport.
Wetlands near Woodworth will be restored to make up for the lost wetlands at the airport and comply with conservation laws.
The Federal Aviation Administration will pay 90 percent of the project cost. The airport and the state Aeronautics Commission will split the remaining cost. The project is planned for either 2014 or 2015, depending on federal funding.
VALLEY CITY, N.D. (AP) – Officials with the Barnes County Historical Society Museum are hoping to save a two-story duplex built in 1900 that is considered one of the most architecturally significant homes in town.
Museum curator Wes Anderson says that locals have dubbed the house “Pink Flamingo.”
Valley City has obtained the home as one of its buyouts for permanent flood protection. It must be bought and moved by the end of March, or it likely will be demolished.
City Administrator David Schelkophsays he’s opened the home up five times to potential buyers with no luck.
He says the house was built as a single-family home before being turned into a duplex. Bringing the home up to code will require elbow grease and money.
GRAND FORKS, N.D. (AP) – A Fort Totten man accused in a deadly drunken driving accident says he will plead guilty. Authorities say 35-year-old Louis Dunn was under the influence of alcohol last October when he caused the death of Andrew Greywater. A plea hearing has not been scheduled.
GRAND FORKS, N.D. (AP) – The University of North Dakota Student Senate has passed a vote of “no confidence” in state University System Chancellor Hamid Shirvani.
The resolution that passed 9-5 on Sunday cites several alleged problems with Shirvani’s leadership, including “a trend of fear” in the University System office.
Other groups including the North Dakota Student Association also have passed votes of no confidence in Shirvani. The state Senate has approved money to buy out the last two years of his three-year contract.
The state Board of Higher Education says it supports Shirvani, who says he was given a mandate by the board to fix problems including low graduation and student retention rates.
BISMARCK, N.D. (AP) – The North Dakota Legislature has finished work on more than 900 bills and is gearing up to begin working again.
Lawmakers call the change “crossover.” It’s when House members start working on Senate bills, and vice versa.
Governor Jack Dalrymple (DAHL’-rimp-ul) says that the Legislature is “making good progress in addressing the state’s priorities.”
At the session’s halfway point, 341 of the proposed 511 House bills have passed and now go to the Senate. On the flipside, the Senate has approved 293 of the 405 bills proposed there. Those bills move on to the House for consideration.
Dalrymple fast tracked two bills – a Senate bill that makes $720 million immediately available for road improvement projects statewide, and a House bill that makes $31 million available for rural water projects.
GRAND FORKS, N.D. (AP) – Recent Medal of Honor recipient and North Dakota resident Clinton Romesha says his award was a team effort and could not have been accomplished without his “battle buddies.” The former U.S. Army staff sergeant spoke Saturday night to University of North Dakota ROTC cadets during the group’s annual military ball. Last month Romesha was awarded the nation’s highest military decoration for valor from President Obama for his actions during a 13-hour firefight in Afghanistan.
BISMARCK, N.D. (AP) – The value of crops produced in North Dakota last year totaled almost $11 billion, nearly doubling the $6 billion value of crops produced during flood-plagued 2011.
The federal Agriculture Department computes the value by multiplying the average price during the marketing year for each crop by the production.
The value of spring wheat, the state’s staple crop, was $2.2 billion last year, up from $1.4 billion in 2011. The 2012 North Dakota soybean crop was valued at $2.3 billion and the corn crop at $2.9 billion – both well above 2011’s totals.
Sugar beet production values are not yet available for the 2012 crop.

FARGO, N.D. (AP) – The horse racing season in Fargo is getting shorter. Officials say the North Dakota Horse Park track will hold racing on three days this year, over the weekend of July 19th through 21st. The facility had four days of racing over two weekends last summer.

AVONDALE, Ariz. (AP) – Carl Edwards pulled away on a late start to snap a 70-race winless streak Sunday, the second long drought he’s ended at Phoenix International Raceway.Edwards broke the longest slump of his career by winning at Phoenix in 2010. He won for the first time since Las Vegas in 2011 by leading the final 78 laps on the 312-mile race around PIR’s odd-shaped oval.
Daytona 500 winner Jimmie Johnson was second by inches and Denny Hamlin finished third with a bold pass on the apron during the final lap. Keselowski was fourth and Dale Earnhardt Jr. ended up fifth.
Danica Patrick had a rough follow-up to her breakthrough week at the Daytona 500.
Patrick couldn’t stay with the leaders at Phoenix, ending her day with one of the hardest hits of her career. It happened with about 100 laps left, when the right-front tire on Patrick’s No. 10 Chevrolet went down and slammed her into the wall.
Patrick’s car careened back into David Ragan, flipping her hood over the windshield and shredding the left front fender as protective foam from the driver’s side door flew onto the track.
She came to a stop along the inside wall with a trail of debris covering about half the home straightaway behind her. She climbed from the car and was quickly cleared by the medical center.

PALM BEACH GARDENS, Fla. (AP) – Michael Thompson captured his first PGA Tour title at the Honda Classic. Thompson capped a 1-under-par 69 with a birdie on the final hole and finished two strokes better than runner-up Geoff Ogilvy, who also carded a 69 on another difficult scoring day at PGA National. Luke Guthrie was tied for the lead with Thompson after three rounds, but the tour rookie could do no better than a 73 that left him in third, four shots back.

RIYADH, Saudi Arabia (AP) – The United States and Saudi Arabia issued a joint warning today to Syria and Iran. Presenting a united front, the two countries warned Syrian President Bashar Assad that they will boost support to rebels fighting to oust him unless he steps down. They also tell Iran that time is running out for a diplomatic resolution to concerns about its nuclear program.
SEFFNER, Fla. (AP) – The demolition of a home sitting atop a sinkhole in Florida should be completed today and, along with debris removal, will give engineers their first look at the collapsing ground that swallowed a resident of the home. Two evacuated homes on either side have also been compromised.
WASHINGTON (AP) – Two new cabinet appointees are expected today from President Barack Obama. A White House official says MIT scientist Ernest Moniz will be nominated to head the Energy Department and EPA veteran Gina McCarthy to run the environmental agency.
VIENNA (AP) – The head of the U.N. nuclear agency is again calling on Iran to provide more cooperation with his organization. Yukiya Amano says that otherwise, he cannot guarantee that all of Iran’s nuclear activities are peaceful. He’s also urging Tehran to grant his inspectors access to a site where nuclear weapons development may have been carried out.
ROME (AP) – One thing that’s ready for whenever a new pope is selected is the wardrobe. The family-owned Gammarelli tailor shop that has dressed popes for two centuries displayed three sets of white vestments today, in sizes small, medium and large. A white silk “zucchetto,” or skullcap, lay on a bed of red cloth in the window, as did a white sash with golden fringes and a pair of red leather shoes.
