Bismarck (CSi) – In accordance with President Trump, Gov. Doug Burgum has directed all government agencies to fly the United States and North Dakota flags at half-staff from sunrise to sunset on Friday, March 2, as a mark of respect for the memory of Reverend Billy Graham.
Individuals and businesses also are encouraged to fly the flags at half-staff during the same time period.
The governor’s directive is in accordance with a proclamation issued by President Donald Trump to lower flags to half-staff on March 2 for the interment of Graham.
COLFAX, N.D. (AP) — The superintendent of a North Dakota high school has been placed on paid administrative leave over an alleged hazing incident.
The Richland 44 School Board says Superintendent Tim Godfrey was notified about the decision Thursday. No further details were available.
Richland County authorities have referred five boys to juvenile court for their roles in the alleged misconduct. The combined offences included nine counts of felonious restraint and one count of terrorizing, both felonies; 13 counts of hazing and 11 counts of sexual assault, both misdemeanors.
In addition, details of another incident that happened in Bismarck were referred to police there.
A parent first notified the school of the alleged student misconduct on Jan. 17. Godfrey has said the alleged misbehavior occurred in the boys’ locker room.
FARGO, N.D. (AP) — The National Weather Service says the threat of spring flooding along the Red River in eastern North Dakota and western Minnesota remains low.
An updated flood outlook released Thursday estimates about a 10 percent chance the Red River will top 30 feet in Fargo, which is 12 feet above flood stage. There’s a 50 percent chance the river will go 2 feet over flood stage, which won’t be noticeable in the city.
The weather service expects heavy snow Monday, but it shouldn’t alter the flood forecast because abnormally dry conditions have persisted across the basin since February.
The outlook says there’s a 5 percent chance that Devils Lake in northeastern North Dakota will reach an elevation of 1,451.2 feet. The record crest was set in June 2011 at 1,454.3 feet.
BISMARCK, N.D. (AP) — Facilities that offer treatment to people with opioid addictions have opened in Bismarck, Grand Forks and Fargo.
Washington-based Ideal Option has expanded into communities across the country. The Bismarck Tribune reports that the North Dakota facilities opened three weeks ago.
The Bismarck clinic opening was met with some questions from community members. Police Chief Dan Donlin met with Ideal Option representatives Wednesday to get more information about the operation.
Ideal Option President and CEO Jeff Allgaier says such inquiries are warranted and are typical in communities where the company opens a new location.
Other company sites are in Alaska, Idaho, Maryland, Montana and Oregon.
FARGO, N.D. (AP) — North Dakota is considering a plan to put troopers in some rural schools in light of the recent attack in Florida.
State Superintendent of Public Instruction Kirsten Baesler tells KFGO radio she is meeting Friday with the head of the North Dakota Highway Patrol to finalize a plan to improve security at smaller schools.
Baesler says schools would provide space for the troopers, who now often spend much of their time doing paperwork in their vehicles. Details haven’t been worked out.
Baesler says the presence of a patrol vehicle outside a school and a trooper interacting with students could prevent a threat or worse.
Baesler says school safety is a complex issue and “there are no easy answers.”
BISMARCK, North Dakota (AP) — Heidi Heitkamp is a Democratic senator, fighting for re-election in deeply Republican North Dakota. In the midst of her fight, she sometimes sounds more like a 2011-era Republican than she does her Democratic colleagues.
One big example is the tax legislation that Congress recently passed. Fellow Democrats tend to blast the law as a boon to the rich and a corporate giveaway. Heitkamp is lashing it, too, but as a dangerous budget-buster that will burden America’s next generation with debt.
That could appeal more in the VFW halls and farm co-ops of her state.
Her race has emerged as an early indicator of whether Democrats can persuade conservative and moderate voters that the tax deal is bad policy, even if they begin to see their own paychecks grow.
BISMARCK, N.D. (AP) — State health officials say North Dakota’s immunization rate for kindergarteners remains at about 94 percent for all required vaccines.
The information is from the Department of Health’s 2017-2018 school immunization assessment. Health department epidemiologist Lexie Barber says a 95 percent rate is the goal which is recommended to maintain immunity in schools and prevent outbreaks.
The immunization rate has climbed in the last two years after previous years of being at, or below 90 percent.
Before entering school in North Dakota, children must have five doses of Diphtheria, Tetanus and Pertussis; four doses of the polio vaccine; three does for hepatitis B and two doses each for MMR and chickenpox.

In world and national news..
WASHINGTON (AP) — President Donald Trump is arguing for steep tariffs on steel and aluminum imports, saying “trade wars are good.”
In a tweet Friday, Trump writes: “When a country (USA) is losing many billions of dollars on trade with virtually every country it does business with, trade wars are good, and easy to win.”
He argues that the U.S. is “down $100 billion with a certain country and they get cute, don’t trade anymore-we win big. It’s easy!”
On Thursday, Trump said firm action was crucial to protect U.S. industry from unfair competition and to bolster national security. However, his announcement came only after an intense internal White House debate. It brought harsh criticism from some Republicans and roiled financial markets with concerns.
BEIJING (AP) — Chinese leaders need to decide whether President Donald Trump’s planned hike in steel and aluminum tariffs justifies starting a fight that might disrupt access to one of China’s biggest markets.
Beijing has threatened retaliation if Trump raised trade barriers but had no immediate reaction Friday to his announcement. Asian stock markets fell amid talk of a “trade war.”
Chinese leaders need to weigh the need to back up threats with action against the risk of disrupting U.S. market access for smartphones and other exports that matter more to their economy than metals.
Economist Louis Kuijs of Oxford Economics said, “China will definitely respond. It doesn’t want to be seen as weak. But it will be relatively restrained.”
WASHINGTON (AP) — Action on gun legislation has skidded to a halt in Congress after President Donald Trump’s stunning shift on gun policy left some in his party confused and scrambling to figure out what to do next.
Republicans squirmed over Trump’s call for stricter gun laws after the assault on a Florida high school, while Democrats seized on the opening to reach beyond a modest measure gaining traction in Congress. They unveiled a more ambitious priority list, with expanded background checks and even a politically risky ban on assault weapons.
Without a clear path forward for any legislation, Senate Majority Leader Mitch McConnell shelved the gun debate, for now, saying the Senate would turn next week to other measures.
BEIRUT (AP) — French President Emmanuel Macron and U.S. President Donald Trump are calling for the immediate implementation of a 30-day cease-fire in Syria.
The French presidency’s office said in a written statement the heads of state discussed the situation in a phone call Friday.
Macron and Trump agreed to “work together” for the implementation of the U.N. Security Council resolution passed last weekend to allow a cease-fire, the transport of humanitarian aid and the evacuation of the injured and sick.
They call on Russia to “put maximal pressure on Damascus’ without ambiguity” so that the government commits to respecting the U.N. resolution.
Macron said the use of lethal chemical weapons, if proven, would lead to a strong response. He said he’s extremely vigilant on the issue, the statement said.
CHARLOTTE, N.C. (AP) — Mourners are gathering to pay respects to the Rev. Billy Graham at a funeral that marks the culmination of more than a week of tributes to “America’s Pastor.”
The service is scheduled to start at noon Friday and to include performances by musicians who shared the stage with Graham at his crusades. The Rev. Franklin Graham will deliver the main funeral address for his father after personal messages from Billy Graham’s three daughters and younger son. President Donald Trump is expected to attend, but isn’t expected to speak.
The funeral planning began a decade ago with Billy Graham himself, and grew into his family’s desire to capture the feeling of the crusades that made the world’s best-known Protestant preacher of his era.
